The mission of Brookhaven's Advanced Materials Group is to conduct research on materials in extreme environments for advanced energy systems. PRESIDENT OBAMA: Mr. President, Mr. Secretary General, fellow delegates, ladies and gentlemen: Seventy years after the founding of the United Nations, it is worth reflecting on what, together, the members of this body have helped to achieve.
Out of the ashes of the Second World War, having witnessed the unthinkable power of the atomic age, the United States has worked with many nations in this Assembly to prevent a third world war -- by forging alliances with old adversaries; by supporting the steady emergence of strong democracies accountable to their people instead of any foreign power; and by building an international system that imposes a cost on those who choose conflict over cooperation, an order that recognizes the dignity and equal worth of all people.
That is the work of seven decades. That is the ideal that this body, at its best, has pursued. Of course, there have been too many times when, collectively, we have fallen short of these ideals. Over seven decades, terrible conflicts have claimed untold victims. But we have pressed forward, slowly, steadily, to make a system of international rules and norms that are better and stronger and more consistent.
It is this international order that has underwritten unparalleled advances in human liberty and prosperity. It is this collective endeavor that’s brought about diplomatic cooperation between the world’s major powers, and buttressed a global economy that has lifted more than a billion people from poverty. It is these international principles that helped constrain bigger countries from imposing our will on smaller ones, and advanced the emergence of democracy and development and individual liberty on every continent.
This progress is real. It can be documented in lives saved, and agreements forged, and diseases conquered, and in mouths fed. And yet, we come together today knowing that the march of human progress never travels in a straight line, that our work is far from complete; that dangerous currents risk pulling us back into a darker, more disordered world.
Today, we see the collapse of strongmen and fragile states breeding conflict, and driving innocent men, women and children across borders on an epic scale. Brutal networks of terror have stepped into the vacuum. Technologies that empower individuals are now also exploited by those who spread disinformation, or suppress dissent, or radicalize our youth. Global capital flows have powered growth and investment, but also increased risk of contagion, weakened the bargaining power of workers, and accelerated inequality.
How should we respond to these trends? There are those who argue that the ideals enshrined in the U.N. charter are unachievable or out of date -- a legacy of a postwar era not suited to our own. Effectively, they argue for a return to the rules that applied for most of human history and that pre-date this institution: the belief that power is a zero-sum game; that might makes right; that strong states must impose their will on weaker ones; that the rights of individuals don’t matter; and that in a time of rapid change, order must be imposed by force.
On this basis, we see some major powers assert themselves in ways that contravene international law. We see an erosion of the democratic principles and human rights that are fundamental to this institution’s mission; information is strictly controlled, the space for civil society restricted. We’re told that such retrenchment is required to beat back disorder; that it’s the only way to stamp out terrorism, or prevent foreign meddling. In accordance with this logic, we should support tyrants like Bashar al-Assad, who drops barrel bombs to massacre innocent children, because the alternative is surely worse.
The increasing skepticism of our international order can also be found in the most advanced democracies. We see greater polarization, more frequent gridlock; movements on the far right, and sometimes the left, that insist on stopping the trade that binds our fates to other nations, calling for the building of walls to keep out immigrants. Most ominously, we see the fears of ordinary people being exploited through appeals to sectarianism, or tribalism, or racism, or anti-Semitism; appeals to a glorious past before the body politic was infected by those who look different, or worship God differently; a politics of us versus them.
The United States is not immune from this. Even as our economy is growing and our troops have largely returned from Iraq and Afghanistan, we see in our debates about America’s role in the world a notion of strength that is defined by opposition to old enemies, perceived adversaries, a rising China, or a resurgent Russia; a revolutionary Iran, or an Islam that is incompatible with peace. We see an argument made that the only strength that matters for the United States is bellicose words and shows of military force; that cooperation and diplomacy will not work.
As President of the United States, I am mindful of the dangers that we face; they cross my desk every morning. I lead the strongest military that the world has ever known, and I will never hesitate to protect my country or our allies, unilaterally and by force where necessary.
But I stand before you today believing in my core that we, the nations of the world, cannot return to the old ways of conflict and coercion. We cannot look backwards. We live in an integrated world -- one in which we all have a stake in each other’s success. We cannot turn those forces of integration. No nation in this Assembly can insulate itself from the threat of terrorism, or the risk of financial contagion; the flow of migrants, or the danger of a warming planet. The disorder we see is not driven solely by competition between nations or any single ideology. And if we cannot work together more effectively, we will all suffer the consequences. That is true for the United States, as well.
No matter how powerful our military, how strong our economy, we understand the United States cannot solve the world’s problems alone. In Iraq, the United States learned the hard lesson that even hundreds of thousands of brave, effective troops, trillions of dollars from our Treasury, cannot by itself impose stability on a foreign land. Unless we work with other nations under the mantle of international norms and principles and law that offer legitimacy to our efforts, we will not succeed. And unless we work together to defeat the ideas that drive different communities in a country like Iraq into conflict, any order that our militaries can impose will be temporary.
Just as force alone cannot impose order internationally, I believe in my core that repression cannot forge the social cohesion for nations to succeed. The history of the last two decades proves that in today’s world, dictatorships are unstable. The strongmen of today become the spark of revolution tomorrow. You can jail your opponents, but you can’t imprison ideas. You can try to control access to information, but you cannot turn a lie into truth. It is not a conspiracy of U.S.-backed NGOs that expose corruption and raise the expectations of people around the globe; it’s technology, social media, and the irreducible desire of people everywhere to make their own choices about how they are governed.
Indeed, I believe that in today’s world, the measure of strength is no longer defined by the control of territory. Lasting prosperity does not come solely from the ability to access and extract raw materials. The strength of nations depends on the success of their people -- their knowledge, their innovation, their imagination, their creativity, their drive, their opportunity -- and that, in turn, depends upon individual rights and good governance and personal security. Internal repression and foreign aggression are both symptoms of the failure to provide this foundation.
A politics and solidarity that depend on demonizing others, that draws on religious sectarianism or narrow tribalism or jingoism may at times look like strength in the moment, but over time its weakness will be exposed. And history tells us that the dark forces unleashed by this type of politics surely makes all of us less secure. Our world has been there before. We gain nothing from going back.
Instead, I believe that we must go forward in pursuit of our ideals, not abandon them at this critical time. We must give expression to our best hopes, not our deepest fears. This institution was founded because men and women who came before us had the foresight to know that our nations are more secure when we uphold basic laws and basic norms, and pursue a path of cooperation over conflict. And strong nations, above all, have a responsibility to uphold this international order.
Let me give you a concrete example. After I took office, I made clear that one of the principal achievements of this body -- the nuclear non-proliferation regime -- was endangered by Iran’s violation of the NPT. On that basis, the Security Council tightened sanctions on the Iranian government, and many nations joined us to enforce them. Together, we showed that laws and agreements mean something.
But we also understood that the goal of sanctions was not simply to punish Iran. Our objective was to test whether Iran could change course, accept constraints, and allow the world to verify that its nuclear program will be peaceful. For two years, the United States and our partners -- including Russia, including China -- stuck together in complex negotiations. The result is a lasting, comprehensive deal that prevents Iran from obtaining a nuclear weapon, while allowing it to access peaceful energy. And if this deal is fully implemented, the prohibition on nuclear weapons is strengthened, a potential war is averted, our world is safer. That is the strength of the international system when it works the way it should.
That same fidelity to international order guides our responses to other challenges around the world. Consider Russia’s annexation of Crimea and further aggression in eastern Ukraine. America has few economic interests in Ukraine. We recognize the deep and complex history between Russia and Ukraine. But we cannot stand by when the sovereignty and territorial integrity of a nation is flagrantly violated. If that happens without consequence in Ukraine, it could happen to any nation gathered here today. That’s the basis of the sanctions that the United States and our partners impose on Russia. It's not a desire to return to a Cold War.
Now, within Russia, state-controlled media may describe these events as an example of a resurgent Russia -- a view shared, by the way, by a number of U.S. politicians and commentators who have always been deeply skeptical of Russia, and seem to be convinced a new Cold War is, in fact, upon us. And yet, look at the results. The Ukrainian people are more interested than ever in aligning with Europe instead of Russia. Sanctions have led to capital flight, a contracting economy, a fallen ruble, and the emigration of more educated Russians.
Imagine if, instead, Russia had engaged in true diplomacy, and worked with Ukraine and the international community to ensure its interests were protected. That would be better for Ukraine, but also better for Russia, and better for the world -- which is why we continue to press for this crisis to be resolved in a way that allows a sovereign and democratic Ukraine to determine its future and control its territory. Not because we want to isolate Russia -- we don't -- but because we want a strong Russia that’s invested in working with us to strengthen the international system as a whole.
Similarly, in the South China Sea, the United States makes no claim on territory there. We don't adjudicate claims. But like every nation gathered here, we have an interest in upholding the basic principles of freedom of navigation and the free flow of commerce, and in resolving disputes through international law, not the law of force. So we will defend these principles, while encouraging China and other claimants to resolve their differences peacefully.
I say this, recognizing that diplomacy is hard; that the outcomes are sometimes unsatisfying; that it's rarely politically popular. But I believe that leaders of large nations, in particular, have an obligation to take these risks -- precisely because we are strong enough to protect our interests if, and when, diplomacy fails.
I also believe that to move forward in this new era, we have to be strong enough to acknowledge when what you’re doing is not working. For 50 years, the United States pursued a Cuba policy that failed to improve the lives of the Cuban people. We changed that. We continue to have differences with the Cuban government. We will continue to stand up for human rights. But we address these issues through diplomatic relations, and increased commerce, and people-to-people ties. As these contacts yield progress, I’m confident that our Congress will inevitably lift an embargo that should not be in place anymore. (Applause.) Change won’t come overnight to Cuba, but I’m confident that openness, not coercion, will support the reforms and better the life the Cuban people deserve, just as I believe that Cuba will find its success if it pursues cooperation with other nations.
Now, if it’s in the interest of major powers to uphold international standards, it is even more true for the rest of the community of nations. Look around the world. From Singapore to Colombia to Senegal, the facts shows that nations succeed when they pursue an inclusive peace and prosperity within their borders, and work cooperatively with countries beyond their borders.
That path is now available to a nation like Iran, which, as of this moment, continues to deploy violent proxies to advance its interests. These efforts may appear to give Iran leverage in disputes with neighbors, but they fuel sectarian conflict that endangers the entire region, and isolates Iran from the promise of trade and commerce. The Iranian people have a proud history, and are filled with extraordinary potential. But chanting “Death to America” does not create jobs, or make Iran more secure. If Iran chose a different path, that would be good for the security of the region, good for the Iranian people, and good for the world.
Of course, around the globe, we will continue to be confronted with nations who reject these lessons of history, places where civil strife, border disputes, and sectarian wars bring about terrorist enclaves and humanitarian disasters. Where order has completely broken down, we must act, but we will be stronger when we act together.
In such efforts, the United States will always do our part. We will do so mindful of the lessons of the past -- not just the lessons of Iraq, but also the example of Libya, where we joined an international coalition under a U.N. mandate to prevent a slaughter. Even as we helped the Libyan people bring an end to the reign of a tyrant, our coalition could have and should have done more to fill a vacuum left behind. We’re grateful to the United Nations for its efforts to forge a unity government. We will help any legitimate Libyan government as it works to bring the country together. But we also have to recognize that we must work more effectively in the future, as an international community, to build capacity for states that are in distress, before they collapse.
And that’s why we should celebrate the fact that later today the United States will join with more than 50 countries to enlist new capabilities -- infantry, intelligence, helicopters, hospitals, and tens of thousands of troops -- to strengthen United Nations peacekeeping. (Applause.) These new capabilities can prevent mass killing, and ensure that peace agreements are more than words on paper. But we have to do it together. Together, we must strengthen our collective capacity to establish security where order has broken down, and to support those who seek a just and lasting peace.
Nowhere is our commitment to international order more tested than in Syria. When a dictator slaughters tens of thousands of his own people, that is not just a matter of one nation’s internal affairs -- it breeds human suffering on an order of magnitude that affects us all. Likewise, when a terrorist group beheads captives, slaughters the innocent and enslaves women, that’s not a single nation’s national security problem -- that is an assault on all humanity.
I’ve said before and I will repeat: There is no room for accommodating an apocalyptic cult like ISIL, and the United States makes no apologies for using our military, as part of a broad coalition, to go after them. We do so with a determination to ensure that there will never be a safe haven for terrorists who carry out these crimes. And we have demonstrated over more than a decade of relentless pursuit of al Qaeda, we will not be outlasted by extremists.
But while military power is necessary, it is not sufficient to resolve the situation in Syria. Lasting stability can only take hold when the people of Syria forge an agreement to live together peacefully. The United States is prepared to work with any nation, including Russia and Iran, to resolve the conflict. But we must recognize that there cannot be, after so much bloodshed, so much carnage, a return to the pre-war status quo.
Let’s remember how this started. Assad reacted to peaceful protests by escalating repression and killing that, in turn, created the environment for the current strife. And so Assad and his allies cannot simply pacify the broad majority of a population who have been brutalized by chemical weapons and indiscriminate bombing. Yes, realism dictates that compromise will be required to end the fighting and ultimately stamp out ISIL. But realism also requires a managed transition away from Assad and to a new leader, and an inclusive government that recognizes there must be an end to this chaos so that the Syrian people can begin to rebuild.
We know that ISIL -- which emerged out of the chaos of Iraq and Syria -- depends on perpetual war to survive. But we also know that they gain adherents because of a poisonous ideology. So part of our job, together, is to work to reject such extremism that infects too many of our young people. Part of that effort must be a continued rejection by Muslims of those who distort Islam to preach intolerance and promote violence, and it must also a rejection by non-Muslims of the ignorance that equates Islam with terror. (Applause.)
This work will take time. There are no easy answers to Syria. And there are no simple answers to the changes that are taking place in much of the Middle East and North Africa. But so many families need help right now; they don’t have time. And that’s why the United States is increasing the number of refugees who we welcome within our borders. That’s why we will continue to be the largest donor of assistance to support those refugees. And today we are launching new efforts to ensure that our people and our businesses, our universities and our NGOs can help as well -- because in the faces of suffering families, our nation of immigrants sees ourselves.
Of course, in the old ways of thinking, the plight of the powerless, the plight of refugees, the plight of the marginalized did not matter. They were on the periphery of the world’s concerns. Today, our concern for them is driven not just by conscience, but should also be drive by self-interest. For helping people who have been pushed to the margins of our world is not mere charity, it is a matter of collective security. And the purpose of this institution is not merely to avoid conflict, it is to galvanize the collective action that makes life better on this planet.
The commitments we’ve made to the Sustainable Development Goals speak to this truth. I believe that capitalism has been the greatest creator of wealth and opportunity that the world has ever known. But from big cities to rural villages around the world, we also know that prosperity is still cruelly out of reach for too many. As His Holiness Pope Francis reminds us, we are stronger when we value the least among these, and see them as equal in dignity to ourselves and our sons and our daughters.
We can roll back preventable disease and end the scourge of HIV/AIDS. We can stamp out pandemics that recognize no borders. That work may not be on television right now, but as we demonstrated in reversing the spread of Ebola, it can save more lives than anything else we can do.
Together, we can eradicate extreme poverty and erase barriers to opportunity. But this requires a sustained commitment to our people -- so farmers can feed more people; so entrepreneurs can start a business without paying a bribe; so young people have the skills they need to succeed in this modern, knowledge-based economy.
We can promote growth through trade that meets a higher standard. And that’s what we’re doing through the Trans-Pacific Partnership -- a trade agreement that encompasses nearly 40 percent of the global economy; an agreement that will open markets, while protecting the rights of workers and protecting the environment that enables development to be sustained.
We can roll back the pollution that we put in our skies, and help economies lift people out of poverty without condemning our children to the ravages of an ever-warming climate. The same ingenuity that produced the Industrial Age and the Computer Age allows us to harness the potential of clean energy. No country can escape the ravages of climate change. And there is no stronger sign of leadership than putting future generations first. The United States will work with every nation that is willing to do its part so that we can come together in Paris to decisively confront this challenge.
And finally, our vision for the future of this Assembly, my belief in moving forward rather than backwards, requires us to defend the democratic principles that allow societies to succeed. Let me start from a simple premise: Catastrophes, like what we are seeing in Syria, do not take place in countries where there is genuine democracy and respect for the universal values this institution is supposed to defend. (Applause.)
I recognize that democracy is going to take different forms in different parts of the world. The very idea of a people governing themselves depends upon government giving expression to their unique culture, their unique history, their unique experiences. But some universal truths are self-evident. No person wants to be imprisoned for peaceful worship. No woman should ever be abused with impunity, or a girl barred from going to school. The freedom to peacefully petition those in power without fear of arbitrary laws -- these are not ideas of one country or one culture. They are fundamental to human progress. They are a cornerstone of this institution.
I realize that in many parts of the world there is a different view -- a belief that strong leadership must tolerate no dissent. I hear it not only from America’s adversaries, but privately at least I also hear it from some of our friends. I disagree. I believe a government that suppresses peaceful dissent is not showing strength; it is showing weakness and it is showing fear. (Applause.) History shows that regimes who fear their own people will eventually crumble, but strong institutions built on the consent of the governed endure long after any one individual is gone.
That's why our strongest leaders -- from George Washington to Nelson Mandela -- have elevated the importance of building strong, democratic institutions over a thirst for perpetual power. Leaders who amend constitutions to stay in office only acknowledge that they failed to build a successful country for their people -- because none of us last forever. It tells us that power is something they cling to for its own sake, rather than for the betterment of those they purport to serve.
I understand democracy is frustrating. Democracy in the United States is certainly imperfect. At times, it can even be dysfunctional. But democracy -- the constant struggle to extend rights to more of our people, to give more people a voice -- is what allowed us to become the most powerful nation in the world. (Applause.)
It's not simply a matter of principle; it's not an abstraction. Democracy -- inclusive democracy -- makes countries stronger. When opposition parties can seek power peacefully through the ballot, a country draws upon new ideas. When a free media can inform the public, corruption and abuse are exposed and can be rooted out. When civil society thrives, communities can solve problems that governments cannot necessarily solve alone. When immigrants are welcomed, countries are more productive and more vibrant. When girls can go to school, and get a job, and pursue unlimited opportunity, that’s when a country realizes its full potential. (Applause.)
That is what I believe is America’s greatest strength. Not everybody in America agrees with me. That's part of democracy. I believe that the fact that you can walk the streets of this city right now and pass churches and synagogues and temples and mosques, where people worship freely; the fact that our nation of immigrants mirrors the diversity of the world -- you can find everybody from everywhere here in New York City -- (applause) -- the fact that, in this country, everybody can contribute, everybody can participate no matter who they are, or what they look like, or who they love -- that's what makes us strong.
And I believe that what is true for America is true for virtually all mature democracies. And that is no accident. We can be proud of our nations without defining ourselves in opposition to some other group. We can be patriotic without demonizing someone else. We can cherish our own identities -- our religion, our ethnicity, our traditions -- without putting others down. Our systems are premised on the notion that absolute power will corrupt, but that people -- ordinary people -- are fundamentally good; that they value family and friendship, faith and the dignity of hard work; and that with appropriate checks and balances, governments can reflect this goodness.
I believe that’s the future we must seek together. To believe in the dignity of every individual, to believe we can bridge our differences, and choose cooperation over conflict -- that is not weakness, that is strength. (Applause.) It is a practical necessity in this interconnected world.
And our people understand this. Think of the Liberian doctor who went door-to-door to search for Ebola cases, and to tell families what to do if they show symptoms. Think of the Iranian shopkeeper who said, after the nuclear deal, “God willing, now we’ll be able to offer many more goods at better prices.” Think of the Americans who lowered the flag over our embassy in Havana in 1961 -- the year I was born -- and returned this summer to raise that flag back up. (Applause.) One of these men said of the Cuban people, “We could do things for them, and they could do things for us. We loved them.” For 50 years, we ignored that fact.
Think of the families leaving everything they’ve known behind, risking barren deserts and stormy waters just to find shelter; just to save their children. One Syrian refugee who was greeted in Hamburg with warm greetings and shelter, said, “We feel there are still some people who love other people.”
The people of our United Nations are not as different as they are told. They can be made to fear; they can be taught to hate -- but they can also respond to hope. History is littered with the failure of false prophets and fallen empires who believed that might always makes right, and that will continue to be the case. You can count on that. But we are called upon to offer a different type of leadership -- leadership strong enough to recognize that nations share common interests and people share a common humanity, and, yes, there are certain ideas and principles that are universal.
That's what those who shaped the United Nations 70 years ago understood. Let us carry forward that faith into the future -- for it is the only way we can assure that future will be brighter for my children, and for yours.

Nephrite jade (nephritite) is a crystalline-textured to felted-textured metamorphic rock principally composed of one or more amphibole minerals (tremolite to actinolite, Ca2Mg5Si8O22(OH)2 to Ca2(Mg,Fe)5Si8O22(OH)2).
Nephrite jade was discovered in Wyoming in the 1930s, resulting in a "jade rush" that lasted for several decades. Most recovered material is alluvial jade, produced by paleoerosion of jade outcrops. Eroded clasts of jade were transported downstream and subsequently buried with other poorly-sorted sediments. Some Wyoming jade has been collected from in-situ outcrops.
The dark green nephrite jade sample seen here has a somewhat lustrous polish and surface facets that formed from natural abrasion by winds. Any rock that has natural wind polish is called a ventifact.

Jadeite on the other hand is a type of pyroxene and forms monoclinic crystals. Jadeite's chemical formula is Na(Al,Fe+3)Si2O6."
"The word "jade" is derived from the Spanish term piedra de ijada (first recorded in 1565), of "flank stone", because it had a reputed efficacy in curing ailments of the loins and kidneys. Nephrite gets its name from Latin "lapis nephriticus", meaning "kidney stone" because it was often worn to remedy diseases of the kidneys."
"Jade is about as hard as quartz, quite tough, beautifully colored, and can easily be shaped. Both nephrite and jadeite were used during the Stone and Bronze Age and in the ancient dynasties of China."

During the summer of 1945, some 7,000 to 8,000 pounds of jade were collected. Wyoming jade hunter Allan Branham, who is credited as being the person who first discovered American nephrite jade, once stated that "Jade lures and lures as no other stone. It is as bad as the "gold fever", and once entangled with jade, one seldom recovers." Large boulders of nephrite have been found in Wyoming. The largest specimen ever found was a 14,000 pound boulder of low-quality black jade reportedly found in the prospect at the southern end of the Wind River Mountains. Some of the best specimens come from the area around Jeffrey City."

Some background:
The Gudkov Gu-1 was a Soviet fighter aircraft produced shortly after World War II in small numbers at the start of the jet age, but work on the Gudkov Gu-1 already started in 1944. Towards the end of World War II the Soviet Union saw the need for a strategic bombing capability similar to that of the United States Army Air Forces. The Soviet VVS air arm had the locally designed Petlyakov Pe-8 four-engined heavy bomber in service at the start of the war, but only 93 had been built by the end of the war and the type had become obsolete. By that time the U.S. regularly conducted bombing raids on Japan from distant Pacific forward bases using B-29 Superfortresses, and the Soviet Air Force lacked this capability.
Joseph Stalin ordered the development of a comparable bomber, and the U.S. twice refused to supply the Soviet Union with B-29s under Lend Lease. However, on four occasions during 1944, individual B-29s made emergency landings in Soviet territory and one crashed after the crew bailed out. In accordance with the Soviet–Japanese Neutrality Pact, the Soviets were neutral in the Pacific War and the bombers were therefore interned and kept by the Soviets. Despite Soviet neutrality, America demanded the return of the bombers, but the Soviets refused. Three repairable B-29s were flown to Moscow and delivered to the Tupolev OKB. One B-29 was dismantled, the second was used for flight tests and training, and the third one was left as a standard for cross-reference.
Stalin told Tupolev to clone the Superfortress in as short a time as possible. The reverse-engineering effort involved 900 factories and research institutes, who finished the design work during the first year. 105,000 drawings were made, and the American technology had to be adapted to local material and manufacturing standards – and ended in a thorough re-design of the B-29 “under the hood”. By the end of the second year, the Soviet industry was to produce 20 copies of the aircraft ready for State acceptance trials.
While work on what would become the Tupolev Tu-4 was on the way, the need for a long range escort fighter arose, too. Soviet officials were keen on the P-51 Mustang, but, again, the USA denied deliveries, so that an indigenous solution had to be developed. With the rising tension of international relationships, this became eventually the preferred solution, too.
While the design bureau Lavochkin had already started with work on the La-9 fighter (which entered service after WWII) and the jet age was about to begin, the task of designing a long range escort fighter for the Tu-4 was relegated to Mikhail I. Gudkov who had been designing early WWII fighters like the LaGG-1 and -3 together with Lavochkin. Internally, the new fighter received the project handle "DIS" (Dalnij Istrebitel' Soprovozhdenya ="long-range escort fighter").
In order to offer an appropriate range and performance that could engage enemy interceptors in the bombers’ target area it was soon clear that neither a pure jet nor a pure piston-engine fighter was a viable solution – a dilemma the USAAF was trying to solve towards 1945, too. The jet engine alone did not offer sufficient power, and fuel consumption was high, so that the necessary range could never be achieved with an agile fighter. Late war radials had sufficient power and offered good range, but the Soviet designers were certain that the piston engine fighter had no future – especially when fast jet fighters had to be expected over enemy territory.
Another problem arose through the fact that the Soviet Union did not have an indigenous jet engine at hand at all in late 1945. War booty from Germany in the form of Junkers Jumo 004 axial jet engines and blueprints of the more powerful HeS 011 were still under evaluation, and these powerplants alone did neither promise enough range nor power for a long range fighter aircraft. Even for short range fighters their performance was rather limited – even though fighters like the Yak-15 and the MiG-9 were designed around them.
After many layout experiments and calculation, Gudkov eventually came up with a mixed powerplant solution for the DIS project. But unlike the contemporary, relatively light I-250 (also known as MiG-13) interceptor, which added a mechanical compressor with a primitive afterburner (called VRDK) to a Klimov VK-107R inline piston engine, the DIS fighter was equipped with a powerful radial engine and carried a jet booster – similar to the US Navy’s Ryan FR-1 “Fireball”. Unlike the FR-1, though, the DIS kept a conservative tail-sitter layout and was a much bigger aircraft.
The choice for the main powerplant fell on the Shvetsov ASh-82TKF engine, driving a large four blade propeller. This was a boosted version of the same 18 cylinder twin row radial that powered the Tu-4, the ASh-73. The ASh-82TKF for the escort fighter project had a rating of 2,720 hp (2,030 kW) while the Tu-4's ASh-73TK had "only" a temporary 2,400 hp (1,800 kW) output during take-off. The airframe was designed around this massive and powerful engine, and the aircraft’s sheer size was also a result of the large fuel capacity which was necessary to meet the range target of at least 3.000 km (1.860 mi, 1.612 nmi).
The ASh-82TKF alone offered enough power for a decent performance, but in order to take on enemy jet fighters and lighter, more agile propeller-driven fighters, a single RD-20 axial-flow turbojet with 7.8 kN (1,754 lbf) thrust was added in the rear-fuselage. It was to add power for take-off and in combat situations only. Its fixed air intakes were placed on the fuselage flanks, right behind the cockpit, and the jet pipe was placed under the fin and the stabilizers.
Outwardly, Gudkov’s DIS resembled the late American P-47D or the A-1 Skyraider a lot, and the beefy aircraft was comparable in size and weight, too. But the Soviet all-metal aircraft was a completely new construction and featured relatively small and slender laminar flow wings. The wide-track landing gear retracted inwards into the inner wings while the tail wheel retracted fully into a shallow compartment under the jet pipe.
The pilot sat in a spacious cockpit under a frameless bubble canopy with very good all-round visibility and enjoyed amenities for long flights such as increased padding in the seat, armrests, and even a urinal. In addition, a full radio navigation suite was installed for the expected long range duties over long stretches of featureless landscape like the open sea.
Armament consisted of four 23 mm Nudelman-Suranov NS-23 cannons with 100 RPG in the wings, outside of the propeller arc. The guns were good for a weight of fire of 6kg (13.2 lb)/sec, a very good value. Five wet hardpoints under the fuselage, the wings outside of the landing gear well and under the wing tips could primarily carry auxiliary drop tanks or an external ordnance of up to 1.500 kg (3.300 lb).
Alternatively, iron bombs of up to 500 kg (1.100 lb) caliber could be carried on the centerline pylon, and a pair of 250 kg (550 lb) bombs under the wings, but a fighter bomber role was never seriously considered for the highly specialized and complex aircraft.
The first DIS prototype, still without the jet booster, flew in May 1947. The second prototype, with both engines installed, had its fuel capacity increased by an additional 275 l (73 US gal) in an additional fuel tank behind the cockpit. The aircraft was also fitted with larger tires to accommodate the increased all-up weight, esp. with all five 300 l drop tanks fitted for maximum range and endurance.
Flight testing continued until 1948 and the DIS concept proved to be satisfactory, even though the complicated ASh-82TKF hampered the DIS’ reliability - to the point that fitting the ASh-73TK from the Tu-4 was considered for serial production, even if this would have meant a significant reduction in performance. The RD-20 caused lots of trouble, too. Engine reliability was generally poor, and re-starting the engine in flight did not work satisfactorily – a problem that, despite several changes to the starter and ignition system, could never be fully cured. The jet engine’s placement in the tail, together with the small tail wheel, also caused problems because the pilots had to take care that the tail would not aggressively hit the ground upon landings, because the RD-20 and its attachments were easily damaged.
Nevertheless, the DIS basically fulfilled the requested performance specifications and was, despite many shortcomings, eventually cleared for production in mid 1948. It received the official designation Gudkov Gu-1, honoring the engineer behind the aircraft, even though the aircraft was produced by Lavochkin.
The first machines were delivered to VVS units in early 1949 - just in time for the Tu-4's service introduction after the Russians had toiled endlessly on solving several technical problems. In the meantime, jet fighter development had quickly progressed, even though a purely jet-powered escort fighter for the Tu-4 was still out of question. Since the Gu-1 was capricious, complex and expensive to produce, only a limited number left the factories and emphasis was put on the much simpler and more economical Lavochkin La-11 escort fighter, a lightweight evolution of the proven La-9. Both types were regarded as an interim solution until a pure jet escort fighter would be ready for service.
Operationally the Gu-1s remained closely allocated to the VVS’ bomber squadrons and became an integral part of them. Anyway, since the Tu-4 bomber never faced a serious combat situation, so did the Gu-1, which was to guard it on its missions. For instance, both types were not directly involved in the Korean War, and the Gu-1 was primarily concentrated at the NATO borders to Western Europe, since bomber attacks in this theatre would certainly need the heavy fighter’s protection.
The advent of the MiG-15 - especially the improved MiG-15bis with additional fuel capacities and drop tanks, quickly sounded the death knell for the Gu-1 and any other post-WWII piston-engine fighter in Soviet Service. As Tu-4 production ended in the Soviet Union in 1952, so did the Gu-1’s production after only about 150 aircraft. The Tu-4s and their escort fighters were withdrawn in the 1960s, being replaced by more advanced aircraft including the Tupolev Tu-16 jet bomber (starting in 1954) and the Tupolev Tu-95 turboprop bomber (starting in 1956).
The Gudkov Gu-1, receiving the NATO ASCC code “Flout”, remained a pure fighter. Even though it was not a success, some proposals for updates were made - but never carried out. These included pods with unguided S-5 air-to-air-rockets, to be carried on the wing hardpoints, bigger, non-droppable wing tip tanks for even more range or, alternatively, the addition of two pulsejet boosters on the wing tips.
There even was a highly modified mixed powerplant version on the drawing boards in 1952, the Gu-1M. Its standard radial powerplant for cruise flight was enhanced with a new, non-afterburning Mikulin AM-5 axial flow jet engine with 2.270 kgf/5,000 lbf/23 kN additional thrust in the rear fuselage. With this temporary booster, a top speed of up to 850 km/h was expected. But to no avail - the pure jet fighter promised a far better performance and effectiveness, and the Gu-1 remained the only aircraft to exclusively carry the Gudkov name.

The kit and its assembly:
This whif is the incarnation of a very effective kitbashing combo that already spawned my fictional Japanese Ki-104 fighter, and it is another submission to the 2018 “Cold War” group build at whatifmodelers.com. This purely fictional Soviet escort fighter makes use of my experiences from the first build of this kind, yet with some differences.
The kit is a bashing of various parts and pieces:
· Fuselage, wing roots, landing gear and propeller from an Academy P-47D
· Wings from an Ark Model Supermarine Attacker (ex Novo)
· Tail fin comes from a Heller F-84G
· The stabilizers were taken from an Airfix Ki-46
· Cowling from a Matchbox F6F, mounted and blended onto the P-47 front
· Jet exhaust is the intake of a Matchbox Me 262 engine pod
My choice fell onto the Academy Thunderbolt because it has engraved panel lines, offers the bubble canopy as well as good fit, detail and solid material. The belly duct had simply been sliced off, and the opening later faired over with styrene sheet and putty, so that the P-47’s deep belly would not disappear.
The F6F cowling was chosen because it looks a lot like the ASh-73TK from the Tu-4. But this came at a price: the P-47 cowling is higher, tighter and has a totally different shape. It took serious body sculpting with putty to blend the parts into each other. Inside of the engine, a styrene tube was added for a metal axis that holds the uncuffed OOB P-47 four blade propeller. The P-47’s OOB cockpit tub was retained, too, just the seat received scratched armrests for a more luxurious look.
The Attacker wings were chosen because of their "modern" laminar profile. The Novo kit itself is horrible and primitive, but acceptable for donations. OOB, the Attacker wings had too little span for the big P-47, so I decided to mount the Thunderbolt's OOB wings and cut them at a suitable point: maybe 0.5", just outside of the large main wheel wells. The intersection with the Attacker wings is almost perfect in depth and width, relatively little putty work was necessary in order to blend the parts into each other. I just had to cut out new landing gear wells from the lower halves of the Attacker wings, and with new attachment points the P-47’s complete OOB landing gear could be used.
With the new wing shape, the tail surfaces had to be changed accordingly. The trapezoid stabilizers come from an Airfix Mitsubishi Ki-46, and their shape is a good match. The P-47 fin had to go, since I wanted something bigger and a different silhouette. The fuselage below was modified with a jet exhaust, too. I actually found a leftover F-84G (Heller) tail, complete with the jet pipe and the benefit that it has plausible attachment points for the stabilizers far above the jet engine in the Gu-1’s tail.
However, the F-84 jet pipe’s diameter turned out to be too large, so I went for a smaller but practical alternative, a Junkers Jumo 004 nacelle from a Me 262 (the ancestor of the Soviet RD-20!). Its intake section was cut off, flipped upside down, the fin was glued on top of it and then the new tail was glued to the P-47 fuselage. Some (more serious) body sculpting was necessary to create a more or less harmonious transition between the parts, but it worked.
The plausible placement of the air intakes and their shape was a bit of a challenge. I wanted them to be obvious, but still keep an aerodynamic look. An initial idea had been to keep the P-47’s deep belly and widen the central oil cooler intake under the nose, but I found the idea wacky and a bit pointless, since such a long air duct would not make much sense since it would waste internal space and the long duct’s additional weight would not offer any benefit?
Another idea were air intakes in the wing roots, but these were also turned down since the landing gear wells would be in the way, and placing the ducts above or below the wings would also make no sense. A single ventral scoop (looking like a P-51 radiator bath) or two smaller, dorsal intakes (XP-81 style) behind the cockpit were other serious candidates – but these were both rejected because I wanted to keep a clean side profile.
I eventually settled for very simple, fixed side intakes, level with the jet exhaust, somewhat inspired by the Lavochkin La-200B heavy fighter prototype. The air scoops are simply parts from an Italeri Saab 39 Gripen centerline drop tank (which has a flat, oval diameter), and their shape is IMHO a perfect match.
Painting and markings:
While the model itself is a wild mix of parts with lots of improvisation involved, I wanted to keep the livery rather simple. The most plausible choice would have been an NMF finish, but I rather wanted some paint – so I used Soviet La-9 and -11 as a benchmark and settled for a simple two-tone livery: uniform light grey upper and light blue lower surfaces.
I used RAF Medium Sea Grey (Humbrol 165) and Soviet Underside Blue (Humbrol 114) as basic tones, and, after a black ink wash, these were lightened up through dry-brushed post-shading. The yellow spinner and fin tip are based on typical (subtle) squadron markings of the late 40ies era.
The cockpit as well the engine and landing gear interior became blue-grey (Revell 57), similar to the typical La-9/11’s colors. The green wheel discs and the deep blue propeller blades are not 100% in the aircraft's time frame, but I added these details in order to enhance the Soviet touch and some color accents.
Tactical markings were kept simple, too. The "38" and the Red Stars come form a Mastercraft MiG-15, the Guards badge from a Begemoth MiG-25 sheet and most of the stencils were taken from a Yak-38 sheet, also from Begemoth.
Finally, the kit was sealed with matt acrylic varnish (Italeri) and it received some mild soot stains and chipped paint around the cockpit and on the leading edges. Some oil stains were added around the engine (with Tamiya Smoke), too.
A massive aircraft, and this new use of the P-47/Attacker combo results again in a plausible solution. The added jet engine might appear a bit exotic, but the mixed powerplant concept was en vogue after WWII, but only a few aircraft made it beyond the prototype stage.
While painting the model I also wondered if an all dark blue livery and some USN markings could also have made this creation the Grumman JetCat? With the tall fin, the Gu-1 could also be an F8F Bearcat on steroids? Hmmm...

Cette massification des loisirs sportifs, et en particulier de la natation, s’intensifie après-guerre, grâce à la mise en place d’une véritable politique d’Etat en faveur du développement de la pratique sportive, accompagnée par la construction d’équipements de proximité. Cette politique conduit à redéfinir et à rationaliser la conception de la piscine, autant d’un point de vue architectural que fonctionnel.
Vers la fin des années 1920, le sport, et en particulier la question de l’équipement sportif, commence à s’imposer au niveau national, comme un objet incontournable de souci et d’action politique. La volonté de créer une structure institutionnelle chargée de concevoir et de contrôler cette politique publique relative au sport s’affirme de plus en plus. Cette idée est en germe depuis l’armistice, comme l’indique la réflexion d’Edouard Herriot, maire de Lyon : « Peut-être arriverons-nous ainsi peu à peu à la constitution d’un grand service central – ministère ou non – de l’Éducation physique » (Édouard Herriot, 1919).
Parallèlement, des revendications sociales se font entendre pour une meilleure accessibilité au sport par la classe populaire. Ces requêtes sont entendues par le Front populaire, qui initie une politique de démocratisation de la culture sportive, s’appuyant sur l’invention de notions telles que temps libre et loisirs. Dans le but de diffuser et de mettre en oeuvre cette conception du sport pour tous, est créé en 1937 (à l’occasion d’un remaniement ministériel), un sous-secrétariat d’Etat aux Sports, aux Loisirs et à l’Education physique (rattaché au ministère de l’Education nationale dirigé par Jean Zay), à la tête duquel est placé Léo Lagrange. Ce dernier entreprend une série d’actions, à la fois concrètes et symboliques, comme l’aide à l’équipement communal (dont la nécessité est rendue évidente par les conclusions d’un inventaire national des installations existantes) ou la création d’un Brevet sportif populaire. Cette conception du sport de masse n’obtient cependant pas la faveur de tous. On note d’ailleurs, dans le mouvement sportif national, le rejet d’une politique d’intervention autoritaire des pouvoirs publics. Si les actions du Front Populaire sont stoppées par la déclaration de la guerre, elles ont toutefois conduit à une véritable prise de conscience de l’enjeu politique sportif au niveau national.
Sous le régime de Vichy (juin 1940-juin 1944), est créé un Commissariat Général à l’Education Générale et Sportive (CGEGS), qui s’appuie sur le sport pour diffuser l’idéologie du gouvernement, prônant des valeurs de discipline, de redressement moral, physique et intellectuel et de retour à l’ordre. Dans ces années, où le sport est surtout un outil de propagande, s’esquissent toutefois de nouvelles prescriptions concernant l’architecture des piscines (qui se doit d’être épurée et rationnelle), et la volonté de rattraper le retard de la France en matière d’équipement sportif par rapport aux autres pays européens.
Au sortir de la guerre, la question sportive n’est pas une priorité et la période 1945-1957 se caractérise par une faible intervention publique. Malgré les constructions réalisées grâce à des politiques municipales sociales et volontaristes dans les années 1930, le nombre d’équipements sportifs, et en particulier de piscines couvertes et chauffées, est encore très faible par rapport à la moyenne européenne. Ce sous-équipement va rapidement poser problème, d’autant plus que l’accroissement démographique est en plein essor, entraînant une augmentation de la jeunesse et donc une recrudescence de la pratique sportive, parallèlement à une forte urbanisation. Si l’effort est d’abord porté vers la reconstruction (du secteur industriel et du cadre de vie : logements, services administratifs, voirie, etc.), les questions de la jeunesse, du sport, de l’éducation populaire et du plein air travaillent les esprits du gouvernement.
Dans les Hauts-de-France, de nombreuses piscines ont subi des dégradations pendant la guerre et nécessitent une rénovation (une grande partie des piscines cheminotes par exemple).
Le stade nautique olympique de Tourcoing est complété, en 1951, d’un toit en partie ouvrant, une première du genre, amené à un grand développement dans les deux décennies suivantes. Faute de moyens financiers suffisants (il existe des subventions, mais les moyens alloués à la Jeunesse et aux Sports restent faibles) et d’une volonté politique forte, le nombre de constructions de piscines entre 1945 et 1958 demeure restreint. Ainsi, à Lens, suite à la destruction du stade nautique pendant la guerre, la construction d’une nouvelle piscine est projetée dès l’après-guerre, mais faute de financement, il faut attendre les années 1960 pour que le projet aboutisse.
Les quelques installations nautiques nouvelles qui sont réalisées au cours des 1950, sous l’impulsion d’initiatives locales, sont majoritairement découvertes et ne sont donc exploitables que quelques mois dans l’année. Si ces édifices sont aboutis au niveau technique et architectural, ils ne sont pas en mesure de satisfaire les besoins en matière de bassins éducatifs praticables pendant l’année scolaire. Ils répondent plus à une volonté d’offrir à la population un équipement de loisirs sportifs. Il s’agit souvent de la réalisation de projets municipaux d’avant-guerre, n’ayant pas eu l’occasion de voir le jour.
Dans ces piscines des années 1950, le double bassin est définitivement adopté et elles répondent aux nouvelles prescriptions édictées dans les années 1940 en matière d’architecture sportive, qui se doit avant tout d’être fonctionnelle et pratique, largement ouverte sur l’extérieur par des baies vitrées, sa beauté résidant essentiellement dans l’harmonie de ses proportions et l’agencement de lignes géométriques pures.
Ainsi, dans l’Oise, la ville de Compiègne décide en 1949 (sous le mandat de Jean Legendre), l’édification d’une piscine en bordure de l’Oise, rendue possible grâce aux indemnités des dommages de guerre et de la reconstruction, ainsi qu’à une subvention élevée de la part du Secrétariat d’Etat à l’Enseignement technique, à la Jeunesse et aux Sports. La piscine, conçue par l’architecte-urbaniste de la ville, J. Gossart, est inaugurée le 1er juin 1952. Des bains-douches sont aménagés dans les sous-sols. Il s’agit d’un grand bâtiment blanc rectangulaire en béton armé, inséré sur la berge boisée de l’Oise, s’ouvrant en son centre sur les deux bassins de plein-air de la piscine (25 x 12,5 m et 8 x 12,5 m), avec un plongeoir à double hauteur (3 et 5 mètres). Les baigneurs surplombent l’Oise et évoluent dans un cadre propice à la détente, correspondant bien aux prescriptions d’avant-guerres recommandant la construction d’équipements sportifs et de loisirs en plein air, dans un environnement naturel. Les gradins d’environ 800 places, font également face à l’Oise. L’architecture est simple et fonctionnelle, sans aucun décor ; elle obéit à un modernisme pur et efficace. Elle est remarquable du fait de sa situation en bord de rivière, comme l’était également la piscine découverte de l’Hôtel-Dieu à Pontoise (Val d’Oise) construite en 1961 par l’architecte Jean Letu et aujourd’hui détruite. La piscine de Compiègne, ouverte de mai à septembre, connaît un grand succès, qui ne cesse de croître d’année en année. Fermée dès 1985 car son bassin souffrait de fuites (et remplacée par la piscine Mercières, construite en 1988), elle est aujourd’hui à l’abandon.
A Caudry (Nord), le stade nautique municipal est construit en 1951-1952, sur les plans d'Edmond Lancelle (1898-1957), architecte du Cambrésis actif pendant les deux périodes de reconstruction, grâce à la volonté du maire Albert Dhélin (maire de 1947 à 1965). L’architecte est associé à Marc Revaux, ingénieur-conseil spécialisé en construction de piscines. Son architecture semble inspirée de la piscine de Bruay-en-Artois et est similaire à celle du Cateau-Cambrésis, reconstruite en 1954 par la même équipe d’architecte-ingénieur. Elle allie le style Paquebot de l’Art Déco (présence d’oculi en forme de hublots) aux codes du mouvement moderne international des années 1950. Les bassins sont entourés sur deux côtés par les bâtiments des vestiaires, et sur le deuxième grand côté par des gradins surplombés par une terrasse avec buvette (dans l’angle). La forme de U renversé de l’élégant plongeoir associée à la ligne courbe du toboggan qui lui fait face, animent l’orthogonalité des alignements de cabines. Le portique d’entrée, reprenant ces lignes courbes, s’ouvre sur un guichet vitré aux formes dynamiques et sculpturales. La piscine est dominée par une grande tour-horloge, rythmant les séances de natation. On retrouve cette tour-horloge marquant l’entrée de la piscine, à la piscine olympique de la Scarpe à Arras (1955) et au stade nautique de Bapaume (Pas-de-Calais). A Bapaume, le bâtiment abritant l’accueil et les vestiaires est largement vitré et s’ouvre sur les bassins, entourés d’un portique. Son architecte, Emile Cauwet, est spécialiste de l’architecture scolaire (groupe scolaire Ferdinand-Buisson à Boulogne-Billancourt), industrielle et sportive, et prône une esthétique moderniste et fonctionnelle.
A Boulogne-sur-Mer (Pas-de-Calais), une piscine municipale est judicieusement intégrée au nouveau casino, bâtiment monumental, manifeste de l’architecture des années 1950, conçu par les architectes Sonrel et Bonhomme, et situé derrière la plage de la station balnéaire. La piscine, localisée au rez-de-chaussée, est vitrée sur deux côtés et donne vue sur la plage. Le bâtiment en béton armé, monté sur pilotis (rappelant l’architecture de Le Corbusier), est décoré sur ses façades extérieures de mosaïques réalisées par l’artiste Françoise Lelong. La façade côté plage s’ouvre par un portique avec terrasse.
Ainsi les piscines des années 1950, souvent d’une grande sobriété correspondant aux préceptes architecturaux du mouvement moderne, s’inscrivent dans la continuité des piscines de la fin des années 1930. Il faut attendre les années 1960 pour qu’une nouvelle impulsion soit donnée à l’innovation architecturale dans le domaine des piscines, grâce à la mise en place d’une véritable politique interventionniste de l’Etat en faveur de l’équipement sportif sous la Ve République, dans le cadre de trois lois de programme planifiant la construction d’équipements sportifs et socio-éducatifs. Ce nouveau cadre législatif se traduit par une "mise en administration" du bâti sportif par l’État1.
II. Les mesures mises en place entre 1961 et 1976 par l’Etat en faveur de la construction des piscines
A partir de la Ve République, le sport et la construction sportive sont désormais perçus comme un service d’intérêt public du ressort de l’Etat. Déterminé, l’Etat entreprend une série de mesures incitatives visant à créer un maillage de piscines publiques praticables en toutes saisons (la plupart des piscines étaient alors découvertes et non chauffées) sur l’ensemble du territoire national. L’objectif principal est que tous les enfants aient accès à un bassin pour apprendre à nager, et qu’ainsi soit enfin mis en application l’apprentissage obligatoire de la natation à l’école (dans les programmes depuis la fin du 19e siècle). La priorité des piscines des années 1960-1970 est donc portée vers la jeunesse et l’éducation.
1. Les lois programmes : une nouvelle politique économique en faveur de l’équipement sportif
Lors de l’instauration du premier gouvernement de la Ve République, est créé un Haut-commissariat (puis Secrétariat d’Etat) à la Jeunesse et aux Sports (rattaché au ministère de l’Education Nationale), dirigé par Maurice Herzog. Ce dernier souhaite impulser de manière urgente une politique de construction afin de combler le sous-équipement en matière d’édifices à destination de la jeunesse : "Notre objectif, notre seul objectif est de mettre à la disposition de notre jeunesse, les moyens de s’exprimer plus complètement. Nous voulons que des millions de jeunes Français puissent aller au stade, à la piscine, se rencontrer dans les Maisons de Jeunes" (Equipements pour la jeunesse et les sports, 1962). Cette volonté se concrétise le 28 juillet 1961, avec la promulgation, dans le cadre du IVe plan, de la première loi de programme, qui instaure, sur une durée de quatre ans (1962-1965), un plan assurant un financement national durable et concret en faveur des équipements sportifs et socio-éducatifs. Ce plan prend la forme de subventions élevées (représentant généralement entre 20 et 50% du coût total) destinées à aider de nombreuses collectivités locales dans leur projet de constructions sportives. Ces aides se poursuivent et sont même revalorisées lors de la deuxième loi de programme d’équipements sportifs (1966-1970), votée le 2 juillet 1965. La troisième loi (1971-1975), votée le 13 juillet 1971, montre une détermination encore plus forte de l’Etat à augmenter massivement le nombre d’équipements à grande échelle, en particulier dans les nouvelles zones urbaines, et à former des éducateurs, ceci pour favoriser le sport de masse pour tous. Ces années marquent en revanche le début du désengagement financier de l’État, que l’on discerne par la baisse progressive des montants des subventions accordées. Ces subventions sont bien sûr soumises à certaines conditions. Et, pour assurer et contrôler la qualité technique et le respect des normes des piscines construites, les municipalités doivent en faire valider les avant-projets par l’Etat.
Certains dossiers de subventions conservés aux Archives nationales montrent que de nombreuses municipalités des Hauts-de-France bénéficient de cette aide dès les années 1960 (par exemple les piscines de Lomme, de Noyon, de Chantilly, de Lens, etc.).
Ces lois de programmes d’équipements ne se résument toutefois pas à ces aides financières : l’Etat développe également des mesures permettant d’inciter plus efficacement les collectivités à entreprendre la construction d’une piscine, en facilitant leurs démarches administratives et en réduisant les coûts de construction.
2. L’agrément de modèles de piscines : normaliser, encadrer et faciliter la construction
Suite à l’application de la première loi de programme, le Haut-Commissariat à la Jeunesse et aux Sports, constate que les prix de revient des équipements sportifs sont fréquemment trop élevés et que les architectes municipaux chargés de ces constructions ne sont la plupart du temps pas qualifiés pour ce type de constructions complexes et techniques. D’où la volonté de normaliser et de rationaliser les équipements sportifs, notamment les piscines, et de contrôler les projets proposés par de plus en plus d’entreprises, de constructeurs ou de bureaux d’études aux collectivités. Dans ce but est créée le 25 mai 1963 une commission spéciale dont la mission est d’agréer, sur le plan technique, des projets-types d’équipements susceptibles d’être réalisés dans toute la France. La commission est composée de treize sièges et se réunit plusieurs fois dans l’année pour donner son avis sur les projets d’architecture présentés à l’agrément. Pour ce faire, elle se base sur les qualités techniques du projet, sur les possibilités d’adaptation de l’architecture aux terrains divers, ainsi que sur les qualifications professionnelles des candidats à l’agrément. A partir de 1967, la commission se montre plus exigeante sur l’esthétique, l’harmonie, et l’originalité architecturale.@ la STAS SIOTAS LOIRE FOREZ SAINTETIENNE @ La Société de transport de l'agglomération stéphanoise (STAS, nom juridique : TPAS) est une entreprise de transport en commun, chargée de la desserte des 53 communes de Saint-Étienne Métropole. Filiale de Transdev, son siège social est situé à Saint-Priest-en-Jarez, avenue Pierre Mendès France. Le réseau stéphanois est connu pour avoir gardé son tramway électrique (la seule en France avec Lille et Marseille) depuis sa création. Il est aussi, avec Lyon et Limoges, l'un des rares réseaux français à avoir conservé des lignes de trolleybus. En 1980, le SIOTAS (Syndicat intercommunal pour l'organisation des transports de l'agglomération stéphanoise) est créé et est chargé d'organiser les transports en commun de l'agglomération stéphanoise sur son périmètre. Le 1er janvier 1981, les CFVE disparaissent au profit de la STAS qui exploite le réseau pour le compte du SIOTAS jusqu'en 1986 ou la STAS est remplacée par les TRAS (Transports urbains de l'agglomération stéphanoise) à la suite de la non-reconduction de la délégation de service public avec le groupe Transexel au profit de Transcet. Les TRAS décident de conserver le nom STAS qui devient le nom commercial du réseau. Depuis les années 2000, les TRAS sont devenus les TPAS à la suite du changement d'actionnaire de la société au profit de Veolia Transport, aujourd'hui fusionné avec Transdev, tandis que le SIOTAS à laissé place à Saint-Étienne Métropole.En 2006, le réseau TVG (Transports de la vallée du Gier) de Saint-Chamond est définitivement intégré au réseau STAS, ainsi que les lignes départementales se retrouvant entièrement dans le nouveau périmètre. Organisé et financé par Saint-Étienne Métropole, la communauté d'agglomération a la responsabilité des transports en commun pour les 43 communes. Le réseau est structuré autour des 3 lignes de tramways, d'une ligne de trolleybus (ligne M3), de 67 lignes de bus qui parcourent l'agglomération de 4 h 5 à minuit dont 7 lignes Métropoles, bus à haut niveau de service, numérotées de 1 à 7 et repérables par la lettre M, 5 lignes de soirées circulant entre 20h et 23h (S1, S3, S6, S7, S9) et de 2 lignes Noctambus (N1 et N2) circulant de 0 h à 5 h en fin de semaine et circulant seulement du centre-ville vers la périphérie.Auparavant le réseau d'autobus s'organisait en deux zones; Grand Saint-Étienne et Grand Gier. Le 31 août 2017, le réseau STAS connaît une importante restructuration. Le réseau de tramway de Saint-Étienne se compose de trois lignes desservant Saint-Étienne et Saint-Priest-en-Jarez avec un réseau organisé principalement sur un axe nord-sud et possédant quasi uniquement des troncs communs. À elles trois, les lignes assurent près de 50 % du trafic. Véritable épine dorsale du réseau, le tram stéphanois arpente la grand rue sur près de 8 km.Le réseau de trolleybus stéphanois compta jusqu'à sept lignes (1, 3, 5, 6, 7, 8 et 10), il fut progressivement démantelé au fil des années et il ne reste depuis 2010 qu'une seule ligne, partiellement exploitée en autobus, la ligne M3. Début 2019, Saint-Etienne Métropole (SEM) investit 18M€ dans son réseau de trolleybus avec l'achat de 22 nouveaux véhicules de la marque Solaris, qui seront mis en service entre 2019 et 2021 sur la ligne M7 (5 en 2019, 5 autres en 2020) puis sur la ligne M3 (12 derniers n'arriveront pas avant 2021).Le réseau d'autobus stéphanois se compose de 69 lignes desservant l'ensemble des 45 communes de Saint-Étienne Métropole .Après 20h, le réseau STAS passe au mode soirée, les lignes de tramways restent les mêmes mais les lignes de bus les plus fréquentées comme les lignes Métropoles, deviennent les lignes de soirée S1, S3, S6, S7 et S9. La ligne S1 remplace la ligne M1 tout le long de la vallée de l'Ondaine, la ligne S3 remplace la ligne M3 secteurs Terrenoire, centre-ville, Tardy et Cotonne et remplace les lignes M4 et 11 dans le secteur Montplaisir, la ligne S6 remplace la ligne M6 dans les secteurs centre-ville, Fauriel, Rond-Point et remplace les lignes M2 et M4 dans les secteurs Marandinière et Métare. La ligne S7 remplace la ligne M7 entre Michon et le centre-ville et enfin la ligne S9 remplace la ligne 9 entre le centre-ville et Montreynaud où elle reprend l'itinéraire de la ligne 8. Ces lignes de soirée circulent généralement à raison de 2 bus par heure mais peuvent être moins fréquentes comme la ligne S9.Entre minuit et 5h du matin, les jeudis, vendredis et samedis soirs, le réseau STAS et la ville de Saint-Étienne mettent en place des lignes de nuit, les lignes N1 et N2, du centre-ville vers la périphérie.La société gère aussi un musée des transports urbains de Saint-Étienne et sa région qui retrace l'évolution du matériel roulant de la CFVE et de la STAS
Elle gère aussi la location de vélos avec un premier emplacement sur le parvis de la gare de Châteaucreux et depuis le 26 juin 2010, les vélocations Vélivert : 400 vélos en location longue durée et 300 vélos en location libre service répartis sur 30 stations (hors stations événementielles) : 28 à Saint-Étienne (pour 200 vélos), une à Saint-Priest-en-Jarez et une à Villars.Il existe quatre espaces transports dans l'agglomération stéphanoise : Place Dorian - St-Étienne ;
Parvis de la gare de Châteaucreux - St-Étienne ; Place du Moulin - St-Chamond ;
Station de tramway (ligne T1) Parc Champirol - St-Priest-en-Jarez. Les quatre lignes de TER gérées par la région Rhône-Alpes peuvent être empruntées par les voyageurs munis d'un abonnement T-Libr.

A gathering of innovators, scientists, and infrastructure leaders at the Embassy of Estonia in Stockholm explored how biomaterials can decarbonize road construction. Hosted with Estonian cleantech innovator Fibenol, the event showcased lignin-based solutions and cross-sector collaboration to accelerate Net Zero asphalt pavements and climate-smart cities.
CleanTech Region was advising and mentoring Fibenol through the senior advisory program by Tehnopol.
