Laos, Vietnam: Mobilization to Kill Hmong

 

The Lao Peoples Democractic Republic (LPDR) regime, in cooperation with the Socialist Republic of Vietnam (SRV), have issued a new order and drafted a comprehensive strategy to mount a major military offensive to exterminate thousands of Hmong in hiding in the jungles and mountains of Laos, including thousands of unarmed women and children.

 

(PressZoom) - The Lao Peoples Democractic Republic ( LPDR ) regime, in cooperation with the Socialist Republic of Vietnam ( SRV ), has issued a new order and drafted a comprehensive strategy to mount a major military offensive to exterminate thousands of Hmong in hiding in the jungles and mountains of Laos. The offensive will involve special battalions of troops and special operations commandos from Vietnam who are now being deployed to the closed military zones of operation. The reported object is to eliminate and exterminate some 15,000 Lao Hmong in hiding in key areas of Laos by the end of April 2008. Hmong in Laos are bracing for these new anticipated attacks by Laos and Vietnam which are expected to be massive and ruthless.

 

Reliable sources from inside Laos have stated that on March 23, 2008, the LPDR regime under the direction of President Choummaly Sayasone and Prime Minister Bouasone Bouphavanh as well as Deputy Prime Minister and Defense Minister Douangchay Phichit, who is also a Member of the Politburo and Major General Asang Laoly ordered the implementation of a comprehensive and deadly plan to intensify and expand military operations to attack and kill thousands of dissident unarmed Hmong civilians and opposition members in-hiding by the end of April 2008,stated Philip Smith, Executive Director of the Center for Public Policy Analysis in Washington, D.C. These new and ominous military actions, in cooperation with senior generals in Vietnam's Ministry of Defense, against unarmed civilians and the continued use of food as a weapon to kill thousands of unarmed Lao-Hmong people constitutes a clear violations of international law and rises to the level of war crimes and crimes against humanity to which these individual military leaders in Laos and Vietnam will need to be held accountable and brought to trial, especially General Douangchay Phichit, Smith concluded. www.asiapacific.amnesty.org/library/Index/ENGASA260042004...

Amnesty International has issued numerous reports about war crimes in Laos, including a March 2007 report about the Lao military's attacks and mass starvation Hmong civilians and dissident and opposition groups. Independent humanitarian and human rights organizations as well as journalists including Doctors Without Borders ( MSF ), the New York Times, Time magazine ( Asia-Edition ), Le Monde, Al Jazeera and others have documented the attacks by the Lao military on Laotian and Hmong civilians, dissident and opposition groups in Laos.

The Lao Peoples Army ( LPA ) is reportedly mobilizing significant battalions of fresh combat troops in key areas of Laos, at the direction and command of PAVN units from Vietnam, and with the support of vintage, Soviet built MI-8 helicopter gunships equipped with rocket launchers and machine guns to launch ethnic cleansing operations and military attacks against thousands of unarmed Lao Hmong civilians at Phou Da Phao, Phou Bia Mountain area and elsewhere, Smith stated. Two MI-8 helicopter gunships were reportedly deployed again by the Lao military for several weeks to attack and kill the Lao and Hmong people seeking refuge and sanctuary in the Phou Da Phao area, Smith continued.

 

We condemn this new military campaign, and these cruel attacks, atrocities and war crimes by the Lao military and Vietnam on unarmed Hmong in Laos; we urge the international community to provide emergency intervention to seek to draw attention to this crisis and to stop this new round of upcoming military attacks which we understand will me massive in terms of the troop levels and the intervention of Vietnam to assist the Lao regime's efforts to wipe out and exterminate some 15,000 Hmong civilians in Laos, stated Vaughn Vang, Executive Director of the Lao Human Rights Council.http://www.presszoom.com/print_story_143358.html

 

Mr. Tong Pao Yang and Mr. Nou Mang Chang issued the following statement and joint appeal from inside Laos to the international community:

 

It is important to note, that the LPDR regime has reportedly suspended Colonel Kham Xeng Yang, a communist officer in the Lao Peoples Army ( LPA ) because he failed to complete the brutal order issued by the Lao Minister of Defense Lao Deputy Prime Minister & Defense Minister Douangchay Phichit, who is also Member of the Politburo, to kill or capture all Lao-Hmong civilians and dissident Hmong groups in-hiding in key areas inside Laos. The Lao regime is using Hmong soldiers to kill and commit war crimes against their fellow Hmong people, which they are sometimes not capable of doing. These are terrible crimes against humanity being committed by the military of Laos and Vietnam now against thousands of unarmed Hmong civilians that are surrounded and under attack.

 

Most importantly, however, on behalf of many thousands of Hmong groups now hiding from ongoing LPDR military attacks in Laos, we are appealing to the United States, U.S., U.S. Congress, United Nation, European Unions, ASEAN and the international community, to demand the Lao PDR regime to stop its current military offensive and ongoing attack helicopter and air force bombing. Major military units, and fresh battalions of troops, of the Lao military and Socialist Vietnam are now mobilizing for a new, upcoming planned ground offensive which seeks to massacre all Hmong in hiding groups which our information indicates will likely begin in early April of this year. We are innocent civilians, women and children and we do not want to be killed or captured by the Lao PDR government troops. All unarmed Hmong civilians, especially women and children have the right to life, liberty and the rights for a life free from persecution, torture and brutal human rights abuses currently be directed against our Lao and Hmong people by the communist regime of Laos and Vietnam.

 

Tong Pao Yang and Nou Mang Chang continued their statement from inside Laos and joint appeal to the international community:

 

Our information and field intelligence sources indicate that they have appointed Colonel Boa SaVan as one of the key commanders of the Lao PDR government to carry out this deadly operation which includes plans to continue to encircle, trap, kill and starve to death thousands of Laotian and Hmong civilians. The Lao PDR government has given the order to Colonel Boa SaVan's troops to slaughter or capture all remaining Hmong groups in hiding by the end of April 2008. Civilians will not be spared. A food is being used as a weapon to kill and starve our people who only seek to live in peace and freedom.

 

Mr. Tong Pao Yang and Mr. Nou Mang Chang concluded:

 

The LPDR's Colonel Boa SaVan has already worked to order new air attacks and the deployment of ground troops in Xieng Khouang Province to prepare for new attacks on Lao-Hmong groups in Phou Da Phao, Phou Bia and in Vang Vieng province. His military trucks have begun carrying his troops at night to the locations where Hmong groups in hiding are located and are standing by to launch fresh military attacks against these innocent Hmong groups in hiding in Vang Vieng Province. Large numbers of troops from Vietnam are also being deployed now to attack and kill our people.

 

In response to these developments, Vaughn Vang, Director, of the Lao Human Rights Council made the following four point statement:

 

We the Lao Human Rights Council propose the following four points to end the genocide, ethnic cleansing war, human rights violation, and mass starvation directed against some 15,000 Lao-Hmong civilians now hiding from attack and persecution in key jungle and mountain areas in Laos:

 

We urgently appeal to the United States, United Nations, the world community, European Union, ASEAN and international human rights and humanitarian organizations, to investigate and stop the communist Laos government's ethnic cleansing war, genocide, oppression and human rights violations, and campaign of mass starvation directed against dissident Lao and Hmong civilians and religious and minority opposition groups; and to press the LPDR regime to immediately end all military attacks from ground and air troops against the innocent, unarmed Hmong civilians, women, and children in-hiding in the jungle of Laos.

  

We urgently appeal to the United States, United Nations High Commission for Human Rights and the international community, International Human Rights Commission ( independent commission ) and other international human rights organizations to investigate and stop the ethnic cleansing war, human rights violation, and genocide, against the Lao-Hmong in-hiding in the jungle of Laos;

 

We urgently appeal to the United States, United Nations, the International Red Cross and international relief agencies to send food, and medical supplies, and to provide other basic human needs to the 15,000 Hmong who are being attacked daily and facing mass starvation, ethnic cleansing war and human rights violations against them in the jungle of Laos;

 

Finally, we urgently appeal to the United States, United Nation, and ASEAN Nations to bring true peace, democracy, human rights, stability and national reconciliation to Laos and the Lao-Hmong dissident and opposition groups who seek an open and free society.

 

Vaughn Vang continued : Some 15,000 Hmong civilians, women and children, trapped and surrounded by Lao and Vietnamese military units that seek to kill them are now urgently appealing to the United States, U.S. Congress, United Nations, and the international community to intervene in an emergency manner to save their lives. Without emergency intervention, the Hmong in-hiding in the jungle of Laos will continue to be starved to death, killed and subjected to atrocities, torture and war crimes by the Lao PDR government regimes by the end of April 2008.

 

This cry for help continues to come from the mountains and jungles of Laos due to the LPDR regime and Vietnams continued brutal persecution and killing of freedom-loving Laotian and Hmong people. Your immediately attention to the desperate lives of these innocent, unarmed Hmong civilians, women, and children in-hiding is demanded and necessary to give them the life, liberty and human rights they all, as human beings, deserve, Vaughn Vang, said in conclusion.

Começou a ser edificado em

1961. Para a sua construção

foi necessária a colaboração

de todo o povo de Cerejais,

homens e mulheres; eles com

quatrocentos carros de bois

de pedra e elas com o transporte de toda a água necessária à construção,

muita da qual foi transportada em cântaros, à cabeça.

Além da capela principal, fazem parte do conjunto do santuário:

l O Calvário (fig.1.1) com uma capelinha onde se encontra um conjunto

escultórico, em tamanho natural, que representa o encontro da Mãe

Dolorosa com o seu Divino Filho.

l Uma Via-sacra que percorre o caminho entre a Capela e o Calvário e

cujas cruzes foram esculpidas em granito da aldeia de Romeu.

Dois anos mais tarde, em 28 de Maio de 1967, celebrou-se a “festa dos

Bispos” como ficou conhecida a inauguração dos quinze Mistérios do

Rosário, que estão representados por outras tantas figuras esculpidas que

se distribuem à beira do caminho entre a capela e a Loca do Cabeço. Com

efeito, nas cerimónias desta inauguração, estiveram presentes os bispos

de Bragança-Miranda, Leiria, Lamego e Dili.

Em 1976 foi edificado o primeiro pavilhão da Casa dos Pastorinhos e foi

ampliada a torre sineira.

1977 foi o ano da comemoração do 60º aniversário das aparições em

Fátima e o Santuário dos Cerejais foi o ponto central das comemorações

na diocese de Bragança-Miranda.

Durante todos estes anos, as actividades de culto foram promovidas pela

confraria que contava sempre com um mordomo castelhano, o que

confirma a grande influência que o santuário exerce do outro lado da

fronteira. Do lado espanhol o Santuário é designado por “La Ribeiriña”.

Apesar da grande quantidade de romeiros e da celebração anual das

grandes romarias, o templo chegou ao final do século XIX num estado de

apreciável degradação. Providencialmente surgiu um benemérito, próspero

emigrante no Brasil, natural de Castrelos, de seu nome António do Carmo

Pires.

The first Trickeye Museum was opened in Seoul, South Korea in 2010. In 2012 the second museum was opened in Busan. In 2013 Seoul Trickeye Museum was added with Ice museum and Love museum. The same year 3rd Trickeye Museum was open in Jeju. In 2014 at the same year, the first two franchises were open outside South Korea: Hong Kong and Singapore. In 2016 one more museum with a Retro theme was open in Yangpyeong, South Korea.

 

In 2017 all the existing Trickeye Museums (except Yangpyeong) had implemented AR (augmented reality) technology. To use AR the new application Trickeye app. was released.

Hills and rangeland near Rangeland near Sauerbier Ranches LLC, where producer Dan Doornbos (vest) and son-in-law ranch operator Ryan Ellis, were able to implement brush management practices and install a solar-powered (photovoltaic) electric well pump and distribution system with the help of U.S. Department of Agriculture (USDA) Natural Resources and Conservation Service (NRCS) John Wagoner (cowboy hat), at Sweetwater Basin, in southwest Montana, on August 27, 2019. Brush management practice has opened the rangeland for cattle to better graze and improve the land. On other parts of the ranches, well pumps draw water from the aquifer below a creek. The pump pushes water through pipelines, up to rangelands more than two miles away to draw cattle to a variety of grazing areas. This improves the water quality by drawing the cattle from the nearby flowing creek; provides more water from a more stable underground water resource; allows the land to rest from the presence of the cattle; allows the manure to return to the soil so that the plants can better grow back, and provides drinking water for the cattle in remote rangelands.

A thingamajig slowly rusting in the undergrowth on the edge of Northchurch Common.

I don't know how this junk came to arrive at the new implement shed south of the Dickens barn, but if farmers used the implements, they used them up. And took a GIFT donation deduction from their income taxes. You may want to make a collection like this, now that you know how it's done! NO? I guess you'd have to set yourself up as a tax-free charity first. Kind of like political parties. Strange, how all this got slowly collected here in a building that is probably valued at much more. Maybe they could used it to drag one of those manure (or Eddie) spreaders outside the Dickens barn around and help the pastures out... if they could find some spare fertilizer laying around on a dairy farm? The mystery is that cows can comprehend the difference? The nearby sleigh looks like it might only fit a child's pony, while the wagon with sides looks like it was a hopper that shuttled bulk grain to market or a mill. That couldn't be done easily with the buck board in the distance. I didn't check to see if the buckboard was sprung like the grey axle or was simply a "bucking" wagon. Chuckle. I wonder how many times they had to get off and slap circulation back into their buns on a trip to town.

 

Highway #66 that I have been mentioning runs along to my back here and reminds me that I have a copy of "Ladies life in the Rocky Mountains" by Isabella Bird that was published continuously since about 1863-5 should someone send me a valid e-mail address that accepts attachments on Flickr mail. The book is top notch. She quite probably traveled from "Longmount" right by here on her way to Estes Park in the 1860s. I also have a couple other PDFs regarding R.M.N.P too.

 

This is the McIntosh-Lohr Farm Agricultural Museum on Highway #66, (not the same as Route #66). I dropped everything else because the clouding has been absent recently. Today, they really popped the structures. The day, though, served up a late sprinkle and a promise of 92 tomorrow. Editing in the cool air conditioning this weekend, I guess. I am spending extra time on the best of the captures considering these abundant skies. I was just in time for the sky. I looked out of my window and jumped up, gathered my camera and split. I scored shots out here some years ago but the sky was a dud and I was using my old D70. The farm/museum is part way between Largemont and Hygiene, Colorado. Today, I can afford the time to stop and look (it was my reason for coming here) over the old shots I ought to have spotted before. There COULD be some time involved in editing this shot. Colorado HAS been serving up June skies lately. There may be another shot coming up.

Today was a great day at the Fab Lab. The students were asking me what I games I liked to play, and I said chess. I've been wanting to make a chess set with the laser cutter anyway.

 

We designed up a simple chess set that would fit 8 sets on the 24" x 12" laser cutter and cut them out. We pulled together a group to peel of the backings and to make boards.

 

Our first inclination was to use the chess piece negatives as a board stencil. The idea was to tape them off and spray paint, but we ran out of spray paint and so used markers. In practice we decided to go checker board.

 

The lessons went into darkness, and the students were using LED lights to keep playing.

A subsoiler or mole plough is a tractor mounted implement used to loosen and break up soil at depths below the level of a traditional disk harrow or rototiller. Most tractor mounted cultivation tools will break up and turn over surface soil to a depth of 6" to 8" while a subsoiler will break up and loosen soil to twice those depths, in this instance to about 24". Typically a subsoiler mounted to a Crawler or Tractor will reach depths of about 12" and typically have only one thin blade with a sharpened tip or torpedo like the one seen here.

 

The subsoiler is a tillage tool which will improve growth in all crops where soil compaction is a problem. The design provides deep tillage, loosening soil deeper than a tiller or plough is capable of reaching.

Amnesty International investigation concludes Israel is committing genocide against Palestinians in Gaza

 

Amnesty International’s research has found sufficient basis to conclude that Israel has committed and is continuing to commit genocide against Palestinians in the occupied Gaza Strip, the organization said in a landmark new report published today.

 

The report, 'You Feel Like You Are Subhuman': Israel’s Genocide Against Palestinians in Gaza, documents how, during its military offensive launched in the wake of the deadly Hamas-led attacks in southern Israel on 7 October 2023, Israel has unleashed hell and destruction on Palestinians in Gaza brazenly, continuously and with total impunity.

 

“Amnesty International’s report demonstrates that Israel has carried out acts prohibited under the Genocide Convention, with the specific intent to destroy Palestinians in Gaza. These acts include killings, causing serious bodily or mental harm and deliberately inflicting on Palestinians in Gaza conditions of life calculated to bring about their physical destruction. Month after month, Israel has treated Palestinians in Gaza as a subhuman group unworthy of human rights and dignity, demonstrating its intent to physically destroy them,” said Agnès Callamard (b. 1965), Secretary General of Amnesty International. 

 

“Our damning findings must serve as a wake-up call to the international community: this is genocide. It must stop now.”

 

“States that continue to transfer arms to Israel at this time must know they are violating their obligation to prevent genocide and are at risk of becoming complicit in genocide. All states with influence over Israel, particularly key arms suppliers like the USA and Germany, but also other EU member states, the UK and others, must act now to bring Israel’s atrocities against Palestinians in Gaza to an immediate end.”

 

Over the past two months the crisis has grown particularly acute in the North Gaza governorate, where a besieged population is facing starvation, displacement and annihilation amid relentless bombardment and suffocating restrictions on life-saving humanitarian aid.

 

“Our research reveals that, for months, Israel has persisted in committing genocidal acts, fully aware of the irreparable harm it was inflicting on Palestinians in Gaza. It continued to do so in defiance of countless warnings about the catastrophic humanitarian situation and of legally binding decisions from the International Court of Justice (ICJ) ordering Israel to take immediate measures to enable the provision of humanitarian assistance to civilians in Gaza,” said Agnès Callamard. 

 

“Israel has repeatedly argued that its actions in Gaza are lawful and can be justified by its military goal to eradicate Hamas. But genocidal intent can co-exist alongside military goals and does not need to be Israel’s sole intent.”

 

Amnesty International examined Israel’s acts in Gaza closely and in their totality, taking into account their recurrence and simultaneous occurrence, and both their immediate impact and their cumulative and mutually reinforcing consequences. The organization considered the scale and severity of the casualties and destruction over time. It also analysed public statements by officials, finding that prohibited acts were often announced or called for in the first place by high-level officials in charge of the war efforts.

 

“Taking into account  the pre-existing context of dispossession, apartheid and unlawful military occupation in which these acts have been committed, we could find only one reasonable conclusion: Israel’s intent is the physical destruction of Palestinians in Gaza, whether in parallel with, or as a means to achieve, its military goal of destroying Hamas,” said Agnès Callamard.

 

“The atrocity crimes committed on 7 October 2023 by Hamas and other armed groups against Israelis and victims of other nationalities, including deliberate mass killings and hostage-taking, can never justify Israel’s genocide against Palestinians in Gaza.”

 

International jurisprudence recognizes that the perpetrator does not need to succeed in their attempts to destroy the protected group, either in whole or in part, for genocide to have been committed. The commission of prohibited acts with the intent to destroy the group, as such, is sufficient.

 

Amnesty International’s report examines in detail Israel’s violations in Gaza over nine months between 7 October 2023 and early July 2024. The organization interviewed 212 people, including Palestinian victims and witnesses, local authorities in Gaza, healthcare workers, conducted fieldwork and analysed an extensive range of visual and digital evidence, including satellite imagery. It also analysed statements by senior Israeli government and military officials, and official Israeli bodies. On multiple occasions, the organization shared its findings with the Israeli authorities but had received no substantive response at the time of publication.

 

Unprecedented scale and magnitude

 

Israel’s actions following Hamas’s deadly attacks on 7 October 2023 have brought Gaza’s population to the brink of collapse. Its brutal military offensive had killed more than 42,000 Palestinians, including over 13,300 children, and injured over 97,000 more, by 7 October 2024, many of them in direct or deliberately indiscriminate attacks, often wiping out entire multigenerational families. It has caused unprecedented destruction, which experts say occurred at a level and speed not seen in any other conflict in the 21st century, levelling entire cities and destroying critical infrastructure, agricultural land and cultural and religious sites. It thereby rendered large swathes of Gaza uninhabitable.

 

Mohammed, who fled with his family from Gaza City to Rafah in March 2024 and was displaced again in May 2024, described their struggle to survive in horrifying conditions:

 

“Here in Deir al-Balah, it’s like an apocalypse… You have to protect your children from insects, from the heat, and there is no clean water, no toilets, all while the bombing never stops. You feel like you are subhuman here.”

 

Israel imposed conditions of life in Gaza that created a deadly mixture of malnutrition, hunger and diseases, and exposed Palestinians to a slow, calculated death. Israel also subjected hundreds of Palestinians from Gaza to incommunicado detention, torture and other ill-treatment.

 

Viewed in isolation, some of the acts investigated by Amnesty International constitute serious violations of international humanitarian law or international human rights law. But in looking at the broader picture of Israel’s military campaign and the cumulative impact of its policies and acts, genocidal intent is the only reasonable conclusion.

 

Intent to destroy

 

To establish Israel’s specific intent to physically destroy Palestinians in Gaza, as such, Amnesty International analysed the overall pattern of Israel’s conduct in Gaza, reviewed dehumanizing and genocidal statements by Israeli government and military officials, particularly those at the highest levels, and considered the context of Israel’s system of apartheid, its inhumane blockade of Gaza and the unlawful 57-year-old military occupation of the Palestinian territory.

 

Before reaching its conclusion, Amnesty International examined Israel’s claims that its military lawfully targeted Hamas and other armed groups throughout Gaza, and that the resulting unprecedented destruction and denial of aid were the outcome of unlawful conduct by Hamas and other armed groups, such as locating fighters among the civilian population or the diversion of aid. The organization concluded these claims are not credible. The presence of Hamas fighters near or within a densely populated area does not absolve Israel from its obligations to take all feasible precautions to spare civilians and avoid indiscriminate or disproportionate attacks. Its research found Israel repeatedly failed to do so, committing multiple crimes under international law for which there can be no justification based on Hamas’s actions. Amnesty International also found no evidence that the diversion of aid could explain Israel’s extreme and deliberate restrictions on life-saving humanitarian aid.

 

In its analysis, the organization also considered alternative arguments such as ones that Israel was acting recklessly or that it simply wanted to destroy Hamas and did not care if it needed to destroy Palestinians in the process, demonstrating a callous disregard for their lives rather than genocidal intent.

However, regardless of whether Israel sees the destruction of Palestinians as instrumental to destroying Hamas or as an acceptable by-product of this goal, this view of Palestinians as disposable and not worthy of consideration is in itself evidence of genocidal intent.

 

Many of the unlawful acts documented by Amnesty International were preceded by officials urging their implementation. The organization reviewed 102 statements that were issued by Israeli government and military officials and others between 7 October 2023 and 30 June 2024 and dehumanized Palestinians, called for or justified genocidal acts or other crimes against them.

 

Of these, Amnesty International identified 22 statements made by senior officials in charge of managing the offensive that appeared to call for, or justify, genocidal acts, providing direct evidence of genocidal intent. This language was frequently replicated, including by Israeli soldiers on the ground, as evidenced by audiovisual content verified by Amnesty International showing soldiers making calls to “erase” Gaza or to make it uninhabitable, and celebrating the destruction of Palestinian homes, mosques, schools and universities.

 

Killing and causing serious bodily or mental harm

 

Amnesty International documented the genocidal acts of killing and causing serious mental and bodily harm to Palestinians in Gaza by reviewing the results of investigations it conducted into 15 air strikes between 7 October 2023 and 20 April 2024 that killed at least 334 civilians, including 141 children, and wounded hundreds of others. Amnesty International found no evidence that any of these strikes were directed at a military objective.

 

In one illustrative case, on 20 April 2024, an Israeli air strike destroyed the Abdelal family house in the Al-Jneinah neighbourhood in eastern Rafah, killing three generations of Palestinians, including 16 children, while they were sleeping.

 

While these represent just a fraction of Israel’s aerial attacks, they are indicative of a broader pattern of repeated direct attacks on civilians and civilian objects or deliberately indiscriminate attacks. The attacks were also conducted in ways designed to cause a very high number of fatalities and injuries among the civilian population.

 

Inflicting conditions of life calculated to bring about physical destruction

 

The report documents how Israel deliberately inflicted conditions of life on Palestinians in Gaza intended to lead, over time, to their destruction. These conditions were imposed through three simultaneous patterns that repeatedly compounded the effect of each other’s devastating impacts: damage to and destruction of life-sustaining infrastructure and other objects indispensable to the survival of the civilian population; the repeated use of sweeping, arbitrary and confusing mass “evacuation” orders to forcibly displace almost all of Gaza’s population; and the denial and obstruction of the delivery of essential services, humanitarian assistance and other life-saving supplies into and within Gaza.

 

After 7 October 2023, Israel imposed a total siege on Gaza cutting off electricity, water and fuel. In the nine months reviewed for this report, Israel maintained a suffocating, unlawful blockade, tightly controlled access to energy sources, failed to facilitate meaningful humanitarian access within Gaza, and obstructed the import and delivery of life-saving goods and humanitarian aid, particularly to areas north of Wadi Gaza. They thereby exacerbated an already existing humanitarian crisis. This, combined with the extensive damage to Gaza’s homes, hospitals, water and sanitation facilities and agricultural land, and mass forced displacement, caused catastrophic levels of hunger and led to the spread of diseases at alarming rates. The impact was especially harsh on young children and pregnant or breastfeeding women, with anticipated long-term consequences for their health.

Time and again, Israel had the chance to improve the humanitarian situation in Gaza, yet for over a year it has repeatedly refused to take steps blatantly within its power to do so, such as opening sufficient access points to Gaza or lifting tight restrictions on what could enter the Strip or their obstruction of aid deliveries within Gaza while the situation has grown progressively worse.

 

Through its repeated “evacuation” orders Israel displaced nearly 1.9 million Palestinians – 90% of Gaza’s population – into ever-shrinking, unsafe pockets of land under inhumane conditions, some of them up to 10 times. These multiple waves of forced displacement left many jobless and deeply traumatized, especially since some 70% of Gaza’s residents are refugees or descendants of refugees whose towns and villages were ethnically cleansed by Israel during the 1948 Nakba.

 

Despite conditions quickly becoming unfit for human life, Israeli authorities refused to consider measures that would have protected displaced civilians and ensured their basic needs were met, showing that their actions were deliberate.

 

They refused to allow those displaced to return to their homes in northern Gaza or relocate temporarily to other parts of the Occupied Palestinian Territory or Israel, continuing to deny many Palestinians their right to return under international law to areas they were displaced from in 1948. They did so knowing that there was nowhere safe for Palestinians in Gaza to flee to.

 

Accountability for genocide

 

“The international community’s seismic, shameful failure for over a year to press Israel to end its atrocities in Gaza, by first delaying calls for a ceasefire and then continuing arms transfers, is and will remain a stain on our collective conscience,” said Agnès Callamard.

 

“Governments must stop pretending they are powerless to end this genocide, which was enabled by decades of impunity for Israel’s violations of international law. States need to move beyond mere expressions of regret or dismay and take strong and sustained international action, however uncomfortable a finding of genocide may be for some of Israel’s allies.

 

“The International Criminal Court’s (ICC) arrest warrants for Prime Minister Benjamin Netanyahu (b. 1949) and former Defense Minister Yoav Gallant (b. 1958) for war crimes and crimes against humanity issued last month offer real hope of long-overdue justice for victims. States must demonstrate their respect for the court’s decision and for universal international law principles by arresting and handing over those wanted by the ICC.

 

“We are calling on the Office of the Prosecutor of the International Criminal Court (ICC) to urgently consider adding genocide to the list of crimes it is investigating and for all states to use every legal avenue to bring perpetrators to justice. No one should be allowed to commit genocide and remain unpunished.”

 

Amnesty International is also calling for all civilian hostages to be released unconditionally and for Hamas and other Palestinian armed groups responsible for the crimes committed on 7 October to be held to account.

 

The organization is also calling for the UN Security Council to impose targeted sanctions against Israeli and Hamas officials most implicated in crimes under international law.

 

Background

 

On 7 October 2023 Hamas and other armed groups indiscriminately fired rockets into southern Israel and carried out deliberate mass killings and hostage-taking there, killing 1,200 people, including over 800 civilians, and abducted 223 civilians and captured 27 soldiers. The crimes perpetrated by Hamas and other armed groups during this attack will be the focus of a forthcoming Amnesty International report.

 

Since October 2023, Amnesty International has conducted in-depth investigations into the multiple violations and crimes under international law committed by Israeli forces, including direct attacks on civilians and civilian objects and deliberately indiscriminate attacks killing hundreds of civilians,  as well as other unlawful attacks on and collective punishment of the civilian population. The organization has called on the Office of the ICC Prosecutor to expedite its investigation into the situation in the State of Palestine and is campaigning for an immediate ceasefire.

As part of the Global Spotlight Initiative and through EU funding, UNFPA and partners delivered six mobile clinics to the Government of Mozambique to provide basic sexual and reproductive health services, information, and referrals for cases of gender-based violence individuals in remote areas.

 

UN's Resident Coordinator, Myrta Kaulard, together with the Provincial Government, UNFPA Mozambique, and implementing partners visited a mobile clinic in the district of Chongoene, Gaza Province at the end of October 2020.

 

The mobile clinics are critical for women and girls who are unable to access nearby services and facilities. Operational since the start of October, the mobile clinics are seeing up to 60 women and girls per visit, with each clinic able to support some 700 women and girls per month.

Workshops' implementation

Today was a great day at the Fab Lab. The students were asking me what I games I liked to play, and I said chess. I've been wanting to make a chess set with the laser cutter anyway.

 

We designed up a simple chess set that would fit 8 sets on the 24" x 12" laser cutter and cut them out. We pulled together a group to peel of the backings and to make boards.

 

Our first inclination was to use the chess piece negatives as a board stencil. The idea was to tape them off and spray paint, but we ran out of spray paint and so used markers. In practice we decided to go checker board.

 

The lessons went into darkness, and the students were using LED lights to keep playing.

The Government of Alberta has directed Alberta Health Services (AHS) to proceed carefully in implementing a portion of their plan.

 

There will be no job losses for nurses or for other front-line clinical staff. Any reduction in full-time equivalent positions will be in keeping with proactive disclosures announced in the fall of 2019.

 

A minimum of 100 management positions will be eliminated and a full review of senior AHS executives will be completed before the end of the fiscal year.

 

Alberta’s government has directed that only a portion of the actions identified in the implementation plan proceed, changes that are expected to yield up to $600 million in annual savings.

 

“The pandemic has changed everything. As a result, AHS has been directed to proceed carefully, putting patient care above all else. As a first step, AHS has been directed to eliminate a minimum of 100 management positions and to proceed with previously announced contracting work. This approach will allow us to strike the right balance between supporting the COVID-19 response and Alberta’s challenging fiscal situation.” said Tyler Shandro, Minister of Health.

 

Plans to contract out laundry services and community lab services, both announced in 2019, will continue. Requests for proposals (RFPs) for these services will be issued before the end of the year. About 70 per cent of community lab services is currently provided by the private sector, while about 68 per cent of health-care laundry is already cleaned by the private sector.

 

AHS has been given the go ahead to proceed with developing business cases for both environmental and food preparation services in 2022 and 2023. Both business cases will be subject to review and approval by the Government of Alberta.

 

AHS will also streamline non-clinical and back office operations, including optimizing distribution and inventory management and strengthening staff scheduling and overtime management systems. Job losses will be minimized in these areas.

This morning I've gone back and added a few of last weeks shots to the set I started a couple of years ago. We've been returning to this place ever since we first discovered it in the late 1980's when our children were small.

Implementing the 2020 sulphur limit

 

The 0.50% limit on sulphur in fuel oil on board ships (outside designated emission control areas) will come into effect on 1 January 2020. Ensuring consistent implementation of the 0.50% requirement is a key item on the agenda of IMO’s Sub-committee on Pollution Prevention and Response (PPR) which meets this week (5-9 February) at IMO headquarters, London. The meeting will also continue to look at how to measure black carbon emissions from shipping.

 

Other matters on the agenda include the development of further guidance to support the implementation of the Ballast Water Management Convention, including ballast water sampling and analysis. Revised guidelines for the use of dispersants for combating oil pollution at sea, which take into account experience from the Deepwater Horizon incident are expected to be finalised.

 

The ongoing revision of the product lists in international code for carriage of chemicals in bulk will continue, as well as specific consideration of requirements to address the discharge of high-viscosity solidifying and persistent floating products (such as certain vegetable oils).

The meeting will also consider including new controls on the biocide cybutryne in the convention for the Control of Harmful Anti-fouling Systems on Ships (AFS Convention).

 

The meeting was opened by IMO Secretary-General Kitack Lim and is being chaired by Mr Sveinung Oftedal (Norway).
