Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem
The Court gives its Advisory Opinion and responds to the questions posed by the General Assembly
THE HAGUE, 19 July 2024. The International Court of Justice has today given its Advisory Opinion in respect of the Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem.
It is recalled that, on 30 December 2022, the General Assembly of the United Nations adopted resolution A/RES/77/247 in which, referring to Article 65 of the Statute of the Court, it requested the International Court of Justice to give an advisory opinion on the following questions:
“(a) What are the legal consequences arising from the ongoing violation by Israel of the right of the Palestinian people to self-determination, from its prolonged occupation, settlement and annexation of the Palestinian territory occupied since 1967, including measures aimed at altering the demographic composition, character and status of the Holy City of Jerusalem, and from its adoption of related discriminatory legislation and measures?
(b) How do the policies and practices of Israel referred to . . . above affect the legal status of the occupation, and what are the legal consequences that arise for all States and the United Nations from this status?”
In its Advisory Opinion, the Court responds to the questions posed by the General Assembly by concluding that:
* the State of Israel’s continued presence in the Occupied Palestinian Territory is unlawful;
* the State of Israel is under an obligation to bring to an end its unlawful presence in the Occupied Palestinian Territory as rapidly as possible;
* the State of Israel is under an obligation to cease immediately all new settlement activities, and to evacuate all settlers from the Occupied Palestinian Territory;
* the State of Israel has the obligation to make reparation for the damage caused to all the natural or legal persons concerned in the Occupied Palestinian Territory;
* all States are under an obligation not to recognize as legal the situation arising from the unlawful presence of the State of Israel in the Occupied Palestinian Territory and not to render aid or assistance in maintaining the situation created by the continued presence of the State of Israel in the Occupied Palestinian Territory;
* international organizations, including the United Nations, are under an obligation not to recognize as legal the situation arising from the unlawful presence of the State of Israel in the Occupied Palestinian Territory; and
* the United Nations, and especially the General Assembly, which requested the opinion, and the Security Council, should consider the precise modalities and further action required to bring to an end as rapidly as possible the unlawful presence of the State of Israel in the Occupied Palestinian Territory.
Reasoning of the Court
After concluding that it has jurisdiction to render the requested opinion and that there are no compelling reasons for it to decline to give an opinion (paras. 22-50), the Court recalls the general context of the case (paras. 51-71) and addresses the scope and meaning of the two questions posed by the General Assembly (paras. 72-83).
The Court then assesses the conformity of Israel’s policies and practices in the Occupied Palestinian Territory, as identified in question (a), with its obligations under international law. In particular, the Court’s analysis examines, in turn, the questions of the prolonged occupation, Israel’s policy of settlement, the question of the annexation of the Palestinian territory occupied since 1967, and Israel’s adoption of related legislation and measures that are allegedly discriminatory (paras. 103-243).
With regard to the question of the prolonged occupation of the Occupied Palestinian Territory, which has lasted for more than 57 years (paras. 104-110), the Court observes that, by virtue of its status as an occupying Power, a State assumes a set of powers and duties with respect to the territory over which it exercises effective control. The nature and scope of these powers and duties are always premised on the same assumption: that occupation is a temporary situation to respond to military necessity, and it cannot transfer title of sovereignty to the occupying Power.
In the Court’s view, the fact that an occupation is prolonged does not in itself change its legal status under international humanitarian law. Although premised on the temporary character of the occupation, the law of occupation does not set temporal limits that would, as such, alter the legal status of the occupation. Occupation consists of the exercise by a State of effective control in foreign territory. In order to be permissible, therefore, such exercise of effective control must at all times be consistent with the rules concerning the prohibition of the threat or use of force, including the prohibition of territorial acquisition resulting from the threat or use of force, as well as with the right to self‐determination. Therefore, the fact that an occupation is prolonged may have a bearing on the justification under international law of the occupying Power’s continued presence in the occupied territory.
As regards Israel’s settlement policy (paras. 111-156), the Court reaffirms what it stated in its Advisory Opinion on the Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory of 9 July 2004, that the Israeli settlements in the West Bank and East Jerusalem, and the régime associated with them, have been established and are being maintained in violation of international law. The Court notes with grave concern reports that Israel’s settlement policy has been expanding since the Court’s 2004 Advisory Opinion.
As regards the question of the annexation of the Occupied Palestinian Territory (paras. 157-179), it is the view of the Court that to seek to acquire sovereignty over an occupied territory, as shown by the policies and practices adopted by Israel in East Jerusalem and the West Bank, is contrary to the prohibition of the use of force in international relations and its corollary principle of the non-acquisition of territory by force.
The Court then examines the question of the legal consequences arising from Israel’s adoption of related discriminatory legislation and measures (paras. 180-229). It concludes that a broad array of legislation adopted and measures taken by Israel in its capacity as an occupying Power treat Palestinians differently on grounds specified by international law. The Court notes that this differentiation of treatment cannot be justified with reference to reasonable and objective criteria nor to a legitimate public aim. Accordingly, the Court is of the view that the régime of comprehensive restrictions imposed by Israel on Palestinians in the Occupied Palestinian Territory constitutes systemic discrimination based on, inter alia, race, religion or ethnic origin, in violation of Articles 2, paragraph 1, and 26 of the International Covenant on Civil and Political Rights, Article 2, paragraph 2, of the International Covenant on Economic, Social and Cultural Rights, and Article 2 of the International Convention on the Elimination of All Forms of Racial Discrimination.
The Court then turns to the aspect of question (a) that enquires as to the effects of Israel’s policies and practices on the exercise of the Palestinian people’s right to self‐determination (paras. 230-243). In this regard, the Court is of the view that, as a consequence of Israel’s policies and practices, which span decades, the Palestinian people has been deprived of its right to self‐determination over a long period, and further prolongation of these policies and practices undermines the exercise of this right in the future. For these reasons, the Court considers that Israel’s unlawful policies and practices are in breach of Israel’s obligation to respect the right of the Palestinian people to self‐determination.
Turning to the first part of question (b), the Court examines whether and, if so, how the policies and practices of Israel have affected the legal status of the occupation in light of the relevant rules and principles of international law (paras. 244-264).
In this respect, the Court first considers that the first part of question (b) is not whether the policies and practices of Israel affect the legal status of the occupation as such. Rather, the Court is of the view that the scope of the first part of the second question concerns the manner in which Israel’s policies and practices affect the legal status of the occupation, and thereby the legality of the continued presence of Israel, as an occupying Power, in the Occupied Palestinian Territory. This legality is to be determined under the rules and principles of general international law, including those of the Charter of the United Nations.
In this context, the Court is of the view that Israel’s assertion of sovereignty and its annexation of certain parts of the territory constitute a violation of the prohibition of the acquisition of territory by force. This violation has a direct impact on the legality of Israel’s continued presence, as an occupying Power, in the Occupied Palestinian Territory. The Court considers that Israel is not entitled to sovereignty over or to exercise sovereign powers in any part of the Occupied Palestinian Territory on account of its occupation. Nor can Israel’s security concerns override the principle of the prohibition of the acquisition of territory by force.
The Court further observes that the effects of Israel’s policies and practices, and its exercise of sovereignty over certain parts of the Occupied Palestinian Territory, constitute an obstruction to the exercise by the Palestinian people of its right to self-determination. The effects of these policies and practices include Israel’s annexation of parts of the Occupied Palestinian Territory, the fragmentation of this territory, undermining its integrity, the deprivation of the Palestinian people of the enjoyment of the natural resources of the territory and its impairment of the Palestinian people’s right to pursue its economic, social and cultural development.
The Court is of the view that the above-described effects of Israel’s policies and practices, resulting, inter alia, in the prolonged deprivation of the Palestinian people of its right to self-determination, constitute a breach of this fundamental right. This breach has a direct impact on the legality of Israel’s presence, as an occupying Power, in the Occupied Palestinian Territory. The Court is of the view that occupation cannot be used in such a manner as to leave indefinitely the occupied population in a state of suspension and uncertainty, denying them their right to self- determination while integrating parts of their territory into the occupying Power’s own territory.
In light of the foregoing, the Court turns to the examination of the legality of the continued presence of Israel in the Occupied Palestinian Territory (paras. 259-264).
The Court considers that the violations by Israel of the prohibition of the acquisition of territory by force and of the Palestinian people’s right to self-determination have a direct impact on the legality of the continued presence of Israel, as an occupying Power, in the Occupied Palestinian Territory. The sustained abuse by Israel of its position as an occupying Power, through annexation and an assertion of permanent control over the Occupied Palestinian Territory and continued frustration of the right of the Palestinian people to self-determination, violates fundamental principles of international law and renders Israel’s presence in the Occupied Palestinian Territory unlawful.
This illegality relates to the entirety of the Palestinian territory occupied by Israel in 1967. This is the territorial unit across which Israel has imposed policies and practices to fragment and frustrate the ability of the Palestinian people to exercise its right to self‐determination, and over large swathes of which it has extended Israeli sovereignty in violation of international law. The entirety of the Occupied Palestinian Territory is also the territory in relation to which the Palestinian people should be able to exercise its right to self-determination, the integrity of which must be respected.

The Court has found that Israel’s policies and practices referred to in question (a) are in breach of international law. The maintenance of these policies and practices is an unlawful act of a continuing character entailing Israel’s international responsibility.
The Court has also found in reply to the first part of question (b) that the continued presence of Israel in the Occupied Palestinian Territory is illegal. The Court therefore addresses the legal consequences arising from Israel’s policies and practices referred to in question (a) for Israel, together with those arising from the illegality of Israel’s continued presence in the Occupied Palestinian Territory under question (b), for Israel, for other States and for the United Nations (paras. 267-281).

Consciente de esta atención por variadas disciplinas, es que la Ilustre Municipalidad de Viña del Mar, a través de la Casa del Deporte, hace ya casi una década, ha implementado de forma gratuita en toda la ciudad, un programa compuesto por Escuelas Deportivas, y que este año junto a las ya clásicas Tenis, taekwondo, Karate, Natación, Basquetbol, Hockey Patín, Gimnasia Rítmica, Voleibol y Rugby, trae importantes novedades, como la inclusión de dos nuevas especialidades deportivas.
El programa de Escuelas Deportivas, este 2014, da la bienvenida a su oferta al cada día más popular Balonmano o Handball, y que después de la brillante participación de las selecciones chilenas masculinas y femeninas de la disciplina, premiadas con bronce en ODESUR 2014, y que justamente jugaron en Viña del Mar, es que niños, jóvenes y adultos, pusieron sus ojos sobre esta entretenida rama deportiva.
Junto con el balonmano, la Halterofilia o Levantamiento Olímpico de Pesas, también se suma al programa Escuelas Deportivas, y consiste en el levantamiento de la mayor cantidad de peso posible en una barra en cuyos extremos se fijan varios discos, los cuales determinan el peso final que se levanta, y que reciben el nombre de “haltera”.
Orientadas a niños entre 7 y 14 años, las Escuelas Deportivas 2014, suman un total de diecinueve, y para la inscripción en cualquiera de las once disciplinas de este año, sólo hay que asistir al lugar, el día y la hora fijada para la clase, y llenar una matrícula gratuita con los datos personales del alumno, y la firma de un apoderado mayor de edad autorizando la participación del menor en el taller. Poultry farmers Ted Layton and Scott Willey have been recognized for their efforts to improve water quality and reduce nutrient runoff with the 2016 Delaware Environmental Stewardship Award.
Layton and Willey are co-owners of T&S Farms near Milford, growing broiler chickens for Allen Harim Foods on a 44-acre farm. They have four poultry houses, with a capacity of 134,000 birds per flock. As part of their efforts, they have installed a manure shed and composter, have a stormwater pond, and will plant a tree buffer. They focus on weed control, lane maintenance and pad cleanliness, and have all manure transported by Ellis Farms.
Awards to Layton and Willey and three runners-up were presented Monday during Delaware Ag Week by Nutrient Management Commission Chairman Bill Vanderwende and Nutrient Management Program Administrator Chris Brosch.
"These farmers are great examples of how Delaware's farm families are wonderful stewards of our land and water," Brosch said. "It is due to their hard work and dedication that has made Delaware a leader in nutrient management efforts."
Runners-up were:
>> Alvin and Norma Warner of Milford, who grow for Perdue Foods growing the Coleman Organic Program, with a capacity of 62,000 organic broilers. They have created 15 acres of riparian buffers and wildlife habitat, planted tree buffers, and installed heavy use pads and a composter.
>> Tracey Hill of Laurel, who grows for Mountaire Farms, with a capacity of 116,000 broilers. He has grassed waterways and all pipes lead to a fish-stocked pond which treats stormwater from the production area.
>> Jim Nguyen of Georgetown, who grows for Amick Farms, with a capacity of 110,000 broilers. He has installed heavy use pads, planted trees to reduce exhaust emissions, graded swales to direct stormwater into a one-acre pond, planted apple trees and berry bushes for wildlife, and uses freezers for mortality.
Layton and Willey will receive $1,000, a plaque and a sign for their farm. The runners-up will receive $500, plaques and signs.

The architectural history of the Palais
"It is my will that the expansion of the inner city of Vienna with regard to a suitable connection of the same with the suburbs as soon as possible is tackled and at this on Regulirung (regulation) and beautifying of my Residence and Imperial Capital is taken into account. To this end I grant the withdrawal of the ramparts and fortifications of the inner city and the trenches around the same".
This decree of Emperor Franz Joseph I, published on 25 December 1857 in the Wiener Zeitung, formed the basis for the largest the surface concerning and architecturally most significant transformation of the Viennese cityscape. Involving several renowned domestic and foreign architects a "master plan" took form, which included the construction of a boulevard instead of the ramparts between the inner city and its radially upstream suburbs. In the 50-years during implementation phase, an impressive architectural ensemble developed, consisting of imperial and private representational buildings, public administration and cultural buildings, churches and barracks, marking the era under the term "ring-street style". Already in the first year tithe decided a senior member of the Austrian imperial family to decorate the facades of his palace according to the new design principles, and thus certified the aristocratic claim that this also "historicism" said style on the part of the imperial house was attributed.
It was the palace of Archduke Albrecht (1817-1895), the Senior of the Habsburg Family Council, who as Field Marshal held the overall command over the Austro-Hungarian army. The building was incorporated into the imperial residence of the Hofburg complex, forming the south-west corner and extending eleven meters above street level on the so-called Augustinerbastei.
The close proximity of the palace to the imperial residence corresponded not only with Emperor Franz Joseph I and Archduke Albert with a close familial relationship between the owner of the palace and the monarch. Even the former inhabitants were always in close relationship to the imperial family, whether by birth or marriage. An exception here again proves the rule: Don Emanuel Teles da Silva Conde Tarouca (1696-1771), for which Maria Theresa in 1744 the palace had built, was just a close friend and advisor of the monarch. Silva Tarouca underpins the rule with a second exception, because he belonged to the administrative services as Generalhofbaudirektor (general court architect) and President of the Austrian-Dutch administration, while all other him subsequent owners were highest ranking military.
In the annals of Austrian history, especially those of military history, they either went into as commander of the Imperial Army, or the Austrian, later kk Army. Charles Alexander of Lorraine promoted as governor of the Austrian Netherlands from 1741 to 1780 the Academy of Fine Arts, the Théâtre de Ja Monnaie and the companies Bourgeois Concert and Concert Noble, he founded the Academie royale et imperial des Sciences et des Lettres, opened the Bibliotheque Royal for the population and supported artistic talents with high scholarships. World fame got his porcelain collection, which however had to be sold by Emperor Joseph II to pay off his debts. Duke Albert began in 1776 according to the concept of conte Durazzo to set up an encyclopedic collection of prints, which forms the core of the world-famous "Albertina" today.
1816 declared to Fideikommiss and thus in future indivisible, inalienable and inseparable, the collection 1822 passed into the possession of Archduke Carl, who, like his descendants, it broadened. Under him, the collection was introduced together with the sumptuously equipped palace on the Augustinerbastei in the so-called "Carl Ludwig'schen fideicommissum in 1826, by which the building and the in it kept collection fused into an indissoluble unity. At this time had from the Palais Tarouca by structural expansion or acquisition a veritable Residenz palace evolved. The era of stately representation with handing down their cultural values found its most obvious visualization inside the palace through the design and features of the staterooms. On one hand, by the use of the finest materials and the purchase of masterfully manufactured pieces of equipment, such as on the other hand by the permanent reuse of older equipment parts. This period lasted until 1919, when Archduke Friedrich was expropriated by the newly founded Republic of Austria. With the republicanization of the collection and the building first of all finished the tradition that the owner's name was synonymous with the building name:
After Palais Tarouca or tarokkisches house it was called Lorraine House, afterwards Duke Albert Palais and Palais Archduke Carl. Due to the new construction of an adjacently located administration building it received in 1865 the prefix "Upper" and was referred to as Upper Palais Archduke Albrecht and Upper Palais Archduke Frederick. For the state a special reference to the Habsburg past was certainly politically no longer opportune, which is why was decided to name the building according to the in it kept collection "Albertina".
This name derives from the term "La Collection Albertina" which had been used by the gallery Inspector Maurice von Thausing in 1870 in the Gazette des Beaux-Arts for the former graphics collection of Duke Albert. For this reason, it was the first time since the foundation of the palace that the name of the collection had become synonymous with the room shell. Room shell, hence, because the Republic of Austria Archduke Friedrich had allowed to take along all the movable goods from the palace in his Hungarian exile: crystal chandeliers, curtains and carpets as well as sculptures, vases and clocks. Particularly stressed should be the exquisite furniture, which stems of three facilities phases: the Louis XVI furnitures of Duke Albert, which had been manufactured on the basis of fraternal relations between his wife Archduchess Marie Christine and the French Queen Marie Antoinette after 1780 in the French Hofmanufakturen, also the on behalf of Archduke Charles 1822-1825 in the Vienna Porcelain Manufactory by Joseph Danhauser produced Empire furnitures and thirdly additions of the same style of Archduke Friedrich, which this about 1900 at Portois & Ffix as well as at Friedrich Otto Schmidt had commissioned.

2020 is a special year for China as it marks the deadline to achieve goals of building a moderately prosperous society in all respects, implementing the 13th five-year plan, and winning the decisive battle against poverty.
This launch event will discuss how China should continue to develop its agricultural industry in a global context to meet the goals above, and how China and the world should respond to challenges such as the COVID-19 pandemic and support the poor and vulnerable groups.
The China Agricultural Sector Development Report 2020 (CASDR) analyzes the domestic and foreign macroeconomic and agricultural industry conditions. The report reviews the important events in 2019, including the persistence of trade frictions between China and the United States, the spread of African swine fever, etc. Besides, the report assesses the competitiveness of China’s agricultural industry from the perspectives of total factor productivity, international trade and production cost. The report provides studies on the impact of COVID-19 on China’s agriculture and farmers’ income; research on the recovering of pig production capacity and its key influencing factors; and simulations of the impact of fall armyworm on China’s corn industry in 2020. Moreover, it summarizes the characteristics of 18 important agricultural product industries development in 2019 and prospecting trends in the next two years.
The IFPRI 2020 Global Food Policy Report (GFPR) highlights the central role that inclusive food systems play in meeting global goals to end poverty, hunger, and malnutrition, and offers recommendations for making food systems more inclusive for four marginalized groups – smallholders, women, youth, and conflict-affected people. The report also provides analysis on transforming national food system in several countries like Bangladesh and Ethiopia, and advice on development of food system in different regions worldwide. I actually stayed home today. I have been working on getting my late husband’s basement workshop cleaned out for over 6 months now. It’s a 40 by 13 foot space. I’ve hauled several loads of scrap metal to the recycler and sold it, had literally a ton of scrap wood and trash hauled to the dump, given and sold things to friends and family, and had an auction house come in and take everything left that was saleable. It’s involved hours and hours of going through and sorting things. I finished emptying it this weekend, and hired someone to come in and do the cleaning. They came this morning, and now it is empty and clean, and ready for me to start putting back the things I am keeping. Part of the space will be my “photography studio” where I can set up my lights and softbox and a table and leave them. A great sense of accomplishment, but very bittersweet. Another piece of my husband’s presense is gone. Sad, but neccessary if I am to recover and move forward.

It will promote women's experiences, capabilities, and know-how concerning climate actions in moving to the implementation phase of the Paris Agreement and the SDGs. Phumzile Mlambo-Ngcuka, Executive Director of UN Women, and Teresa Ribero, Minister of Ecological Transition of Spain, will give the opening remarks, followed by a panel and an open round plenary session featuring speakers who will share transformative examples of gender-responsive climate actions. The event will close with remarks from Carlos Manuel Rodríguez, Minister of Environment and Energy of Costa Rica. Hoy fue presentada la estrategia ‘Savia: del Laboratorio al Territorio’, lo que significa la apertura de los seis programas de la Escuela Nacional de Formación Ambiental Savia, los cuales son el resultado de la recopilación de aportes de diferentes grupos poblacionales para llevar las mejores alternativas a diversos públicos de distintas regiones.
Savia, programa del Ministerio de Ambiente y Desarrollo Sostenible, cuenta con tres estrategias: Savia Ciudadanos, Savia Crea y Transforma, y Savia Terra, pilares bajo los cuales se desarrollarán los siguientes programas: Nativos ambientales, Maestros Savia, Estímulos, Savia viveros, Campus Savia y Savia y su cuento.
El evento contó con la presencia de representantes del sector institucional y educativo, entidades de investigación, equipos de trabajo y áreas misionales del Minambiente. Asistieron, entre otras personas, el ministro de Ambiente, Carlos Eduardo Correa; el viceministro de Ordenamiento Ambiental del Territorio, Nicolás Galarza Sánchez, y la subdirectora de Educación y Participación de la entidad, María Lucía Franco.

Nativos ambientales. De la estrategia Savia Ciudadanos. Está orientado a crear conciencia en torno a la sostenibilidad ambiental con un énfasis en el impacto local, involucrando a las personas desde muy temprana edad. La primera fase beneficiará a madres comunitarias de las biodiverciudades identificadas: Barranquilla, Montería, Medellín, Bucaramanga, Barrancabermeja, Manizales, Villavicencio, Leticia, Quibdó, San Andrés, Armenia, Pereira, Pasto y Yopal.
Maestros Savia. La estrategia Savia Terra es la responsable del programa que implementará un plan de formación para la escuela de maestros y formadores ambientales con metodologías de educación basada en la naturaleza, educación ambiental, estilos de vida saludable y culturas regenerativas. Esto creará una red de instituciones educativas para cada una de las biodiverciudades, que permitirá el reconocimiento del aula viva como un ambiente de aprendizaje, y propenda por la conservación del ambiente; a su vez, resignificar Proyectos Ambientales Escolares (PRAE) de instituciones educativas pertenecientes a las biodiverciudades.
Estímulos. Desde Savia Ciudadanos este programa busca fortalecer y reconocer experiencias significativas y personas que promueven la apropiación del conocimiento y la cultura ambiental, con el fin de motivarlos a que puedan escalarse en cada una de las regiones en donde se desarrollan, beneficiando a un mayor número de personas.
Los estímulos son reconocimientos y premios Alfombra Verde, inmersiones nacionales, jóvenes embajadores por los páramos, Encuentro Nacional de Jóvenes, becas para diplomados en Restauración Ecológica y Emprendimiento verde y Gestión y Educación Ambiental, encuentros Savia Ciudadanos.
Savia viveros. Con este importante programa se busca fortalecer la cadena de valor asociada a los procesos de restauración y repoblamiento forestal, contando con una amplia red de viveros locales que permitan la producción de plántulas para las actividades de reforestación, concentrándose en aquellas áreas que históricamente han perdido cobertura forestal y que, por ende, han sido identificadas como núcleos activos de deforestación.
Se tiene como objeto para la implementación de esta estrategia dotar a establecimientos educativos seleccionados a nivel nacional por el Minambiente, de la mano con las secretarías de Educación departamentales y municipales de todo el país, con kits de viveros para la restauración en áreas de importancia estratégica, para lo cual se entregarán los insumos y materiales necesarios para la construcción de dichos viveros.
Campus Savia. Es un ecosistema digital donde se ubicarán contenidos que permitan conocer diferentes temáticas y formas de generar impacto dentro de la sociedad, en aras de brindar acceso a la información a los diferentes públicos que son participes de la Escuela, centralizar la información y hacerla visible de forma amigable y con la última tecnología, videos, imágenes, juegos virtuales, mapas dinámicos, fotografías de 360°, realidades aumentadas, animaciones de texto en video, storytelling, todo esto haciendo uso de formatos actuales e intuitivos para todos usuarios; así como una amplia oferta formativa virtual dirigida a la comunidad en general mediante ‘Ciclos continuos de formación y participación’.
Savia y su cuento. Este programa busca generar formación mediante herramientas educativas en temas ambientales, para ello, se transformará y adaptará de los documentos e información existente, con la cual cuenta el Minambiente, en contenidos que sean asimilables, claros y llamativos para que el mayor número de personas en el territorio nacional puedan acceder a ellos, entenderlos y darles la debida relevancia.

World Maritime Day is celebrated every year, providing an opportunity to focus attention on the importance of shipping safety, maritime security and the marine environment and to emphasize a particular aspect of IMO's work.
In this year's theme the attention has centred on the need for ratification, widespread entry into force and effective implementation of IMO conventions, in order to ensure tangible benefits emerge from the often-lengthy process leading to the adoption of an IMO treaty instrument.

There was a lot of concern among the occupiers tonight.
Among the couple of hundred diehards the weather was a constant in discussions.
A relentless rain fell on Occupied Chicago.
A driving wind brought deep chills.
Though the climactic conditions brought the numbers of demonstrators down by almost half from yesterday...
those that were there seemed strong and filled with the conviction that what they were doing was right and just and would ultimately effect some change.
The conversations were more serious and cerebral.
On the twenty sixth day of the occupation it's become apparent...
it has become a siege.
Many people expressed a concern that the bad weather would stop the momentum of growth that the occupation has seen.
Some people thought that it would weed out those with less motivation and conviction.
Others feared only that the tough conditions would be the demise of the entire endeavor itself.
Tough times are the measure of any movement.
I say now is the time to make a thrust...
now is the time to recruit reinforcements like never before.
It's not enough that the supporters of the movement show up...
everyone's got to bring someone next time.
Sieges are brutal and demoralizing on those laying the siege.
It would be wise to consult Master Sun Tzu on such matters.
Though this is a movement commited to nonviolence, the expertise of those who know how to command an army and occupy ground should be heeded.
In Chapter Two of 'The Art of War' Master Tzu says:
'When you engage in actual fighting, if the victory is long in coming, then men's weapons will grow dull and their ardour will be damped. If you lay siege to a town you will exhaust your strength.'
Perhaps it wasn't wise to lay plans for an exposed occupation in the northern hemisphere at the end of September.
No army exposed to the elements could survive a Chicago winter in fighting form.
It is what it is.
History books are filled with stories of the folly of such manuevers and prolonged siege will make weary the strongest of forces as the failed generals of time have shown.
Still... the ground has been taken and the best must be made of it.
Where can a decisive victory be had?
Some decisive victory is needed right away.
Should the occupation maintain it's position on LaSalle and Jackson and at the same time occupy another position?
A position more north?
A position in the retail district?
That's where the action's going to be in the coming weeks.
I believe small advance parties should be sent out...
to test the occupation of other sites...
to see what impact can be made.
Should the marchers begin sending out sentries to survey the field for positions of advantage?
Manuevers should be calculated in secrecy and implemented to the surprise of all observers.
The authorities know full well the barbarism of a Chicago winter.
They're counting on it to do their work for them...
so they can keep their hands clean.
Rally in the words of Hannibal...
the first to ride elephants over the Alps...
'We will either find a way or we will make one.'
Now is the time for decisive action.
Don't give up any occupied ground.
Occupy more.

A hog oiler was a mechanical device employed on farms to be used by hogs to provide relief from insects and offer skin protection. It consisted of a reservoir to hold oil, and a means to distribute the oil onto the hog, often via grooved wheels or cylinders. Hogs seeking relief would rub up against a wheel (or cylinder) causing it to rotate and dispense oil onto their bodies.
History
In the late 1800s and early 1900s hog lice and hog cholera could prove devastating to livestock producers and the hog oiler was seen as one way to combat the problem. The first known patent for a hog oiler device was issued in 1902 by the U.S. Patent Office, however the era of innovation for this device was mainly the years 1913-1923.
According to Goodbye Mr. Louse, a book by Robert Rauhauser, there may have many as 157 different patented models of hog oilers, but collector’s today estimate there could have been as many as 600 manufacturers, most going unpatented.
Prices for hog oilers would range anywhere from four dollars for a small model to twelve dollars and even higher for larger ones with more features. The same companies that manufactured the oilers would often sell special medicated oil to be used with the device, offering further protection. Many farmers however simply chose to use recycled oil or made their own cheaper versions.
The U.S. government, while being willing to issue patents, suggested that the oilers might be less than effective, according to collector Bob Coates in Farm Collector magazine. "They (the government) recommended mopping or dipping (the hogs) instead" said Coats.
Companies throughout the mid-western U.S., such as Lisle Manufacturing of Clarinda, Iowa, offered farmers and hog producers a variety of styles and sizes including fence-mounted, stand-alone, walk-through and ratchet-governed. However the most common were double-wheel models known as Colubians and Sipes.
Often made of cast iron, the early hog oilers could be quite heavy, with some models weighing as much as 150 pounds. Later models from the 1920s onward would mostly be constructed of cheaper, lighter steel and sheet metal. Other known manufacturers of hog oilers included the National Oiler Company of Richmond, Indiana, Rowe Manufacturing, Galesburg, Illinois, and Starbuck Manufacturing, Illinois Implement Company, and O.H.C.Manufacturing, all of Peoria, Illinois.

World War II led to a small but growing collectors market for hog oilers today. The cast iron models are considered the most desirable antiques since many originals were gathered up in war scrap iron drives and destroyed.
Hog oiler collectors come from all locations and ages, some as young as 11 years old.[6] Generally the "hog belt" of the upper mid-west provides the majority of hog oiler finds today—states such as Iowa, Illinois, Indiana, Nebraska and parts of Kansas and Missouri.
Prices paid by collectors can vary widely, based on size, functions, and condition of the machine.
Smaller hog oilers can be purchased for sometimes thirty dollars or less, while the rarest models can have asking prices in the many thousands of dollars.
A small cast iron "wheel" type hog oiler that appeared nearly unused was featured on the History Channel program Pawn Stars on August 8, 2011. It sold for $100.

En el marco de la reunión para el cumplimiento de los compromisos derivados de la 12° del GORE Ejecutivo, el viceministro de Mype e Industria, José Salardi, señaló que el gobierno, a través del Ministerio de la Producción (Produce), impulsará el desarrollo de las cadenas productivas de pesca, acuicultura, agroindustria y forestal en Loreto, a través de un trabajo articulado con las autoridades regionales.
En ese sentido, indicó que la reunión de los equipos técnicos de su sector y del gobierno regional, ha dado como resultado una serie de acuerdos que contribuirán para que Loreto se convierta en una región productiva en base a sus potencialidades. "Hemos identificado que estamos muy alineados en muchas intervenciones, incluso en aquellas que ya tenemos en camino", destacó.
Al respecto, Salardi precisó que al cierre del primer semestre estarán implementados al 100 % el CITE Forestal y el CITE Productivo Maynas. "Es una inversión de 22 millones de soles que ha realizado Produce a través del ITP. Con lo cual se ha puesto en valor estas infraestructuras importantes, para poder dar todo apoyo y soporte a las cadenas productivas de pesca, acuicultura y agroindustrias".
Manifestó que para el presente año proyectan prestar un mínimo de 1200 servicios de innovación y transferencia tecnológica, que ayudará a fortalecer las capacidades e innovar a las diferentes industrias de esta región.
Asimismo, informó que otros de los compromisos es la pronta apertura del Centro de Desarrollo Empresarial del programa “Tu Empresa”, para promover la formalización de 400 nuevas unidades de negocio.
De otro lado, Salardi indicó que el sector espera cerrar el año inaugurando el Gran Mercado de Belén. "Se está avanzando a un nivel importante. El proyecto está a más de 50% de ejecución y en el presupuesto de este año se han incluido 50 millones de soles para su culminación", apuntó.
Acciones en pesca y acuicultura
De otro lado, el viceministro Salardi informó que, a través del FONDEPES, Produce iniciará la construcción del primer desembarcadero pesquero artesanal de la Amazonia “La Punchana”, para lo cual se ha destinado una inversión de hasta S/ 22 000 000.
Asimismo, este fondo realizará un proyecto piloto para la implementación de aislamiento térmico en embarcaciones pesqueras artesanales para el adecuado transporte de los productos hidrobiológicos. "Con esta actividad, se espera incrementar los fondos para créditos destinados a los pescadores artesanales y acuicultores de la región hasta por un valor de S/ 250 000", destacó.
Otro de los acuerdos es la implementación de mejoras en los servicios del Centro Acuícola Nuevo Horizonte, por un valor de hasta S/ 14 000 000, con ello se mejorarán los servicios de producción y distribución de alevinos para la ampliación de la frontera acuícola, así como la capacitación operativa especializada a los productores de la Región.
Mercado de Putumayo
Más tarde, el viceministro Salardi hizo entrega oficial al alcalde provincial de Putumayo, Humberto Fuentes, del expediente técnico aprobado para la ejecución del proyecto "Mejoramiento del Mercado Municipal de la Ciudad de San Antonio del Estrecho".
Esta importante acción del gobierno en una ciudad de frontera con Colombia, cuenta con una inversión de más de 4 millones de soles y beneficiará a más de 3000 habitantes.
Las obras se realizarán en un terreno de 1410 m2, donde se implementarán 40 puestos de comercio, con una moderna infraestructura e innovaciones que garantizarán la alta calidad de los productos.

Nokia Pakistan and UNESCO collaborate to launch Mobile Learning for Teacher’s in Pakistan using Nokia Education Delivery App to facilitate teacher training via mobile phones
Nokia Pakistan and UNESCO Islamabad launched the project “Mobile Learning Project for Teacher’s Professional Development” today as formal collaboration in the presence of senior government officials, Nokia representatives and UNESCO representatives. As part of this program, UNESCO and Nokia are joining hands, where Nokia is providing its mobile phones and its application “Nokia Education Delivery (NED) for UNESCO’s project on ‘use of ICT for professional development of public school teachers’ in remote areas.
Since 2011 NED has turned into an open source solution to improve livelihoods, and in order to support such mobile learning innovations to be filled with life in Pakistan, The project will be implemented by AGAHI, a UNESCO partner and a non-profit foundation working in the area of communication and media policy design.
Nokia developed NED to allow using a mobile phone to access and download videos and other educational materials from a constantly updated education library. Operating in hundreds of schools and having reached millions of students in the Philippines, Tanzania, Chile and Colombia, Nokia Education Delivery has been shown to improve study results and increase retention among students.
This collaboration is part of the agreement signed last year between UNESCO and Nokia at international level to promote the use of mobile technologies to further the objectives of “Education for All”. As part of this agreement Nokia is developing applications and new Mobile technologies offering access to information and enrich learning environments at global level.
In Pakistan, through the project “Mobile Learning for Teachers” Nokia’s Education Delivery application will help UNESCO to enable the delivery of high- quality educational materials to teachers who lack training and resources though mobile phones giving an opportunity to teachers to train themselves on the same level as professionally competent teachers.
Speaking about the project, UNESCO Director, Kozue Kai Nagata said, “In 21st century Public- private partnerships are enjoying growing attention and support as a new and sustainable modality for development. Amir Jahangir, President AGAHI and a Young Global Leader of the World Economic Forum, shared his views on the launch that “Pakistan is a knowledge starved country, where universal education has its own challenges. To meet the target of the Millennium Development Goals (MDG) on education, Pakistan needs to address its education challenges through innovation and technology which can reach to a larger population with cost effective solutions”.
Speaking about the launch of NED program, Ulrike Vott Nokia Sustainability Manager for Middle East said, “Nokia Education Delivery facilitates education in a fun and interactive way. In addition to the NED software, Nokia offers program implementation support for the benefit of Pakistan’s education landscape.” The Nokia Education Delivery software system has two modules. The first module is installed on a Nokia mobile phone and contains a browse able catalog of educational videos. The second module is installed on the computer of the education administrator. It manages the organization’s mobile video library, so that videos can be added, deleted and updated. It also provides information on the usage of different videos.”
This unique pilot project for Pakistan has been initiated by UNESCO and AGAHI aims at using Mobile phones as medium for training teachers, where the teachers in remote areas will be equipped with devices, SIMs, a software solution and high quality educational content. The course for training and capacity building will be developed into video files and will be transmitted step by step according to curriculum on the phones provided to teachers. Over the course of the training period, teachers will be tested via SMS on regular basis and as an incentive, those who will score highest in tests will receive free mobile top ups. At the end of the course, test scores of all teachers will be aggregated and the passing teachers will be awarded certificate in the final workshop.

A not for profit, AGAHI specializes in creating communication, information and media policy design tools, that enables the stakeholders to engage in information collaboration on knowledge-based platforms. AGAHI works in building the capacity of knowledge workers in creating content based on best practices to disseminate information in building a more integrated knowledge ecosystem.
