Effective implementation through Port State Control.

Today (25 September 2014) IMO is celebrating World Maritime Day, with the theme "IMO conventions: effective implementation".

World Maritime Day is celebrated every year, providing an opportunity to focus attention on the importance of shipping safety, maritime security and the marine environment and to emphasize a particular aspect of IMO's work.

In this year's theme the attention has centred on the need for ratification, widespread entry into force and effective implementation of IMO conventions, in order to ensure tangible benefits emerge from the often-lengthy process leading to the adoption of an IMO treaty instrument.

Official launch event of the countdown to the implementation of IHealth by Island Health

Staff and physicians at Nanaimo Regional General Hospital and Dufferin Place celebrated the official launch of the countdown to the implementation of IHealth, a new electronic system that will be up and running at NRGH and Dufferin Place by summer 2015.

The new IHealth electronic tool will track patient health information in a single health record across Island Health facilities, programs and services throughout a patient’s entire life. NRGH and Dufferin Place residential care facility will be the first Island Health locations to receive IHealth.

Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem

The Court gives its Advisory Opinion and responds to the questions posed by the General Assembly

THE HAGUE, 19 July 2024. The International Court of Justice has today given its Advisory Opinion in respect of the Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem.

It is recalled that, on 30 December 2022, the General Assembly of the United Nations adopted resolution A/RES/77/247 in which, referring to Article 65 of the Statute of the Court, it requested the International Court of Justice to give an advisory opinion on the following questions:

“(a) What are the legal consequences arising from the ongoing violation by Israel of the right of the Palestinian people to self-determination, from its prolonged occupation, settlement and annexation of the Palestinian territory occupied since 1967, including measures aimed at altering the demographic composition, character and status of the Holy City of Jerusalem, and from its adoption of related discriminatory legislation and measures?

(b) How do the policies and practices of Israel referred to . . . above affect the legal status of the occupation, and what are the legal consequences that arise for all States and the United Nations from this status?”

In its Advisory Opinion, the Court responds to the questions posed by the General Assembly by concluding that:

* the State of Israel’s continued presence in the Occupied Palestinian Territory is unlawful;

* the State of Israel is under an obligation to bring to an end its unlawful presence in the Occupied Palestinian Territory as rapidly as possible;

* the State of Israel is under an obligation to cease immediately all new settlement activities, and to evacuate all settlers from the Occupied Palestinian Territory;

* the State of Israel has the obligation to make reparation for the damage caused to all the natural or legal persons concerned in the Occupied Palestinian Territory;

* all States are under an obligation not to recognize as legal the situation arising from the unlawful presence of the State of Israel in the Occupied Palestinian Territory and not to render aid or assistance in maintaining the situation created by the continued presence of the State of Israel in the Occupied Palestinian Territory;

* international organizations, including the United Nations, are under an obligation not to recognize as legal the situation arising from the unlawful presence of the State of Israel in the Occupied Palestinian Territory; and

* the United Nations, and especially the General Assembly, which requested the opinion, and the Security Council, should consider the precise modalities and further action required to bring to an end as rapidly as possible the unlawful presence of the State of Israel in the Occupied Palestinian Territory.

Reasoning of the Court

After concluding that it has jurisdiction to render the requested opinion and that there are no compelling reasons for it to decline to give an opinion (paras. 22-50), the Court recalls the general context of the case (paras. 51-71) and addresses the scope and meaning of the two questions posed by the General Assembly (paras. 72-83).

The Court then assesses the conformity of Israel’s policies and practices in the Occupied Palestinian Territory, as identified in question (a), with its obligations under international law. In particular, the Court’s analysis examines, in turn, the questions of the prolonged occupation, Israel’s policy of settlement, the question of the annexation of the Palestinian territory occupied since 1967, and Israel’s adoption of related legislation and measures that are allegedly discriminatory (paras. 103-243).

With regard to the question of the prolonged occupation of the Occupied Palestinian Territory, which has lasted for more than 57 years (paras. 104-110), the Court observes that, by virtue of its status as an occupying Power, a State assumes a set of powers and duties with respect to the territory over which it exercises effective control. The nature and scope of these powers and duties are always premised on the same assumption: that occupation is a temporary situation to respond to military necessity, and it cannot transfer title of sovereignty to the occupying Power.

In the Court’s view, the fact that an occupation is prolonged does not in itself change its legal status under international humanitarian law. Although premised on the temporary character of the occupation, the law of occupation does not set temporal limits that would, as such, alter the legal status of the occupation. Occupation consists of the exercise by a State of effective control in foreign territory. In order to be permissible, therefore, such exercise of effective control must at all times be consistent with the rules concerning the prohibition of the threat or use of force, including the prohibition of territorial acquisition resulting from the threat or use of force, as well as with the right to self‐determination. Therefore, the fact that an occupation is prolonged may have a bearing on the justification under international law of the occupying Power’s continued presence in the occupied territory.

As regards Israel’s settlement policy (paras. 111-156), the Court reaffirms what it stated in its Advisory Opinion on the Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory of 9 July 2004, that the Israeli settlements in the West Bank and East Jerusalem, and the régime associated with them, have been established and are being maintained in violation of international law. The Court notes with grave concern reports that Israel’s settlement policy has been expanding since the Court’s 2004 Advisory Opinion.

As regards the question of the annexation of the Occupied Palestinian Territory (paras. 157-179), it is the view of the Court that to seek to acquire sovereignty over an occupied territory, as shown by the policies and practices adopted by Israel in East Jerusalem and the West Bank, is contrary to the prohibition of the use of force in international relations and its corollary principle of the non-acquisition of territory by force.

The Court then examines the question of the legal consequences arising from Israel’s adoption of related discriminatory legislation and measures (paras. 180-229). It concludes that a broad array of legislation adopted and measures taken by Israel in its capacity as an occupying Power treat Palestinians differently on grounds specified by international law. The Court notes that this differentiation of treatment cannot be justified with reference to reasonable and objective criteria nor to a legitimate public aim. Accordingly, the Court is of the view that the régime of comprehensive restrictions imposed by Israel on Palestinians in the Occupied Palestinian Territory constitutes systemic discrimination based on, inter alia, race, religion or ethnic origin, in violation of Articles 2, paragraph 1, and 26 of the International Covenant on Civil and Political Rights, Article 2, paragraph 2, of the International Covenant on Economic, Social and Cultural Rights, and Article 2 of the International Convention on the Elimination of All Forms of Racial Discrimination.

The Court then turns to the aspect of question (a) that enquires as to the effects of Israel’s policies and practices on the exercise of the Palestinian people’s right to self‐determination (paras. 230-243). In this regard, the Court is of the view that, as a consequence of Israel’s policies and practices, which span decades, the Palestinian people has been deprived of its right to self‐determination over a long period, and further prolongation of these policies and practices undermines the exercise of this right in the future. For these reasons, the Court considers that Israel’s unlawful policies and practices are in breach of Israel’s obligation to respect the right of the Palestinian people to self‐determination.

Turning to the first part of question (b), the Court examines whether and, if so, how the policies and practices of Israel have affected the legal status of the occupation in light of the relevant rules and principles of international law (paras. 244-264).

In this respect, the Court first considers that the first part of question (b) is not whether the policies and practices of Israel affect the legal status of the occupation as such. Rather, the Court is of the view that the scope of the first part of the second question concerns the manner in which Israel’s policies and practices affect the legal status of the occupation, and thereby the legality of the continued presence of Israel, as an occupying Power, in the Occupied Palestinian Territory. This legality is to be determined under the rules and principles of general international law, including those of the Charter of the United Nations.

In this context, the Court is of the view that Israel’s assertion of sovereignty and its annexation of certain parts of the territory constitute a violation of the prohibition of the acquisition of territory by force. This violation has a direct impact on the legality of Israel’s continued presence, as an occupying Power, in the Occupied Palestinian Territory. The Court considers that Israel is not entitled to sovereignty over or to exercise sovereign powers in any part of the Occupied Palestinian Territory on account of its occupation. Nor can Israel’s security concerns override the principle of the prohibition of the acquisition of territory by force.

The Court further observes that the effects of Israel’s policies and practices, and its exercise of sovereignty over certain parts of the Occupied Palestinian Territory, constitute an obstruction to the exercise by the Palestinian people of its right to self-determination. The effects of these policies and practices include Israel’s annexation of parts of the Occupied Palestinian Territory, the fragmentation of this territory, undermining its integrity, the deprivation of the Palestinian people of the enjoyment of the natural resources of the territory and its impairment of the Palestinian people’s right to pursue its economic, social and cultural development.

The Court is of the view that the above-described effects of Israel’s policies and practices, resulting, inter alia, in the prolonged deprivation of the Palestinian people of its right to self-determination, constitute a breach of this fundamental right. This breach has a direct impact on the legality of Israel’s presence, as an occupying Power, in the Occupied Palestinian Territory. The Court is of the view that occupation cannot be used in such a manner as to leave indefinitely the occupied population in a state of suspension and uncertainty, denying them their right to self- determination while integrating parts of their territory into the occupying Power’s own territory.

In light of the foregoing, the Court turns to the examination of the legality of the continued presence of Israel in the Occupied Palestinian Territory (paras. 259-264).

The Court considers that the violations by Israel of the prohibition of the acquisition of territory by force and of the Palestinian people’s right to self-determination have a direct impact on the legality of the continued presence of Israel, as an occupying Power, in the Occupied Palestinian Territory. The sustained abuse by Israel of its position as an occupying Power, through annexation and an assertion of permanent control over the Occupied Palestinian Territory and continued frustration of the right of the Palestinian people to self-determination, violates fundamental principles of international law and renders Israel’s presence in the Occupied Palestinian Territory unlawful.

This illegality relates to the entirety of the Palestinian territory occupied by Israel in 1967. This is the territorial unit across which Israel has imposed policies and practices to fragment and frustrate the ability of the Palestinian people to exercise its right to self‐determination, and over large swathes of which it has extended Israeli sovereignty in violation of international law. The entirety of the Occupied Palestinian Territory is also the territory in relation to which the Palestinian people should be able to exercise its right to self-determination, the integrity of which must be respected.

The Court has found that Israel’s policies and practices referred to in question (a) are in breach of international law. The maintenance of these policies and practices is an unlawful act of a continuing character entailing Israel’s international responsibility.

The Court has also found in reply to the first part of question (b) that the continued presence of Israel in the Occupied Palestinian Territory is illegal. The Court therefore addresses the legal consequences arising from Israel’s policies and practices referred to in question (a) for Israel, together with those arising from the illegality of Israel’s continued presence in the Occupied Palestinian Territory under question (b), for Israel, for other States and for the United Nations (paras. 267-281).

In the 1970's the Mexican government designated "hot spots" for tourism development including Cancun, Ixtapa and Los Cabos. Los Cabos, which means the Capes has twin towns of Cabo San Lucas and San Jose del Cabo which are separated by 20 miles of beach coast line. Mexican developer Javier Burillo Azcarraga acquired eighteen undeveloped acres at Cabo San Lucas in the early 90's. He envisioned for the site a unique, super-luxury, boutique hotel that would stand out from the crowd and reflect Baja's indigenous culture and landscape. He brought in Atlanta-based architect and developer Hal Thannisch, Jr. to create the master plan and orchestrate the design, construction, financing, and ultimate operation of the completed resort. Thannisch hired HKS Architects of Dallas to provide architectural services, and they in turn, retained The SWA Group of Dallas to create the site plan and landscape architecture. The SWA Group developed the Las Ventanas landscape which blends the natural desert environment with the sensuality of the Mexican-style architecture to enhance the resort’s sense of authenticity. Construction began in December 1995, and the five-star Las Ventanas al Paraiso, or "Windows to Paradise," welcomed its first guests in July 1997. When guests enter Las Ventanas, they don't see all the buildings at once. Rather, the resort gradually reveals itself as guests walk down to the sea. The site plan radiates out from the open-air lobby, and every guest suite has a view of the blue Sea of Cortez. The resort resembles a small, sand and earth-colored Mexican village. The hotels opening rate was $325 a night. The 61-room Las Ventanas al Paraiso claims to have the longest celebrity client list of any hotel in the world. The discreet resort does not have a sign outside on Highway 1. Zen-inspired raked-sand entrance opens to beach views from the restaurant, private rooftop patios, and infinity-edge pools, where super-attentive pool butlers clean your smudged sunglasses and provide unlimited towel service. All over-sized guestrooms have pebble-inlaid headboards, hand-carved cedar doors, wood-burning fireplaces, and telescopes for stargazing.

Javier Burillo belongs to the Azcárraga family, owner of Televisa. He is the son of Carmela Azcárraga Milmo, sister of the late Emilio Azcárraga Milmo and daughter of Emilio Azcárraga Vidaurreta, founder of Televicentro, now Televisa. Grupo Televisa, S.A.B. is a Mexican multimedia company and the largest in Latin America and the Spanish-speaking world (Univision in the United States). The company has been led and owned by three generations of Azcárraga. Javier Burillo inherited the Ritz Acapulco Hotel from his grandfather. In 1999 he and Rosewood's Hal Thannisch proposed a $62 million, 105-room Rosewood Resort in Sonoma, CA which failed to get city's approval.

Thannisch Development Services, Inc. (TDS) specializes in complex issues of development planning, financing, interdisciplinary management, design management and implementation. Thannisch was directly responsible for the renovation of the historic Cogswell College building now the Ritz Carlton San Francisco and the redevelopment of the Mahogany Run Resort, St. Thomas, USVI. In 1985, Thannisch joined Caroline Hunt's Rosewood Hotel Group as vice president, development. Based in Dallas, he was immersed in the development of the Hotel Hana-Maui at Hana Ranch and The Hotel on the Old Course, St. Andrews, Scotland. In 1989, the Ritz-Carlton Hotel Company called on his experience to manage the feasibility, pre-development, development and construction of the Ritz-Carlton Aspen, Hotel Arts Barcelona, Spain. Thannisch brought to Rosewood its first Mexico project, Las Ventanas which has emerged as a premier five-star resort in all of Mexico.

Las Ventanas al Paraíso became the first world-class resort in Los Cabos under hotelier Edward Steiner who served the hotel from opening to 2008. The resort achieved AAA Five Diamond status under his leadership.

In December 2003 Paraiso Los Cabos, S.A. de C.V. sold Las Ventana al Paraiso to Dallas based JTL Capital in partnership with Farallon Capital Management L.L.C.for an undisclosed price. Rosewood Hotels & Resorts agreed to a long-term contract to continue management of the resort. The purchase also included land entitled for up to 30 additional villa residences as well as an unfinished Phase IV building containing 8 premier villas that JTL Capital will finish constructing in September of 2004. The transaction was a first for JTL in Mexico. Morgan Stanley Mortgage Capital provided the financing. JTL Capital, L.L.C. is a closely held, real estate investment and development concern founded in 1999 by David A. Lane and Mark J. Sullivan. JTL Capital employs a "buy and enhance" strategy that produces attractive risk-adjusted returns.

In September 2004 Ty Warner Hotels & Resorts, LLC purchased the 61-room Las Ventanas al Paraíso Resort from Dallas-based JTL Capital, LLC. According to Ty Warner, the goal is to extend and enhance the beauty and amenities at the resort. Warner believed the essential component to achieving that goal is in Rosewood Hotels & Resorts' continued operation of the resort. Ty Warner is an American billionaire who created the 1990s stuffed toy fad - Beanie Babies. At the peak of the Beanie craze in 1999, the privately owned Ty Inc. is believed to have earned over $700 million in profits in a year. The Beanie Babies phenomenon, coupled with the rise of the Internet, is cited as elevating Warner to billionaire status. Ty Warner Hotel and Resort Properties include: Four Seasons Resort The Biltmore Santa Barbara, CA, Four Seasons Hotel New York, NY and San Ysidro Ranch, Montecito, CA.

ABSTRACT:

Visually examining RNA structures can greatly aid in understanding their potential functional roles and in evaluating the performance of structure prediction algorithms. As many functional roles of RNA structures can already be studied given the secondary structure of the RNA, various methods have been devised for visualizing RNA secondary structures. Most of these methods depict a given RNA secondary structure as a planar graph consisting of base-paired stems interconnected by roundish loops. In this article, we present an alternative method of depicting RNA secondary structure as arc diagrams. This is well suited for structures that are difficult or impossible to represent as planar stem-loop diagrams. Arc diagrams can intuitively display pseudo-knotted structures, as well as transient and alternative structural features. In addition, they facilitate the comparison of known and predicted RNA secondary structures. An added benefit is that structure information can be displayed in conjunction with a corresponding multiple sequence alignments, thereby highlighting structure and primary sequence conservation and variation. We have implemented the visualization algorithm as a web server R-CHIE as well as a corresponding R package called R4RNA, which allows users to run the software locally and across a range of common operating systems.

con las beneficiarias de los programas sociales implementados por el

Gobierno Municipal en Norias de Ojocaliente, en quienes reconoció su

liderazgo y esfuerzo para contribuir al desarrollo pleno de sus

familias y ser dignas representantes del sector femenino en

Aguascalientes.

“Estamos trabajando intensamente a favor de las mujeres, el primero y

más importante compromiso de mi gobierno fue ese, de tener una

política clara y puntual a favor de todas ustedes, porque eso es lo

que nos va a permitir el día de mañana llevar a buen término a nuestra

ciudad, porque las mujeres tienen la energía, la capacidad, la

tenacidad, la perseverancia, el coraje para alcanzar todas las metas

que nos proponemos”.

En primer término, ante cientos de mujeres pertenecientes al FEOI, la

Presidenta Capitalina reafirmó su compromiso ineludible con el

crecimiento y superación de las mujeres, pues desde el inicio de su

gestión se han establecido las bases para impulsar una nueva política

en la que prevalece el respeto a todas y todos, así como la generación

de las condiciones necesarias para una sociedad igualitaria.

Armendáriz Silva, de la Presidenta del DIF Municipal, Liz Martínez,

titular del IMMA, Verona Valencia García, Lorena Martínez les dio a

conocer el fortalecimiento de un fondo económico para el otorgamiento

de créditos a mujeres jefas de familia, mediante el cual será posible

dotarles de las herramientas requeridas para que puedan contribuir al

sustento de sus hijas e hijos.

En su oportunidad, Luz María Hernández agradeció el respaldo brindado

por el Gobierno de Lorena Martínez para la consolidación de diversos

proyectos al interior del organismo, a través de los cuales ha sido

posible cambiar el entorno social de sus integrantes y particularmente

mejorar sus condiciones de vida.

“La Alcaldesa es una de esas personas que sabe y que ve las

necesidades que tenemos todas y cada una de nosotros para encabezar y

Vivienda”, así como por los apoyos sociales y acciones realizadas en

materia de pavimentación, agua potable y alcantarillado efectuadas en

su colonia, a través de las cuales se ha transformado

significativamente la situación económica, social y urbana de las

familias.

sabemos que es una mujer que se levanta trabajando y se duerme

trabajando. Norias era uno de los lugares a los que le faltaban muchas

Our Lady of the Conception of the ladder, is a former Portuguese popular Marian devotion linked to the sea and taken root in Brazil.

His devotion is prior to the XII century and its name comes from the 31 esacalones you should climb to the chapel containing the image.

No wonder that the marked Portugal's maritime tradition, was the devotion of the sailors of Lisbon, one of the most popular in the country, and for that reason, one of the first to be implemented in Brazil.

The tradition of this title is prior to the conquest of Lisbon. The first called Corredoura, name of the ancient Gothic chapel north of the Dew, and then the reign of D. Afonso II, Our Lady of the Conception of the ladder, in abbreviated form, Our Lady of Escalera.

Built the Convent of Santo Domingo, in the reign of D. Sancho II, the chapel was next to the new church.

THE ORIGIN OF THE NAME

Anyone with basic culture knows the great importance they had navigation and the Portuguese discoveries in the fifteenth and sixteenth centuries, and the fact that they were sailors sea lusos that incorporated several continents. And this was through epic voyages on ships, compared to today, nutshells fragile.

Where is it that every time they decided to take out processions to celebrate this or that victory, or seek protection against this or that scourge, were the processions of the Chapel of Our Lady of the most popular ladder.

Over time, they began to get to the chapel people from distant places to fulfill promises and vows, and thanks for favors received. At a certain time there was a procession with torches, possibly at night, down the river to get to the chapel dedicated to Our Lady of Escalera.

ALJUBARROTA VICTORY REINFORCE THE DEVOTION

The most important procession was commemorating the victory of the Portuguese in aljubarrota in 1385.

The Portuguese troops, led by the Venerable Nun'Alvares Pereira, fought not only to defend the country's independence, but especially not to fall into the schism that threatened to split the Christianity as the king of Castile at that time supported a antipope.

After waging the struggle in conditions outnumbered, the Portuguese won a memorable victory.

Upon hearing of the victory, the people flocked to various temples in the country and one of the most popular was that of Our Lady of the Stairs, where people from all walks of life came to thank Our Lady for the excellent protection. They must have been from all social classes is not surprising, because the Navy is engaged representatives of all segments of society at the time. From the highest nobility who commanded the army destined to Africa or Asia, even the most humble servants.

DEVOTION EXPANDS TO BAY AND SAO PAULO

With the maritime discoveries being made, the Catholic faith was expanding. Therefore, to master new territories, one of the first concerns of the Portuguese, was to teach the truths of the faith to the inhabitants. And nothing better for the consolidation of a soul on the path of true religion to be taught to love and trust one who is the Mother of God, and therefore, our advocate.

As two of the first sites to be colonized in our country were the Bay of All Saints, and areas close to the coast of Sao Paulo, it is understandable that there are the first two chapels dedicated to Our Lady of Escalera.

The existing Bay has a very ancient feature related to the time of slavery: slaves, when they were not yet baptized, could not be inside the church and stood on the porch near the entrance. That's why the small temple has a large porch.

The other chapel was located in a village called Escalera, a name from Marian devotion itself. This chapel is located near Guararema town 80 kilometers from the state capital. Due to its proximity to the river Paraíba, this town was frequented by fishermen and travelers navegban to Rio de Janeiro.

When went there in 1717, the Earl of assumar, governor of Sao Paulo, Escalera was a town that already had its own City Council. But the small center was not successful, and its decline was also decreasing the Marian devotion that gave it birth.

TWO EARTHQUAKES AND DETERIORATION OF DEVOTION

The Marian devotions are not, as a rule, a fact artificial, caused by some human interest. They bloom naturally when the Virgin distributes his graces, availing for example, an image of any invocation particular. And if the people are truly pious, used to correspond to these thanks and devotion naturally extends that which holds it in the hard struggles of life.

But when the population declines in fervor and no longer relies more to the Blessed Virgin, devotions attached to any chapel or an image also fell. People no longer frequent the place, and go forgetting the graces received. Under these conditions, it is not uncommon for Our Lady operate a prodigy, in order to reconstruct the ancient devotion. But unfortunately, men do not always correspond to the new manifestation of maternal kindness.

That's what happened with the image of Our Lady of Escalera in Portugal. In 1531 an earthquake destroyed the chapel, which was rebuilt. But as devotion continued to decline gradually allowed Our Lady a new earthquake in Lisbon, more terrible than the last, and destroyed the small temple in 1755. In both cases, the buildings that housed the image were destroyed, miraculously saved, among the ruins, both the image of Mary as the altar where he was.

The decline of the cult of the Virgin under this title had reached such a point that the chapel was no more rebuilt staircase. Therefore, the original image was brought to the church of Our Lady of Mercy of Lisbon, where it is today. It seemed a sad end of a once so widespread Marian devotion.

RENAISSANCE PROMISING

2020 is a special year for China as it marks the deadline to achieve goals of building a moderately prosperous society in all respects, implementing the 13th five-year plan, and winning the decisive battle against poverty.

This launch event will discuss how China should continue to develop its agricultural industry in a global context to meet the goals above, and how China and the world should respond to challenges such as the COVID-19 pandemic and support the poor and vulnerable groups.

The China Agricultural Sector Development Report 2020 (CASDR) analyzes the domestic and foreign macroeconomic and agricultural industry conditions. The report reviews the important events in 2019, including the persistence of trade frictions between China and the United States, the spread of African swine fever, etc. Besides, the report assesses the competitiveness of China’s agricultural industry from the perspectives of total factor productivity, international trade and production cost. The IFPRI 2020 Global Food Policy Report (GFPR) highlights the central role that inclusive food systems play in meeting global goals to end poverty, hunger, and malnutrition, and offers recommendations for making food systems more inclusive for four marginalized groups – smallholders, women, youth, and conflict-affected people. The report also provides analysis on transforming national food system in several countries like Bangladesh and Ethiopia, and advice on development of food system in different regions worldwide. As for China, smallholders and other marginalized groups are affected by African swine fever, trade disputes between China and the United States, COVID-19 and other uncertainties. Their livelihoods, food security, and nutritional status require particular attention. GFPR calls for supporting the poor and the most vulnerable to build inclusive food systems

The architectural history of the Palais

"It is my will that the expansion of the inner city of Vienna with regard to a suitable connection of the same with the suburbs as soon as possible is tackled and at this on Regulirung (regulation) and beautifying of my Residence and Imperial Capital is taken into account. To this end I grant the withdrawal of the ramparts and fortifications of the inner city and the trenches around the same".

This decree of Emperor Franz Joseph I, published on 25 December 1857 in the Wiener Zeitung, formed the basis for the largest the surface concerning and architecturally most significant transformation of the Viennese cityscape. Involving several renowned domestic and foreign architects a "master plan" took form, which included the construction of a boulevard instead of the ramparts between the inner city and its radially upstream suburbs. In the 50-years during implementation phase, an impressive architectural ensemble developed, consisting of imperial and private representational buildings, public administration and cultural buildings, churches and barracks, marking the era under the term "ring-street style". Already in the first year tithe decided a senior member of the Austrian imperial family to decorate the facades of his palace according to the new design principles, and thus certified the aristocratic claim that this also "historicism" said style on the part of the imperial house was attributed.

It was the palace of Archduke Albrecht (1817-1895), the Senior of the Habsburg Family Council, who as Field Marshal held the overall command over the Austro-Hungarian army. The building was incorporated into the imperial residence of the Hofburg complex, forming the south-west corner and extending eleven meters above street level on the so-called Augustinerbastei.

The close proximity of the palace to the imperial residence corresponded not only with Emperor Franz Joseph I and Archduke Albert with a close familial relationship between the owner of the palace and the monarch. Even the former inhabitants were always in close relationship to the imperial family, whether by birth or marriage. An exception here again proves the rule: Don Emanuel Teles da Silva Conde Tarouca (1696-1771), for which Maria Theresa in 1744 the palace had built, was just a close friend and advisor of the monarch. Silva Tarouca underpins the rule with a second exception, because he belonged to the administrative services as Generalhofbaudirektor (general court architect) and President of the Austrian-Dutch administration, while all other him subsequent owners were highest ranking military.

In the annals of Austrian history, especially those of military history, they either went into as commander of the Imperial Army, or the Austrian, later kk Army. In chronological order, this applies to Duke Carl Alexander of Lorraine, the brother-of-law of Maria Theresa, as Imperial Marshal, her son-in-law Duke Albert of Saxe-Teschen, also field marshal, whos adopted son, Archduke Charles of Austria, the last imperial field marshal and only Generalissimo of Austria, his son Archduke Albrecht of Austria as Feldmarschalil and army Supreme commander, and most recently his nephew Archduke Friedrich of Austria, who held as field marshal from 1914 to 1916 the command of the Austro-Hungarian troops. Despite their military profession, all five generals conceived themselves as patrons of the arts and promoted large sums of money to build large collections, the construction of magnificent buildings and cultural life. Charles Alexander of Lorraine promoted as governor of the Austrian Netherlands from 1741 to 1780 the Academy of Fine Arts, the Théâtre de Ja Monnaie and the companies Bourgeois Concert and Concert Noble, he founded the Academie royale et imperial des Sciences et des Lettres, opened the Bibliotheque Royal for the population and supported artistic talents with high scholarships. World fame got his porcelain collection, which however had to be sold by Emperor Joseph II to pay off his debts. Duke Albert began in 1776 according to the concept of conte Durazzo to set up an encyclopedic collection of prints, which forms the core of the world-famous "Albertina" today.

1816 declared to Fideikommiss and thus in future indivisible, inalienable and inseparable, the collection 1822 passed into the possession of Archduke Carl, who, like his descendants, it broadened. Under him, the collection was introduced together with the sumptuously equipped palace on the Augustinerbastei in the so-called "Carl Ludwig'schen fideicommissum in 1826, by which the building and the in it kept collection fused into an indissoluble unity. At this time had from the Palais Tarouca by structural expansion or acquisition a veritable Residenz palace evolved. Duke Albert of Saxe-Teschen was first in 1800 the third floor of the adjacent Augustinian convent wing adapted to house his collection and he had after 1802 by his Belgian architect Louis de Montoyer at the suburban side built a magnificent extension, called the wing of staterooms, it was equipped in the style of Louis XVI. Only two decades later, Archduke Carl the entire palace newly set up. The era of stately representation with handing down their cultural values found its most obvious visualization inside the palace through the design and features of the staterooms. On one hand, by the use of the finest materials and the purchase of masterfully manufactured pieces of equipment, such as on the other hand by the permanent reuse of older equipment parts. This period lasted until 1919, when Archduke Friedrich was expropriated by the newly founded Republic of Austria. With the republicanization of the collection and the building first of all finished the tradition that the owner's name was synonymous with the building name:

After Palais Tarouca or tarokkisches house it was called Lorraine House, afterwards Duke Albert Palais and Palais Archduke Carl. Due to the new construction of an adjacently located administration building it received in 1865 the prefix "Upper" and was referred to as Upper Palais Archduke Albrecht and Upper Palais Archduke Frederick. For the state a special reference to the Habsburg past was certainly politically no longer opportune, which is why was decided to name the building according to the in it kept collection "Albertina".

This name derives from the term "La Collection Albertina" which had been used by the gallery Inspector Maurice von Thausing in 1870 in the Gazette des Beaux-Arts for the former graphics collection of Duke Albert. For this reason, it was the first time since the foundation of the palace that the name of the collection had become synonymous with the room shell. Room shell, hence, because the Republic of Austria Archduke Friedrich had allowed to take along all the movable goods from the palace in his Hungarian exile: crystal chandeliers, curtains and carpets as well as sculptures, vases and clocks. Particularly stressed should be the exquisite furniture, which stems of three facilities phases: the Louis XVI furnitures of Duke Albert, which had been manufactured on the basis of fraternal relations between his wife Archduchess Marie Christine and the French Queen Marie Antoinette after 1780 in the French Hofmanufakturen, also the on behalf of Archduke Charles 1822-1825 in the Vienna Porcelain Manufactory by Joseph Danhauser produced Empire furnitures and thirdly additions of the same style of Archduke Friedrich, which this about 1900 at Portois & Ffix as well as at Friedrich Otto Schmidt had commissioned.

The Weather Becomes the Enemy of the Occupation by Viewminder

There was a lot of concern among the occupiers tonight.

Among the couple of hundred diehards the weather was a constant in discussions.

A relentless rain fell on Occupied Chicago.

A driving wind brought deep chills.

Though the climactic conditions brought the numbers of demonstrators down by almost half from yesterday...

those that were there seemed strong and filled with the conviction that what they were doing was right and just and would ultimately effect some change.

The conversations were more serious and cerebral.

On the twenty sixth day of the occupation it's become apparent...

it has become a siege.

Many people expressed a concern that the bad weather would stop the momentum of growth that the occupation has seen.

Some people thought that it would weed out those with less motivation and conviction.

Others feared only that the tough conditions would be the demise of the entire endeavor itself.

Tough times are the measure of any movement.

I say now is the time to make a thrust...

now is the time to recruit reinforcements like never before.

It's not enough that the supporters of the movement show up...

everyone's got to bring someone next time.

Sieges are brutal and demoralizing on those laying the siege.

It would be wise to consult Master Sun Tzu on such matters.

Though this is a movement commited to nonviolence, the expertise of those who know how to command an army and occupy ground should be heeded.

In Chapter Two of 'The Art of War' Master Tzu says:

'When you engage in actual fighting, if the victory is long in coming, then men's weapons will grow dull and their ardour will be damped. If you lay siege to a town you will exhaust your strength.'

Perhaps it wasn't wise to lay plans for an exposed occupation in the northern hemisphere at the end of September.

No army exposed to the elements could survive a Chicago winter in fighting form.

It is what it is.

History books are filled with stories of the folly of such manuevers and prolonged siege will make weary the strongest of forces as the failed generals of time have shown.

Still... the ground has been taken and the best must be made of it.

Where can a decisive victory be had?

Some decisive victory is needed right away.

Should the occupation maintain it's position on LaSalle and Jackson and at the same time occupy another position?

A position more north?

A position in the retail district?

That's where the action's going to be in the coming weeks.

I believe small advance parties should be sent out...

to test the occupation of other sites...

to see what impact can be made.

Should the marchers begin sending out sentries to survey the field for positions of advantage?

Manuevers should be calculated in secrecy and implemented to the surprise of all observers.

The authorities know full well the barbarism of a Chicago winter.

They're counting on it to do their work for them...

so they can keep their hands clean.

Rally in the words of Hannibal...

the first to ride elephants over the Alps...

'We will either find a way or we will make one.'

Now is the time for decisive action.

Don't give up any occupied ground.

Occupy more.
