Historic Environment Record for H BUILDING, Malvern, UK
The building, having military purposes and designated locally as H building, sits on a former Government Research site in Malvern, Worcestershire at Grid Ref SO 786 447. This site was the home of the Telecommunications Research Establishment (TRE) from 1946. It has been owned by QinetiQ since 2001 and is in the process (October 2017 to February 2018) of being sold for redevelopment.
This unique building has at its heart a ‘Rotor’ bunker with attached buildings to house radar screens and operators as well as plant such as emergency generators. Twenty nine Rotor operational underground bunkers were built in great urgency around Britain to modernise the national air defence network, following the Soviet nuclear test in 1949. Two factors make H building’s construction and purpose unique; this prototype is the only Rotor bunker built above ground and it was the home to National Air Defence government research for 30 years.This example of a ROTOR bunker is unique instead of being buried, it was built above ground to save time and expense, as it was not required to be below ground for its research purpose.
H Building was the prototype version of the Rotor project R4 Sector Operations Centre air defence bunkers. Construction began in August 1952 with great urgency - work went on 24 hours a day under arc lights. The main bunker is constructed from cross bonded engineering bricks to
form walls more than 2 feet thick in a rectangle approximately 65ft x 50ft. The two internal floors are suspended from the ceiling. The original surrounding buildings comprise, two radar control and operator rooms, offices and machine plant.
The building was in generally good order and complete. The internal layout of the bunker remains as originally designed. The internal surfaces and services have been maintained and modernised over the 55 years since its construction (Figure 3). The first floor has been closed over.
There are some later external building additions around the periphery to provide additional accommodation.
In parts of the building the suspended floor remains, with 1950s vintage fittings beneath such as patch panels and ventilation ducts.
The building has been empty since the Defence Science & Technology Laboratories [Dstl] moved out in October 2008
As lead for radar research, RRE was responsible for the design of both the replacement radars for the Chain Home radars and the command and control systems for UK National Air Defence.
Project Rotor was based around the Type 80 radar and Type 13 height finder. The first prototype type 80 was built at Malvern in 1953 code named Green Garlic. Live radar feeds against aircraft sorties, were fed into the building to carry out trials of new methods plotting and reporting air activity
A major upgrade of the UK radar network was planned in the late 1950s – Project ‘Linesman’ (military) / ‘Mediator’ (civil) – based around Type 84 / 85 primary radars and the HF200 height finder. A prototype type 85 radar (Blue Yeoman) was built adjacent to H Building in 1959. live radar returns were piped into H Building.
Subsequently a scheme to combine the military and civil radar networks was proposed. The building supported the research for the fully computerised air defence scheme known as Linesman, developed in the 1960s, and a more integrated and flexible system (United Kingdom Air Defence Ground Environment or UKADGE) in the 1970s.
The building was then used for various research purposes until the government relinquished the main site to QinetiQ in 2001. Government scientists continued to use the building until 2008. Throughout its life access was strictly controlled by a dedicated pass sytem.
Notable civil spin-offs from the research in this building include the invention of touch screens and the whole UK Civil Air Traffic Control system which set the standard for Europe.
Chronology
1952 - Construction work is begun. The layout of the bunker area duplicates the underground version built at RAF Bawburgh.

1957-1960 - Experiments of automatic tracking, novel plot projection systems and data management and communications systems tested.
1960-1970 - Project Linesman mediator experiments carried out including a novel display technique known as a Touch screen ( A World First)

1990-1993 - The building was re-purposed and the bunker (room H57) had the first floor closed over to add extra floor area.
2008- The bunker was used until late 2008 for classified research / Joint intelligence centre
2019 - Visual Recording of the buildings interior by MRATHS. Be means of a LIDAR scan and photographs being taken. The exterior was mapped with a drone to allow a 3D Image of the building to be created via Photogrammetry. This was created in Autodesk Photo Recap.
2020 - Building demolished as part of the redevelopment of the site.

"New South Wales's Colonial Treasury Department was established on the 28 April 1824 and was located at the official residence of the first Colonial Treasurer, Mr William Balcombe. Balcombe's private quarters and the Treasury office were housed under the one roof, his wife and children upstairs, the government transactions attended to below. The Treasury building, located on the western corner of Bent and O'Connell Streets Sydney had been built by convict labour for William Cox the Paymaster of the 102nd Regiment just prior to Balcombe's arrival in the Colony.
"The security at O'Connell Street was not considered adequate and in May 1827 the Treasury was directed to move to a building within the Barrack Walls at Barrack Square where the security arrangements were considered more adequate for safeguarding the Civil and Military money of the Government.
"Over the following decades the Colonial Treasury was relocated on a number of occasions for reasons of either security or financial expediency. The Department remained, however, close to the Governor's domain, the precincts of Parliament House, the Colonial Secretary and later the Premier.
"In 1840 the Colonial Treasury together with the Auditor General's Office occupied the dilapidated residence of an earlier Colonial Secretary Mr Alexander McLeay The building occupied land that stood between the sites of the future Lands and Education Departments and soon to be demolished to make way for the dedication of Loftus Street.
"The new Colonial Treasury building in Macquarie Street, commenced in 1849, was the first purpose-built government office in Sydney. This elegant sandstone building with slate roof was designed by the Colonial Architect Mortimer William Lewis and was sited on land which had been part of the Governor's Domain, his vineyard.
"The Treasury building opened for the transaction of business on the 17 October 1851 having been completed by Edmund Blacket and was shared with the Audit Office. The Treasury entrance was on Macquarie Street, the Audit Office entered from Bridge Street.
"The old Treasury Building, 117-119 Macquarie Street, Sydney now forms part of the Inter-Continental Hotel. Heritage architects have described the building as having 'fine Georgian elevations of exceptional scale, proportion and detailing' contributing 'greatly to the sandstone townscape aesthetic of the Government precinct as well as being an excellent example of the craft work of its period".

The purpose of this project was to create the best Samus Aran model possible, focusing mainly on getting the shoulders right. I'd seen the rebel helmets used once before, but they were glued onto a mini-figure. I wanted to do it right (not that custom pieces are necessarily "wrong"). Since I was using rebel helmets, there was no way I could make it the right color scheme, so I decided to make it a robotic Samus.
I have some problems with it: (1) The arms can move only in one dimension at the elbows. (2)The feet are blocky and lame. (3) The legs are too long to be Samus.
This uses the BrickFa structure.
The idea of building a bridge across the Avon Gorge originated in 1753, with a bequest in the will of Bristolian merchant William Vick, who left £1,000 invested with instructions that when the interest had accumulated to £10,000, it should be used for the purpose of building a stone bridge between Clifton Down (which was in Gloucestershire, outside the City of Bristol, until the 1830s) and Leigh Woods (then in Somerset).
By 1829, Vick's bequest had reached £8,000, but it was estimated that a stone bridge would cost over ten times that amount. An Act of Parliament was passed to allow a wrought-iron suspension bridge to be built instead, and tolls levied to recoup the cost. A competition was held to find a design for the bridge; the judge, Thomas Telford, rejected all designs, and tried to insist on a design of his own, a suspension bridge supported on tall Gothic towers. Telford claimed that no suspension bridge could exceed the 600-foot span of his own Menai Suspension Bridge. A second competition, held with new judges, was won by Brunel's design on 16 March 1831, for a suspension bridge with fashionably Egyptian-influenced towers.
An attempt to build Brunel's design in 1831 was stopped by the Bristol Riots, which severely dented commercial confidence in Bristol. Work was not started again until 1836, and thereafter the capital from Vick's bequest and subsequent investment proved woefully inadequate. By 1843, the towers had been built in unfinished stone, but funds were exhausted. In 1851, the ironwork was sold and used to build the Brunel-designed Royal Albert Bridge on the railway between Plymouth and Saltash.
Brunel died in 1859, without seeing the completion of the bridge. Brunel's colleagues in the Institution of Civil Engineers felt that completion of the Bridge would be a fitting memorial, and started to raise new funds. In 1860, Brunel's Hungerford suspension bridge, over the Thames in London, was demolished to make way for a new railway bridge to Charing Cross railway station, and its chains were purchased for use at Clifton. A slightly revised design was made by William Henry Barlow and Sir John Hawkshaw; it has a wider, higher and sturdier deck than Brunel intended, triple chains instead of double, and the towers were left as rough stone rather than being finished in Egyptian style. Work on the bridge was restarted in 1862, and was complete by 1864.
The bridge is now managed by a trust set up by Act of Parliament in 1952. Tolls are levied on vehicles but no longer on cyclists or pedestrians.

On 26 November 2003, the last ever Concorde flight (Concorde 216) flew over the bridge before landing at Filton Airfield. It was a symbolic moment which commemorated Bristol's feats in engineering.
In April 2006 the bridge was the centrepiece of the Brunel 200 weekend, celebrating the 200th anniversary of the birth of Isambard Kingdom Brunel. At the climax of the celebration a large firework display was launched from the bridge. The celebrations also saw the switch on of an LED-based array to illuminate the bridge.

The five-storey, 432,000 square foot McCormick’s factory was opened in 1914 and produced candy and cookie products until its closure in early 2007. Built of concrete and steel and constructed to be fireproof, at the time it was considered one of the finest factories in North America. Its most distinct architectural features are its white terra cotta glaze and the extensive window coverage, which gave it the nickname “the Sunshine Palace”.
The first floor contains storage space, flour and sugar silos, administrative offices, and a bakery with long conveyor belt ovens which still remain there today.

The number of Trucks, Vans* and Special Purpose Vehicles (Light, Medium & Heavy) registered + licenced in Hong Kong seems to fluctuate between 120,000 - 125,000 vehicles and presumably new trucks registered are offset by old trucks being retired or sold over the border in China.

The Palace of Parliament (Romanian: Palatul Parlamentului) in Bucharest, Romania is a multi-purpose building containing both chambers of the Romanian Parliament.
According to the World Records Academy, the Palace is the world's largest civilian building with an administrative function, most expensive administrative building and heaviest building.
The Palace was designed by architect Anca Petrescu and nearly completed by the Ceaușescu regime as the seat of political and administrative power. Nicolae Ceaușescu named it the People's House (Casa Poporului), also known in English as the Palace of the People.
Somewhat disappointed that there was no train running south I drove around town for the self-guided tour. I found out a good reason why the train was not running, a track gang working on the line. It did afford me the opportunity to scout out the very expansive Lafarge Cement Plant east of the rr yard. From what I've read and the signage at the mill, it is the largest cement plant in the world. Didn't make up for lack of train movement but interesting nonetheless. The next morning, before leaving town I checked out the rr again and found the same track gang at the same location working at the corner of 10th and Cavanaugh in Alpena, MI. No train today! But anytime I find streets with interesting names or meanings, well you know.
The two 100-year-old train sheds of Berlin's Ostbahnhof will be completely overhauled by 2025, during which the station will remain in operation. The arched trusses are to be repaired, as well as the northern façade of the train shed will be glazed with the roof receiving a new metal cladding with new skylights.
The 2nd phase of the modernisation which commenced 2010, has now begun. The girders of the train sheds are being repaired and reinforced. They will be given a new roofing made of trapezoidal aluminium sheets, as well as receiving new glazing. The north and south sheds are approx 207 metres long, with a width of 54m (North) and 38m (South) respectively. A total of 8,300 square metres of glass construction and 11,200 square metres of roofing will be replaced and the old roof structure dismantled.
For this purpose, a so-called protective bridge with integrated hoist has been erected. It spans both shed roofs and ensures the distribution of building materials. In addition, a protective working platform which enables secure working conditions over the platforms is being constructed.

Black and White
Some images just work better in B&W - images which are tonal, rather than images that depend on swatches of colour.
The purpose of this assignment is to try to spot an image which works well as a B&W, tonal image, to capture it and to present it as a B&W image.
Things to think about:
** Picking an image which doesn't need colour to work its magic
** Changing the tonality by using a B&W (coloured) filter in post. For example, a red filter will lighten red tones in the image, and darken green and blue. Landscapes shot with a red filter have deep,dark dramatic skies
** The rules of composition.
** The tonal range in the final image - do you want a full, rich tonal range, white to black and lots of midtones, or a shot missing some tones for effect
** Consider high-key and low-key compositions

For once after weeks of rain and wind and dark grey skies - the sun came out. Unfortunately on that day, I had to go to the optician for my check up (he was amazed I made it for so long without returning to him!) I managed almost 2 years - yeah!
Anyway, afterwards, and suitably wearing dark glasses against the sunshine, since my pupils looked as if I'd been having a really good time, if you know what I mean, I wandered (staggered) around Stornoway and the harbour, being kindly escorted around a huge crane at the harbour, by a kind workman.
I reset my ISO at 80 and captured a few shots of the boats in the water.

This one caught my eye with the bright orange rope and also the boat on the left with a red stripe. The contrast was good and with a judicious reduction to compensate the camera's inbuilt inclination to lighten the water, I shot a few and after cropping, was happy with this one!

Joe Louis Arena is a multi-purpose arena located in Detroit, Michigan. It is the home of the Detroit Red Wings of the National Hockey League. Completed in 1979 at a cost of $57 million, the venue is named after boxer and former heavyweight champion Joe Louis, who grew up in Detroit. Only one other NHL arena, Madison Square Garden, is without a corporate sponsorship name. The second oldest NHL venue after Madison Square Garden, Joe Louis Arena is owned by the city of Detroit, and operated by Olympia Entertainment, a subsidiary of Ilitch Holdings. Joe Louis Arena replaced Detroit Olympia. It sits adjacent to Cobo Hall on the bank of the Detroit River and is accessible through its own station on the Detroit People Mover.
The Red Wings played their first game at Joe Louis Arena on December 27, 1979, hosting the St. Louis Blues. Later that first season it hosted the 32nd NHL All-Star Game on February 5, 1980,[8] which was played before a then-NHL record crowd of 21,002. Joe Louis Arena was the site of the 1987 NHL Entry Draft, which marked the first NHL Entry Draft to be held in the United States. Joe Louis Arena will be demolished following the completion of the new arena, and its site will be redeveloped. On October 16, 2014, lawyers involved in the ongoing Detroit bankruptcy case disclosed in court that after demolition (which will be paid for by the city and state), the land on which the arena currently stands, along with an adjacent parking lot, will be transferred to the Financial Guaranty Insurance Company (FGIC), a bond insurer with a $1 billion claim against the city.

The idea of establishing a "Fatherland Museum for Tyrol" goes back to Archduke Johann, who wanted to leave his private collections to the University of Innsbruck for teaching purposes, which was thwarted by the separation of Tyrol in the Peace of Bratislava in 1805. From 1821, Governor Karl Graf Chotek followed the museum plans. On 2 March 1823, Emperor Franz I agreed to found a National Museum, and on 13 May the Provisional Constituent General Meeting of the Museum Association took place. Archduke Ferdinand took over the protectorate and agreed to the name "Ferdinandeum".
The collections were initially housed in rented rooms in Wilten Abbey and in the university building. In 1833, the museum's holdings already included a library with 2,331 works and 600 documents, 280 oil paintings, 660 engraving and sculptural works, 1300 copperplate engravings and 2200 hand drawings, mainly of Tyrolean artists. The increasing lack of space led in 1838 to the first plans for a new museum building. As a location, first the governor garden (Kleiner Hofgarten/Small Court garden) was considered. In 1842, the General Assembly decided to build the museum according to a design by Anton Mutschlechner in the hitherto undeveloped Angerzell. It was one of the first buildings in the newly built street, today's Museum Street. On 15 May 1845 Archduke Johann opened the new building.
1867 there were first considerations to enlarge, which was finally realized with the help of donations and subsidies of the Innsbrucker Sparkasse (Savings Bank), the city of Innsbruck, the state parliament and Emperor Franz Joseph from 1882. Plans for the addition of a storey came from municipal engineer Natale Tommasi. 1883, the topping-out celebration was committed, 1884, the conversion was largely completed. 1886/88, the lobby was built. The initially unplastered facade was not completed before 1900. 1909/10, the east wing was added to plans by Eduard Klingler, 1927/28, the three-storey west wing, which was further expanded in 1957/58.
After the separation of South Tyrol in 1919, Italy claimed part of the collections. Since the Ferdinandeum was organized as a private association, but this was prevented by the Treaty of Saint Germain. Only a few loans from South Tyrol and Trentino had to be surrendered.
In 1939, the museum escaped nationalization. It continued as an association museum, but now under the supervision and administration of the Gauleiter (regional Nazi-leader). In 1940, however, administration and buildings were taken over by the Gau Tirol-Vorarlberg, the collections remained because of possible claims of Italy at the Museum Association. During the Second World War, the collections initially remained in the museum, after the first bombing of German cities from 1942, the outsourcing was planned. The most valuable pieces first came to Ambras Castle and in 1944 to the abandoned Stams Abbey. Other collections were housed in Tratzberg Castle, Sigmundsried Castle, Schneeberg Castle, Lichtenwerth Castle, Friedberg Castle, Matzen Castle and Fügen Castle. The geological and zoological collections remained in the museum. In an air raid on April 10, 1945, the entire roof, all rooms and cabinets of the second floor east of the dome and parts of the first floor and the ground floor were destroyed. Rebuilding began in 1946 and was completed in 1949. As early as 1946, all outsourced stocks were returned.
For some time now there have been considerations of accommodating the natural history collections in the arsenal. In 1959 this was handed over by the federal government as the previous owner of the land and then adapted. In 1969, a large exhibition on Emperor Maximilian I took place there. In 1973, it finally opened as a regional museum.
On the occasion of the 175th anniversary celebration in 1998, the Ferdinandeum was extended and renovated. The result was a new two-storey deep store in the courtyard area, which was put into operation in 1999, and an extension, which joins the side wings on the courtyard side with a cross wing and 2003 was completed. The old building has been renovated inside and outside.
In September 2017, the Collection and Research Center (SFZ) of the Tyrolean Provincial Museums was opened in Hall in Tirol with a floor area of 14,000 square meters. Since then, this has served as a depot for collection objects and as a workplace for carpentry and restoration activities.

Nach der Abtrennung Südtirols 1919 erhob Italien Anspruch auf Teile der Sammlungen. Da das Ferdinandeum als privater Verein organisiert war, wurde das aber durch den Vertrag von Saint Germain unterbunden. Es mussten nur einige Leihgaben aus Südtirol und dem Trentino abgegeben werden.
1939 entging das Museum der Verstaatlichung. Es bestand weiter als Vereinsmuseum, nun aber unter Aufsicht und Verwaltung des Gauleiters. 1940 wurden dennoch Verwaltung und Gebäude vom Gau Tirol-Vorarlberg übernommen, die Sammlungen verblieben wegen möglicher Ansprüche Italiens beim Museumsverein. Im Zweiten Weltkrieg blieben die Sammlungen zunächst im Museum, nach den ersten Bombardierungen deutscher Städte wurde ab 1942 die Auslagerung geplant. Die wertvollsten Stücke kamen zunächst ins Schloss Ambras und 1944 in das aufgelassene Stift Stams. Andere Sammlungen wurden in Schloss Tratzberg, Schloss Sigmundsried, Schloss Schneeberg, Burg Lichtenwerth, Schloss Friedberg, Schloss Matzen und Schloss Fügen untergebracht. Die geologischen und zoologischen Sammlungen verblieben im Museum. Bei einem Luftangriff am 10. April 1945 wurden das ganze Dach, alle Säle und Kabinette des zweiten Stocks östlich der Kuppel sowie Teile des ersten Stocks und des Erdgeschoßes zerstört. 1946 wurde mit dem Wiederaufbau begonnen, der 1949 abgeschlossen wurde. Bereits im Laufe des Jahres 1946 wurden alle ausgelagerten Bestände wieder rückgeführt.
Schon länger gab es Überlegungen, die naturkundlichen Sammlungen im Zeughaus unterzubringen. 1959 wurde dieses vom Bund als bisherigem Besitzer dem Land übergeben und anschließend adaptiert. 1969 fand dort eine große Ausstellung über Kaiser Maximilian I. statt, 1973 wurde es schließlich als Landeskundliches Museum eröffnet.
Anlässlich der 175-Jahr-Feier 1998 wurde das Ferdinandeum erweitert und saniert. Es entstanden ein neuer zweigeschoßiger Tiefspeicher im Hofbereich, der 1999 in Betrieb genommen wurde, und ein Erweiterungsbau, der die Seitenflügel hofseitig mit einem Quertrakt verbindet und 2003 fertiggestellt wurde. Der Altbau wurde innen und außen renoviert.
Im September 2017 wurde das Sammlungs- und Forschungszentrum (SFZ) der Tiroler Landesmuseen in Hall in Tirol mit einer Grundfläche von 14.000 Quadratmetern eröffnet. Dieses dient seither als Depot für Sammlungsobjekte sowie als Arbeitsplatz für Tischler- und Restaurierungstätigkeiten.

The Hong Kong Truck Culture
The number of Trucks, Vans* and Special Purpose Vehicles (Light, Medium & Heavy) registered + licenced in Hong Kong seems to fluctuate between 120,000 - 125,000 vehicles and presumably new trucks registered are offset by old trucks being retired or sold over the border in China.
*Vans are classified as Light Goods Vehicles and are not shown in this album
In Hong Kong Trucks are classified as GOODS VEHICLES By the Transport Department - see below
☛Light Goods Vehicles - Goods vehicles of permitted gross vehicle weight not exceeding 5.5 tonnes.
☛Medium Goods Vehicles - Goods vehicles of permitted gross vehicle weight exceeding 5.5 tonnes but not exceeding 24 tonnes.
☛Heavy Goods Vehicles - Goods vehicles of permitted gross vehicle weight exceeding 24 tonnes but not exceeding 38 tonnes.
The major truck types you tend to see in urban areas are trucks carrying construction materials or waste, dump trucks, concrete mixers and all sizes of delivery trucks... outside of the urban areas it is container trucks and large trucks carrying construction materials.
The following brands of Trucks can be seen on the streets of Hong Kong and include:-

Hong Kong is a brand conscious place even for trucks (!) hence the popularity of the European brands, Scania and Man are very popular and even the older trucks look the business and they are utterly reliable.
Isuzu is the market leader in terms of sale volume for all types of trucks.

The Mano River Union Secretariat (MRU) and the United Nations Office for West Africa and the Sahel (UNOWAS) organized a high-level sub-regional meeting from 25 to 26 November 2019, in Freetown, Republic of Sierra Leone. The purpose of the meeting was to review the role of the Joint Border Security and Confidence Building Units (JBSCBUs) in order to draw lessons from the current status of these units and to analyze ways to improve and make them fully operational on a sustained basis, taking into account the socio-economic and political situation of its Member States in the sub-region; as well as to review the various existing MRU peace and security frameworks and make proposals for joint activities.
The meeting was attended by H.E. Amb. Medina A. Wesseh, Secretary General of the MRU; Mrs. Ruby Sandhu-Rojon, Deputy Special Representative of the United Nations Secretary General for West Africa and the Sahel; Prof. David J. Francis, Chief Minister; Mr. Francis Kaikai, Minister of Planning and Economic Development; Mr. Edward Soluku, Minister of Internal Affairs and other officials of Government from the Republic of Sierra Leone, members of the Diplomatic and Consular Corps, Officials of Government and technical experts from the Republic of Côte d’Ivoire, Republic of Liberia, Republic of Guinea, UN Resident Coordinators from MRU member states, UNDP Resident Representative and other development partners, Peace and Security Advisors from the UN system of the sub-region, presidents from the MRU JBSCBUs, representatives from the Civil Society including the Mano River Union Women’s Peace Network (MARWOPNET), representatives from the National Election Commissions of Guinea and Côte d’Ivoire.
The meeting noted with satisfaction the positive steps taken by the MRU Secretariat in reinforcing engagements with partners to promote regional stability through existing mechanisms within the sub-region. They called for the conduct of peaceful elections in Guinea and Côte d’Ivoire in 2020.
In this regard, and after full consideration of the issues under discussion, the meeting expressed gratitude with the level of partnership between the MRU and UNOWAS for the organization of the high-level meeting on peace and stability with focus on the JBSCBUs, and therefore resolved as follows:
Affirmation on consolidating democracy, peace and stability by identifying ways to prevent and reduce tensions related to pre and post electoral crises, and other governance issues in the sub-region;
Development of a strategic framework of cooperation between the UN system and the MRU that will identify joint initiatives within the peace, security and development nexus;
Consideration of upgrading the capacities of the JBSCBUs to function at an optimal level as an early warning and response mechanism, and create a framework for member States to take ownership of these mechanisms;
Expanding partnership engagements at multilateral and regional levels that will enable member states to address external threats and other cross-border crimes;
Creating a platform to increase advocacy on human rights issues, issues related to women and youth empowerment, as well as peace building with a particular focus on strengthening the capacity of MARWOPNET.
The participants expressed satisfaction with the convergence of views on all the issues and concerns raised, and expressed particular delight with the spirit of mutual understanding and cordiality that prevailed throughout their deliberations. They further reiterated the strong need to take all measures that would promote regional peace and stability, prevent and reduce tension in pre and post electoral context in Member States, enhance the capacity of the JBSCBUs to address cross border challenges and ensure socio-economic development and regional integration in the sub-region.
The participants expressed their appreciation to the Government of Sierra Leone, the MRU Secretariat, and UNOWAS for the well-organized meeting and efforts to making it successful.

Réunion sur la Paix et la Sécurité dans l’Union du Fleuve Mano
Le Secrétariat de l’Union du Fleuve Mano (UFM) et le Bureau des Nations Unies pour l’Afrique de l’Ouest et le Sahel (UNOWAS) ont organisé du 25 au 26 novembre 2019, une réunion sous-régionale de haut niveau, à Freetown, République de Sierra Leone. L’objectif de la réunion était d’examiner le rôle des Unités Conjointes de Sécurité des Frontières et de Restauration de la Confiance (UCSFRC) afin de tirer des leçons de leur état actuel et d’analyser les moyens de les améliorer et de les rendre pleinement opérationnelles de manière durable, en tenant compte de la situation socio-économique et politique de ses États membres de l’UFM. Les participants ont également passé en revue les différents cadres de gestion de la paix et de la sécurité et fait des propositions d’activités conjointes.
Ont participé à cette réunion, S.E. l’Ambassadeur Medina A. Wesseh, Secrétaire générale de l'UFM, Mme Ruby Sandhu-Rojon, Représentante spéciale adjointe du Secrétaire général des Nations Unies pour l'Afrique de l'Ouest et le Sahel, le Professeur David J. Francis, Ministre d’Etat, M. Francis Kaikai, Ministre du Plan et du Développement Economique, M. Edward Soluku, Ministre de l’Intérieur et d'autres autorités du Gouvernement de la République de Sierra Leone, des membres du corps diplomatique et consulaire, des responsables gouvernementaux et experts techniques de la République de Côte d'Ivoire, du Libéria, de la République de Guinée, les Coordonnateurs Résidents des Nations Unies auprès des États membres de l'UFM, le Représentant Résident du PNUD en Sierra Leone et autres partenaires au développement, les Conseillers en paix et développement du système des Nations Unies de la sous-région, les présidents des UCSFRC de l’UFM, des représentants de la société civile dont le Réseau des Femmes de l'Union du Fleuve Mano pour la Paix (REFMAP), et des représentants des Commissions Nationales Electorales de Guinée et de Côte d'Ivoire.
La réunion a noté avec satisfaction les mesures positives prises par le secrétariat de l'UFM pour renforcer les engagements avec les partenaires afin de promouvoir la stabilité régionale par le biais des mécanismes existants dans la sous-région. Ils ont appelé à la tenue d’élections pacifiques en Guinée et en Côte d’Ivoire en 2020.
A cet égard, et après un examen approfondi des questions discutées, la réunion a exprimé sa gratitude envers le partenariat établi entre le Secrétariat de l'UFM et UNOWAS pour l'organisation de cette rencontre de haut niveau sur la paix et la stabilité axée sur les UCSFRC, et a donc arrêté ce qui suit :
Consolider la démocratie, la paix et la stabilité en identifiant les moyens de prévenir et de réduire les tensions liées aux crises avant et après élection, ainsi que d'autres problèmes de gouvernance dans la sous-région ;
Mettre en place un cadre stratégique de coopération entre le système des Nations Unies et l’UFM qui identifiera des projets et programmes communs dans le domaine de la paix et de la sécurité ;
Renforcer les capacités des UCSFRC pour qu'elles fonctionnent à un niveau optimal en tant que mécanisme d'alerte précoce et de réponse et créer un cadre permettant aux États membres de s'approprier ces mécanismes ;
Elargir les partenariats aux niveaux multilatéral et régional afin de permettre aux États Membres de faire face aux menaces extérieures et autres crimes transfrontaliers ;
Créer une plateforme pour renforcer le plaidoyer sur les questions de droits de l'homme, les questions liées à l'autonomisation des femmes et des jeunes, ainsi que la consolidation de la paix, tout en mettant un accent particulier sur le renforcement des capacités du REFMAP.
Les participants ont exprimé leur satisfaction pour la convergence des points de vue sur toutes les questions et préoccupations soulevées et ont été particulièrement ravis de l'esprit de compréhension mutuelle et de cordialité qui a prévalu tout au long de leurs délibérations. Ils ont également réitéré la nécessité impérieuse de prendre toutes les mesures pour promouvoir la paix et la stabilité au niveau régional, prévenir et réduire les tensions avant et après les périodes électorales dans les États membres, renforcer la capacité des UCSFRC à faire face aux défis transfrontaliers et assurer le développement socio-économique et l'intégration régionale dans la sous-région.
Les participants ont exprimé leurs remerciements au gouvernement de la Sierra Leone, au Secrétariat de l’UFM et à UNOWAS pour la réunion bien organisée et les efforts déployés pour en faire un succès.
