Lessons learned:
-Permanent black markers are great for obscuring markings (such as SS numbers).
-Colored markers, crayons, and pencils are bad for obscuring markings.
-Highlighter markings are easily obscured by most writing implements.
-To make a secret letter, write with a mechanical pencil or a black permanent marker, then cover the text with lots of black pen markings. The message can be decoded with an infrared still or video camera (such as a Sony Handycam with NightShot).

Rwanda’s Ministry of Natural Resources has convened a high-level policy dialogue on the country’s Green Growth and Climate Resilience Strategy. The meeting came three days before Rwanda joins nations from across the world to sign the historic Paris Agreement on Climate Change at the United Nations in New York.
The high-level dialogue assessed the implementation of the strategy – an important part of Rwanda’s commitment to building a green economy and preparing for a warmer planet. It brought together environment and natural resources stakeholders and policy makers from government, development partners, the private sector and non-government organisations.
This is the second time such a dialogue has been held.

Updates, Saturday Dec 1st, Pro-Morsi protesters gathered in Nahdit Misr square in front of Cairo Uni to support the constitutional declaration issued by President Mohamed Morsi, and to demand for the implementation of Islamic Sharia law. Protesters came in MB and Salafi buses from different cities in Egypt. On the other hand, Tahrir sit-in continues continues with the demand of toppling the same constitutional declaration.
Friday Nov 30th, floods of protesters marched today in different cities all over Egypt and in Cairo towards Tahrir square where the sit-in continues. For the second week protesters demand the toppling of the constitutional declaration and dissolving the constitutional assembly. Chants reverberated in the streets of Egypt against President Mohamed Morsi, Mohamed Badee and the Muslim Brotherhood. Revolutionaries were joined by the so-called "Sofa Party" who have recently started protesting against the MB's dictatorship. Along with Egyptians from all walks of life, marched popular faces from both political and artistic backgrounds. By sunset Tahrir Square was filled with demonstrators, they were joined by Mohamed El Baradei and Hamdeen Sabahy who gave speeches in the square.
Thursday Nov 29th, hundreds of protesters continue their sit-in in Cairo's Tahrir square until toppling the new constitutional declaration issued by President Mohamed Morsy. On the other hand, US Embassy was shut due to the ongoing clashes in Simon Bolivar st., where CSF built two concrete blocks to stop clashes.
- Tuesday Nov 27th, floods of Egyptians took the streets walked in marches from different places all over the country, condemning the new constitutional declaration issued by President Mohamed Morsy last Thursday. Egyptians chanted against the Muslim Brotherhood's monopolizing of power. On the other hand, Judges' Club started an open sit-in to denounce recent constitutional decrees and to condemn the new constitutional declaration.

- Monday Nov 19th, thousands of protesters gathered in Mohamed Mahmoud St., Down Town - Cairo, commemorating the first anniversary of Mohamed Mahmoud battle that took several lives a year ago.
Clashes erupted in the vicinity of Mohamed Mahmoud St. between the Central Security Forces "CSF" and protesters, when the protesters tried to tear down the concrete blocks that was built by the SCAF. A few minutes later both parties exchanged throwing rocks/ stones at one another. The "CSF" also used tear gas in an attempt to disperse the protesters.

A training of trainers of a South Sudan’s soon-to-be unified army concluded today, 4 October, with a graduation ceremony at the Military Training Centre in Luri near Juba.
The event marks a significant step forward for the implementation of the country’s revitalized peace agreement, signed in September last year.
Lieutenant General Shailesh Tinaikar, Force Commander of the United Nations Mission in South Sudan, described the project of training the nation’s unified forces as one with “tremendous implications for national integrity and security”. He called the graduating instructors “pioneers” with a “huge responsibility” to carry after having received just ten days of training.
“Whatever you do, however you act, is going to affect the soldiers who you train, so I implore you to be conscious of your actions, because you set the trend of the forces of South Sudan,” the Force Commander said.
Lieutenant General Tinaikar also stressed the importance of looking forward rather than backward.
“You have to forget your past, from where you come and your past affiliations, to work together for your young nation, for the state of South Sudan,” he said, reiterating his faith in the diligence and capacity of the instructors to train the unified forces properly.
A lack of qualified trainers has been slowing down the capacity building of units of the united armed forces in 35 cantonment sites across the country, making the readiness of instructors such a vital sign of progress.
To enable the establishment of a Transitional Government of National Unity on 12 November, the few hundred graduates will need to capacitate some 83,000 soldiers, the troops being merged from the South Sudan People’s Defence Forces and the Sudan People’s Liberation Army in Opposition.

Agahi to implement the Nokia-UNESCO Mobile Learning initiative to deliver quality education to teachers
Nokia Pakistan and UNESCO collaborate to launch Mobile Learning for Teacher’s in Pakistan using Nokia Education Delivery App to facilitate teacher training via mobile phones
Nokia Pakistan and UNESCO Islamabad launched the project “Mobile Learning Project for Teacher’s Professional Development” today as formal collaboration in the presence of senior government officials, Nokia representatives and UNESCO representatives. As part of this program, UNESCO and Nokia are joining hands, where Nokia is providing its mobile phones and its application “Nokia Education Delivery (NED) for UNESCO’s project on ‘use of ICT for professional development of public school teachers’ in remote areas.
Since 2011 NED has turned into an open source solution to improve livelihoods, and in order to support such mobile learning innovations to be filled with life in Pakistan, The project will be implemented by AGAHI, a UNESCO partner and a non-profit foundation working in the area of communication and media policy design.
Nokia developed NED to allow using a mobile phone to access and download videos and other educational materials from a constantly updated education library. Operating in hundreds of schools and having reached millions of students in the Philippines, Tanzania, Chile and Colombia, Nokia Education Delivery has been shown to improve study results and increase retention among students.
This collaboration is part of the agreement signed last year between UNESCO and Nokia at international level to promote the use of mobile technologies to further the objectives of “Education for All”. As part of this agreement Nokia is developing applications and new Mobile technologies offering access to information and enrich learning environments at global level.
In Pakistan, through the project “Mobile Learning for Teachers” Nokia’s Education Delivery application will help UNESCO to enable the delivery of high- quality educational materials to teachers who lack training and resources though mobile phones giving an opportunity to teachers to train themselves on the same level as professionally competent teachers.
Speaking about the project, UNESCO Director, Kozue Kai Nagata said, “In 21st century Public- private partnerships are enjoying growing attention and support as a new and sustainable modality for development. We are confident to collaborate with Nokia to provide us with the best platform to train public school teachers. Nokia Education Delivery is fit to match our need of delivering quality training to a large number of public school teachers across Pakistan through the project named “Mobile Learning for Teachers”
Amir Jahangir, President AGAHI and a Young Global Leader of the World Economic Forum, shared his views on the launch that “Pakistan is a knowledge starved country, where universal education has its own challenges. To meet the target of the Millennium Development Goals (MDG) on education, Pakistan needs to address its education challenges through innovation and technology which can reach to a larger population with cost effective solutions”.
Speaking about the launch of NED program, Ulrike Vott Nokia Sustainability Manager for Middle East said, “Nokia Education Delivery facilitates education in a fun and interactive way. In addition to the NED software, Nokia offers program implementation support for the benefit of Pakistan’s education landscape.” The Nokia Education Delivery software system has two modules. The first module is installed on a Nokia mobile phone and contains a browse able catalog of educational videos. The second module is installed on the computer of the education administrator. It manages the organization’s mobile video library, so that videos can be added, deleted and updated. It also provides information on the usage of different videos.”
This unique pilot project for Pakistan has been initiated by UNESCO and AGAHI aims at using Mobile phones as medium for training teachers, where the teachers in remote areas will be equipped with devices, SIMs, a software solution and high quality educational content. The course for training and capacity building will be developed into video files and will be transmitted step by step according to curriculum on the phones provided to teachers. Over the course of the training period, teachers will be tested via SMS on regular basis and as an incentive, those who will score highest in tests will receive free mobile top ups. At the end of the course, test scores of all teachers will be aggregated and the passing teachers will be awarded certificate in the final workshop.
AGAHI is UNESCO implementing partner in Pakistan. A not for profit, AGAHI specializes in creating communication, information and media policy design tools, that enables the stakeholders to engage in information collaboration on knowledge-based platforms. AGAHI works in building the capacity of knowledge workers in creating content based on best practices to disseminate information in building a more integrated knowledge ecosystem.

This is another one of those artifacts where I wanted to grab anyone around me and shake them while pointing frantically at this. I cannot believe this has come down to us from nearly 4,000 years ago. Artifacts like this make me feel so close to the humanity of the people from the era. Again, I feel as if the artist this belonged to had only gone away for a break and would be back at any moment to pick back up his work.
Sub-Committee on implementation meets
The third session of the Sub-Committee on Implementation of IMO Instruments (III) has been opened by IMO Secretary-General Kitack Lim. The agenda includes the regular casualty analysis work to review marine safety investigation report and produce lessons learned from marine casualties; the review of port State control procedures and the updates to the survey guidelines under the Harmonized System of Survey and Certification (HSSC) and the non-exhaustive list of obligations under instruments relevant to the IMO Instruments Implementation Code (III Code). The meeting is also expected to review consolidated audit summary reports (based on voluntary Member State audits carried out before the scheme became mandatory this year). The session (18-22 July) is being chaired by Captain Dwain Hutchinson (Bahamas).
November 18, 2010 - "Roles for Third Parties in Improving Implementation of EPA's and OSHA's Regulations on the Management of Low-Probability, High-Consequence Process Safety Risks" - Penn Program on Regulation, in conjunction with the Wharton Risk Management Center, hosted a conference regarding the usage of third party auditors in the enforcement of regulatory safety measures in high risk industries. Industries which experts call "Low-Probability, High-Consequence," such as nuclear reactors, oil refineries, or chemical processing plants, are specifically hoped to be improved by third party inspections safety. The conference brought together numerous participants from a variety of fields, including from government, industry, insurance, academia, and non-profit sectors. The conference consisted of a day-long discussion spread over three separate panels. Over the course of the conference, participants stressed the importance of implementing a third party system to effectively and thoroughly audit industry despite lack of adequate funds and resources. Other potential scenarios offered for enacting effective third party auditing included making sure that these third party auditors were completely independent from the industries they would be inspecting so as to eliminate bias or a conflict of interest. Another issue to consider is the question of whose authority would the third party auditors be under and what kind of enforcement power would they have to enforce industry change. One of the panel discussions brought up the potential linkage of third party audits with insurance companies so as to provide an incentive for industry to decrease safety risks in order to pay lower insurance premiums.
