Implementing the 2020 sulphur limit
The 0.50% limit on sulphur in fuel oil on board ships (outside designated emission control areas) will come into effect on 1 January 2020. Ensuring consistent implementation of the 0.50% requirement is a key item on the agenda of IMO’s Sub-committee on Pollution Prevention and Response (PPR) which meets this week (5-9 February) at IMO headquarters, London. The meeting will also continue to look at how to measure black carbon emissions from shipping.
Other matters on the agenda include the development of further guidance to support the implementation of the Ballast Water Management Convention, including ballast water sampling and analysis. Revised guidelines for the use of dispersants for combating oil pollution at sea, which take into account experience from the Deepwater Horizon incident are expected to be finalised.
The ongoing revision of the product lists in international code for carriage of chemicals in bulk will continue, as well as specific consideration of requirements to address the discharge of high-viscosity solidifying and persistent floating products (such as certain vegetable oils).
The meeting will also consider including new controls on the biocide cybutryne in the convention for the Control of Harmful Anti-fouling Systems on Ships (AFS Convention).
The meeting was opened by IMO Secretary-General Kitack Lim and is being chaired by Mr Sveinung Oftedal (Norway).

This is a gorgeous set of kitchen implements in a jug, all by Rosti, Denmark. They are in melamine. I have searched for these for some time, preferring them to the tacky modern stainless steel ones. The avocado color was very popular in the UK in the late 60's!

Earth's Transformation and the Random Implementation of Alien Technology
The Earth, once a vibrant planet teeming with diverse ecosystems, has undergone a drastic transformation. A severe environmental catastrophe has devastated the planet, leading to the evaporation of life-giving water into the vast expanse of space. The once-blue planet is now dominated by barren deserts, stretching across continents where oceans and forests once thrived. Humanity, on the brink of extinction, has been thrust into a desperate struggle for survival.
The catalyst for this environmental apocalypse was a combination of factors: uncontrolled industrial activity, rampant deforestation, and unchecked pollution. These human activities pushed Earth's climate system past a critical threshold, triggering a cascade of irreversible changes. The polar ice caps melted at unprecedented rates, causing sea levels to rise and then rapidly fall as water vapor escaped the atmosphere. Rainforests, which acted as the planet's lungs, were decimated, and the delicate balance of ecosystems collapsed. The result was a planet unrecognizable from its former self—a desolate wasteland where life struggled to find a foothold.

In conclusion, the transformation of Earth and the serendipitous implementation of alien technology have given rise to a new way of life. These are a pair of "Vibrabarefoot" sandals I bought recently. While the concept is cool, the implementation is flawed, at least for many people's feet.
First, they came with a strap to go over your foot and behind the heel. Except it was way too short. Now I know I bought these small, but even if I had bought these full sized, it would have been too short, numerous complaints on their webpage confirmed that.
But not to worry about that, they stay on my feet fine without the strap. I removed it.
However, the hard plastic of the upper rubs on your toes, particularly between the big toe and the "index" toe very uncomfortably. When I first put them on, the pain became unbearable even after a couple of minutes.
I tried to take a short walk despite the pain, and they rubbed the skin raw between the toes in a few minutes. Now the pain was there even when I wasn't wearing them. A week or so later, after my toe had healed I tried again. No more raw skin, but they still cut into my toes, leaving red marks when I took them off.
Since I am persistent, I've now gotten to the point where I can actually wear them for quite a while. they still cut into my toes, particularly when climbing or descending stairs, but the pain is transitory. Not the comfort I wanted.
Now, some people seem to be able to wear these easily. I was at a trade show shortly after the raw skin episode, and there is this guy wearing these walking around. I saw him several times during the day. I wanted to ask him how he got them to be comfortable, I'm sure he wouldn't have worn them when he was on his feet all day if they hurt. I never caught up to him, he always disappeared before I got to where he was.
He had removed the strap also.
I'll keep trying, they eventually may become OK, but they should have used a softer material for the uppers.

Más de mil beneficiados tuvo exitoso programa de natación durante toda la temporada estival en Viña del Mar.
Este viernes 28 de febrero, llegaron a su fin los exitosos ciclos de cursos de natación que la Municipalidad de Viña del Mar, a través de la Casa del Deporte, implementó de forma gratuita este verano 2014 en todas las piscinas municipales habilitadas en la Ciudad Jardín. Más de mil beneficiados asistieron en Reñaca Alto, Achupallas, Gómez Carreño, Villa Dulce y Nueva Aurora, a intensas clases de diez días de duración.
El primer periodo comenzó el martes 7 de enero hasta el 18 de enero; el segundo, desde el martes 21 de enero hasta el sábado 1 de febrero; el tercero, el martes 4 de febrero al sábado 15 del mismo mes; y por último, el cuarto, y que llegó a su fin hoy, se extendió desde el lunes 17 al viernes 28 de febrero.
En cada finalización, se entregaron diplomas a todos los participantes, acreditando que formaron parte de este exitoso programa de natación, y que por novena temporada consecutiva beneficia a niños y jóvenes de Viña del Mar.

El ministro de Transportes y Comunicaciones destacó el trabajo conjunto entre el MTC y el GORE Cajamarca para implementar el brevete en formato virtual.
Cajamarca es la primera región que ha empezado a emitir la licencia de conducir electrónica como parte del plan MTC Digital, impulsado por el Ministerio de Transportes y Comunicaciones (MTC) con el objetivo de agilizar y modernizar los servicios que el Estado brinda a la ciudadanía.
A partir de hoy, los cajamarquinos que elijan obtener su primera licencia de conducir en la versión digital solo tendrán que pagar S/ 5 por el derecho de emisión ante el Gobierno Regional de Cajamarca.
El ministro de Transportes y Comunicaciones, Juan Francisco Silva, destacó el trabajo y esfuerzo conjunto realizado entre el MTC y el GORE Cajamarca para implementar los recursos tecnológicos y humanos a fin de lograr que miles de ciudadanos puedan gozar de los beneficios del título habilitante virtual.
“Este es un gran salto tecnológico para la región. Con la licencia electrónica no solo habrá ahorro económico sino también más seguridad. Además, vamos a acompañar la emisión de los brevetes digitales con una campaña de capacitación y educación de los conductores”, sostuvo Silva.
El ministro resaltó la ventaja de descargar las licencias en el celular, tableta, laptop o cualquier otro dispositivo electrónico las veces que se requiera. El trámite para obtenerla se podrá hacer mediante la web www.licencias.mtc.gob.pe
Es importante señalar que el documento cuenta con elementos de seguridad como un código QR único, a través del cual las autoridades fiscalizadoras podrán verificar la autenticidad y vigencia del brevete.
En la actividad también participó, el gobernador regional de Cajamarca, Mesías Guevara, quien invitó a los conductores de su localidad a migrar a la versión electrónica de la licencia de conducir. Se puede realizar este trámite a través de un duplicado, cuyo costo es de S/ 3. En el caso de las revalidaciones, la tasa de pago es de S/ 14.
Cabe anotar que el gobernador ha sido el primer conductor de Cajamarca que obtuvo su licencia electrónica.

This high level side event organized at the helm of the 72nd Session of the UN General Assembly continues to advocate the nature of the 2030 Agenda—‘country-led and country-owned,’ as reflected during the UNDG high level event during the HLPF 2017 earlier this year.
UN Deputy Secretary-General, Ms. Amina J. Mohammed in her key note remarks stated, “We have hit the SDGs walking – not yet running – and we need to pick up the pace. Progress will only be achieved through genuine and meaningful partnerships.”
Host of the event, Mr. Achim Steiner, the UNDG Chair and the Administrator of the United Nations Development Programme (UNDP) said, "In the SDGs we have found a common language in identifying the challenges and opportunities in development. We need new partnerships- we need investment bankers to work with rural farmers, policy makers with activists."
The side event also marked the launch of the 2016 UNDG results report: Lift Off: Agenda 2030—Shared Results of the UNDG in 2016. The new report captures the collective results and impact achieved by the UN Development System through 131 UN Country Teams supporting 165 countries and territories, as well as by the UNDG at the regional and global levels.
