Hashoo Foundation (HF) is implementing a project for the Afghan Refugees residing in I-12 Islamabad who were deprived from the basic needs of life. Hashoo Foundation with the support of United Nations High Commission for Refugees (UNHCR) and Gesellshaft Technische Zusamenarbeit (GTZ) has been able to establish two basic health units for males and females, initiate primary education system for the children and equip young people with some marketable skills such as tailoring, embroidery, motor winding and electrician.
The Wilson stop on the Red Line is undergoing a thorough reconstruction, which is being implemented in phases. First, we've demolished Track 1 (the inbound express track that Loop-bound Purple Line service uses) and its disused platform to make room for new elevated structure and the new inbound platform. Meanwhile, Purple Line Express trains merge onto the Red Line track while its own track is temporarily out of service.
When the project is finished, there will be entrances from both sides of Wilson and a new southern entrance at Sunnyside, and two large island platforms for trains on all four tracks to stop, making Wilson a Red Line and Purple Line Express transfer station.
These pictures show early demolition and steelwork being erected for the new track and platform structures.

Effective implementation through Flag States.
Today (25 September 2014) IMO is celebrating World Maritime Day, with the theme "IMO conventions: effective implementation".
World Maritime Day is celebrated every year, providing an opportunity to focus attention on the importance of shipping safety, maritime security and the marine environment and to emphasize a particular aspect of IMO's work.
In this year's theme the attention has centred on the need for ratification, widespread entry into force and effective implementation of IMO conventions, in order to ensure tangible benefits emerge from the often-lengthy process leading to the adoption of an IMO treaty instrument.

Agahi to implement the Nokia-UNESCO Mobile Learning initiative to deliver quality education to teachers
Nokia Pakistan and UNESCO collaborate to launch Mobile Learning for Teacher’s in Pakistan using Nokia Education Delivery App to facilitate teacher training via mobile phones
Nokia Pakistan and UNESCO Islamabad launched the project “Mobile Learning Project for Teacher’s Professional Development” today as formal collaboration in the presence of senior government officials, Nokia representatives and UNESCO representatives. As part of this program, UNESCO and Nokia are joining hands, where Nokia is providing its mobile phones and its application “Nokia Education Delivery (NED) for UNESCO’s project on ‘use of ICT for professional development of public school teachers’ in remote areas.
Since 2011 NED has turned into an open source solution to improve livelihoods, and in order to support such mobile learning innovations to be filled with life in Pakistan, The project will be implemented by AGAHI, a UNESCO partner and a non-profit foundation working in the area of communication and media policy design.
Nokia developed NED to allow using a mobile phone to access and download videos and other educational materials from a constantly updated education library. Operating in hundreds of schools and having reached millions of students in the Philippines, Tanzania, Chile and Colombia, Nokia Education Delivery has been shown to improve study results and increase retention among students.
This collaboration is part of the agreement signed last year between UNESCO and Nokia at international level to promote the use of mobile technologies to further the objectives of “Education for All”. As part of this agreement Nokia is developing applications and new Mobile technologies offering access to information and enrich learning environments at global level.
In Pakistan, through the project “Mobile Learning for Teachers” Nokia’s Education Delivery application will help UNESCO to enable the delivery of high- quality educational materials to teachers who lack training and resources though mobile phones giving an opportunity to teachers to train themselves on the same level as professionally competent teachers.
Speaking about the project, UNESCO Director, Kozue Kai Nagata said, “In 21st century Public- private partnerships are enjoying growing attention and support as a new and sustainable modality for development. We are confident to collaborate with Nokia to provide us with the best platform to train public school teachers. Nokia Education Delivery is fit to match our need of delivering quality training to a large number of public school teachers across Pakistan through the project named “Mobile Learning for Teachers”
Amir Jahangir, President AGAHI and a Young Global Leader of the World Economic Forum, shared his views on the launch that “Pakistan is a knowledge starved country, where universal education has its own challenges. To meet the target of the Millennium Development Goals (MDG) on education, Pakistan needs to address its education challenges through innovation and technology which can reach to a larger population with cost effective solutions”.
Speaking about the launch of NED program, Ulrike Vott Nokia Sustainability Manager for Middle East said, “Nokia Education Delivery facilitates education in a fun and interactive way. In addition to the NED software, Nokia offers program implementation support for the benefit of Pakistan’s education landscape.” The Nokia Education Delivery software system has two modules. The first module is installed on a Nokia mobile phone and contains a browse able catalog of educational videos. The second module is installed on the computer of the education administrator. It manages the organization’s mobile video library, so that videos can be added, deleted and updated. It also provides information on the usage of different videos.”
This unique pilot project for Pakistan has been initiated by UNESCO and AGAHI aims at using Mobile phones as medium for training teachers, where the teachers in remote areas will be equipped with devices, SIMs, a software solution and high quality educational content. The course for training and capacity building will be developed into video files and will be transmitted step by step according to curriculum on the phones provided to teachers. Over the course of the training period, teachers will be tested via SMS on regular basis and as an incentive, those who will score highest in tests will receive free mobile top ups. At the end of the course, test scores of all teachers will be aggregated and the passing teachers will be awarded certificate in the final workshop.
AGAHI is UNESCO implementing partner in Pakistan. A not for profit, AGAHI specializes in creating communication, information and media policy design tools, that enables the stakeholders to engage in information collaboration on knowledge-based platforms. AGAHI works in building the capacity of knowledge workers in creating content based on best practices to disseminate information in building a more integrated knowledge ecosystem.

As unemployment climbs to new highs, and with prices of every day necessities on the rise, American families have taken on a near-record amount of credit card debt to cope with their bills. While no one can doubt the convenience of credit cards—they have replaced cash and checks for every day transactions at the supermarket and pharmacy—cardholder agreements are written in a way that may obscure, rather than clarify, important terms and conditions. These problems could be avoided with a two-pronged solution: first, legislation that would eliminate some of the abuses in the credit card market, and second, orienting cardholders toward making better decisions with their credit cards.
We invite you to join us as Rep. Carolyn Maloney (D-NY) speaks about her bill that will eliminate many common credit card abuses. This will be followed by a panel discussion of a new paper to be released by the Center for American Progress. The paper proposes that in addition to eliminating the worst of these abuses, Congress should require that card issuers implement a new system that would lead to better credit card outcomes through electronic reminders at "teachable moments" when needed—by sending a text message several days before a due date with a warning of the penalty for being late, for example.

Gutiérrez, Presidente de la Comisión de Ecología del H. Ayuntamiento;
el Director de la Comisión de Agua Potable y Alcantarillado (CCAPAMA),

A pencil is a writing implement or art medium usually constructed of a narrow, solid pigment core inside a protective casing. The case prevents the core from breaking, and also from marking the user’s hand during use.
Pencils create marks via physical abrasion, leaving behind a trail of solid core material that adheres to a sheet of paper or other surface. They are noticeably distinct from pens, which dispense liquid or gel ink that stain the light color of the paper.
Most pencil cores are made of graphite mixed with a clay binder, leaving grey or black marks that can be easily erased. Graphite pencils are used for both writing and drawing, and the result is durable: although writing can usually be removed with an eraser, it is resistant to moisture, most chemicals, ultraviolet radiation and natural aging.
Other types of pencil core are less widely used. Charcoal pencils are mainly used by artists for drawing and sketching. Colored pencils are sometimes used by teachers or editors to correct submitted texts but are more usually regarded as art supplies, especially those with waxy core binders that tend to smear on paper instead of erasing. Grease pencils have a softer crayon-like waxy core that can leave marks on smooth surfaces such as glass or porcelain.
The most common type of pencil casing is a thin wooden cylinder permanently bonded around the core. Similar permanent casings may be constructed of other materials such as plastic or paper. In order to use the pencil, the casing must be carved or peeled off to expose the working end of the core as a sharp point. Mechanical pencils have more elaborate casings that support mobile pieces of pigment core, which can be extended or retracted through the casing tip as needed.

SELF-PORTRAITR: AN INTERACTIVE EXHIBITION CURATING THE FLICKR.COM
COMMUNITY
June 30 through August 25, 2006
Pace/MacGill Gallery and the School of Visual Arts’ graduate photography department are pleased to present an interactive exhibition of self-portraits drawn from Flickr.com, the online digital photo-sharing network. Flickr’s user base consists of over one million members who share images and image-related information. Two leading forces in the New York art world—-a major photography gallery and a top art school—-have joined together to observe this online conversation of image making.
The mining and showcasing of this material strives to engage and expand a rapidly growing virtual arts community. The exhibition will be accessible to both viewers and contributors alike via the Pace/MacGill website www.pacemacgill.com. Pace/MacGill’s gallery space will house ten computers on which visitors can peruse the pictures gathered from numerous global photographers as they would online. A few monitors will display slideshows of images specifically collected via the gallery website.
The exhibition will not only rely on the Flickr community for content, but will also depend upon the activity of the site’s users for the organization and editing of what is anticipated to be thousands of images from the age-old genre of self-portraiture. Whether the image is taken by a professional photographer overseas or by an amateur experimenting with a camera phone in New York City, each image posted on Flickr and “tagged” as a self-portrait will automatically be filtered and directed into the exhibition.
The Pace/MacGill Flickr interface, created by SVA’s Jeremy Chien and Stephen Jablonsky and programmed by Kelvin Luck, allows users to vote for favorites, track the most viewed image, and create categories. Sorting options or subcategories (self portrait “with mirror” or at “beach,” for example) within the virtual exhibition will enable further definition and refinement.
The work in the exhibition will perpetually expand with the proliferation of users until the popularity of each category aids in its editing. As more images are collected and more users are interacting with the site to make selections, the work will become more discerning and interesting. One can choose the role they wish to assume: curator, artist, etcetera. With every click of the mouse, viewers become participants; the interactive community defines the exhibition. The hope is that the final result will be a 50 print exhibition of images chosen by the community.
The School of Visual Arts is widely recognized as one of the finest art schools in the country for its innovative and experimental program philosophies, its participation in the cultural life of New York City, and its unparalleled faculty comprised of professional artists. The MFA Photography, Video and Related Media department has been a leader in the implementation of photography in the digital world. The exhibition has been assembled by Pace/MacGill Gallery, Jeremy Chien, and Stephen Jablonsky. Chien and Jablonsky are both alumni and faculty members at the School of Visual Arts’ MFA program in Photography, Video and Related Media. UK web developer Kelvin Luck programmed the exhibition software to search, filter and explore Flickr.com.
Gallery summer hours are: Monday-Thursday, 9:30-5:30, and Friday, 9:30-4:00. The gallery will be closed on Saturdays and Sundays. Summer hours begin on June 20 and continue through Labor Day.
Thanks, BILLY Q...
One year ago, a team of researchers from the University of Reading, in UK, and local partners in Tanzania, organised a number of participatory trainings for smallscale farmers on climate-services and information. The trainings were held in villages outside of Dodoma, Tanzania, which is a very arid and dry part of the country. The team recently re-visited two of the farmer groups, to see what they had learned during the 4-day training session, what they felt was useful and if anything happened after the trainings, eg. did they change crops or planting practices?
The trainings introduced the concept of climate change, rainfall variability, and presented the country’s historical rainfall data and forecasts. The trainings also showed farmers how to, based on crop, temperature and rainfall information, calculate risks and probabilities of crops failure, while identifying which crops could work well in their area. The trainings provided a list of suitable crops, but it was the farmers who in the end decided if and how they wanted to implement what they had learned, or not. This to ensure ownership and making sure any choice made is grounded in farmers’ own realities.
These photos are from the revisit session, held in October of this year in Makoja, Tanzania. Stay tuned on CCAFS blog to see if the farmers had made any changes to their farming practices or not. This participatory project is supported by the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS): www.ccafs.cgiar.org/blog

January 18, 2012 - Yonkers: Governor Andrew M. Cuomo travels to the City of Yonkers in Westchester County to outline his 2012-13 Executive Budget and Reform Plan, which expands on the historic reforms enacted last year to continue building a New New York. As a result of the tough decisions and bipartisan cooperation of the past year, the State is able to close the current deficit without broad cuts, new taxes, fees or gimmicks. In addition, the Governor's Executive Budget proposes major reforms to reduce the cost of government for taxpayers, implements accountability in our schools to put students first, and puts the State in a position to leverage billions of dollars in private sector investment to grow the economy and create jobs.

In recent years, states in the region have implemented programs with the aim of reducing poverty and extreme poverty. Here are some examples.
In Belize, the Building Opportunities for Our Social Transformation Initiative—aimed at pregnant women, children under the age of 4 and school-age children, adults and persons with physical disabilities—provides cash transfers for people who meet three requirements: immunize children under 5, ensure regular prenatal check-ups for pregnant women, and keep children in school with a minimum of 85% attendance.
In Bolivia, the Juancito Pinto Grant is given to a parent or guardian of a child in the first five years of primary school, on the condition that the child has a minimum of 80% attendance during the school year. A further program is the Juana Azurduy de Padilla Grant, a financial incentive given to pregnant women and recent mothers on the condition that they attend prenatal and postpartum check-ups and educational activities and take their babies for regular medical examinations.
In Brazil, the main cash transfer program, known as Bolsa Familia, is a grant given to families who live in poverty or extreme poverty on the condition that they vaccinate their children on time, take them for medical examinations, and keep them in school with regular attendance.
In Colombia, the Families in Action program grants education subsidies on the condition that the student regularly attends school, to promote school graduation among people who live in poverty.
In Honduras, the Better Life grant involves cash transfers to people who live in extreme poverty, provided that they meet certain conditions in the fields of healthcare, education and nutrition.
In Panama, the Opportunity Network program involves cash transfers on the condition that women attend prenatal check-ups and that children under 5 attend medical examinations to keep their health and growth on track.
Still, we note that asking people who live in poverty and extreme poverty to prove, by meeting certain requirements, that they “deserve” such benefits would infringe upon the very foundations of their human rights.

The Special Representative of the Secretary-General and Head of UNMISS has urged parties to the peace deal to accelerate their efforts to fully implement the agreement so that a transitional government can be formed.
At a press conference in Juba on November 20, 2019, David Shearer said the key ingredient needed to progress peace in South Sudan is political will.
“If parties want to fully implement the agreement and form a transitional government, they can, if that will exists,” he said.
Progress is also needed to reunify forces so that parties have the trust and confidence needed to join a transitional government, negotiation and political settlement of the states and boundaries issue is required and steps must be taken to resolve the status of Opposition Leader, Dr. Riek Machar, so that he can travel freely to Juba for peace talks.
The SRSG also recommended that a trust fund or similar mechanism with independent oversight be set up to monitor the use of resources being used to implement the agreement.

Autumn walk at Toms Hill.
A thingamajig slowly rusting in the undergrowth on the edge of Northchurch Common.
I don't know how this junk came to arrive at the new implement shed south of the Dickens barn, but if farmers used the implements, they used them up. And took a GIFT donation deduction from their income taxes. You may want to make a collection like this, now that you know how it's done! NO? I guess you'd have to set yourself up as a tax-free charity first. Kind of like political parties. Strange, how all this got slowly collected here in a building that is probably valued at much more. Maybe they could used it to drag one of those manure (or Eddie) spreaders outside the Dickens barn around and help the pastures out... if they could find some spare fertilizer laying around on a dairy farm? The mystery is that cows can comprehend the difference? The nearby sleigh looks like it might only fit a child's pony, while the wagon with sides looks like it was a hopper that shuttled bulk grain to market or a mill. That couldn't be done easily with the buck board in the distance. I didn't check to see if the buckboard was sprung like the grey axle or was simply a "bucking" wagon. Chuckle. I wonder how many times they had to get off and slap circulation back into their buns on a trip to town.
Highway #66 that I have been mentioning runs along to my back here and reminds me that I have a copy of "Ladies life in the Rocky Mountains" by Isabella Bird that was published continuously since about 1863-5 should someone send me a valid e-mail address that accepts attachments on Flickr mail. The book is top notch. She quite probably traveled from "Longmount" right by here on her way to Estes Park in the 1860s. I also have a couple other PDFs regarding R.M.N.P too.
This is the McIntosh-Lohr Farm Agricultural Museum on Highway #66, (not the same as Route #66). I dropped everything else because the clouding has been absent recently. Today, they really popped the structures. The day, though, served up a late sprinkle and a promise of 92 tomorrow. Editing in the cool air conditioning this weekend, I guess. I am spending extra time on the best of the captures considering these abundant skies. I was just in time for the sky. I looked out of my window and jumped up, gathered my camera and split. I scored shots out here some years ago but the sky was a dud and I was using my old D70. The farm/museum is part way between Largemont and Hygiene, Colorado. Today, I can afford the time to stop and look (it was my reason for coming here) over the old shots I ought to have spotted before. There COULD be some time involved in editing this shot. Colorado HAS been serving up June skies lately. There may be another shot coming up.
29 August 2012 - The UN refugee agency (UNHCR) in Afghanistan has recently completed implementation of 18 livelihood projects for returnee families in Saracha village, Bihsud district of Nangarhar province in eastern Afghanistan.
The projects include the rehabilitation of canals, roads, protection walls, micro-hydro power plants, a computer centre, a pickle and jam production plant, and training on beekeeping and honey production, as well as poultry and cow-raising.
Almost 1,900 families have returned to the village since 2002 and still face economic hardships and insecurity. In 2011, UNHCR conducted a returnee monitoring survey and found that over 90 per cent of male heads of households in the returnee population made a living as unskilled daily wage workers and don’t earn enough money to support their families.
“The current environment of scarce jobs, food, and shelter coupled with the deteriorating security situation has brought more challenges to helping these returnees remain in their places of origin,” said Mohammad Eamal, a UNHCR official in Jalalabad. “These pilot projects aim at addressing the challenges, which include improving the socio-economic situation of returnees as well as receiving communities in the village.”
A UNHCR statement released yesterday said the number of Afghan refugees returning home in the first eight months of 2012, from Pakistan, Iran and other countries, has already surpassed 50,000 individuals.
Part of the projects is “investing in green” where three micro hydro power stations are built in the village. These stations can produce environment-friendly, more sustainable “green energy” and provide electricity for the entire community.
“This project is very valuable. Now we have 24-hour electricity,” said Ghulam Naseer, the chairman of a Community Development Shura in Saracha village.
Lack of education amongst school-age returnees is also one of the gaps that the UN agencies are trying to bridge. It is estimated that 8,300 children are not attending school. Due to lack of female teachers, girls in early teens are kept home and end up being married at an early age. To address the issue, five community-based schools and two literacy classes have been supported by the United Nations Human Settlements Programme (UN-HABITAT). In addition, rehabilitation of existing schools has also taken place in the village.
UNHCR has an education-related project: the construction of a computer centre. “We are currently running the centre and are planning to hand it over to the community sometime next year,” said Mr. Eamal.
One of the highlights of the projects is women’s empowerment. Since the start of the projects in 2011, women in the community have received training on various income generation activities, such as poultry raising and fruit and vegetable processing. A pickle and jam production plant was established in the village and provides jobs for women.
“We are happy because we can work here and receive incomes. We can also make pickles at home after work. We are very poor and I’m not allowed to work far from home by my family. With the establishment of this plant in our village, I’ve had a chance to earn money,” one of the women in the plant, Shirigul, told UNAMA.
