Dr.Mihir Kumar Panda, an Educational, Societal and Scientific Innovator has established an NGO 'SROSTI' at Bahanaga, Balasore,Odisha,India
Dr. panda has innovated/invented more than 10,000 (ten thousand) teaching aids and different innovations and he has more than 30,000 (Thirty thousand) ideas to make scientific and mathematical models.
His creations are very essential guide for school and college science exhibitions, innovative learning and play way method for the teachers and students, science activists, innovators, craftsmen, farmers, masons, physically challenged persons, common men, entrepreneurs and industrialists.
He is popularizing science through song, innovative demonstrations and motivational speech since 1990 in different parts of Odisha state without taking any fees.
Dr. Panda is an extreme motivational speaker in science and possess magical scientific demonstration and a crowd puller.
Innovator Mihir Kumar Panda loves nature and in his agricultural farm he does not uses the chemicals , fertilizers and pesticides. In his farm even the smallest creatures like snakes, caterpillar, white ants, worms ,vermies are in peace and are managed successfully not to do harm.
Dr. Panda is an Educationist, an environmentalist, a poet for science popularization, a good orator, a best resource person to train others in specific field of science and engineering.
The uniqueness of Simple Innovation and scientific activities and achievements ofDr. Panda can not be assessed without visiting his laboratory which is a living wonder in the realm of science.
From a small cake cutter to mechanical scissor, from a play pump to rickshaw operated food grain spreader and from a village refrigerator to a multi-purpose machine, thousands of such inventions and innovations are proof of Dr. Panda's brilliance.
From a tube well operated washing machine to weight sensitive food grain separator, from a password protected wardrobe to automatic screen, from a Dual face fan to electricity producing fan are example of few thousands of innovations and inventions of Mihir Kumar Panda.
Dr.Mihir Kumar Panda though bestowed to a popular name as Einstein of Odisha is obliviously treated as Thomas Alva Edison of India.
Dr. Panda's residential house also resembles a museum with scientific innovations of different shapes and sizes stacked in every nook and cranny which proves his scientific involvement in personal life.
Innovator Panda believes that , the best thing a child can do with a toy to break it. he also believes that by Educating child in his/her choice subject/ passion a progressive nation can be built.
The shelf made scientist Dr. Panda believes that Education is a life long process whose scope is far greater than school curriculum. The moulding of models/ innovations done by hand always better than the things heard and the facts incorporated in the books.
With no agricultural background, Dr. Panda has developed unique natural bonsai in his Vijnana Bana Ashram which also shows path for earning just by uprooting and nurturing the plants which are found to be small and thumb in nature.
Dr. Panda's Scientific Endeavour and research is no doubt praise worthy. One cannot but believe his dedicated effort in simple innovation laboratory.
Social service, innovation/ inventions, writing, free technology to students for preparation of science exhibition projects, free technology to common men for their sustainability, preparation of big natural bonsai, technology for entrepreneurs and industrialists for innovative item are few works of Mihir Kumar Panda after his Government service.
. To overcome the difficulties of science and math, explanation in classes, innovator Panda has created few thousands of educational, societal and scientific innovations which helps teachers and students of the country and abroad.

Gender Equality: from the Biarritz Partnership To the Beijing+25 Generation Equality Forum
This side-event, hosted by the French and Mexican Foreign Affairs Ministers, Jean-Yves Le Drian and Marcelo Ebrard, and co-sponsored by UN Women, will take stock of the gender equality outcomes of the Biarritz summit and the work of the Gender Equality Advisory Council (of which the Executive Director of UN Women is a member) and officially introduce the Generation Equality Forum in Mexico in May 2020 and in Paris in July 2020 to the international community. Convened by UN Women, co-hosted by France and Mexico, and organized in close partnership with civil society, the Generation Equality Forum in Mexico and Paris will celebrate the 25th anniversary of the adoption of the Beijing Platform for Action, with the aim of giving new impetus to the implementation of the outcomes of the Beijing Conference. Speakers at the high level event at the UNGA include Jean-Yves Le Drian and Marcelo Ebrard, the Foreign Affairs Ministers of France and Mexico; members of the G7 Gender Equality Advisory Council Phumzile Mlambo-Ngcuka, Executive Director of UN Women, Katja Iversen, President of Women Deliver, and Rula Jebreal, foreign policy analyst and journalist; as well as Dr. Denis Mukwege, world-renowned gynaecologist, human rights activist and Nobel Peace laureate; Marlène Schiappa, Minister of State for Gender Equality and the Fight against Discrimination, France; and Nadine Gasman, President of Inmujeres Mexico.

The Case 10-20 Farm Tractor was Case's first venture into the farm tractor market in 1915. Manitoba Agricultural Museum in Austin Manitoba Canada.
The Case 10-20 design entered production in 1915 and remained in production until 1922. At the time this Case design was introduced, three wheeled designs were enjoying good success in the market. These designs featured only one rear wheel that was driven with the other rear wheel being an idler. With this arrangement, an expensive differential was not needed. The Case 10-20 was somewhat different as the left rear wheel could be driven when then the tractor was moving forward.
The tractor was equipped with a 4 cylinder vertical engine mounted cross wise on the tractor. The engine was equipped with a high tension magneto with impulse starter, engine cooling was provided by a fan and radiator and engine lubrication was provided by splash lubrication. The drive train featured a cone clutch inside the belt pulley. This clutch drove a bull gear and pinion final drive. There was just one forward speed (2 MPH). Reverse was accomplished by the use of a separate drive train consisting of a jaw clutch and chain drive.

Al inaugurar el Foro de Ahorro de Energía Eléctrica que lleva a cabo la paraestatal, el Gobernador de Aguascalientes hizo énfasis en el hecho de que el Estado de Aguascalientes se ha sumado a la convocatoria de la comunidad internacional en la Agenda Única por un Estado Verde, con políticas públicas integradas de acuerdo a la nueva visión del mundo.
“Reconocemos a la Comisión Federal de Electricidad por la realización de este Foro de Ahorro de energía, que promueve en la sociedad y principalmente en las nuevas generaciones el respeto al medio ambiente y la utilización de ecotecnologías en los hogares, industrias, comercios y oficinas públicas.
Enfatizó el compromiso que mantienen las empresas expositoras en este foro por su compromiso con el cuidado del medio ambiente y la competitividad, así como de la propia CFE, que ha concretado importantes inversiones en el estado para respaldar el desarrollo y bienestar de los aguascalentenses.
Al hacer uso de la palabra, el Secretario de Medio Ambiente Estatal, Jorge Durán Romo advirtió que, ante los tiempos por los que el mundo atraviesa, Aguascalientes no puede mantenerse de brazos cruzados. Por el contrario, se han impulsado múltiples proyectos y estrategias que permiten contar con energía limpia y disponible para toda la ciudadanía, haciendo coincidir la tecnología con la conciencia.
Por instrucciones del Gobernador del Estado, resaltó el funcionario, se ha implementado el Programa de Ahorro de Energía aún en los estados más alejados, en donde se realiza el intercambio de focos incandescentes por lámparas ahorradoras; circulan ya autos ecológicos y se integran calentadores solares en los hogares de la entidad. Al mismo tiempo se realiza toda una labor de educación ambiental en escuelas y oficinas, llegando a toda la comunidad estudiantil y a todas las dependencias del Gobierno Estatal, donde se promueven prácticas ambientales.
A la puesta en marcha del Foro de Ahorro de energía asistieron también Guillermo Bray Trejo, Superintendente de Zona de la CFE en Aguascalientes; Manuel Díaz Castorena, Coordinador Regional de Vinculación y Promoción del FIDE; José Luis Rocha Magaña, Presidente de la Asociación de Contratistas de Obra Eléctrica y Uriel Ramírez, Secretario General de la Sección Uno del Sindicato Único de Electricistas de la República Mexicana (SUTERM).
Donald Julian Reaves announced today that he will step down as chancellor of Winston-Salem State University (WSSU) effective December 31, 2014, or thereafter when a successor is in place.
Accompanied by his wife Deborah, Chancellor Reaves made the announcement to a gathering of university faculty, students and staff after having informed the WSSU Board of Trustees at its meeting earlier in the day.
“At the end of December I will be in the middle of the eighth year of my five-year commitment,” Reaves said jokingly. “Seriously though, I am truly thankful to have had the opportunity to serve the University and the community and I want to thank UNC Presidents Tom Ross and Erskine Bowles for giving me the opportunity to lead this institution. I also want to thank the members of the board of trustees with whom I have worked for their strong support, especially Board Chair Debby Miller. I also want to salute the wonderful faculty and committed staffs who serve this institution. For me, it has been an exceptional experience.”
Chancellor Reaves said that he struggled with the decision, but beginning in late 2012 has had conversations with UNC President Ross about his desire to step down as chancellor and return to the classroom, where he began his career in higher education 37 years ago. He will join the WSSU political science faculty as a full professor with tenure.
“Deciding to leave a job that you love is not easy,” Reaves explained. “Deborah and I have given this decision considerable thought and I have consulted widely about it. I also went back and read the speech that I gave at my installation to determine whether I had fulfilled the promises I made then. Though there is always work to be done, I feel that we have accomplished everything that I said and much more. So, having built a much firmer foundation for WSSU, it seems that now is a good time to move on.”
Chancellor Reaves said that his initial goals were incorporated into the University’s strategic plan and that he continues to be excited about the implementation of those efforts and the results. He is particularly proud of the improved outcomes for students, including significantly better retention and graduation results.
“Providing our undergraduate students with a quality education and preparing them for success in their careers and their communities is our primary mission,” Reaves said. “Graduating students is the business that we are in and I’m proud to say that business at WSSU is booming. Current statistics speak directly to what we have been able to accomplish.”
By raising admission standards three times beginning in 2007, the University has attracted better prepared students and that has impacted retention and graduation rates. The retention rate for first-year students climbed from 68 percent in 2006 to more than 80 percent in the 2011-2012 academic year. The graduation rate which stood at 36.5 at the end of the 2007-2008 year has improved to 45.5 percent for the most recent reporting period, and the number of students graduating has risen from 824 in the 2006-07 year to 1,556 for the most recent year, 2012-13, an increase of almost 89 percent.
“It is also important to note that progress was achieved despite major reductions in our state allocations,” Reaves added. “We did that by targeting our scarce resources on a single key objective and that was improved student outcomes.”
The fact that more has been done with less is reflected in data released from the UNC General Administration that shows that over the five-year period, from 2007 through 2012, per student spending at WSSU declined by almost 30 percent while degree production increased by more than 47 percent. Among the 16 UNC campuses, WSSU ranks number one on both of those percentage change measures.
Chancellor Reaves stated his strong belief that the University has benefited tremendously from its strict adherence to the goals and objective set forth in the strategic plan, Achieving Academic Distinction: The Plan for Student Success – 2010-2015, which include academic excellence and student success as the highest priorities. “Virtually every decision we make and every dollar we spend benefits from the guidance provided by the plan” Reaves noted.
Other derivatives of the strategic plan include:
•Reforming and implementing an undergraduate curriculum grounded in the liberal arts tradition and designed to prepare students to compete in the market-based global economy. At the core of the new curriculum is an emphasis on the development of the students’ ability to think critically, participate in rigorous analysis and creative problem solving, communicate effectively, and collaborate to effect results.
•Reducing the size of the student body to improve student preparedness and to align its size with available resources, including the capacity of the physical plant.
•The consolidation of the schools of business and economics, and education with the college of arts and sciences to generate savings, and to align projected spending with expectations about the resources that are likely to be available in an era of flat or declining enrollments.
•Expanding graduate education with the addition of doctoral programs in physical therapy and nursing.
•Raising the standards for tenure and promotion to improve the quality of the faculty.
•Developing a partnership with Forsyth Technical Community College which has led to the creation of the Dual Admission Program that provides students who were not admitted to WSSU with an opportunity to prepare themselves academically prior to matriculating directly to WSSU.
•Maintaining the athletic program at the NCAA Division II level, reducing significantly the resources that were allocated previously to athletics, and making them available to support academic priorities. An added bonus, the program has subsequently won 14 conference championships.
•Managing a $34 million reduction in state funding over five years without reducing fulltime faculty or course offerings.
•Improving the student experience through the development of a campus master plan that included the construction of the new Donald Julian Reaves Student Activities Center, the Martin-Schexnider Residence Halls, the renovation of Hill Hall for use as a Student Success Center, and the nearly complete acquisition of Bowman Gray Stadium and the surrounding 94-acre Civitan Park.
Reaves noted that while the list of accomplishments is impressive, his greatest satisfaction derives from the more subtle, less-quantifiable changes that have taken place, with an emphasis on what has occurred with regard to expectations.
“When I arrived in 2007, I encountered a culture of low expectations that was characterized by a belief that WSSU students could not succeed,” Reaves explained. “That belief prevailed among the faculty, the staff, and the various communities and even among our students and their parents. WSSU was viewed as an institution of last resort. All of that has changed. Today, there is a new spirit on the campus among the students and the faculty, as well as throughout the community. There is once again a genuine belief that a WSSU education can prepare students to compete and be successful in the marketplace. The success that we have enjoyed since changing the culture of the institution is by far the most rewarding aspect of my work and will undoubtedly have the greatest impact on the future of the students and of the institution.”
WSSU Board of Trustees Chair Debra Miller also spoke of Reaves’ leadership and said that because of the work he and his team had completed, the board accepted his decision with great regret.
“As a member of the Board of Trustees and as an alumna of WSSU, I am extremely proud to have had the opportunity to work with Chancellor Reaves,” said Miller. “Through his vision, his leadership, his commitment to academic excellence, his willingness to make difficult decisions such as establishing priorities among competing interests, his commitment to improve student outcomes, his hard work and that of the team that he assembled, this university has been transformed in virtually every respect. It is exciting to see the impact that the past seven years have had on our students and on the campus.”
Donald Reaves assumed his duties as chancellor in August 2007. Chancellor Reaves had previously served five years as Vice President for Administration and Chief Financial Officer at the University of Chicago, and he spent 14 years at Brown University where he held a number of senior positions including Executive Vice President for Finance and Administration and Chief Financial Officer. Prior to joining Brown University in 1988, Chancellor Reaves worked in Massachusetts state government where he held several positions including deputy assistant commissioner for budget and cost control at the Massachusetts Department of Public Welfare. Chancellor Reaves also spent 16 years in the classroom, 13 of which were at Northeastern University as a tenure-track and adjunct member of the political science department
A native of Cleveland, Ohio Chancellor Reaves earned his undergraduate degree from Cleveland State University and his Master’s and Doctoral degrees in political science and public administration from Kent State University.
While in Winston-Salem, Chancellor Reaves has served on numerous boards including the Novant Hospital Health Triad Region, Forsyth Futures, the Piedmont Triad Leadership Council, the Winston-Salem Alliance and the Josh and Marie Reynolds Hospital Guest House Board of Advocates. He also served on the advisory boards of the North Carolina Humanities Council and Wells Fargo Bank.

The Court gives its Advisory Opinion and responds to the questions posed by the General Assembly
THE HAGUE, 19 July 2024. The International Court of Justice has today given its Advisory Opinion in respect of the Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem.
It is recalled that, on 30 December 2022, the General Assembly of the United Nations adopted resolution A/RES/77/247 in which, referring to Article 65 of the Statute of the Court, it requested the International Court of Justice to give an advisory opinion on the following questions:
“(a) What are the legal consequences arising from the ongoing violation by Israel of the right of the Palestinian people to self-determination, from its prolonged occupation, settlement and annexation of the Palestinian territory occupied since 1967, including measures aimed at altering the demographic composition, character and status of the Holy City of Jerusalem, and from its adoption of related discriminatory legislation and measures?
(b) How do the policies and practices of Israel referred to . . . above affect the legal status of the occupation, and what are the legal consequences that arise for all States and the United Nations from this status?”
In its Advisory Opinion, the Court responds to the questions posed by the General Assembly by concluding that:
* the State of Israel’s continued presence in the Occupied Palestinian Territory is unlawful;
* the State of Israel is under an obligation to bring to an end its unlawful presence in the Occupied Palestinian Territory as rapidly as possible;
* the State of Israel is under an obligation to cease immediately all new settlement activities, and to evacuate all settlers from the Occupied Palestinian Territory;
* the State of Israel has the obligation to make reparation for the damage caused to all the natural or legal persons concerned in the Occupied Palestinian Territory;
* all States are under an obligation not to recognize as legal the situation arising from the unlawful presence of the State of Israel in the Occupied Palestinian Territory and not to render aid or assistance in maintaining the situation created by the continued presence of the State of Israel in the Occupied Palestinian Territory;
* international organizations, including the United Nations, are under an obligation not to recognize as legal the situation arising from the unlawful presence of the State of Israel in the Occupied Palestinian Territory; and
* the United Nations, and especially the General Assembly, which requested the opinion, and the Security Council, should consider the precise modalities and further action required to bring to an end as rapidly as possible the unlawful presence of the State of Israel in the Occupied Palestinian Territory.
Reasoning of the Court
After concluding that it has jurisdiction to render the requested opinion and that there are no compelling reasons for it to decline to give an opinion (paras. 22-50), the Court recalls the general context of the case (paras. 51-71) and addresses the scope and meaning of the two questions posed by the General Assembly (paras. 72-83).
The Court then assesses the conformity of Israel’s policies and practices in the Occupied Palestinian Territory, as identified in question (a), with its obligations under international law. In particular, the Court’s analysis examines, in turn, the questions of the prolonged occupation, Israel’s policy of settlement, the question of the annexation of the Palestinian territory occupied since 1967, and Israel’s adoption of related legislation and measures that are allegedly discriminatory (paras. 103-243).
With regard to the question of the prolonged occupation of the Occupied Palestinian Territory, which has lasted for more than 57 years (paras. 104-110), the Court observes that, by virtue of its status as an occupying Power, a State assumes a set of powers and duties with respect to the territory over which it exercises effective control. The nature and scope of these powers and duties are always premised on the same assumption: that occupation is a temporary situation to respond to military necessity, and it cannot transfer title of sovereignty to the occupying Power.
In the Court’s view, the fact that an occupation is prolonged does not in itself change its legal status under international humanitarian law. Although premised on the temporary character of the occupation, the law of occupation does not set temporal limits that would, as such, alter the legal status of the occupation. Occupation consists of the exercise by a State of effective control in foreign territory. In order to be permissible, therefore, such exercise of effective control must at all times be consistent with the rules concerning the prohibition of the threat or use of force, including the prohibition of territorial acquisition resulting from the threat or use of force, as well as with the right to self‐determination. Therefore, the fact that an occupation is prolonged may have a bearing on the justification under international law of the occupying Power’s continued presence in the occupied territory.
As regards Israel’s settlement policy (paras. 111-156), the Court reaffirms what it stated in its Advisory Opinion on the Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory of 9 July 2004, that the Israeli settlements in the West Bank and East Jerusalem, and the régime associated with them, have been established and are being maintained in violation of international law. The Court notes with grave concern reports that Israel’s settlement policy has been expanding since the Court’s 2004 Advisory Opinion.
As regards the question of the annexation of the Occupied Palestinian Territory (paras. 157-179), it is the view of the Court that to seek to acquire sovereignty over an occupied territory, as shown by the policies and practices adopted by Israel in East Jerusalem and the West Bank, is contrary to the prohibition of the use of force in international relations and its corollary principle of the non-acquisition of territory by force.
The Court then examines the question of the legal consequences arising from Israel’s adoption of related discriminatory legislation and measures (paras. 180-229). It concludes that a broad array of legislation adopted and measures taken by Israel in its capacity as an occupying Power treat Palestinians differently on grounds specified by international law. The Court notes that this differentiation of treatment cannot be justified with reference to reasonable and objective criteria nor to a legitimate public aim. Accordingly, the Court is of the view that the régime of comprehensive restrictions imposed by Israel on Palestinians in the Occupied Palestinian Territory constitutes systemic discrimination based on, inter alia, race, religion or ethnic origin, in violation of Articles 2, paragraph 1, and 26 of the International Covenant on Civil and Political Rights, Article 2, paragraph 2, of the International Covenant on Economic, Social and Cultural Rights, and Article 2 of the International Convention on the Elimination of All Forms of Racial Discrimination.
The Court then turns to the aspect of question (a) that enquires as to the effects of Israel’s policies and practices on the exercise of the Palestinian people’s right to self‐determination (paras. 230-243). In this regard, the Court is of the view that, as a consequence of Israel’s policies and practices, which span decades, the Palestinian people has been deprived of its right to self‐determination over a long period, and further prolongation of these policies and practices undermines the exercise of this right in the future. For these reasons, the Court considers that Israel’s unlawful policies and practices are in breach of Israel’s obligation to respect the right of the Palestinian people to self‐determination.
Turning to the first part of question (b), the Court examines whether and, if so, how the policies and practices of Israel have affected the legal status of the occupation in light of the relevant rules and principles of international law (paras. 244-264).
In this respect, the Court first considers that the first part of question (b) is not whether the policies and practices of Israel affect the legal status of the occupation as such. Rather, the Court is of the view that the scope of the first part of the second question concerns the manner in which Israel’s policies and practices affect the legal status of the occupation, and thereby the legality of the continued presence of Israel, as an occupying Power, in the Occupied Palestinian Territory. This legality is to be determined under the rules and principles of general international law, including those of the Charter of the United Nations.
In this context, the Court is of the view that Israel’s assertion of sovereignty and its annexation of certain parts of the territory constitute a violation of the prohibition of the acquisition of territory by force. This violation has a direct impact on the legality of Israel’s continued presence, as an occupying Power, in the Occupied Palestinian Territory. The Court considers that Israel is not entitled to sovereignty over or to exercise sovereign powers in any part of the Occupied Palestinian Territory on account of its occupation. Nor can Israel’s security concerns override the principle of the prohibition of the acquisition of territory by force.
The Court further observes that the effects of Israel’s policies and practices, and its exercise of sovereignty over certain parts of the Occupied Palestinian Territory, constitute an obstruction to the exercise by the Palestinian people of its right to self-determination. The effects of these policies and practices include Israel’s annexation of parts of the Occupied Palestinian Territory, the fragmentation of this territory, undermining its integrity, the deprivation of the Palestinian people of the enjoyment of the natural resources of the territory and its impairment of the Palestinian people’s right to pursue its economic, social and cultural development.
The Court is of the view that the above-described effects of Israel’s policies and practices, resulting, inter alia, in the prolonged deprivation of the Palestinian people of its right to self-determination, constitute a breach of this fundamental right. This breach has a direct impact on the legality of Israel’s presence, as an occupying Power, in the Occupied Palestinian Territory. The Court is of the view that occupation cannot be used in such a manner as to leave indefinitely the occupied population in a state of suspension and uncertainty, denying them their right to self- determination while integrating parts of their territory into the occupying Power’s own territory.
In light of the foregoing, the Court turns to the examination of the legality of the continued presence of Israel in the Occupied Palestinian Territory (paras. 259-264).
The Court considers that the violations by Israel of the prohibition of the acquisition of territory by force and of the Palestinian people’s right to self-determination have a direct impact on the legality of the continued presence of Israel, as an occupying Power, in the Occupied Palestinian Territory. The sustained abuse by Israel of its position as an occupying Power, through annexation and an assertion of permanent control over the Occupied Palestinian Territory and continued frustration of the right of the Palestinian people to self-determination, violates fundamental principles of international law and renders Israel’s presence in the Occupied Palestinian Territory unlawful.
This illegality relates to the entirety of the Palestinian territory occupied by Israel in 1967. This is the territorial unit across which Israel has imposed policies and practices to fragment and frustrate the ability of the Palestinian people to exercise its right to self‐determination, and over large swathes of which it has extended Israeli sovereignty in violation of international law. The entirety of the Occupied Palestinian Territory is also the territory in relation to which the Palestinian people should be able to exercise its right to self-determination, the integrity of which must be respected.

The Court has found that Israel’s policies and practices referred to in question (a) are in breach of international law. The maintenance of these policies and practices is an unlawful act of a continuing character entailing Israel’s international responsibility.
The Court has also found in reply to the first part of question (b) that the continued presence of Israel in the Occupied Palestinian Territory is illegal. The Court therefore addresses the legal consequences arising from Israel’s policies and practices referred to in question (a) for Israel, together with those arising from the illegality of Israel’s continued presence in the Occupied Palestinian Territory under question (b), for Israel, for other States and for the United Nations (paras. 267-281).

Governor Andrew M. Cuomo today announced that New York State is the first state in the nation to implement a ban on the sale of flavored electronic cigarettes and nicotine e-liquids, following a vote on emergency regulations by the Public Health and Health Planning Council. The ban, which is now in effect, is the latest in a series of actions to combat the increase in young people using vape products, largely as a result of e-cigarette companies marketing flavors that are intended to get children addicted to nicotine.
"It is undeniable that vaping companies are deliberately using flavors like bubblegum, Captain Crunch and cotton candy to get young people hooked on e-cigarettes - it's a public health crisis and it ends today," Governor Cuomo said. "New York is not waiting for the federal government to act, and by banning flavored e-cigarettes we are safeguarding the public health and helping prevent countless young people from forming costly, unhealthy and potentially deadly life-long habits."
On Sunday, Governor Cuomo directed the Department of Health to convene an emergency meeting of PHHC to consider this ban. The Governor also directed State Police and DOH to immediately partner to ramp up enforcement efforts against retailers who sell to underage youth, with the possibility of criminal penalties, in addition to announcing that he will advance legislation to ban deceptive marketing of e-cigarettes to teens and children.
As part of the Family Smoking and Tobacco Prevention Act of 2009, the U.S. Congress banned the sale of cigarettes with flavors other than menthol and tobacco.
New York State Department of Health Commissioner Dr. Howard Zucker said, "The alarmingly high numbers of young people in New York State who are using vape products is nothing short of a public health crisis. These regulations are a part of many critical steps we are taking to combat this disturbing trend. We will continue to be aggressive in our efforts to prevent nicotine addiction and bad marketing practices under Governor Cuomo's leadership."
Flavors are largely responsible for the dramatic increase in use of e-cigarettes by youth and are a principal reason that youth initiate and maintain e-cigarette use. According to Department of Health data, nearly 40 percent of 12th grade students and 27 percent of high school students in New York State are now using e-cigarettes, and this increase is largely driven by flavored e-liquids. High school use in 2018 (27.4%) is 160 percent higher than it was in 2014 (10.5%). While New York's high school student smoking rate dropped from 27.1% in 2000 to a record low of 4.3% in 2016, aggressive marketing strategies promoting flavored e-cigarettes is primed to turn that trend.
Flavoring is a key youth marketing strategy of the vaping/aerosol industry just as it is in the cigarette, cigar and smokeless tobacco markets. E-cigarette marketing highlights flavors such as mint chocolate, bubblegum and cherry cola, and creates a deceptive belief that they are not harmful to users. In a 2017 survey of 15 to 17 year-old adolescents in New York State currently using electronic vapor products, 19% of the adolescents said that flavors were the reason that they first tried an e-cigarette and 27% said flavors were the reason for maintaining use. Studies also show nearly 78% of high school students and 75% of middle school students report being exposed to pro-tobacco marketing in 2016. Legislation will be advanced next session to prevent these deceptive and misleading advertisements to target our youth.
The Department of Health will provide retailers with an approximate two-week grace period before conducting visits to enforce the flavoring ban beginning on Friday, October 7. Local health departments and the Department's District Offices, with State oversight, will handle enforcement. Retailers who violate the ban will face fines of up to $2,000 per violation, which is defined as each unit of flavored e-liquid or product containing e-liquid that is possessed, manufactured, sold or offered for sale.

I-5 Design & Manufacture created the design concept, manufactured and implemented the custom entry structure for Oaklawn Racing and Gaming in Hot Springs, Arkansas. This is a horse-racing facility that has been in business for over 100 years, but wanted to create an upscale eye-catching entry for their location. The implement held by each of the dancers here is a Chinese muscial instrument called a pipa. Existence of this instrument dates back to second century B.C. It is one of the more well known musical instruments from ancient China and learning to play it with skill requires (to me at least) a good dose of latent talent. In 1967 Dinky Toys, France introduced the first of their 1400 series model car range. Represented in this series were cars from France, Germany, USA and Italy plus, unusual at the time for a European company, the USSR and Japan. Included were ordinary saloons, sports cars, competition cars and Grand Prix racing cars. The Ferrari 312P, the subject of this photo, was one of the two competition cars in the 1400 series and was issued in June 1970. The other, a Matra 630 Le Mans (1425), was introduced in 1969. A further competition car, a Porsche 917, was scheduled for release as number 1431 in 1970. The Porsche 917 took pride of place on the cover of the 1970 catalogue alongside the Ferrari 312P and was also pictured on page 3. Unfortunately, what would have been a fine addition to the 1400 series was never released.
The first area that comes to mind for this Ferrari 312P is the finesse and quality that Dinky Toys, France implemented for what is essentially a toy car. Placing this besides, for example, a modern Marsh Model hand built and this ‘toy’ Ferrari can still hold its own in such company. However, the original purpose for this Ferrari was not for display on a collectors shelf but to be played with and to this end it required certain features. In the catalogue two were highlighted, one was conventional, that of opening doors, and the other was brand new to Dinky Toys, France. To combat the raise of the ‘fast wheels’ this Ferrari featured ‘Super Rapide’ ‘Speedwheels’ which allowed the toy to run a considerable distance by virtue of thin axles that were pioneered by Mattel and used on their ‘Hot Wheels’ toy cars. However, unlike the generic wheel hub used on ‘Hot Wheels‘ these ‘Super Rapide’ ‘Speedwheels‘ hubs were miniature replicas of Ferrari’s five-spoke alloy hubs and the tyres were still removable. The Ferrari originally came with a promotional leaflet, model specific leaflet, decal application instructions, a sheet of decals for application and a road sign. The competition number 60 was factory applied and represents the car that raced at the BOAC International 500 where it finished fourth. Personally, all the numbers I have seen are 60 but in the 1970 catalogue the car pictured has race number 25. This was the number on the car which came second overall and first in the 3L category at the Sebring 12 Hours in 1969.
The 1400 series effectively came to a conclusion in 1971 with the issue of the last three models. In 1974 an arrangement with Pilen was made and examples of Dinky Toys, France models from that year were made in Spain until this deal ended in 1980. Unfortunately, this Ferrari wasn’t included in Pilen’s production.

Notes about the real deal
The Ferrari 312P spider was introduced in 1969 and three were built. With its 3L engine it was planned to compete in the CIA Group 6 category. This car used the engine that powered the Grand Prix cars but was set up for endurance races. This competition car was capable of speeds of just under 200mph. The spyder (open) version had a relatively short competition period of just a few months in the spring of 1969 and two of the three built were converted into a berlinetta (closed) style body in early June in time for the Le Mans race.
During 1969 a 312P spider, racing number 25, came second overall and first in the 3L category at the 12 Hours of Sebring held 22nd March. Then at the Spa 1000 km held on 11th May it also finished second, racing number 8. At the Le Mans test weekend held on 29/30th March 1969 the 312P spyder performed poorly. This led to an eventual re-design with a berlinetta body which improved aerodynamics needed on the long straights at the Le Mans circuit. At the BOAC International 500 World Championship Sportscar Race held on 13th April a 312P spider finished fourth, racing number 60. This happens to be the same number on the Dinky Toys, France Ferrari 312P. A couple of weeks after a 312P spyper was written off as a result of an accident during the 1000 km race at Monza.
The two remaining 312P’s spyders were converted into berlinettas in time for Le Mans held on 14/15th June. One retired after an accident on the first hour and the other retired due to gearbox failure after competing for 16 hours.

I actually stayed home today. I have been working on getting my late husband’s basement workshop cleaned out for over 6 months now. It’s a 40 by 13 foot space. I’ve hauled several loads of scrap metal to the recycler and sold it, had literally a ton of scrap wood and trash hauled to the dump, given and sold things to friends and family, and had an auction house come in and take everything left that was saleable. It’s involved hours and hours of going through and sorting things. I finished emptying it this weekend, and hired someone to come in and do the cleaning. They came this morning, and now it is empty and clean, and ready for me to start putting back the things I am keeping. Part of the space will be my “photography studio” where I can set up my lights and softbox and a table and leave them. A great sense of accomplishment, but very bittersweet. Another piece of my husband’s presense is gone. Sad, but neccessary if I am to recover and move forward.

Bold and pointed: reconstruction of the Razumovsky palace in Vienna

Two major art collectors acquired the palais, in need of renovation, from the city of Vienna and installed there an Art Foundation with Gallery, as well as an apartment flat in the attic. The conversion of the listed building required sensitivity. Not authentic components were removed, top floor and staircase completely renovated, an underground parking built - anything in concordance with the Heritage Office.

The palace was the in time of the Vienna Congress in 1806 built for Prince Andrew Kirillovitch Razumovsky, the diplomat of the Russian Tsar Alexander. Razumovsky was music patron and art collector and his palace is considered a jewel of the Viennese architectural heritage. Architect of the ensemble of three buildings with over 11,000 m² was the Belgian Louis Montoyer. During the Second World War the building suffered damages that were only provisionally repaired and in the postwar period the house fell into bad ways.
In the reinterpretation of the Razumovsky palace it was on the one hand a matter to comply with the historical form, on the other hand to develop a contemporary solution for the new spatial requirements.
The new aluminum clad roof, a steel truss structure, supported by a number of Vierendeel carriers, fits naturally into the existing ensemble. The penthouse apartment is surrounded by terraces and features floor to ceiling vertical glazing. Sun protection slats of extruded aluminum form the original roof shape, provide shade and frame the view to the outside.
The ground floor was, arguably completely in line with the art-loving first owner, converted in a six -meter-high gallery. The two larger rooms were connected by the insertion of a new additional level between two free-standing angled concrete slices.
The staircase designed Baar-Baarenfels completely new with an organically shaped staircase made of concrete, which is not mounted on the wall - a constructive feat, since the shape results from the static flow of forces. Thus, the mass of concrete nevertheless looks slimly and elegantly shaped, almost floating.
The elevator shaft of 13.70m consists of self-supporting glass walls, mounted on steel brackets to produce maximum brightness and transparency. The elevator cab consists on three sides of black glass and though the glass ceiling of the cabin the user should as clearly as possible perceive the vertical movement. The elevator constitutes at the same time the transition from the historical component to the modern apartment rooms in the attic. From there, one overlooks the park of the palace and the adjacent buildings .
The jury of the World Architecture Festival in 2013 praised the work of the architect Baar-Baarenfels: "There is perhaps only once in a lifetime the opportunity to influence a 200 year old building with great historical significance. The architect through his implementation has been successful in the architectural resolution of a paradox: a bold design concept that is in the expression tender and pointed."
