Unite against the Vitriolic Communal Campaign of ABVP!! Friends, 18/09/08 The SFI condemns in strongest possible words the rabidly communal campaign that 1s being done by the ABVP in this campus after the Delhi Blasts, which took place on Saturday. In 1ts third consecutive pamphlet s1nce Sunday, the ABVP has once again come up with a venomous campaign against religious minorities 10 our country in t11e name of its so-called "war on terror"'. In an outrageous manner, ABVP's pamphlet dated 161h Sept. has individually targeted some fellow students who had brought out some releases condemning the Delhi Blasts and ABVP's communal pamphleteering. It is quite clear that this campaign is aimed at creating a communal polarization in the campus and strengthening the communal agenda at the Sangh Parivar in the country. Paranoia is being engmeered in the country to push for the reinstatement of dracon1an laws like the TADA and POTA (imposed during the NDA's tenure) 1n the name of fighting terror. It is the responsibility of all secular-democratic forces in the country that a wider unity is built to defeat the communal designs of the right reactionary forces to whip up communal frenzy. Ot course, there is no denying the fact that terrorism is a senous threat to the unity and stability of our country. The recent increase in the number of terrorist attacks in the last few months reflects serious lapses on the part ot intelligence agenctes and home ministry in the country. The UPA government, particularly the Union Home Minister has completely failed to take any corrective measures or evoke confidence among the masses. If anything, the insensitive and lame duck attitude of the government in dealing with the situation has only emboldened the communal-fascist campaign of the RSS-BJP which is targeting minorities and pushing for reinstating draconian detention laws like the POTA. The ABVP and BJP must answer to the people of this country that if POTA and TADA are the solution to terrorist attacks or only the BJP can deal with terrorism, then why did some of the worst terrorist attacks in India like the Parliament attack, Red Fort attack or Akshardham Temple attack in Gujarat take place during the NDA's tenure when all these laws were in place? The country has not forgotten how the NDA government made a mess of the IC-814 plane hijack's case and no one else but country's foreign minister Jaswant Singh himself took 3 terrorists to Afghanistan in return for the hijacked passengers. Perhaps the ABVP would also enlighten the student community that what was the reason for the shameful failure on part of the intelligence agencies in timely detecting the Pakistani intrusion in Kargil in 1999, under the visionary leadership of Mr. Atal Bihari Vajpayee? Had there been a t1mely detection of this intrusion, hundreds of soldiefs would not have lost there lives 1n the Kargil war. So much for the BJP's anti-terror and nationalism rhetoric!! There is enough factual evidence to prove that the conviction rate for people booked under laws like TADA and POT A is abysmally low and these laws have been widely used to detain innocent Muslims without any documentary proof of them bemg involved in terrorist acts. What is needed to curb terrorism and prevent terrorist attacks is a well functioning intelligence and security system. The National Security Advisor has himself admitted today that there were serious lapses on part of the intelligence agencies in dealing with the terrorist activities. No TADA or POTA can prevent terrorist altacks 1f the intelligence agenctes cannot get their acts together. The central investigative agency of the country CBI. which has been handling the investigation of such incidents. displayed its 'efficiency' to the country in the Arushi murder case!! Political opportunism and degeneration of the two main ruling parties BJP and the Congress. have reduced the intelligence and investigative agencies like the CBI as a tool to settle political scores with opponents. Strong pressure must be built to push for a strengthened internal security and intelligence apparatus 1n the country. The UPA government must convene a Parliament session and present a report on this matter to the people. It is obvious that none of these con~erns bother the ASS or the ABVP in this campus. Its only agenda 1s to whip up communal passions and gather political mileage. The SFI IS under no illusions that the ultimate aim of both kinds of fundamentalist forces be it terrorist organizations ltke Indian Muiahideen or communal fascist forces like the BJP and the ABVP is to weaken the secular-democratic fabric of this country. Any democratic state must ens~re that it~ citizens are assured of at least the right to safe livelihood. Justice must be delivered to the people who have been victims of mindless VIOlence, whether it is a terrorist attack or killings of innocent Muslims and Christians in Gujarat, Orissa or Karnataka. But as people ~ho celebrate the anti-imperialist and secular legacy in India we must ensure that ne1ther terrorism nor Hindu Fascism is allowed to prevail_over our secular-democratic ethos. The SFI calls upon the student community to defeat the communal fascist politics of the Sangh GJroh and strengthen our struggle against both communalism and terrorism. We appeal to the students join tonight's Protest Meeting followed by Effigv Burning against ABVP's rabid 11atemongering and communal pamp/1/eteering in largenumbers. .

Less than two weeks back, a young Naga girl from Manipurstaying in neighbouring Munirka was sexu-.
ally assaulted and brutally murdered. This gruesome murder caught national attention due to the sheer barbar-. .
ity it revealed. However, the fact of the matter is that violent and racist attacks on people from the north east are Nagaland were abused and attacked in South Delhi. In October alone, there were five reported different in-unfortunately not an exception, even in a metropolis like Delhi. Just a couple of days back, two students from stances ofviolence against north eastern people, in the form of attacks, molestation, rape and murderin Delhi. .
In the wake of increasing incidents of assault and discrimination against the students and people of .
north-east, the response of the government has been marked by inaction and apathy. The Delhi Police in fact .
has shamelessly worked to perpetuate racial stereotypes against people from the north east. In 2007, the Delhi Police authorities thought it fit to prepare a separate booklet on a "code of conduct" and "dress code" .
exclusively for people from the Northeast, ostensibly to help them to "blend" with the rest of Delhi society. This .
booklet, called "Security tips for Northeast StudentsNisitors in Delhi", reveals the most outrageous prejudices. .
, it advices them "not to create .
For instance, it asks women from the north east not to wear "revealing clothes11 ruckus in the neighbourhood by preparing smelly dishes such as the Bamboo Shoot and the Akhuni." Such blatant cultural policing and racial stereotyping, especially coming with explicit official sanction per-.
petuates the sense of alienation and isolation of people coming from the north east As it is, there are .
innumerable cases where students from the north east are refused accommodation simply because of their .
ethnicity. There are also prevalent notions that women from the north east are "immoral". There is no confusion that this widespread mindset of intolerance is a result ofstate policy, which feels .
the need for special powers in the north east region. The attempt is to clamp down on specific identity of NE. .
On the one hand, governments perpetuate the feeling of"otherness" and dictate that people living in the north .
east confirm to certain strict regulations if they wish to "blend" with the "mainstream11.0n the other hand, there .
is a very visible, palpable reluctance of the Indian state to address the genuine questions of nationality and .
aspirations ofself-determination with any degree of honesty. In Delhi, the government routinely pretends to show concern for the welfare and safety of the people from the north east. The Shiela Dixit government for instance has announced a "Help Line" for NE people. At the same time, the very same Congress continues the military offensive in the north east. For the .
past 50 years, the draconian Armed Forces Special Powers Act (AFSPA) has been used as a shield by .
the Indian Army to illegal detain, torture, murder and rape with shameless impunity. In 1958, when the .
AFSPA was first implemented, the then Manipur MP. L. Achaw thus described this concentration camp law: ~~Howcan we imagine that these military officers should be allowed to shoot to kill and without warrant arrest and search? This is a lawless law." Even the Justice Jeevan Reddy report of 2005 on the AFSPA observes: .
"{the} Act, for whatever reason, has become a symbol ofoppression, an object ofhate and an instrument of .
