On February 7, 2006, the city of Málaga, Spain opened the Walk of Canadians in his memory. This avenue, which runs parallel to the beach "Crow Rock" direction to Almeria, paid tribute to the solidarity action of Dr. Norman Bethune and his colleagues who helped the population of Málaga during the Spanish Civil War. During the ceremony, a commemorative plaque was unveiled with the inscription: "Walk of Canadians - In memory of aid from the people of Canada at the hands of Norman Bethune, provided to the refugees of Málaga in February 1937". The ceremony also conducted a planting of an olive tree and a maple tree representative of Spain and Canada, symbols of friendship between the two peoples.

Larry Powell was awarded the Oustanding Contribution Award for his work on negotiating hedge fund fees.

"Student Receive Special Scholarships

 

Hard work and outstanding marks have just been rewarded by the University for 12 students who chose to take up tertiary studies at the institution this year.

 

The 12 students- all of whom gained Tertiary Entrance Ranking of 99 marks or more or more from a possible 100 masks in last year’s High School Certificate – have been presented with special scholarships to assist them with their university studies.

 

The Higher Education Contribution Scheme Scholarships ar made available to year 12 students who attend Hunter Region high schools and elect to enrol at The University of Newcastle.

 

The students were all placed in the top two percent of the State in the 1990 School Certificate and have enrolled in a wide range of course at the University.

 

The Deputy Registrar (Academic), Mr Frank Hawkins, said the achievement of the students was above expectations and reflected the calibre of the people being attracted to tertiary studies in Newcastle.

 

“The scholarships are awarded purely on academic merit,’ said Mr Hawkins.

 

“About 3,000 students enrolled in first year studies at the university this year and to get placed in the top 12 – and gain marks which put them in the top echelon of New South Wales – is an outstanding record for which the students can be proud.”

The scholarships are made available by the University for first year students enrolled in full-time course and pay the Higher Education Contribution fee for the duration of the students’ course.

 

Mr Harkins said more than 30 students were now holders of HECS Scholarships under the scheme which was initiated by the University in 1990.

 

“It’s interesting to note that this year’s scholarship winners came from nine different high schools within the Hunter Region which is evidence of the high standard of secondary education in the area,” said Mr Hawkins.

 

“The scholarships each year are promoted in the region’s high schools and the university believes it will continue to attract top ranking students, especially when the Year 12 students realise that the university is trying to support them in their tertiary studies.”

Surf Life Saving NSW’s own Lifesaver of the Year, Ryan Rosenbaum from Tacking Point SLSC, picked up the Most Significant Contribution to Water Safety by an Individual.

  

Ryan has been a member of Surf Life Saving NSW for 21 years since joining as a Nipper and patrolling for the past eleven seasons. Ryan has also patrolled on the Mid North Coast Rescue Water Craft since 2005.

  

Ryan has contributed to the aquatics industry in numerous ways and his contribution has ensured his local community can enjoy a safe beach environment. This also extends to community events where he has provided and coordinated first aid and water safety.

  

Through his role as Branch Duty Officer and involvement with the development of text messaging services for duty officers in conjunction with the Club call out teams, Ryan has contributed to the delivery of an increased call out capability. This has enabled the local resources to quickly respond to aquatic incidents in the area, another benefit to the community. This service will be rolled out across NSW as best practice for emergency callouts.

Parish Church, (Anglican). C15, restored early and mid C19. Ashlar, rubble, lead roofs. West tower, nave north and south aisles, south porch, chancel; all Perpendicular. Tower, ashlar, tall 4 stages with set back buttresses joined across the angle and a south east half octagon stair turret; first stage is blank north and south and has a west door under a heavily moulded pointed arch with drip mould with decorative stops, above that a tall 4 light window under a hoodmould; at junction of each stage, buttresses have weathered setbacks; second stage has 2 light windows under hoodmoulds and with label cills to north, south and west, that to west is blank with a lily in a vase and is flanked by niches containing Gabriel and Mary, the figures of the Annunciation; third stage has windows as second on all sides, clock face to west; fourth stage has 2 two light windows to north and south, 3 two light windows to east and west; they are divided by attached shafts with pinnacles which rise from string to cornice, buttresses become diagonal and bear pairs of crocketed shafts; trefoil pierced parapet with gargoyles and corner finials; panelled top stage to stair turret with octagonal, conical cap. Nave has 5 pointed 3 light clearstorey windows under a continuous dripstone; attached shafts between each window rise through parapet to crocketed pinnacles; north east and south east polygonal rood stair turrets rise to caps as tower turret. North and south aisles have windows as clearstorey but taller, they also appear east and west, all divided by buttresses, parapet as nave and tower; centre bay to north has inserted door, pointed arch decorated with fleurons under square dripmould. South porch has 3 light square head window over heavily moulded south doorway, polygonal parvice stair, parapet as tower inner porch door restored as at north with fleurons and masonic symbols; under east pier of this door is a fragment of Saxon work with interlaced decoration. Chancel has 2 three light windows under dripmoulds divided by buttresses, diagonal buttresses at east and a shortened east window of 5 lights; south priest's door; at north attached C19 vestry and C20 boiler room. Interior; tall moulded tower arch under line of first roof which predates clearstorey, St. Andrew in niche, now indoors; nave of 5 bays piers with hollows and attached shafts with capitals; clearstorey windows under continuous moulding which meets angel corbels from which roof springs; fine ribbed wagon roof with much embellished wallplates from which tracery extends down into the spandrels below; angels over each window, floral bosses at every junction; similar flat north aisle roof, C20 replacement to south aisle. Superb 7 bay rood screen of 1522, panelled dado with linenfold, Perpendicular tracery, fans rise to carry a multi frieze cornice, wider central bay has pair of doors; rood stair entrance to left under ogee arch with head corbel; chancel has C19 reredos and painted wagon roof and remains of aumbry and piscina. Fittings; perpendicular stone pulpit with crocketed tracery rising to frieze and under a sounding board dated 1621; C12 font with later floral motif; poppy head benches in nave; churchwardens' coat of arms in strapwork dates from Restoration but is overpainted in 1805. Glass; C15 fragments are reset in east windows of both aisles, whither they were removed in 1813 from the roof screen. Memorials; 7 late C18/early C19 tablets, white casket and eulogy on dark grounds. Remembrance Sunday, 8 November 2015

 

In the United Kingdom, Remembrance Sunday is held on the second Sunday in November, which is the Sunday nearest to 11 November, Armistice Day, the anniversary of the end of hostilities in the First World War at 11 a.m. on 11 November 1918. Remembrance Sunday is held to commemorate the contribution of British and Commonwealth military and civilian servicemen and women in the two World Wars and later conflicts.

 

Remembrance Sunday is marked by ceremonies at local war memorials in most cities, towns and villages, attended by civic dignitaries, ex-servicemen and -women, members of local armed forces regular and reserve units, military cadet forces and uniformed youth organisations. Two minutes’ silence is observed at 11 a.m. and wreaths of remembrance poppies are then laid on the memorials.

 

The United Kingdom national ceremony is held in London at the Cenotaph in Whitehall. Wreaths are laid by Queen Elizabeth II, principal members of the Royal Family normally including the Duke of Edinburgh, the Prince of Wales, the Duke of Cambridge, the Duke of York, the Princess Royal, the Earl of Wessex and the Duke of Kent, the Prime Minister, leaders of the other major political parties, the Secretary of State for Foreign and Commonwealth Affairs, Commonwealth High Commissioners and representatives from the Royal Navy, Army and Royal Air Force, the Merchant Navy and Fishing Fleets and the civilian services, and veterans’ groups. Two minutes' silence is held at 11 a.m., before the laying of the wreaths. This silence is marked by the firing of a field gun on Horse Guards Parade to begin and end the silence, followed by Royal Marines buglers sounding Last Post.

 

The parade consists mainly of an extensive march past by veterans, with military bands playing music following the list of the Traditional Music of Remembrance.

 

Other members of the British Royal Family watch from the balcony of the Foreign and Commonwealth Office.

 

After the ceremony, a parade of veterans and other related groups, organised by the Royal British Legion, marches past the Cenotaph, each section of which lays a wreath as it passes. Only ticketed participants can take part in the march past.

 

From 1919 until the Second World War remembrance observance was always marked on 11 November itself. It was then moved to Remembrance Sunday, but since the 50th anniversary of the end of the Second World War in 1995, it has become usual to hold ceremonies on both Armistice Day and Remembrance Sunday.

Other pieces of music are then played during the march past and wreath laying by veterans, starting with Trumpet Voluntary and followed by It's A Long Way To Tipperary, the marching song of the Connaught Rangers, a famous British Army Irish Regiment of long ago.

 

The following is complied from press reports on 8 November 2015:

 

"The nation paid silent respect to the country's war dead today in a Remembrance Sunday service. Leading the nation in remembrance, as ever, was the Queen, who first laid a wreath at the Cenotaph in 1945 and has done so every year since, except on the four occasions when she was overseas.

 

Dressed in her customary all-black ensemble with a clutch of scarlet poppies pinned against her left shoulder, she stepped forward following the end of the two-minute silence marked by the sounding of Last Post by 10 Royal Marine buglers.

 

The Queen laid her wreath at the foot of the Sir Edwin Lutyens Portland stone monument to the Glorious Dead, then stood with her head momentarily bowed.

 

She was joined by King Willem-Alexander of the Netherlands, who was invited to the Cenotaph for the first time to lay a wreath marking the 70th anniversary of the liberation of the Netherlands by British troops.

 

Watched by his wife Queen Maxima, who stood next to the Duchess of Cambridge in the Royal Box, the King laid a wreath marked with the simple message, 'In remembrance of the British men and women who gave their lives for our future.'

 

Wreaths were then laid by members of the Royal Family, all wearing military uniform: Prince Philip; then Prince Andrew, Prince Harry and Prince William at the same time ; then Prince Edward, Princess Anne and the Duke of Kent at the same time.

 

Three members of the Royal Family laying wreaths at the same time was an innovation in 2015 designed to slightly reduce the amount of time of the ceremony and thereby reduce the time that the Queen had to be standing.

 

Prince Charles attended a remembrance service in New Zealand.

 

The Prime Minister then laid a wreath. The Leader of the Opposition and Leader of the Labour Party, Jeremy Corbyn, appeared at the Cenotaph for the first time. He wore both a suit and a red poppy for the occasion.

 

His bow as he laid a wreath marked with the words 'let us resolve to create a world of peace' was imperceptible – and not enough for some critics. Yet unlike the 75th anniversary of the Battle of Battle service earlier this year, Mr Corbyn did join in with the singing of the national anthem.

 

Following the end of the official service at the Cenotaph, a mammoth column more than 10,000-strong (some 9,000 of whom were veterans) began marching along Whitehall, saluting the Cenotaph as they passed, Parliament Street, Great George Street, Horse Guards Road and back to Horse Guard Parade. The Duke of Cambridge took the salute from the column on Horse Guards Parade.

 

Time takes its inevitable toll on even the most stoic among us, and this year only a dozen World War Two veterans marched with the Spirit of Normandy Trust, a year after the Normandy Veterans' Association disbanded.

 

Within their ranks was 95-year-old former Sapper Don Sheppard of the Royal Engineers. Sheppard was of the eldest on parade and was pushed in his wheelchair by his 19-year-old grandson, Sam who, in between studying at Queen Mary University, volunteers with the Normandy veterans.

 

'It is because of my admiration for them,' he says. 'I see them as role models and just have the utmost respect for what they did.'

 

While some had blankets covering their legs against the grey November day, other veterans of more recent wars had only stumps to show for their service to this country during 13 long years of war in Afghanistan.

 

As well as that terrible toll of personal sacrifice, the collective losses – and triumphs - of some of the country’s most historic regiments were also honoured yesterday.

 

The Gurkha Brigade Association - marking 200 years of service in the British Army – marched to warm ripples of applause. The King’s Royal Hussars, represented yesterday by 126 veterans, this year also celebrate 300 years since the regiment was raised.

 

They were led by General Sir Richard Shirreff, former Deputy Supreme Allied Commander of Nato and Colonel of the regiment who himself was marching for the first time.

 

'We are joined by a golden thread to all those generations who have gone before us,” he said. “We are who we are, because of those that have gone before us.' "

Remembrance Sunday, 8 November 2015

 

In the United Kingdom, Remembrance Sunday is held on the second Sunday in November, which is the Sunday nearest to 11 November, Armistice Day, the anniversary of the end of hostilities in the First World War at 11 a.m. on 11 November 1918. Remembrance Sunday is held to commemorate the contribution of British and Commonwealth military and civilian servicemen and women in the two World Wars and later conflicts.

 

Remembrance Sunday is marked by ceremonies at local war memorials in most cities, towns and villages, attended by civic dignitaries, ex-servicemen and -women, members of local armed forces regular and reserve units, military cadet forces and uniformed youth organisations. Two minutes’ silence is observed at 11 a.m. and wreaths of remembrance poppies are then laid on the memorials.

 

The United Kingdom national ceremony is held in London at the Cenotaph in Whitehall. Wreaths are laid by Queen Elizabeth II, principal members of the Royal Family normally including the Duke of Edinburgh, the Prince of Wales, the Duke of Cambridge, the Duke of York, the Princess Royal, the Earl of Wessex and the Duke of Kent, the Prime Minister, leaders of the other major political parties, the Secretary of State for Foreign and Commonwealth Affairs, Commonwealth High Commissioners and representatives from the Royal Navy, Army and Royal Air Force, the Merchant Navy and Fishing Fleets and the civilian services, and veterans’ groups. Two minutes' silence is held at 11 a.m., before the laying of the wreaths. This silence is marked by the firing of a field gun on Horse Guards Parade to begin and end the silence, followed by Royal Marines buglers sounding Last Post.

 

The parade consists mainly of an extensive march past by veterans, with military bands playing music following the list of the Traditional Music of Remembrance.

 

Other members of the British Royal Family watch from the balcony of the Foreign and Commonwealth Office.

 

After the ceremony, a parade of veterans and other related groups, organised by the Royal British Legion, marches past the Cenotaph, each section of which lays a wreath as it passes. Only ticketed participants can take part in the march past.

 

From 1919 until the Second World War remembrance observance was always marked on 11 November itself. It was then moved to Remembrance Sunday, but since the 50th anniversary of the end of the Second World War in 1995, it has become usual to hold ceremonies on both Armistice Day and Remembrance Sunday.

Other pieces of music are then played during the march past and wreath laying by veterans, starting with Trumpet Voluntary and followed by It's A Long Way To Tipperary, the marching song of the Connaught Rangers, a famous British Army Irish Regiment of long ago.

 

The following is complied from press reports on 8 November 2015:

 

"The nation paid silent respect to the country's war dead today in a Remembrance Sunday service. Leading the nation in remembrance, as ever, was the Queen, who first laid a wreath at the Cenotaph in 1945 and has done so every year since, except on the four occasions when she was overseas.

 

Dressed in her customary all-black ensemble with a clutch of scarlet poppies pinned against her left shoulder, she stepped forward following the end of the two-minute silence marked by the sounding of Last Post by 10 Royal Marine buglers.

 

The Queen laid her wreath at the foot of the Sir Edwin Lutyens Portland stone monument to the Glorious Dead, then stood with her head momentarily bowed.

 

She was joined by King Willem-Alexander of the Netherlands, who was invited to the Cenotaph for the first time to lay a wreath marking the 70th anniversary of the liberation of the Netherlands by British troops.

 

Watched by his wife Queen Maxima, who stood next to the Duchess of Cambridge in the Royal Box, the King laid a wreath marked with the simple message, 'In remembrance of the British men and women who gave their lives for our future.'

 

Wreaths were then laid by members of the Royal Family, all wearing military uniform: Prince Philip; then Prince Andrew, Prince Harry and Prince William at the same time ; then Prince Edward, Princess Anne and the Duke of Kent at the same time.

 

Three members of the Royal Family laying wreaths at the same time was an innovation in 2015 designed to slightly reduce the amount of time of the ceremony and thereby reduce the time that the Queen had to be standing.

 

Prince Charles attended a remembrance service in New Zealand.

 

The Prime Minister then laid a wreath. The Leader of the Opposition and Leader of the Labour Party, Jeremy Corbyn, appeared at the Cenotaph for the first time. He wore both a suit and a red poppy for the occasion.

 

His bow as he laid a wreath marked with the words 'let us resolve to create a world of peace' was imperceptible – and not enough for some critics. Yet unlike the 75th anniversary of the Battle of Battle service earlier this year, Mr Corbyn did join in with the singing of the national anthem.

 

Following the end of the official service at the Cenotaph, a mammoth column more than 10,000-strong (some 9,000 of whom were veterans) began marching along Whitehall, saluting the Cenotaph as they passed, Parliament Street, Great George Street, Horse Guards Road and back to Horse Guard Parade. The Duke of Cambridge took the salute from the column on Horse Guards Parade.

 

Time takes its inevitable toll on even the most stoic among us, and this year only a dozen World War Two veterans marched with the Spirit of Normandy Trust, a year after the Normandy Veterans' Association disbanded.

 

Within their ranks was 95-year-old former Sapper Don Sheppard of the Royal Engineers. Sheppard was of the eldest on parade and was pushed in his wheelchair by his 19-year-old grandson, Sam who, in between studying at Queen Mary University, volunteers with the Normandy veterans.

 

'It is because of my admiration for them,' he says. 'I see them as role models and just have the utmost respect for what they did.'

 

While some had blankets covering their legs against the grey November day, other veterans of more recent wars had only stumps to show for their service to this country during 13 long years of war in Afghanistan.

 

As well as that terrible toll of personal sacrifice, the collective losses – and triumphs - of some of the country’s most historic regiments were also honoured yesterday.

 

The Gurkha Brigade Association - marking 200 years of service in the British Army – marched to warm ripples of applause. The King’s Royal Hussars, represented yesterday by 126 veterans, this year also celebrate 300 years since the regiment was raised.

 

They were led by General Sir Richard Shirreff, former Deputy Supreme Allied Commander of Nato and Colonel of the regiment who himself was marching for the first time.

 

'We are joined by a golden thread to all those generations who have gone before us,” he said. “We are who we are, because of those that have gone before us.' "

Workshop participants met to discuss and share research about German women pioneers in South Australia and their contribution to the State's social, cultural and economic development.

This is a photograph from the annual Na Fianna AC "Bob Heffernan" 5KM Road Race and Fun Run which was held in Johnstownbridge, Co. Kildare, Ireland on Tuesday 19th May 2015 at 20:00. The race has gained a glowing reputation as being one of the fastest 5KM road races in Ireland. This race commemorates the years of work and volunteering that local man Bob Heffernan gave to Meath, Leinster, and Irish athletics from grass roots upwards and his work with the host club Na Fianna AC who have a catchment area in this part of rural North Kildare and South Meath. The race, known affectionately by club-members as simply "Bob's race" is a fitting tribute to commemorate his contribution to this sport. Today's race had another very large attendance with over 420 registered participants. There was a wonderful atmosphere as runners from all over Leinster gathered for a great night's racing. The very changeable and unseasonably weather of late made for an unpredictable night weather wise. A shower of hail fell on runners between 2KM and 3KM and yet this shower didn't fall on the finish area at the Hamlet Court Hotel.

 

This race is part of the annual Meath Road Race League despite the fact that the race is run completely in County Kildare. The Na Fianna club, who organise the race, have a catchment area of South Meath and North West Kildare. The current route for the race has stayed the same over the past few years. However previous to that the race was held in Enfield and also Rathmoylan in County Meath. This road race has grown from strength to strength year on year and is now one of the premier 5KM races in Ireland and one of the top club attended races in Leinster. The race starts on the busy Enfield to Endenderry road and this requires a big effort from stewards and marshalls. However, as always, the event was a resounding success with personal bests and great runs from many of the participants.

As mentioned above we take these photographs as a hobby and as a voluntary contribution to the running community in Ireland. Very often we have actually ran in the same race and then switched to photographer mode after we finished the race. Consequently, we feel that we have no obligations to capture a photograph of every participant in the race. However, we do try our very best to capture as many participants as possible. But this is sometimes not possible for a variety of reasons:

 

     ►You were hidden behind another participant as you passed our camera

     ►Weather or lighting conditions meant that we had some photographs with blurry content which we did not upload to our Flickr set

     ►There were too many people - some races attract thousands of participants and as amateur photographs we cannot hope to capture photographs of everyone

     ►We simply missed you - sorry about that - we did our best!

The McHenry County Sheriff’s Office welcomed the 55 riders, and their support staff of the 12th annual “Cycle Across Illinois” this Sunday, July 17. The annual ride recognizes and honors the extraordinary contributions of law enforcement officers who have died in the line of duty. This year’s ride is honored, among others, McHenry County Sheriff’s Office own Deputy Dwight Maness, EOW: Sept. 14, 2015. Deputy Maness died unexpectedly as he was recuperating from gunshot wounds he suffered while responding to a possible domestic disturbance in Holiday Hills, IL. In April 2015, the gunman was convicted of attempted murder and was sentenced to 135 years in prison. The 4-day, 400-mile bike ride left Alton, IL. Thursday July 14, and ended Sunday, July 17, at the McHenry County Sheriff’s Office in Woodstock, IL. The ride raises funds and awareness for the Illinois Chapter of Concerns of Police Survivors. IL C.O.P.S. is an organization dedicated to helping survivors of law enforcement officers who have died in the line of duty. They represent both the survivors of Illinois officers and the families of officers across the country who call call Illinois home. The 2015 “Cycle Across Illinois” raised $92,571 for IL C.O.P.S.

Change in gross domestic product (GDP) is the main indicator of economic growth. GDP increased by 0.7% in Q4 2013 compared with Q3 2013.

Output increased in three of the four main industrial groupings within the economy in Q4 2013 compared with Q3 2013. Output increased by 0.5% in agriculture, 0.7% in production and 0.8% in services. However, output decreased by 0.3% in construction.

“Mr. President,

 

I congratulate the Republic of Korea for assuming the presidency of the Security Council for the month of February.

 

I also thank your Excellency for convening this timely and important high-level debate on the protection of civilians in armed conflict.

 

I would like to greet Her Excellency Louise Mushikiwabo, Minister of Foreign Affairs of Rwanda, and His Excellency Elmar Mammadyarov, Minister of Foreign Affairs of Azerbaijan, and thank them for their contribution to this debate.

 

I am equally grateful to Secretary-General Ban Ki-moon for his very informative briefing and to High Commissioner Navi Pillay and Mr Philip Spoerri, of the International Committee of the Red Cross, for their remarks.

  

Mr. President,

 

As we gather to discuss this crucial item in the Council’s agenda, our departing point must be the acknowledgement that, as indicated by the Secretary-General in his latest report, the state of affairs regarding the protection of civilians is "abysmal".

 

Civilians continue to be injured, displaced and killed in great numbers and submitted to all kinds of hardship in many parts of the world.

 

It is our collective moral and political responsibility to confront this situation and offer civilians under actual or potential risk improved prospects.

 

The difficulties that have prevented us from adequately discharging our responsibilities around the protection of civilians do not stem from differences on the fundamental ethics underlying the concept.

 

They stem from differences that prevent us from translating our common ethics into agreed policies that will lead to coherent and effective results.

 

The use of force in the protection of civilians stands out as an issue that divides opinions, compromises efforts towards the peaceful settlement of disputes, and distances us from dealing with the multifaceted issues surrounding protection.

 

As regards the use of force, a Brazilian concept paper on the “responsibility while protecting” was shared with the Security Council in 2011.

 

In our view, resort to military action should always be an exceptional measure, after all peaceful means have been exhausted and only upon the authorization of this Council.

 

And if force is authorized, it must be judicious, proportionate and limited to the objectives established by the Council. One must be careful not to worsen a situation that puts civilians at risk and involuntarily contribute to further violence and instability.

 

Furthermore, the Council should ensure before the wider membership that military action is monitored and resolutions are interpreted and implemented in a way that guarantees the observance of responsibility while protecting.

 

Events in the recent past make us ponder whether direct military intervention or support to armed groups has led to improved circumstances for civilians or to further instability and violence.

 

However, even as we ponder on past experience, we could easily agree on the notion that the most effective way to protect civilians is to prevent armed conflict and, should it arise, display a real commitment to its resolution by peaceful means.

 

The Charter provides a basis for associating the maintenance of peace and security with the promotion of socioeconomic and institutional development, as well as respect for human rights.

 

I had the opportunity to highlight this aspect in the debate under Brazil’s presidency, in February 2011, on the interdependence between peace, security and development.

 

It is possible to argue that the promotion of sustainable development, poverty eradication and food security contributes to the promotion of peace and security by creating a more stable environment for civilians.

 

It is regrettable that the world should spend astronomical resources on the development of weapons and military budgets, while we are still short of meeting ODA targets, as agreed in the 2002 Monterey Consensus.

 

This disturbing situation was described by Secretary General Ban Ki-moon in a powerful article published last August. As he said, the world is over-armed and peace is under-funded.

 

If we are seriously to commit to the protection of civilians – and if we all agree this should be done first by avoiding the emergence of conflict – we must seek to revert this trend.

 

The upcoming Conference on the Arms Trade Treaty offers us an opportunity to take a meaningful step and agree on rules that will help spare civilians from the consequences of poorly monitored flows of arms.

 

On the nuclear disarmament and non-proliferation front, consistent and balanced progress needs to be made. We cannot afford to leave this agenda unfinished. In this context, I must say that the Brazilian Government condemns the new nuclear test carried out by the DPRK. We urge the North Korean Government to fully comply with all relevant UNSC resolutions on the matter.

 

In the same vein of approaching the protection of civilians as a means to avoid conflict, this Council should fully assume its responsibility regarding the plight of those who are victimized on a daily basis in protracted conflicts, such as the one between Israel and Palestine.

 

The protection of civilians must be implemented in a universal and non-selective manner.

 

Civilians ought to be equally protected against threats of violence, be it in Homs or in Gaza; in Khandahar or in Timbuktu. And multilateral efforts should comply with International Human Rights Law and International Humanitarian Law, including in the context of the fight against terrorism.

 

Under this heading, Brazil welcomes the announcement by the UN Special Rapporteur on Counter-Terrorism and Human Rights concerning the launch of an inquiry into the civilian impact, and human rights implications of the use of drones and other forms of targeted killing for the purpose of counter-terrorism and counter-insurgency.

 

We welcome the increased participation of regional organizations, such as the African Union, in efforts towards mediation and conflict-resolution in coordination with multilateral efforts, in accordance with relevant provisions of the Charter.

 

But at the same time we must recognize that coordination between the regional and the multilateral has not always been satisfactory and that improved governance will be required to effectively deal with situations of instability in which civilians are placed at risk.

 

The complexity of the challenges requires inclusiveness in decision-making and in the implementation of decisions. In this respect, a word on the long overdue Security Council reform is also justified.

 

A more representative and legitimate Security Council can, and in my opinion will, help lead to decisions and strategies that contribute to avoid conflict and protect a greater number of civilians.

 

Negotiating and building common ground is the fundamental task of this Council. And in this regard, diplomacy is of the essence and should not be equated, as it sometimes is, with lack of resolve.

 

The phrase “there is no military solution to” is being increasingly used and may reflect the recognition that we are entering a phase of greater openness to dialogue, negotiation, diplomacy – certainly a tendency which Brazil would favor.

 

Syria certainly comes to mind and Brazil agrees with those who are of the view that there is no military solution to the Syrian crisis and that this Council should firmly and unequivocally rally behind the efforts of Joint Special Envoy Lakhdar Brahimi, on the basis of the Geneva Plan of Action – which clearly opposes “militarization”.

  

Mr. President,

 

I believe that, after recent experiences in the use of force for the protection of civilians, the international community can now better appreciate the value of conflict prevention and the peaceful settlement of disputes, including as tools to ensure the safety of those whom it wishes to protect.

 

My conclusion points to the importance of strategies that protect civilians in situations of conflict through non-military efforts.

 

First, we see the need for a broader awareness on the importance of dealing with the prevention of conflict by peaceful means, including through the promotion of social and economic development, intensified efforts towards the full implementation of disarmament and non-proliferation commitments, and by seriously confronting crucial challenges such as Israel and Palestine, among others.

 

Second, in situations where conflicts do break out, we see the urgency of placing more emphasis on diplomacy and dialogue as the primary tools in addressing them.”

“Senhor Presidente,

 

Felicito a República da Coréia por assumir a presidência do Conselho de Segurança durante o mês de fevereiro.

 

Agradeço também a Vossa Excelência por convocar este oportuno e importante debate de alto nível sobre a proteção de civis em conflitos armados.

 

Gostaria de saudar Sua Excelência Louise Mushikiwabo, Ministra dos Negócios Estrangeiros de Ruanda, e Sua Excelência Elmar Mammadyarov, Ministro das Relações Exteriores do Azerbaijão, e agradecer-lhes por sua contribuição para este debate.

 

Sou igualmente grato ao Secretário-Geral Ban Ki-moon por seu “briefing” muito informativo, bem como à Alta Comissária Navi Pillay e ao Senhor Philip Spoerri, do Comitê Internacional da Cruz Vermelha, por suas observações.

   

Senhor Presidente,

 

Ao nos reunirmos para discutir este item fundamental da agenda do Conselho de Segurança, nosso ponto de partida deve ser o reconhecimento de que a situação da proteção de civis é "abismal", tal como indicado pelo Secretário-Geral em seu último relatório.

 

Civis continuam a ser feridos, deslocados e mortos em grande número e submetidos a todo tipo de dificuldades em muitas partes do mundo.

 

É nossa responsabilidade coletiva, tanto moral quanto política, enfrentar esta situação e oferecer perspectivas de melhoria a civis que estejam sob riscos reais ou potenciais.

 

As dificuldades que nos têm impedido de cumprir adequadamente as nossas responsabilidades relativas à proteção de civis não derivam de divergências sobre os fundamentos éticos que estão na base desse conceito.

 

Elas resultam de divergências que nos impedem de traduzir nossa ética comum em políticas mutuamente acordadas que levarão a resultados coerentes e eficazes.

 

O uso da força para a proteção de civis destaca-se como tema que divide opiniões, compromete esforços voltados à solução pacífica das controvérsias e nos distancia do tratamento multifacetado dos temas relacionados à proteção.

 

No que se refere ao uso da força, o Brasil compartilhou com o Conselho de Segurança em 2011 um documento de reflexão sobre "responsabilidade ao proteger".

 

Em nossa opinião, o recurso à ação militar deve ser sempre uma medida excepcional, tomada depois de esgotados todos os meios pacíficos e apenas mediante a autorização deste Conselho.

 

Se a força for autorizada, deve ser empregada de forma criteriosa, proporcional e limitada aos objetivos estabelecidos pelo Conselho. É preciso ter cuidado para não agravar uma situação que coloca civis em risco e gerar, involuntariamente, mais violência e instabilidade.

 

Além disso, o Conselho deve assegurar aos membros da ONU que as ações militares sejam monitoradas e que as resoluções sejam interpretadas e implementadas de modo a garantir o respeito à responsabilidade ao proteger.

 

Alguns acontecimentos no passado recente nos fazem refletir sobre se a intervenção militar direta ou o apoio a grupos armados levaram a uma melhoria das condições para os civis ou a uma situação de maior instabilidade e violência.

 

Entretanto, mesmo quando refletimos sobre a experiência passada, podemos facilmente chegar à conclusão de que a maneira mais efetiva de proteger os civis é evitar conflitos armados e, caso esses conflitos surjam, demonstrar compromisso real com a sua resolução por meios pacíficos.

 

A Carta da ONU constitui a base para que possamos associar a manutenção da paz e segurança à promoção do desenvolvimento sócio-econômico e institucional, bem como ao respeito aos direitos humanos.

 

Eu tive a oportunidade de destacar esse aspecto no debate realizado sob a presidência brasileira do CSNU, em fevereiro de 2011, sobre a interdependência entre paz, segurança e desenvolvimento.

 

É possível argumentar que a promoção do desenvolvimento sustentável, da erradicação da pobreza e da segurança alimentar contribui para a promoção da paz e segurança na medida em que promove um ambiente mais estável para os civis.

 

É lamentável que o mundo gaste recursos astronômicos no desenvolvimento de armas e na manutenção de elevados orçamentos militares, ao mesmo tempo em que continuamos aquém do cumprimento das metas de Assistência Oficial ao Desenvolvimento, conforme acordado no Consenso de Monterrey de 2002.

 

Esta situação preocupante foi descrita pelo Secretário-Geral Ban Ki-moon em um impactante artigo publicado em agosto passado. Como disse o Secretário-Geral, o mundo está sobre-armado e a paz está sub-financiada.

 

Se estamos seriamente comprometidos com a proteção de civis - e se todos concordamos que isso deve ser feito evitando-se, em primeiro lugar, o surgimento de conflitos – devemos buscar reverter essa tendência.

 

A próxima Conferência sobre o Tratado do Comércio de Armas nos oferece oportunidade de dar um passo significativo e chegar a um acordo sobre regras que ajudarão a poupar os civis das consequências do fluxo desregulado de armas.

 

No campo do desarmamento e da não-proliferação nuclear, é preciso haver progresso consistente e equilibrado. Não podemos nos dar ao luxo de deixar essa agenda sem uma conclusão. Neste contexto, devo dizer que o Governo brasileiro condena o novo teste nuclear realizado pela República Democrática e Popular da Coréia. Instamos o Governo norte-coreano a cumprir integralmente todas as resoluções do Conselho de Segurança sobre o assunto.

 

Na mesma linha de abordagem da proteção de civis como forma de evitar conflitos, este Conselho deve assumir plenamente sua responsabilidade com relação à situação daqueles que são vítimas diárias de conflitos prolongados, como o conflito entre Israel e Palestina.

 

A proteção de civis deve ser implementada de forma universal e não-seletiva.

 

Os civis devem ser igualmente protegidos contra ameaças de violência, sejam elas em Homs ou em Gaza; em Khandahar ou Timbuktu. Esforços multilaterais devem estar de acordo com os Direitos Humanos e com o Direito Internacional Humanitário, inclusive no contexto da luta contra o terrorismo.

 

Nesse particular, o Brasil saúda o anúncio feito pelo Relator Especial da ONU sobre Contra-terrorismo e Direitos Humanos a respeito do lançamento de investigações sobre o impacto, para os direitos humanos de civis, do uso de “drones” e outros meios de assassinatos seletivos com objetivos de contra-terrorismo e contra-insurgência.

 

Acolhemos com satisfação a crescente participação de organizações regionais, como a União Africana, em esforços de mediação e resolução de conflitos, em coordenação com outros esforços multilaterais e de acordo com as disposições da Carta das Nações Unidas.

 

Mas, ao mesmo tempo, devemos reconhecer que a coordenação entre os níveis regional e multilateral não tem sido sempre satisfatória e que será necessário contar com melhores meios de governança para lidar, de maneira efetiva, com situações de instabilidade em que civis são colocados em risco.

 

A complexidade dos desafios requer que a tomada e a implementação de decisões seja feita de maneira mais inclusiva. Nesse quadro, justificam-se algumas considerações sobre a reforma, há muito devida, do Conselho de Segurança.

 

Um Conselho de Segurança mais representativo e legítimo pode, e na minha opinião irá, ajudar a adotar decisões e estratégias para evitar conflitos e proteger um maior número de civis.

 

Negociar a fim de criar denominadores comuns é a tarefa fundamental deste Conselho. Neste particular, a diplomacia é essencial e não deve ser equiparada, como se faz por vezes, à falta de determinação.

 

A frase "não há solução militar" está sendo cada vez mais utilizada e pode refletir o reconhecimento de que estamos entrando em uma fase de maior abertura ao diálogo, à negociação, à diplomacia - certamente uma tendência que o Brasil favorece.

 

O caso da Síria certamente vem à tona. Minha conclusão aponta para a importância de estratégias que protejam civis em situações de conflito por meio de esforços não-militares.

 

Primeiro, vemos a necessidade de maior conscientização sobre a importância de lidar com a prevenção de conflitos por meios pacíficos, inclusive por meio da promoção do desenvolvimento sócio-econômico, de esforços redobrados para o pleno cumprimento dos compromissos de desarmamento e não-proliferação, e por meio do enfrentamento de desafios cruciais como o conflito entre Israel e Palestina, entre outros.

 

Em segundo lugar, em situações onde conflitos eclodirem, vemos a urgência de enfatizar a diplomacia e o diálogo como as principais ferramentas para a sua resolução.

This is the 35th year of the SSE Airtricity Dublin Marathon, which is run through the historic Georgian streets of Dublin, Ireland's largest and capital city. This photograph was taken in Dublin City Center Mount Street Canal Bridge which is just before the 26 mile mark on Mount Street.

Very often we have actually ran in the same race and then switched to photographer mode after we finished the race. Consequently, we feel that we have no obligations to capture a photograph of every participant in the race. However, we do try our very best to capture as many participants as possible. But this is sometimes not possible for a variety of reasons:

 

     ►You were hidden behind another participant as you passed our camera

     ►Weather or lighting conditions meant that we had some photographs with blurry content which we did not upload to our Flickr set

     ►There were too many people - some races attract thousands of participants and as amateur photographs we cannot hope to capture photographs of everyone

     ►We simply missed you - sorry about that - we did our best!

  

You can email us petermooney78 AT gmail DOT com to enquire if we have a photograph of you which didn't make the final Flickr selection for the race. But we cannot promise that there will be photograph there. This is a photograph from the 30th annual Bohermeen AC Patrick Bell 5KM Road Race, Jog, Walk, and Fun Run which was held at Bohermeen AC, Ardbracan, Navan, Co. Meath, Ireland at 19:30 on Saturday 6th June 2015. The race was held in warm sunshine but with the presence of a very strong headwind which made running conditions difficult in places for all participants. The race commemorates Patrick Bell, the late Bohermeen clubman who died tragically in the summer of 1985 following a traffic accident, whilst returning home from Cork having competed in the National track championships. The wonderful atmosphere, the great racing and participation, the work by the club, Meath Athletics, the local community, and the long summer evening is, yet again, a fitting tribute to Patrick's memory and his contribution to Athletics in Ireland. The race also commemorates clubman Nicky Philips. Congratulations to everyone involved. Everything that is good about grassroots athletics and running in Ireland was on show in Bohermeen tonight. The race route reverted to the 2013 course as last year (2014) the course had to be changed at the last moment due to a funeral which was taking place in the area. The folks at Bohermeen AC and the local community hosted a barbeque, cook-out, and entertainment late into the night. It has earned the reputation as having one of the best after race atmospheres you are likely to find in Ireland. The race started 400m from the Bohermeen AC track and heads towards Navan. The course then makes 3 right hand turns around some beautiful rural country roads and turns back to Bohermeen AC and then back for the final kilometer which is straight to the track and the finish on about 60 meters of athletics track. Over 600 participants took part making it one of the largest 5KM races in the region
