This is grim.
It is a cod who has got himself stuck through the bottom bars of a lobster pot that was lying on its side. A seal has come along and bitten the cod in half. The cod was still alive despite being only half there.

Le Cap Cod (en anglais Cape Cod, « le cap aux morues ») est un cap ou une presqu'île de 100 kilomètres environ de long : Cape Cod. La presqu’île captive par ses caractéristiques naturelles et sauvages : jusqu’à Orleans, le paysage est boisé et la côte est émaillée par de charmants villages historiques. Puis, falaises, dunes et plages élégantes apparaissent. Le Cape Cod National Seashore, réserve naturelle de 11 000 hectares, se place comme une frontière naturelle entre le nord et le sud du cap.
