ON THE JNU STUDENT MOVEMENT AND THE ROLE OF THE ABVP! Friends, _ The ABVP in its pamphlet yesterday, has once again taken the intelligence of the student community for granted. For days now, the ABVP has been engaged in a hate campaign of lies and half-truths. Yesterday's pamphlet carries on in the same vein. This campus is witness to a long history of struggles, under the banner of the SF I-AISF led JNUSU. In a period marked by the withdrawal of the state tom education, which is part of the neoliberal dogma that both the BJP and the Congress celebrates as its economic philosophy, universities aaoss the country are faced with severe fund crunch. The UGC has been abdicating its responsibility of developing the academic intastructure of the universities, be it in terms of construction of new hostels or providing adequate funds for the university libraries. It was in this backdrop that the SFI-AISF raised the slogan of "More Hostels, More Books" and SFI-AISF led JNUSUs since 1997 to 2003 (with the sole exception of 2000 when ABVP had won the Presidenfs post by one vote) have waged relentless struggles and succeeded in forcing the JNU Administration and the Central government to allot more funds to address the problems faced by JNU students. Can the ABVP deny the fact that six new hostels have been constructed in JNU and existing hostels also expanded, during the period 1997 to 2004, when the SFI-AISF has led the students' union except for the year 2000-01? It is the result of this achievement that with the allotment of Lohit-Chanctabhaga~ no outstation student of the University would be without hostel accomodation from this year. Of this struggle for more hostels or this achievement ABVP can claim no part. In fact in 1999, when students were sitting on an indeffnite hungerstrike demanding hostels, ABVP was took out a protest march and burnt the effigy ofthe JNUSU! When the JNU Administration cracked down upon the agftation and 63 students were arrested, 14 of them sent to jail, ABVP sided with the Administration, supported the sine die closure of the university and provided 5sts of Left activists to the Ponce. It was the massive soidarity expressed by the entire university community that ensured that the sine die was withdrawn, the arrested students released and the ploy of the ABVP and the BJP-Ied government to destroy the democratic student movement ofJNU was foiled. Can the ABVP answer .
why out of the 63 students who were an-ested during the decisive agitation on hostels in 1999 (even the Delhi High Court had upheld the demand ofthe agitation and asked the JNU Administration to construct more hostels) none were from the ABVP? It is but natural that the ABVP would seek to conceal its shameful history in this campus by trying to denigrate student movements and struggles on genuine issues, because .
the only movements they befieve and participate in are the likes of RSS-VHP-BJP led ram mandirmovement and anti-reservation agitations. .
The achievement of the outgoing SFI-AISF led JNUSU in reinstating the electerJ students' representatives to the Academic Council, the highest decision making body of the UniVersity, has to be seen in the context when across the counby democratic rights are being curbed elected students' unions are betng banned When the students are being systematically denied representation in decision making bodies of universities, and anti-studentmeasures like fee-hikes and fe!lowship cuts are being imposed undemocratically, the greater democratisation of the Academic Council by mcludmg e'ected student representative, which has been agreed to in principle by the JNU Administration following the recent ag1tation is a big ad.Jance made by the JNU studentmovement We would requestthe ABVP, which has said that no commitment in this regard was made, to go through the agreement signed by the VC (widely publicised by the JNUSU), which clearly mentions that a 3-member Committee would be formed to suggest the modalities of elected students' representation, which has already been agreed upon in principle. While the students have got used to their non-participation in any genuine struggle, it is at least expected that they make sense of agreements signed between the JNUSU and the Administration. .
When the students of JNU were fighting for the formation of the GSCASH, an institution that mari<s a historic achievement in our struggle for genderjustice, the ABVP was engaged in a vitriolic anti-GSCASH campaign, terming it to be an instrumentof 'male victimisation' and trying to invoke patriarchal sentiments to sabotage its formation. While the SFI-AISF has been engaged in a struggle to strengthen the body, the ABVP has been setting the record for a most consistent defence of sexual offenders, by bringing out protest marches in defence of a faculty member who had harassed a foreign student (and indicted by the GSCASH for being guilty of sexual misdemeanours) or defending habitual offender Bhaskar Yadav. Defending aiminality of all varieties has, however, been the USP for the ABVP since long. In this semester ABVP's contribution to JNU has been its repeated attacks on the freedom of expression, whether it was the disruption of the film show on the 14th August or the public meeting on the 171t1 Au gust .
ABVP has sought to justify their 17th August lumpenism by saying that Mr.Geelani is a "suspected terrorist" even when he has been acquitted by the Court and charges against him have been dismissed. They are trying to obfuscate the fact that it was the ABVP, which was on the wrong side of the law on that night, when it tried to physically prevent a free citizen to air his views in public. The SFI·AISF does not endorse the views of Mr.Geelani regarding Kashmir, neither was Mr.Geelani called to speak from our platform. Our views on Kashmir match those of the Left Parties, thatthe solution to the problem of Kashmir neither lies in secession nor continued state repression, but by granting genuine autonomy to Kashmir and making peace with Pakistan. Article 370 of the Indian Constitution needs to be strengthened in this regard and not abrogated as demanded by the BJP or deliberately subverted, as has been done by successive Congress governments at the Centre. Moreover, the SFI-AlSF stands completely opposed to the RSS-ABVP's advocacy of the trifurcation of Jammu and Kashmir on communal lines which is completely opposed to the letter and spirit of the Indian Constitution. The ABVP should introspect whether their opposition to Mr.Geelani's presence in JNU arose outof any genuine concern towards the Kashmir problem, or because of the fact that he is a Muslim from Kashmir who cannot but be a "terrorist" according to their communal outlook. The reason that a section of the population of Kashmir share pro-secessionist views is because of decades-long denlal of their legitimate cultural and material aspirations. If we are truly comm;tled to safeguarding the territorial integrity of India, we have to first recognise this faot and be committed in making conscious efforts to heal the wounds inflicted upon the Kashmiris both by extremist violence and state repre.ssion. As university students, the least that we can do is to listen and engage with different shades of Kashmiri opinion and not brand innocent people as "terrorists " and "anti-nationals ". .

This important folkloric meeting has been confirmed the support of of the Tourism Authority of Panama and the National Institute of Culture, institutions that are once again joining this cultural effort. The festival arose from the concern of local residents to maintain their traditions, and brings indisputable cultural, economic, tourism and image gains for the community of Portobelo, Colon province and the country in general.
This 11th festival is celebrated within the framework of the recent recognition of the Congo culture as Intangible Cultural Heritage of Humanity by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The distinction is not only a matter of national pride: it gives a definitive accolade to a culture previously denigrated and marginalized. Thanks to the persistence of its cultists of all the peoples of the coasts of Colon and beyond, it has remained alive and powerful.

systemic. While a time has come wherein the concept of systemic change broached by ABVP needs to be discussed .
in the public space, the ideological perversions set in motion by the political parties in power needs to be arrested. .
In such a critical situation when various groups are hankering for their share in the pie and are ready to sacrifice .
the national interests, the student community of JNU would strengthen the nationalist spirit by voting for the ABVP .
that represents selfless dedication to nationalism and unity and integrity of India. .
The opportunism of the left stands exposed in the campus by the manner in which the anti-farmer .
incidents have been taking place in Nandigram and Singur. It is most shameful to note that the Police in collusion .
of the Communist activists are committing genocides in West Bengal and forcibly grabbing the lands of the .
farmers. While the left was vocally opposing the SEZs throughout the country it went on to implement it in .
Stalinist manner in West Bengal. Finding that the obsolete and obscurantist Marxist ideology that led to the .
collapse of USSR and other communist countries as redundant, the communists have finally moved towards .
extreme capitalism and anti-people measures. .
In the recent years, under the UPA we have seen the re-emergence of the politics of minority .
appeasement with Sachar Committee report and attempts to give reservattons on religious lines. The most recent .
examples being the granting of reservations to Muslims and Christians in Tamil Nadu and Andhra Pradesh despite .
the courts verdicts to the contrary. While divisive vote bank po11tics is shamelessly practiced by the UPA and left, .
Vandemataram is opposed, Bhagwan Ram is portrayed as mythical and Ramsethu is sought to be destroyed .
seeking to humiliate and insult the feelings and religious sensibilities of the Hindus. The UPA has been also reckless in making India an appendage to the global capitalism thereby creating a situation wherein a large number of farmers are compelled to commit suicides, price rise has become the order of the day and poor sections of the populations continue to grovel under acute poverty. While anti national forces like terrorism, Maoism and Naxalism are strengthening their position in the country, the UPA government at the centre is busy in striking nuclear deal with the US compromising the national security and long-term national interests. .
On the campus, AlSA-SFI has continued to indulge them-selves in lumpenism denigrating the student activism and JNUSU by taking the registrar of the university, Mr. Avais Ahmad hostage. They were able to escape punishment by writing apologies to the university and due to some shady dealings with the adminrstration without the knowledge of the student community. They have remained inactive despite the fact that so far around 450 P-1 Category stude:ots h2ve not got the hostels accomrr.odation. They have not spoken a single word on the implementation of M.Phii/Ph.D fellowship from Apnl 20v5 and have accepted the admintstratson's dtctates tn thts regard. To demand Rajiv Gandhi National Fellowship for economically and socially deprived section of the society is also not on the agenda of the SFI-AISA led JNUSU. .
There is also an unfortunate trend wherein the caste-politics has entered the realm of JNUSU elections at the behest of the communists and Youth For Equality (YFE). The divisive caste politics played by these outfits have further vitiated the university environment. We appeal to the student community to defeat them and give a clear mandate to the nationalist forces by ensuring the victory of ABVP candidates in the JNUSU elections. .

W e take cognizance of "the fact that last year certain individuats had sought to spread confusion in a .
section of student community by their acts of indiscipline and misconduct. They were found indulging in anti-.
Therefore it calls for a Public Statement dispelling all such organisational actjvities of serious nature. confusions and doubts. .
Last year certain individuals in contravention to the established norms and system, openly sought to breach organisational discipline by announcing the office-bearers of the Executive Committee. They even .
dissociated themselves from the State Committee and indulged in bullying tactics using abusive languages .
eartier occasions too, found and threatening physical assault. Some of these individuals were on .
campaigning against the official candidates of the organisation in different elections and were found speaking openly against the programmes and policies of the organisation. On several occasions they were found ridiculing our highly held symbols, ideas and personalities. .
Some indiv:duals among them were found consciously engaging themselves in anti-organistional .
The whole year they were seen activities misleading other activists and floating rumours of mean order. Some of them were even openly caught red handed.

It is a well accepted fact that education is often employed as a tool to maintain status qwo and ensure the .
protection of the interests of the ruling c.la~ses. In spite of 59 years of ln~ian independence the goal of universal .
education still remains a distant dream. Thrs rs because, the interests of the ruling classes are best served if the masses .
remain illiterate, enabling the rulers to perpetuate oppression on th~m. Particularly with the advent of nee-liberal .
economic policies since 1991, successive g?vernments have .earned f?rward the agenda of privatization and .
commercialization of education thereby excludmg poor and depnved sectrons of the population from the ambit of .
education in general and higher education in particular. As a result, only about 8-9o/o of Indian youth in the age group .
of 17-25 years are enrolled in higher education, while the corresponding figure for deve,loping countries is about .
20% and that of developed countries is about 70o/o. .
This grim scenario is further aggravated by continuing low levels of representation of the deprived sections in the .
field of higher education. While there is an increase in absolute terms, the national average for SC/ST enrolment in .
higher education has fallen from 13.76% in 1~57 ~o 7.21% in 1987 and mar~inally increased to 12.25°/0 in 1996 to .
14.9% in 2003 which is much beJ·ow the con~t1tutaonally mandated 22.5%. Sm~he no records are maintained for OBC .
enrolment, the corresponding figure for OBC rs not avatlable. However, the 55 round of NSS recorded that the .
percentage of OBC population with higher education in rural areas Is 1.4% while in urban areas is 5.5o/o. .
It is in this context that the demand for spending 6% of GOP on education is of primary importance. The .
announcement of the Government of providing 27% OBC reservation in central institutes with a 54% increase in seats is .
a step in the right direction which will ensure that Equality, Quantity and Quality is ensured in the education sector. This .
will go a long way in advancing the cause of social justice in higher education and pave the way for the educational .
advancement of those who have not yet tasted the fruits of development in post-independence India. .
A new reactionary force has emerged in this campus, the Youth for (In) Equality, whose single point agenda is to oppose the policies for social justice in the form of reservation, ironically, under the garb of ~'Equality" and continuous harping on the 'economic criteria' as if they are concerned about economic oppression and exploitation. Any notion of "Equality" invokes 3 notion of emancipation from all forms of oppression. Historically, any political or social movement which fights against a particular form of oppression is sensitive and sympathetic towards understanding other forms of oppression, standing in solidarity with all oppressed sections of society. Therefore, all over the world, the progressive social movements, be it for gender equality or against racism & casteism or against economic exploitation stand in solidarity with each other and compliments each other. Pitting one form of oppression against the other is essentially against the idea of emancipation of mankind and is aimed at dividing people for partisan and narrow interests. This is precisely what the YFE is doing since its inception ending up taking positions against all oppressed, be it on the basis of caste, gender or class, exposing their reactionary character. .
While the Youth For (In) Equality is shredding crocodile tears for the economically deprived, it was completely absent from JNUSU's agitation demanding financial assistance for needy students on the basis of economic criteria. The YFE is also completely siJent on the reservation of over 50% seats in private professional colleges for the rich based on astronomical fees and NRI quotas. It is also completely silent on the ruling of the High Court that makes it mandatory for all schools in Delhi to implement 25% reservations for the poor. This is simply because the funding for the YFE comes from these same private educational institutions who are the biggest beneficiaries of privatization. The silence of the YFE on the entire question of privatization exposes their essentially pro-privatization position. .
The Youth For (In) Equality's campaign has been aimed at humiliating the deprived sections of the society. One of its modes of protest against the policy of reservation was to polish shoes, clean drains and sweep roads in front of national media exposing their anti-Dalit mindset. In AIIMS, Dalit students are be!ng discriminated against, and tortured, while copies of Dr. B. R. Ambedkar's books were being burnt. This elicits no response or condemnation from the organization committed to uEqualiti', exposing their casteist mindset. Even in JNU the YFE issued a pamphlet on 12-06-06, where they denigrated the students from deprived sections by saying that students who come to this university through reservations are "Inferior mortals", "undeserving" and ..they must opt the profession of stealing". Such distasteful pamphlets against the deprived sections expose the Brahminical politics of YFE which created a public outcry in our campus with the JNUSU filmg a complaint to the Equal Opportunity Office. The women in our campus were also not outside the target of the malicious propaganda of the YFE. In another pamphlet brought out by them sexist remarks were used reinforcing gender stereotypes exposing the anti-woman position of the YFE. .
The YFE has shown complete contempt towards the Clpolitical classn (read Parliament) of our country. Given its way, the Supreme Court should be running the country and not the Parliament. This is however consistent with its anti-deprived section positions, since it is the Parliamentary Democracy in our country which has provided rights and power, albeit limited, to the deprived sections. The latest ruling of the Supreme Court that the creamy layer criterion should be applied to the SC/STs is in contravention to the constitution. The YFE instead of being worried by this breach of the constitution has hailed this ruling. Its contempt and disdain for Parliament exposes t';eir deep rooted apathy for the sovereign people of our country who elect their representatives to the Parliament. .
In short. under the garb of rhetoric of uEquality", the agenda of YFE is essentially pro-privatization, anti-oppressed sections and anti-democratic exposing an utmost reactionary politics. We appeal to the students to isolate the reactionary politics of YFE and rally behind the left which is committed for the upliftment of all sections of the people. The claim of the AISA as stated above clearly shows that in contrary to the avowed communist ideology,Chandrasekharji posed to have had faith in the ideology of nationalism. The critics may infer that such a statement was aimed at garnering votes in the then JNUSU elections by exploiting nationalist sentiments of the student .
community, but we are ready to give benefit of doubt and trust him for his words, that the spirit of nationalism was alive in his heart of hearts. .
It appears ludicrous that AISA claims to be pursuing the agenda of ' democratic and egalitarian India'. Being a student wing of erstwhile IPF and now CPI (Ml), it was engaged in underground-armed struggle aimingto dislodge the Indian state and only a decade back, it joined the democratic process. It started participating in our democratic system not because it suddenly found faith in democracy but it was forced to do so in the face of its .
depleting cadre base and it realized that it was not possible for it to dislodge Indian state through armed struggle. The shift from terrorist-communist position to democracy is the most recent example of their ideologicaldefeat that these exhausted communists chose to be a part of our democratic system. It has joined our democratic system, however, only to subvert it from inside, while its nexus with other underground .
communist-terrorist organizations is an open secret. Even in JNU. it has the temerity to glorify Naxalite-terrorist movements and has been defending all kinds of terrorist and separatist activities. It has been trying to masquerade its dangerous ideologies by sugarcoating it with democracy, though in fact and deed it has nothing to do with it. AISA is a novice organization and yet far it has failed to learn the democratic norms and traditions. .
Democratic system believes in respecting opposition and views, which are contrary to one's own. We respect the spirit of activism and struggle. ABVP recognizes all the students who are ready to devote and dedicate their energyand time for the redressal of our national and social questions. The activists may be divided into various ideological .
camps and may be working for the furtherance of different parties and views, but we feel the contending ideas will result in strengthening our democratic base. We don't believe in demonizing the student activists and in using abusive and derogatory remarks for great national leaders irrespective of political affiliations. The JNU community still remembers the day when all the AISA leaders fled the campus fearing police arrest the day Chandrasekharji was killed. Friends, Date: 23-10-07 In our country which has witnessed hundreds of years of caste based discrimination. establishment of Parliamentary Democracy enshrining the principle of one man one vote is indeed a remarkable achievement of the people empowering the most marginal sections of our popula tion. While the Indian Constitution provides equality in terms of voting and political rights to the people, there exists large-scale discrimination. whereby people are denied equal access to resources on the basis of caste. It is in this .
context that the founding fathers of Indian Constitution envisaged reservation and affirmative action to provide equal opportunities to the people from the deprived sections. The OBC Reservation Bill is only a continuation of this principle of the Constitution. .
The struggle lor reservations directed against caste based discriminations is an inseparable part of the struggle to bring about a democratic transformation in our country. The legitimate struggle for reservations is not an end in itself. but is a means. along with wider united struggles of the working people both urban and rural, against the main exploiters who perpetuate a social system which is retrogressive. The Youth For (ln)Equality's opposition to the policy of reservations puts them on the side of the oppressors who have perpetuated a social system which is discriminatory and regressive. The YFE while being a die hard defendant of this unequal status quo accuses the pro-reservation forces of propagating casteism in the society. According to this logic. anybody who raises voice against different modes of oppression and inequality propagates those same oppressive structures. Thus, according to the YFE, Martin Luther King struggling against racism was propagating racism. Nelson Mandela struggling against apartheid was actually propagating apartheid, Claro Zetkin, Simone De Bouveoir struggling against patriarchy were propagating gender oppression, Ambedkar, Phule, Periyar struggling against caste oppression in our country were propagating costeism!! The vacuity and absurdity of the above proposition only exposes the political bankruptcy of the Youth For (ln)Equality. .
The anti-reservation politics of the YFE is antithetical to this democratic transformation of the society. This necessarily entails the perpetua tion of a system where resources are usurped by a few at the cost of the majority. As a result of this anti-democratic mindset. the YFE has no qualms in denigrating the political class and the Indian Parliament. when a policy for the up-liftment of OBCs was proposed. This anti-democratic politics of the Youth For (In) Equality is also witnessed in our own campus. The YFE has systematically boycotted every democratic fora of our University. Be it the Council Meeting, Annual School GBMs, UGBM, the YFE has been conspicuous by their absence. Moreover. the YFE which had representations in the JNUSU Council from the Science Schools. over the last one year did not raise any issue concerning the day to day lives of the students of these Schools, thereby betraying the mandate of the students. And it is precisely because of their sheer inactivity that they were not interested in showing any accountability to the students of science schools during the respective Annual School GBMs. .
The Youth For (ln)Equality's completely anti-democra tic politics is only a mirror image of their regressive casteist political agenda of opposing reservations for the deprived sections of the popula tion. As a part of this agenda. the YFE in our campus brought out a violent procession on 191" May 2006, shouting derogatory slogans against students from the deprived sections and attacking students who were supporting the agenda of reservations. Moreover. the YFE in AIIMS has been continuously harassing students from the deprived sections-a fact which has been established by the SK Thorat Committee appointed by the Government to investigate into cases of caste discrimination. If one goes by the logic of YFE, all this acts of discrimination will propagate Equality in our society! Sha mel .
Suddenly, the YFE is pretending to be a critique of capitalism and champions of the unemployed and poor in our country. (see YFE pamphlet dated 20-10-07). If the YFE is so concerned about the poor in our society, why has it refused to take any categorical position on the issue of self-financed institutions charging exorbitant fees from the students? Why is the YFE silent on the issue of NRI quota in different technical institutions? While these have been policies which have discriminated against the poor lor the rich, the YFE never protested or raised any question. However. when it comes to the issue of providing reservations to the deprived sections. who are predomina nfly poor. the YFE is completely opposed to it. This only exposes the casteist politics of YFE having nothing to do with the poor of the country. .
The adoption of nee-liberal economic policies and the resulting privatization and jobless growth has restricted employment opportunities. The ruling classes are making use of this situation of a small number of opportunities being contended for by a large number of claimants to divide the unity of the people by pitting those not eligible for reservations against those who stand to gain by it. Even under such overall lack of job opportunities, the condition of the deprived sections is worse off. as evident from the following: according to the 55th round of the National Sample Survey (NSS) pertaining to the year 1999-2000 and the second National Family Health Survey (NFHS) of 1998-99, the proportions of agricultural and manual labourers among STs. SCs, OBCs and Others were respectively 75%. 68%, 61% and 47%. The YFE has to explain as to why such high proportions of the ST/SC/OBC population are engaged in the most menial works. Secondly, the problem of unemployment existed long before OBC reservation was proposed by the Government. Why is it the case that the YFE never existed before OBC reservation was introduced, protesting against unemployment? Simply because. the issue of unemployment is also being used by the YFE to divide the student community on caste lines and pursue their casteist agenda of opposing reservations. We appeal to the student community to see through these divisive attempts of the YFE and strengthen the common struggle against the neoliberal policies and for access to jobs and education for all. .

As far as the issue of the fine that was imposed on some Mahi-Mandavi residents is concerned, AISA .
continues to harp upon this despite the facts being clarified time and again. Fines were imposed upon some .
residents of Mahi·Mandavi, not because of the agitation against rotten food being served in the mess, which was .
actively supported by the SFI-AISF led JNUSU, but due to an incident wherein some students had tried to forcibty .
stop the Private Mess Contractor, who was leaving permanently, to collect his wares from the mess, which .
eventually led to an ugly confrontation between those students and the Hostel Wardens/Provost. The complaint .
against the students was lodged by the Provost, who in a written statement said that the students had used .
extremely abusive language against him and other Wardens. On that basis the Administration had imposed hefty .
fines against some students. The JNUSU had Intervened to defend the interests of the students and went by .
the collective opinion of all the 17 students upon whom fines had been imposed, to pay a token fine, since .
neither the students nor the JNUSU could justify the use of vulgar language used by students against .
senior teachers, which was the basis for imposing the fine. All residents of Mahi-Mandavi during that time are .
witnesses of the facts that are stated above. The habitual liars of the AISA are once again trying to befool the .
students by suggesting that agitating students were victimised because of the struggle against private mess .

facilities, while suppressing the real facts of the case. .
The real reason why time and again AISA adopts such a posture vis-a-vis the SFI-AISF led JNUSU lies in .

However. when it comes to the issue of providing reservations to the deprived sections, who are predominantly poor, the YFE is completely opposed to it. This only exposes the costeisf politics of YFE having nothing to do with the poor of the country. .
The adoption of nee-liberal economic policies and the resulting privatization and jobless growth has restricted employment opportunities. The ruling classes ore making use of this situation of a smaiJ number of opportunities being contended for by a large number of claimants to divide the unity of the people by pitting those not eligible for reservations against those who stand to gain by it. Even under such overall lack of job opportunities, the condition of the deprived sections is wo~e off, as evident from the following: according to the 55th round of the Notional Sample Survey {NSS) pertaining to the year 1999-2000 and the second National Family Health Survey (NFHS) of 1998-99, the proportions of agricultural and manual labourers among STs, SCs, OBCs and Others were respectively 75%, 68%. 61% and 47%. The YFE has to explain as to why such high proportions of the ST/ SC/ OBC population are engaged io the most menial works. Secondly, the problem of unemployment existed long before OBC reservation · was proposed by the Government. Why Is It the case that the YFE never existed before OBC reservation was Introduced, protesting against unemployment?
