30.10.04 ON THE JNU STUDENT MOVEMENT AND THE ROLE OF THE ABVP1 Friends, The ABVP in its pamphlet yesterday, has once again taken the Intelligence of the student community for granted. For days now, the ABVP has been engaged in a hate campaign of lies and half·lruti1s. Yesterday's pamphlet carries on in lhe same vein. .

This campus is witness to a long history of struggles, under the banner of the SF I-AISF led JNUSU In a penod marked by the withdrawal of the state from education, which is part of !he neoliberal dogma that both the BJP and the Congress celebrates as its economic philosophy, universities across the country are faced with severe fund crunch. The UGC has been abdicating its responsibility of developing the academic infrastructure of the universities, be it in terms of oonslruction of new hostels or prcvidin g adequate funds for the university libraries. It was in this backdrop that the SFI-AISF raised the slogan of "More Hostels, More Books" and SFI~ISF led JNUSUs since 1997 to 2003 (with the sole exception of 2000 when ABVP had won the President's post by one vole) have waged relentless sb"uggles and succeeded in forcing the JNU Administration and the Cenb"al government to allot more funds to address 1he problems faced by JNU students. Can the ABVP deny the fact that six new hostels have been constructed in JNU and existing hostels also expanded, during the period 1997 to 2004, when the SFI· AJSF has Jed the studenb' union except for the year 2000·01? It is the result of this achievement that with the allotment of Lohit· Chandrabhaga, no outstation student of the University would be without hostel accomodation from this year Of this struggle for more hostels or this achievement ABVP can claim no part .

In factin 1999, when students were sitting on ah indeffnite hungerstrike demanding hostels, ABVP was took out a protest march and burnt the efflgyofthe JNUSU! When the JNU Administration cracked down upon the agffation and 63 students were arrested, 14 ofthem senttojail, ABVP sided with the Administration, supported the sine die closure of the university and provided ists of Left activists to the Po5ce. It was the massive soidarity expressed by the entire university commumty that ensured that the sine die was withdrawn, the arrested students released and the ploy of the ABVP and the BJP-Ied government to destroy the democratic student movement ofJNU was foiled. Can the ABVP answer why out of the 63 students who were Bffested during the decisive agitation on hostels in 1999 (even the Delhi High Court had upheld the demand ofthe agitation and asked the JNU Administration to construct more hostels) none were from the ABVP? It is but natural that the ABVP would seek to conceal its shameful history in this campus by trying to denigrate student movements and struggles on genuine issues, because the only movem ents they befieve and participate in are the likes of RSS-VHP-BJP led ram mandir movement and an6-reservabon agitations. .

The achievement of the outgoing SFI-AISF led JNUSU in reinstating the elected students' representatives to the Academic Council, the highest decision making body of the University, has to be seen in the context when across the country democrauc nghts are being curbed elected students' unions are being banned. When the students are being systematically denied representation in dectsion making bodies of universities, and anti-student measures like fee-hikes and fe~lowship cuts are being imposed undemocratically, the greater democratisation of the Academic Council by including elected student representative, which has been agreed to in principle by the JNU Administration following the recent agitation is a big advance made by the JNU studentmovemenl We would requestthe ABVP, which has said that no commitment in this regard was made, to go through the agreement signed by the VC (widely publicised by the JNUSU), which clearly mentions that a 3-member Committee would be formed to suggest the modalities of elected students' representation, which has already been agreed upon in principle. While the students have got used to their non-participation in any genuine struggle, it ts at least expected that they make sense of agreements signed between the JNUSU and the Administration. .

When the students of JNU were fighting for the formation of the GSCASH, an insutution that marks a historic achievement in our struggle for genderjustice, the ABVP was engaged in a vibiolic anti-GSCASH campaign, terming it to be an instrument of 'male victimisaoon' and trying to invoke patriarchal sentiments to sabotage its formation. While the SFI-AISF has been engaged in a struggle to strengthen the body, the ABVP has been setting the record for a most consistent defence of sexual offenders, by bringing out protest marches in defence of a faculty member who had harassed a foreign student (and indicted by the GSCASH for being guilty of sexual misdemeanours) or defending habitual offender Bhaskar Yadav. Defending criminality of all varieties has, however, been the USP for the ABVP since long. In th is semester ABVP's contribution to JNU has been its repeated attacks on the freedom of expression, whether it was the disruption of the film show on the 14th August or the public meeting on the 17th August .

ABVP has sought to justify their 17th August Jumpenism by saying that Mr.Geelani is a "suspected terrorist" even when he has been acquitted by the Court and charges against him have been dismissed. They are trying to obfuscate the fact that itwas the ABVP, which was on the wrong side of the law on that night, when it tried to physically prevent a free citizen to air his views in public. The SFI-AISF does not endorse the views of Mr.Geelani regarding Kashmir, neither was Mr.Geelani called to speak from our platform. Our views on Kashmir match those of the Left Parties, that the solution to the problem of Kashmir neither lies in secession nor continued state repression, but by granting genuine autonomy to Kashmir and making peace with Pakistan. Article 370 ofthalndian Constitution needs to be strengthened in this regard and not abrogated as demanded by the BJP or deliberately subverted, as has been done by successive Congress governments at the Centre. Moreover, the SFI-AlSF stands completely opposed to the RSS-ABVP's advocacy of the trifurcatJon of Jammu and Kashmir on communal lines which is completely opposed to the letter and spirit of the Indian Constitution. The ABVP should introspect whether their opposition to Mr.Geelani's presence in JNU arose out of any genuine concern toward the Kashmir problem, or because of the fact that he is a Muslim from Kashmir who cannot but be a 11terrorist" according to their communal outlook. The reason that a section of the population of Kashmir share pro-secessionist views is because of decades .. long denll of their legitimate cultural and material aspirations. If we are truly committed to safeguarding the territorial integrity of India, we have to first recognise this fact and be committed in making conscious efforts to heal the wounds inflicted upon the Kashmiris both by extremist violence and state repression. As university students, the least that we can do Is to listen and engage with different shades of Kashmirl opinion and not brand innocent people as 11terrorists" and "anti-nationals". .

So, as news of the appalling miseries of Iraqi women has piled up, where are Western feminists? Aren't women rights a universal demand? Are Western feminists allowing George Bush to steal their rhetoric to occupy Iraq and torture Iraqi women? Where is this international women solidarity? The setting up of an international war crimes tribunal to investigate and prosecute those who committed these crimes against the Iraqi people should be the aim of the world community. It will enhance human rights and democracy worldwide. .

George Bush "colonial feminism" and his use of women status in the Middle East is merely to denigrate Islam and Islamic culture, and serving U.S. imperial doctrine. The best way to redress U.S. crimes against Iraqi women and end the suffering is the immediate and full withdrawal of U.S. forces from Iraq. As a result of a hunger strike by mess manager of Chandrabhaga hostel, Amlt Sharma who is former President of the hostel has been declared out of bounds from the CBH Hostel. His compliance with anti-social elements in the hostel is the fact proven beyond doubt. The YFE in a most stubborn and undemocratic manner is still nagging on with their opposition to the policy of reservation. In utter frustration, they are issuing obnoxious pamphlets against the JNUSU President, and implicitly derogating all progressive forces committed to social justice. Against such obnoxious attack on the policy of social justice and the JNUSU President for upholding it, we appeal to the student community to participate in large numbers in a protest demonstration against YFE's casteist and elitist propaganda tomorrow .

The YFE is attacking the JNUSU President in the filthiest language, only because of his support for the government's decision to implement 27/% reservation for OBCs with 54% seat increase in all central educational institutes. We strongly warn the YFE against such demeaning language against the JNUSU President and behave like students of this university and not like feudai/Brahminical lords sermonizing and attacking the progressive people and ideas with filthiest language. By such acts of repeated violation of the democratic culture of campus, the YFE has established itself as an out and out undemocratic force. This undemocratic, elitist mindset is most thoroughly exposed by their outrageous attack on the Parliament of our country denigrating the entire polity. Such denigration of the sovereign body of the people is intolerable and speaks of a fascist mindset. The YFE is conveniently forgetting that the entire Parliament has unanimously passed the Bill. In a way, YFE is blaming the people of the country for electing such a Parliament, which has unanimously passed this Act. In our campus, the entire JNUSU election was held in the backdrop of the issue of reservation. All the office-bearers of JNUSU had a pro-reservation agenda, based on which the student commun:ty rejected the YFE and voted for the forces commrtted to .

implement OBC reservation. The JNUSU President by standing in favour of the OBC reservation is only reflecting the collective mandate of the students who have entrusted upon him to lead the student community for struggles demanding implementation of 27o/o OBC reservation with 54% seat increase and other issues. The very fact that the YFE is abusing the JNUSU President exposes the fact that they have no regard for the mandate of the JNU students as well. The mindless and unparliamentary attack on the JNUSU President comes out of the1r desperation and frustration following a complete isolation of the YFE in the country Berng 'meritorious' they should .

realize their true place lies in the dustbin of history. Even the predecessors of YFE, in Manusmriti, untouchability, etc could not resist the progress of equality in our country, compared to which the YFE 1s nothing but a group of reactionaries guided by the ideology of casteism and Brahminism. .

In a ploy to divert the issue and pursue its own casteist agenda, suddenly, the YFE has started to claim that they are in favour of reservation but only for the truly needy and the creamy layer should be excluded. It was the YFE who in a most casteist manner polished shoes and cleaned windshields, in protest against the OBC reservations. Was it done to demand reservation for the needy or a blatant attempt to humiliate the deprrved sections in the country? It was the Youth For (ln)Equality who engaged large scale violence against pro-reservation students on 19th May 2006 and shouted the most obnoxious slogans against the Dalit students in campus. Does not the violence and the abusive slogan against the Dalits speak of crass casteism? The YFE burnt books written by Dr. BR Ambedkar in AIIMS. Is this a civilized act or a barbarian one for which those responsible should be jailed? The YFE humiliated the .

deprived sections students in AIIMS to such intolerable levels, that they had to change their hostels. Was this .

. done in favour of reservation? In our campus, the entire student community fought a long ag1tatron to demand MCM to all needy students. The YFE kept out of that agitation which was solely on the basis of economic criteria. The betrayal and non-participation of the YFE in the agitation for financial assistance exposes the fact that they are least concerned about the poor. Rather their entire agenda is to push forward their own casteist interests. While the YFE is repeatedly targeting the JNUSU President, it 1s shameful, that the AISA too, in a most sectarian manner IS repeatedly attacking the JNUSU President, allegedly for breaking unity of JNUSU and suppressing informatton about a meet1ng with the Administration from the JNUSU General Secretary Nothing can be further from the truth. It was the JNUSU General Secretary from AISA who called for a Hunger Strike unilaterally without consulting the JNUSU office-bearers, breaking at the first instance the need for unity on this issue. The JNUSU General Secretary from AISA also organized a different protest at Nithari the same day when the JNUSU President had already called for a demonstration. In order to hide such pettiness on the part of the AI SA, they are resorting to malign the JNUSU President. The JNUSU Prestdent suppressed no information regardrng any meeting. As has been pointed out earlier, the JNUSU President was informed of the meeting by the Administration who also conveyed that the Gen. Secy., has also been informed. The JNUSU President, subsequently informed the JNUSU Gen. Secy., about the proceedings in the meeting, which the AISA is conveniently forgettmg. We appeal to the student community to see through the pettiness of AISA and rema1n united under the banner of JNUSU in future struggles for the implementation of .

The first meeting of the Dean's Committee was held today, 20.9.2002. In this meeting it was agreed that if any School would like to propose a new Centre to be created during X Plan period , including in areas mentioned in the X Plan document already with the UGC, a detailed exercise in this regard must be carried out by the proposing School. A separate document containing the argument for creating such a Centre, its academic activities (teaching requirements and infrastructural requirements) should be prepared . Basic responsibility of presenting this proposal to the UGC team will be on the Dean of the proposing School. An interdisciplinary proposal from a group of faculty members from two or more Schools may be prepared in the same way, identifying the nodal person for presentation of such a proposal. Any proposal for new Centres will first be considered in the concerned School followed by Deans' Sub-Committees and finally the Deans' Committee for the X Plan. The final implementation of all academic programmes arising out of Tenth Plan will be implemented only after their due approval through the Academic Council of the University. .

This amounts to a de facto review of the X Plan since now proposals in the original document as well as new proposals will have to be supported by academic argument ('psychedelic consciousness' won't do} and will have to face the democratic scrutiny of the academic community of some school before being placed before the Deans' Committee and then the Academic Council. While the struggle against privatisation and saffronisation is not certainly won, this is a big step forward since it allows the democratic sections of the academic community to make their rejection of the saffron proposals effective prior to the plan being placed before the UGC team. This is a far cry from the Administration's initial position of placing all proposals -even those like 'Human Consciousness' which did not have the support of any school or centre -before the UGC team and getting them ratified by the AC altar the UGC had passed them. .

The ABVP claims "there will be no regular mess for Mahi-Mandavi", not choosing to tell us that the reason that there is no regular mess for M&hi-Mandavi is that the UGC, under the guidanct:: of M.M. Joshi, has banned the recruitment of non-teaching staffs in universities. The SFI-AISF has been struggling against these policies and it shall continue its struggle to ensure that the demand to; mess staff fo; Mahi-Mandavi is included in the X Plan during its reform ation. Until the time that regular staff is appointed, cooperation are likely to be more accountable and transparent than private contractors and SFI-AISF shall make all efforts to ensure that the administration fulfills its commitment of facilitating the setting up of such cooperatives. .

The SFI-AISF-Ied JNUSU had formulated a Perspective Plan document for the library in 2000 and on the basis of it there have been repeated struggles for better library and computer-internet facilities. The ABVP has not been part of any of these struggles, not even in 2001 when it held the President and Joint Secretary's posts in the JNUSU. While the Joint Secretary had completely disappeared, the President was too busy shielding his lumpen ABVP colleagues to participate in any of ,he agitational programmes on these issues for which representativesfrom SFI-AISF had taken the initiative. It was on the initiative of SFI-AISF representatives that drives were launched to collect requisition from students from procuring books in the library. Now that internet facilities have been upgraded at the central and school levels and the administration has agreed to student participation in the procurement process in the library, the ABVP has again led through its teach -"internet facilities will not be available to the students". .

The BJP a.k.a Bhartiya Janta Petrol-Pump Party at the Centre and the Congress at the state have brought the transport system in Delhi to its knees through their bungling over the CNG conversion issue. The DTC has come up with a proposal to discontinue student bus passes. SFI-AISF on campus, as well as at the state level have protested against these policies and as a result of the JNUSU's efforts a computerized bus pass counter has been started in JNU and the services of bus no. 666 regularised . The university bus is to be converted to CNG. In JNU the ABVP lies-"no bus for down campus"-while in DU the ABVP, as well as the NSUI, look on silently while the number of U-Specials drops to one-fifth of its initial value. .

The ABVP's litany of lies knows no bounds. "No time-bound construction of new hostels", despite the fact that after the latest agitation the Administration has committed that one wing of the Tribal Hostel will be completed by December 2002 and construction of both new hostels will be completed by 2003. "No assurance on Post-Matric Scholarship", despite the fact that the university is already in touch with different State governments to make these scholarships available. The upgradation of the Health Centre, including the protision of more specialists and pathological investigation, the commitment on raising the thesis and field-trip grants as the fact that a university-level placement cell has already started functioning have been conveniently suppressed by the ABVP. .

In its attempt to denigrate the students movement the ABVP has found an ally in the NSUI. First the NSUI claimed that no UGBM had been held prior to the agitation. This lie being exposed, the NSUI now asks why there was a hunger strike now if the UGBM was held in February. Not being serious about the fight against communalism, the NSUI has forgotten about the massive mobilisation on campus in favour .

of peace and communal harmony in February-March. And not caring about students' struggles 1t does not know about the numerous demonstrations and the 4-day long strike against the XPlan during March and April. .

As long as an RSS-backed government is in power at the Centre, our university shall continue to face the threats of privatisation and saffronisation. The recently concluded JNUSU-Ied agitation was a demonstration of the effectiveness of united student resistance in countering these policies and SFI-AISF reaffirms its commitment to consistently struggle against these policies. We appeal to the progressive, secular and democratic-minded sections of the student community to consolidate their unity for the struggles ahead and give a fitting rebuff to the RSS· ABVP. .
