Friends. NSUI -.vould like to invite the attention of student community towards the annual drama festi val that is going on in the theatre of Ad. Block. Scripted by a vicious and malic io us plot and enacted by the impuissant juvenile comrades of AlSA and SFI who arc fighting with their heart and soul to gain the best drama award of 2008. However this year's edition of the August drama is just a continuation of the political farce played out in the name of apology drama la~1 year. The actors are the same; the manipulative undercurrents are the same .
only the year is different. Friends, NSUI has repeatedly pointed out the anomalies and irregularities in the 2008 admission policy right from its forming stage. If the irregularities in the admission policy and process are there, then none other than left-led-JNUSU is to be held responsible for their misconduct, misinterpretation and misguidance of the student community in the campus. Ever since the Supreme Court of India vacated the stay on 27% OBC reservation in higher educational institutions NSUJ has strongly demanded the full implementation of it in our university but unfortunately our JNU administration has been trying to water down the UPA government's inclusive reservatio n policy through various kinds of manipulation and conspiracy with the full support of AJSA-Ied-JNUSU. This has become obvious when the Ministry of Human Resources Development rejected the initial guidelines brought out by JNU Academic Council with regard to the imple mentation ofOBC reservation in this year's admissions. The subsequent meeting of Academic Council has reviewed its early proposal and decided to have a stage by stage implementation of OBC reservation and seat increase on the basis of 2006 as a Base Year. When all this was happening the JNUSU President and his lieutenants were enjoying their cup of tea and giving big round of applause to the administration. After signing all ther clandestine and dirty deals with the administration the red stooges are now out with their manipulative thi rd rate drama unpaintable to any human consCIOusness on this earth. The whole administrative mess that has .

step down from their positions and call for an urgent UGBM to ITC3tablish the lost sanctity of the JNUSU .

Various problems are being faced by the student community of JNU due to the insensitive and anti-people policies followed by the Delhi Government with regards to transport facilities for Delhi residents. Buses under the DTC .
have been drastically reduced and most buses under the kilometer scheme (bus pass valid) have been transferred to the State Transport Authority (no validity for student bu.s passes) . !=urther, the tug of war between the BJP-Ied government at the centre and the state government over the CNG problem has put the public transport system into serious jeopardy. Over the years, over 900 U-specials for Delhi University have got reduced to only about 40. Apart from raising students' grievances in the Apex Body Meetings of the DTC, a JNUSU .
delegation submitted a memorandum to the Chairman, DTC on 31.5.02. Since then the Office Bearers and councilors have been pursuing our demands at various levels ai1d the following matters have been achieved so far : .

However, surplisingly a student organisation, whose parent party is running the Delhi Government and is responsible for most of these problems, has started a signature campaign among the student community of JNU on the same issues. The signature campaign is addressed to the Transport Minister of Delhi who is the former DUSU President from the same organisation. Such gimmicks right before the JNUSU elections show the manner ln which this organisation is trying to misguide the student community. .
We would advise this particular organisation to convince their party colleague in the Delhi government to accept the demands raised by the JNUSU rather than taking the students of JNU for a ride. .

This photo depicts the reaction to the campaign and presidency of President George W. Bush. The world has become torn by his inconsistent decisions which have been depicted as "for the people" but proven to be the complete opposite. Because the media was also the gateway to his image and they act as human as anyone else, we as a nation can only feel some sense of guilt in putting the will of a country on the shoulders of one man and him proving to fall from its graces. Though George Bush did execute numerous policy changes and acts of resource distribution, they have fallen short in the eyes of the public in today's current financial situation. Therefore, we as a country must all feel the guilt and misguidance of the presidency of George W. Bush, but we also must not fall into the same demise that our government has consistently embodied.

From the above table, it is clear that OBC students who have obtained as high as 62 marks in the JNU entrance exam has been considered 'ineligible' by JNU's patently illogical and illegal cut-off criteria. Confronted with the united intervention of students and teachers, and sustained struggles by JNUSU, the JNU administration had to form a committee, with Prof. Aditya Mukherjee as its chairperson. Yet, student and teacher representatives were denied any representation in the committee. After so many months, and even after the reopening of this committee under students and teachers' pressure, there has still not been any conclusive decision on the issue. As a result of which, the same flawed criteria continue, excluding many students from backward groups from accessing the educational opportunities that are their right. .
And, now we see a reiteration of these very developments and casteist attitudes, in the question of faculty recruitment. An advertisement for of Associate Prof. and Prof. posts was issued for new recruitments in 2008 and 2009 following the approval of the Executive Committee. The advertisement was meant to be in accordance with a UGC notification of 2006 which had called for the strict implementation of reservations. These guidelines state: .
"Reservations are applicable to all teaching posts such as the posts of lecturers, readers, professors or by whatever other nomenclature the posts are known... " .
However, in the AC meeting of 25 November 2009, a lobby led by Aditya Mukherjee collected the signatures of a few teachers and gave a highly casteist interpretation where they said that in the posts of Professor and Associate Professor, reservation cannot be implemented, hence the entire process will have to be reviewed. In a deliberate and underhand fashion, the JNU Administration placed this extremely important agenda under the heading 'Other Items" and without even mentioning the UGC circular in this regard, did its level best to misguide AC members. Several teachers were opposed to this interpretation which had been advanced by some sections of the faculty. Following much debate, no conclusive decision was taken in this regard. However, without even confirming the minutes of the AC (which is the normal procedure), this decision was taken as settled by the administration and was forwarded to the EC meeting of 12 January 2010. .
Meanwhile, some former Vice-Chancellors of JNU have written a deeply disturbing letter to the Vice Chancellor where they have said that if reservation is implemented in the posts of Professor and Associate Professor, then the academic quality of JNU will be compromised and it will no longer be a premier centre of excellence. Even more shockingly, the statement goes on to conclude with the argument that: "If JNU declines, the well-to-do will move to foreign and private universities and the disadvantaged will no longer be able to get the world-class education which JNU has been so proud to offer them so far." Our Vice-Chancellor has taken this highly subjective and casteist interpretation of a few individuals as having much greater validity than the UGC directive which is legally binding on the university. .
In response, some progressive sections of the faculty opposed this move and prevented the EC from imposing any decision in this regard. But as a result, the administration has made this delay as an excuse to further stall the recruitment of faculty posts as per the advertisement. .
We have seen how in the matter of reservation, time and again, the JNU Administration has shown that it is willing to subvert the law so as to ensure that its casteist dispensation continues to prevail. It is surely no coincidence that Prof. Aditya Mukherjee who is at the forefront of opposing reservation in faculty posts is also the Chairperson of the committee which has been impeding the proper implementation of OBC reservations in campus for student admissions. .
AISA warns the administration to desist from its casteist approach and calls upon all democratic and progressive sections of the university community to rally together to ensure that social justice is not subverted on campus and that the struggle for the correct implementation of reservations in JNU, for both students and faculty positions, is accepted and upheld. We appeal to the student community and the entire democratic section of the country, to resist such blatant subversion of constitutional mandates and social justice by anti-reservation lobbies occupying positions of power in some of our premier institutions. .
