This building is at the head of The Riverway, part of Boston's 'Emerald Necklace' series of urban parks designed by Frederick Olmsted. It appears to house the offices of the US Army Corps of Engineers who are leading the $31M 'Muddy River Flood Damage Reduction and Environmental Restoration Project'. The number of 'No Parking' signs struck me as a bit humorous.
