Southern Regional Fuels Program recognized for implementing prescribed fire over 1.3 million acres this year

Wildfire season has intensified with “mega fires” becoming the norm across western landscapes. The Regional Fuels Program acknowledged it’s not “if,” but “when” the south will have to face similar wildfire seasons. Forests across the Southern Region applied prescribed fire on a regional record-high 1.3 million acres of federal lands. All of this was completed during a pandemic and a new budget modernization process.

The last decade, the U.S. wildfire season has intensified year after year with “mega fires” becoming common place across the western landscape. The Southern Regional Fuels Program acknowledged it’s not “if,” but when the south will have to face similar wildfire seasons as climate change continues making its mark. This Region accomplished implementing prescribed fire to more than 1.3 million acres in FY21, during a pandemic, and following a new budget modernization process.

Forest Service employees carried out the program of work while putting their trust in Regional leadership that the funding and needed resources would be provided. Every Ranger District executed its best effort on all burn days, managing the team's safety while meeting the objectives outlined in the interdisciplinary approved burn plans.

The Forest Service improved water quality, air quality, and carbon sequestration as it reduced the wildfire threat to local communities throughout the south, including Puerto Rico. Our employees embody the skills necessary to perform at a high level to accomplish the mission and communicate the benefits of their work to external audiences. This monumental feat would not have occurred without thousands of Southern USDA Forest Service Employees dedication and strong work ethic.

The success of the Regional Fuels Program was dependent on several individuals for their leadership and ability to communicate to make this year’s historic accomplishment possible.

Mike Ward has been at the helm of fuels management, overseeing suppression, aviation, and coordination functions to acquire the necessary resources and not overextending fire suppression needs. Ward coordinated with Air, Archeology, Biology, Budget, and Timber program managers to ensure a desired outcome by all.

Jason Demas has managed budget concerns and balanced fire suppression needs. Mike Seaton managed the surge modules stationed all around the Southern Region. Seaton communicated daily inside and outside the Geographical Area to keep a workforce available to meet Regional needs. Nancy Ellsworth was a critical contributor to streamlining the ordering process and troubleshooting with the National Interagency Coordination Center to improve the process.

Shardul Raval helped navigate the process to keep the Regional Leadership Team informed, while addressing concerns promptly. He had the bigger picture insight that led to the great success for all of our lands treated with prescribed fire.

Officially known as Christ Church Cathedral, Oxford's diocesan church is unique in many ways and a bit of an anomaly amongst English cathedrals, being not only one of the very smallest of the older foundations but also the only cathedral anywhere to also serve as a college chapel (a strange and not entirely easy marriage of roles to the uninitiated visitor as this feels more a part of Christ Church College than the mother church of Oxfordshire Diocese).

Its history is even more varied, having originally been founded as the monastic church of St Frideswide, a community that ended its days prematurely ahead of the Dissolution when Cardinal Wolsey suppressed it in order to implement his plans to turn the site into his newly founded Christ's College. The western half of the nave was demolished as work began on the college quadrangle in its place and the truncated remainder would have followed had the founder's original vision of a new chapel been realised. In the end Henry VIII continued work on the college after Wolsey's demise and it was refounded as Christ Church, retaining St Frideswide's monastic church as the chapel. He also raised Oxford to the seat of a diocese in 1542, initially raising the newly dissolved Osney Abbey (to the west of the city) to the rank of cathedral but only two years later in 1544 that role was transferred to Christ Church and St Frideswide's / Christ Church College Chapel has served the role of Oxford's cathedral ever since. Osney was abandoned and one of the city's grandest buildings (and perhaps a more suitable cathedral in many ways) has sadly has all but vanished today.

Entering the cathedral for the first time can be a slightly bewildering experience, it is unlike any other cathedral in the country in that the exterior of the building is really quite elusive and inaccessible for the most part being surrounded by private areas of the college complex. There is no west facade, this was demolished to build the vast quadrangle through which it is now entered, thus one walks into the east side of the college quad with little sense that one is about to emerge inside a small cathedral. The other main route for visitors sends them via the former monastic cloister on the south side, and this is the only area where the public gets to see the external appearance of the cathedral in any detail, otherwise only the 13th century central tower (rising from a Norman base) with its short spire asserts itself above the masses of the college's various wings and courtyards.

Inside it is clear that this is still largely a cruciform late Norman church, the short nave and choir beyond the crossing both defined by round Romanesque arches of c1180, though here with a surprising twist, with a double row of inner and outer arches into the aisles, one superimposed over the other at different heights, a quite eccentric design. The outstanding architectural feature here however is the choir vault, a stunning early fan vault uniquely designed with lace-like ribs in stellar formation and hanging pendants, the visual climax of the interior. The east wall with its rose window was redesigned in the Victorian restoration by George Gilbert Scott to replace a large window (a later insertion) that had filled the entire space.

The most interesting area of the cathedral is the collection of chapels that fill the north east corner, the largest being known as the 'Latin Chapel' and containing medieval tombs including the reconstructed base of the former shrine of St Frideswide. There is much 14th century glass in this chapel too, although the very finest ancient glass here is in the chapel off the south transept where the traceries are filled with some of the most beautiful and richly coloured pieces of medieval glass that have survived.

The post medieval glass here however is equally significant and includes a delightful enamel-painted window by the Van Linge brothers, sadly the only complete window of a sequence installed in the early 17th century to have survived the turbulence of the Civil War. Better known is the sequence of Pre-Raphaelite windows designed by Sir Edward Burne Jones, most in his familiarly graceful style but the earliest (the St Frideswide Window) is quite different and full of rich glowing colour.

Exploring the cathedral doesn't take as long as most of its kind owing to the small scale of the building, but a visit isn't complete without taking in the small cloister and the impressive rectangular chapter house on the south side, a vaulted room of c1300 that has notable carvings and surviving medieval paintings in medallions on the vault.

Christ Church Cathedral is a rewarding place to visit, but it can be a little frustrating and less relaxing than most owing to the constant flow of visitors in a relatively small space. Entry to the college isn't cheap and is the only way for non-residents to visit as one cannot view the cathedral in isolation (visitors currently have to follow a pre-set route around the college dining hall before reaching the church). It does make me wonder how this building manages to function as a diocesan church, but whatever the complications it never fails to deliver with its beautiful architecture and stunning glass.

The Special Representative of the Secretary-General and Head of UNMISS has urged parties to the peace deal to accelerate their efforts to fully implement the agreement so that a transitional government can be formed.

At a press conference in Juba on November 20, 2019, David Shearer said the key ingredient needed to progress peace in South Sudan is political will.

“If parties want to fully implement the agreement and form a transitional government, they can, if that will exists,” he said.

Progress is also needed to reunify forces so that parties have the trust and confidence needed to join a transitional government, negotiation and political settlement of the states and boundaries issue is required and steps must be taken to resolve the status of Opposition Leader, Dr. Riek Machar, so that he can travel freely to Juba for peace talks.

The SRSG also recommended that a trust fund or similar mechanism with independent oversight be set up to monitor the use of resources being used to implement the agreement.

The Chairperson of the Joint Monitoring and Evaluation Commission, JMEC says the greatest challenge facing the implementation of the peace agreement is inclusivity.

Speaking at the opening of a JMEC plenary meeting in Juba on 8 February 17, Festus Mogae said factions within the SPLM in opposition and inadequate representation of opposing voices in the peace process had undermined progress in the establishment of key institutions and mechanisms provided for in the peace agreement.

The JMEC chairperson also condemned continued fighting and reports of revenge killings, sexual violence and human rights abuses in parts of the country. Mogae said recent fighting around Malakal and in Renk of Upper Nile constitute a violation of the ceasefire agreement and said ceasefire monitors have opened investigations into the attacks.

Mogae also urged the swift deployment of the 4-thousand strong Regional Protection Force as approved by the UN Security Council to bolster security in Juba and its surrounding areas.

Ukraine’s priorities include joining NATO, implementing the decisions of the Alliance's Washington Summit, and jointly intercepting Russian missiles and drones. This was the focus of President Volodymyr Zelenskyy’s discussion with NATO Secretary General Mark Rutte during their meeting in Kyiv.

This is Mark Rutte’s first foreign visit as the leader of the North Atlantic Alliance. President Zelenskyy noted that this visit immediately clearly outlines the current priorities, indicating where the defense of shared Euro-Atlantic values is taking place right now.

“Our key goal is Ukraine’s full NATO membership. Ukraine can become the thirty-third member of NATO. Ukrainians deserve this,” said the President.

During the meeting, the parties thoroughly discussed the prospects for cooperation, the Victory Plan and the feasibility of Ukraine's approach to a just end to the war, the situation on the battlefield, and the needs of our units, including weapons and brigade staffing.

“Ukraine needs to strengthen its positions on the frontline so that we can increase pressure on Russia for the sake of fair, real diplomacy. That is why we need a sufficient quantity and quality of weapons, including long-range weapons, the provision of which, in my opinion, is being delayed by our partners,” Volodymyr Zelenskyy emphasized.

A separate focus of the discussion was Ukraine’s air defense needs. It is crucial for Ukraine that all air defense agreements, including those reached at the NATO Summit in Washington this July, are implemented before winter begins. Additionally, Volodymyr Zelenskyy and Mark Rutte discussed additional cooperation with neighboring countries, drawing on examples from the Middle East.

“Jointly intercepting Iranian missiles is no different from jointly intercepting Russian missiles, and especially "Shaheds," which link the Russian and Iranian regimes. What we need in our region is more determination from our partners to put an end to Russian terror,” the President emphasized.

Mark Rutte noted that, as NATO Secretary General, he will do everything possible to increase support for Ukraine.

“Your security matters for ours. Your fight for freedom reflects our core principles and values,” he said.

According to the NATO Secretary General, member states of the Alliance plan to boost their own defense capabilities and strengthen Ukraine’s defense industry.

“Ukraine is closer to NATO than ever before. And we will continue on this path until you become a member of our Alliance. I very much look forward to that day,” said Mark Rutte.

The Inter-governmental Authority on Development (IGAD), has convened a two-day workshop to help progress the implementation of the security mechanisms stipulated by South Sudan’s revitalized peace agreement, and as agreed during the November 7th Entebbe tripartite meeting at which the political pre-transitional period was extended by 100 days.

The 18-19 November 2019 workshop is organized in collaboration with the African Union commission, the Revitalized Joint Monitoring and Evaluation Commission (R-JMEC), and the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAVMM).

Specifically, the workshop is expected to develop a timeline for implementation of security arrangement within the 100 days extension period.

It brings together key stakeholders, including the Strategic Defence and Security Review Board, Joint Defense Board, the UN Mission in South Sudan (UNMISS) and representatives of diplomatic missions in the country.

Participants are also expected to discuss ways of developing effective coordination between the different mechanisms and the National Pre-Transitional Committee (NPTC).

During the meeting, the participants were provided with a revised budget for activities agreed to by the NPTC, and a mechanism that will determine capacity-building needs while exploring areas of support from IGAD, RJMEC, CTSAMVM, AU, UNMISS and other partners.
