(RELEASED) July 12, 2010 -- Scott Blackwell, a U.S. Army Corps of Engineers Baltimore District construction representative, takes a photo of an area of the atrium roof at the National Geospatial-Intelligence Agency Campus East (NCE) project site at Fort Belvoir North Area, Va. The steel frame roof is covered with an Ethylene Tetrafluoroethylene, or ETFE, panel system.
