Royal Engineers Building
In addition to being the Year of Regional Engineering, 2012 also marks the 25 anniversary of Engineers Australia’s presence in the REB.
This Gothic Revival style building was constructed in 1846-47 to house the senior members of the Royal Engineers, who were responsible for arranging all works in the colony.
Designer unknown, the building is of sandstone front and facings, with brick sides and rear, which were subsequently cement rendered.
An interesting feature of the building is that two of the windows on the northern side are false and appear to be windows from the outside only. The large area of Crown Land included the engineers’ parade ground, workshops, houses and, earlier, works stores, timber yard and jetty, much of which dated from John Lee Archer’s time as engineer and colonial architect from 1827 to 1838.
The Tasmanian Main Line Railway Company, which built the railway from Hobart to Western Junction (and modified the line to Launceston) from 1873 and operated it from 1876, occupied the building as its headquarters until the State Government acquired the company’s assets in 1890. The building continued as railway headquarters until the Transport Commission was established in 1938. It subsequently became the railway’s printery and stationery store.
The building was subsequently acquired by the State Government and restored with funds from Government grant, gifts from professional engineering organisations and public subscription. The building is currently leased by Engineers Australia, and occupied as headquarters of its Tasmania division.

M3 Amphibious Rigs from 23 Amphibious Engineer Troop (23 Amph Tp) and Pionierbattalion 130 of the German Bundeswehr have today been conducting training exercises that have seen them ferry elements of US2nd Cavalry Regiment across the River Vistula in Poland. The training part of EXERCISE ANAKONDA 2016 is aimed at demonstrating NATO allies joint defense capabilities.

Wounded and injured Soldiers at Fort Benning, Ga., now have a new $33.2 million Warrior in Transition Complex to help them rehabilitate or transition back into duty or civilian life. The complex, recently completed by the U.S. Army Corps of Engineers, Savannah District, provides quality housing and assistance for Soldiers during the healing process, as part of the Army’s Warrior Care and Transition Program.
Located on Marne Road adjacent to Martin Army Community Hospital, the complex includes an administrative building, soldier and family assistance center (SFAC), and five-story barracks facility. Construction on the complex began March 2010 and was completed November 2011. The project was executed in two phases and two separate contract actions - one for the barracks and overall site work and the second for the administrative facilities and SFAC.

More than 150 engineers and construction-related professionals gathered at the annual Savannah E-Week Technical Training Conference to share knowledge on the theme of “Zero in on Energy” on Feb. 22, 2012. The conference was hosted by the Society of American Military Engineers (SAME) Savannah Post and Georgia Tech-Savannah. U.S. Army Corps of Engineers Savannah District Commander Col. Jeff Hall, who is also the SAME Savannah Post president, attended the conference and presented opening remarks. Breakout sessions at the conference included Army Net Zero initiatives, smart grids for the Department of Defense, sustainable building solutions, waste to energy technologies, and more.
The luncheon guest speaker was Maj. Gen. Todd Semonite, Commander of the Corps of Engineers’ South Atlantic Division. Semonite presented the prestigious Connolly Award to Beth Williams, a civil engineer with the Savannah District. This award recognizes her notable contributions in the field of engineering, particularly in her involvement with the Savannah Harbor Expansion Project and the Savannah District’s Hydraulics and Hydrology Branch. I wasn't certain at first whether of not this had actually been a petrol station, although one of the mechanics here said it had been, it was then another chap who came along to say that it hadn't and the current owner was out doing an MOT.
Looking at the location of the garage which is down a track off a side street I would say that it was highly unlikely to have sold fuel and the lack of visible evidence also leaned towards the fact that the owner is a bit of a collector.
It does appear that in the 2013 photo there was no pump or Esso signs.
Google street view doesn't really help with only two close ups but the 2008 image from the road it appears the garage was under a different name but only a small section of the garage can be seen

Teachers from Tapestry Charter School, Buffalo, NY, were welcomed by MAJ Michele Busby, Buffalo District deputy district commander, and given an overview of the Corps of Engineers and the Buffalo District, September 4, 2014.
During the two day science, technology, engineering and mathematics (STEM) training, teachers visited Mount Morris Dam and Niagara Falls Storage Site. Teachers were able to talk with Buffalo District team members, who are applying STEM concepts daily, so they can apply those examples in the classroom and help better teach their students.

Members of the U.S. Army Corps of Engineers Savannah District staffed an exhibitor’s booth at the international Tall Ships Challenge on River Street, May 4 – 6, 2012. The exhibit space, called “Kid’s Cove – NOAA Planet Ocean in Motion” was sponsored by NOAA’s Gray’s Reef National Marine Sanctuary and included booths from various environment-related organizations. Each booth contained interactive kid’s exhibits that promoted education about protecting marine resources. The Corps’ Regulatory Division staffed a booth with an interactive floodplain model, information on dock/wetland permitting, and giveaways for kids. The Tall Ships event attracted thousands of people to the downtown area to tour about 13 unique, historical vessels. The event was an excellent way for the Corps of Engineers and other groups to inform the community about the roles they play in the Savannah estuary and the Georgia coast. FORT STEWART, Ga. – Officials with Fort Stewart, the U.S. Army Corps of Engineers Savannah District, Winn Army Hospital, and McCarthy Building Company broke ground on phase two of a large-scale hospital expansion project, Jan. 10, 2013. USACE photo by Tracy Robillard.
With a contract value of $37 million, phase two will expand and renovate the hospital's dining facility and add an additional 23,000-square-foot emergency department. It will also double the size of the pharmacy, expand the Family and Internal Medicine Clinic, and add 234 new parking spaces. Last January, the Corps broke ground on a phase one, which was a $23.1 million expansion (65,000 square feet).
The overall expansion and renovation has an estimated completion of October 2016. The schedule requires relocating operational clinics to temporary facilities while construction takes place in those areas.
Winn Army Hospital supports approximately 25,000 soldiers.
More than 100 Citizen-Soldiers from the 150th Engineer Company, New Jersey Army National Guard, received a hero’s welcome July 1, 2014 at a Welcome Home Ceremony at the National Guard Armory in Hammonton, N.J. Led by the Adjutant General, Brig. Gen. Michael L. Cunniff, the New Jersey National Guard leadership, friends and family, the Soldiers were greeted with cheers, applause and hugs from family and friends at the ceremony. The Soldiers had spent the last nine months in Afghanistan, in support of Operation Enduring Freedom, deconstructing U.S. military bases to its original state so they may be returned to Afghan forces. Today, federal, state, and local leaders joined JAXPORT and the US Army Corps of Engineers (USACE) Jacksonville District to celebrate the completion of the Jacksonville Harbor Deepening Project through JAXPORT’s Blount Island Marine Terminal. The project deepened 11 miles of the federal shipping channel—from the sea buoy to Blount Island—to a depth of 47 feet from its previous depth of 40 feet.
The 47-foot harbor provides the channel depth needed for larger ships to call Blount Island to and from destinations worldwide and allows existing ships calling Jacksonville to carry more cargo on board. In addition, the project includes a new turning basin allowing larger vessels to turn around at Blount Island berths.
"Florida's seaports are economic drivers for our state and serve as gateways to domestic and international markets," said Florida Department of Transportation (FDOT) Secretary Jared W. Perdue, P.E. "Through FDOT's strategic investments, our seaports continue to expand and modernize to meet the needs of Florida's growing economy and communities. The JAXPORT Harbor Deepening Project communicates to the world that Florida is open for business and demonstrates Florida's unwavering commitment to strengthen and grow supply chains while providing a safe, resilient, competitive, and dynamic multimodal transportation system."
“When JAXPORT began this deepening journey nearly two decades ago, the goal was to build the port of the future,” said JAXPORT Board Chair Wendy Hamilton. “With today’s completion of deepening through Blount Island—the future is here, and JAXPORT is equipped to meet the needs of the nation’s supply chain for generations to come.”
In coordination with deepening, JAXPORT completed more than $100 million in berth enhancements this month to enable the SSA Jacksonville Container Terminal (JCT) at Blount Island to simultaneously accommodate two post-Panamax container ships. In early 2023, terminal operator SSA Atlantic will welcome three new eco-friendly 100-gauge container cranes, bringing the JCT’s total to six.
“Anchored by harbor deepening, well over half a billion dollars in infrastructure improvements have been recently completed or are currently underway to improve our container capabilities at Blount Island,” said JAXPORT CEO Eric Green. “With the support of our federal, state, and local partners, JAXPORT is open for business and ready to serve the needs of our customers while creating local jobs here in our community.”
Deepening through Blount Island was completed three years ahead of the original project schedule. The total funding to date is $420 million funded through a public-private partnership between the federal government, State of Florida, City of Jacksonville, JAXPORT, and SSA Atlantic.
“This truly is a great public-private partnership,” Congressman John Rutherford said at the event. “The potential is amazing, but what I really love the most is while we’re here for the deepening ribbon-cutting, the Board and Eric are already talking about how we are going to make port operations even better. This is not the end of anything, this is really the beginning.”
“This project solidifies Northeast Florida as a top destination for worldwide commerce and shipping, with the ability to accommodate larger ships,” said Congresswoman Kat Cammack. “Florida, with her 14 ports around the state, continues to lead the way for maritime transportation and I’m grateful for the hard work and investment in this project, which will only create more opportunities to strengthen our supply chain and make the Sunshine State a top gateway to domestic and international destinations.”
The Jacksonville Harbor Deepening Project creates or protects 15,000 jobs throughout the supply chain, including trucking, warehousing, and distribution. The initial feasibility study for the project began in 2005, and construction started in February 2018.
“As with all Corps projects, this mammoth civil works effort was undertaken to upgrade the nation’s waterways and ports, to strengthen supply chains and promote economic growth while protecting the environment,” said USACE Jacksonville District Commander Col. James Booth. “As a result of this team effort, we expect Jacksonville harbor will grow and prosper as a preferred destination and point of departure for the largest, most cost-effective commercial fleets of the mid-21st century.”
"Jacksonville's economy and livelihood has always centered around the St. Johns River. JAXPORT has been a crucial driver of economic growth and investments in our city," said Jacksonville Mayor Lenny Curry. "The completion of this leg of a decades-in-the-making Harbor Deepening Project has required the collaboration and effort of public, private, and nonprofit spheres. It is no small feat and will kickstart the next phase of growth in our job market and investments from regional, national, and global actors."
In addition to the deepening, berth improvements, and new cranes, more than $70 million in terminal enhancements—funded by SSA and a grant from the US Maritime Administration (MARAD)— are also underway to expand container capacity at the SSA JCT. By spring of 2023, SSA will complete the first three of seven construction phases, producing approximately 31 acres of newly paved and improved operating area. The total project of approximately 93 acres will be complete by the end of 2024, allowing the SSA JCT to accommodate 500,000 TEUs (containers) annually.
“SSA would like to thank JAXPORT, the Army Corps of Engineers, and all our state and local officials for their commitment to this historic event,” said SSA Vice President of Florida Operations Frank McBride. “Forty-seven feet of water positions Jacksonville among the deepest ports on the East Coast, further enhancing the capabilities of the SSA JCT as an international cargo gateway.”
The Jacksonville Harbor Deepening Project is a 13-mile federally authorized project. The current funding model covered the completion of the first 11 miles. The final two miles are authorized and under review.
JAXPORT is Florida’s largest container port and one of the nation’s top vehicle-handling ports. Jacksonville offers two-way ship traffic, no berth or terminal congestion, and same-day access to 98 million consumers.
Cargo activity through Jacksonville’s seaport supports 138,000 jobs in Florida and $31 billion in annual economic impact for the region and state. The port continues to make infrastructure improvements in support of JAXPORT’s mission to create jobs and economic opportunity for the citizens of Northeast Florida.

LOS ANGELES — Society of American Military Engineers posts from Los Angeles, Orange County and the Inland Empire held their 26th annual joint breakfast meeting Jan. 13. The keynote speaker currently serves as the Acting Chief of Engineers and Commanding General for the U.S. Army Corps of Engineers.
Los Angeles District Commander Col. Mark Toy introduced Maj. Gen. Merdith W.B. (Bo) Temple to more than 100 SAME members. He mentioned that, among the general's many accomplishments, he holds the distinction of being the only individual to ever hold all four general officer billets at USACE headquarters. Once a permanent Chief is named, Temple will retire with 37 years-of-service.
For his remarks, Temple took the opportunity to discuss where the Corps and the Army find themselves today and where they are headed.
“As fiscal year 2011 came to an end, the Corps was wrapping up an unprecedented period of construction and project execution,” said Temple. “For example, over the past five years, we provided $12 billion in BRAC-related (Base Realignment and Closure) construction; $7 billion of American Recovery and Reinvestment Act (stimulus) work in both military and civil works programs; and about $14 billion of Gulf Coast recovery work!”
And, 2011 brought roughly three times the disaster declarations of a normal year.
“USACE responded to devastating tornadoes and severe spring storms, as well as hurricanes and tropical storms, under the National Response Framework in support of FEMA,” said Temple. “We are working now with the $1.7 billion appropriated supplement to the Corps’ budget in disaster relief to make emergency repairs before the 2012 flood season is upon us.”
For the future the general discussed the continuing fiscal challenges the Nation faces.
“We are operating in a more complex, less certain, resource-constrained environment which requires a more focused, systems-based approach and more collaboration to develop and deliver safe, quality engineering solutions on time, at or below cost, to our customers, stakeholders and partners.”
Even with fiscal challenges, locally, the District will benefit from Obama administration programs like America’s Great Outdoors and the new Urban Waters Federal Partnership which selected the Los Angeles River Watershed as one of seven pilot locations to enhance existing work like the Los Angeles River Revitalization Master Plan.
“The Los Angeles District is a strong supporter of revitalizing the river, with several on-going studies and potential projects that aim to restore riverside habitat, increase public access to the river and promote recreational opportunities,” said Temple.
Military construction projects also hold great promise for the region.
“South Pacific Division’s FY 12 budget is about $1.2 billion, which is about $200 million more than last year, with two significant MILCON projects at Fort Irwin accounting for most of that increase," said Temple. "Another highlight is that Los Angeles District estimates that they will award more than $200 million to small businesses in FY 12.”
