Profiles in Medical Power- Dr. Francis Obuseh

Dr. Francis Obuseh serves as a US Navy Epidemiologist and Public Health Educator at the Navy and Marine Corps Public Health Center in Portsmouth, Virginia.

Dr. Obuseh projects medical power by ensuring warfighters' readiness through education and analysis of medical and non-medical data. This helps determine the best course of action to minimize outbreaks amongst our sailors and marines and shore up potential vulnerabilities. By collaborating with various teams across the force, he assists in creating user-friendly medical guides and provides subject matter expert support through contingency plans and other forward thinking scenarios. He continues to plan, provide, coordinate, and advise on disease prevention, assessment, and expert data analysis input on public health to deliver public health policies, assurance, and evidence-based training to meet all Navy command's varying needs.

Educator Appreciation Reception

At a Jan. 13 meeting of more than 150 health educators, First Lady Carla Markell presented the Order of the First State on behalf of Gov. Markell to Jeanne and Don Keister and Dave and Gail Humes, founding members of the grassroots advocacy and support group atTAcK addiction. The First Lady said the Keisters and Humeses were honored with the highest civilian award for their work to reduce the stigma of addiction, their advocacy for increased treatment and recovery services, and their support of individuals in active use and their families. “Thank God we have this group of people," she said. "There is not a family in our state that isn't touched by this disease."

The First Lady joined Lt. Governor-Elect Bethany Hall-Long and DHSS Secretary Rita Landgraf, along with teachers, school nurses, administrators and representatives from DHSS, police and the nonprofit community at the statewide meeting in Cheswold on preventing addiction among Delaware students. The group will vet new videos for potential use in Delaware public schools. The Lt. Governor-elect said addiction is “the number one public health epidemic” in Delaware. “At the end of the day, you have the opportunity to save someone,” she told the educators.

Secretary Landgraf said preliminary numbers from the Medical Examiner’s Office show that 224 people died of suspected overdoses in 2016, including more than 90 deaths that involved the use of fentanyl. “The addiction is the disease,” she said. “The opiates and the heroin are the substance.” She said the educators have a critical opportunity to intervene in order to prevent addiction.

If you or a loved one is struggling with addiction, call DHSS' 24/7 Crisis Helpline at 1-800-652-2929 in New Castle County, or 1-800-345-6785 in Kent and Sussex counties. Or go to www.HelpIsHereDE.com to search for prevention, treatment or recovery services in Delaware or nearby states.
