In Haringey - Tottenham especially , we have a problem that some people see litter bins as informal collection points for dumped rubbish.
Next to the litter bin. a green bag contains waste - probably from the litter bin itself. It's left there legitimately for collection by the street cleaner.
But - as in many other places - both the green bag and the litter bin act like a magnet to attract more dumped rubbish.
All in all the facilities were pretty impressive actually. There was even an SPCA at the front of it. No actual dump site.

21 August 2014. The third pile of dumped garbage in the alley linking Dowsett Road and Carew Road - looking south towards Carew Road.
It only needed some maggots and rat droppings for a Kober Klean alleys award.
1971 - The night the ammo dump went up. The initial explosion did a lot of damage around Qui Nhon. Blew all the mosquito screens out of the Pink Palace, tiles lifted from a number houses around us. A large hanger on the airfield was flattened and ordnance thrown into property and the streets. A couple of mortar shells were in the street along from the Pink Palace. A busy clean-up for the UXB squad, Arm-forces radio reported it as the largest non nuclear explosion.

Rubbish is regularly dumped outside the entrance to Heathway Villas, Dowsett Road N17. Photo above and first photo below both taken on 4 March 2019.
Second photo below on 5 March when someone had added a couch and a plastic bag containing more rubbish.
Typical: men watching women do all the work. Michelle was the first person to want to try using the fruit dumper into a stainless steel tank on day one. She did good and found herself doing quite a bit of it during the initial phase of fruit delivery.
Otherwise Cory sped the frut around at about 30mph/44kph to my annoying calls of, "more fruit." Little did anyone know, my piercing shreik, loud enough to be heard over the noise of 3 forklifts and a fruit line, was actually about 5 on my personal volume control. I can make alot of noise.

This was originally a Kmart, which was built and opened in 1974. It became The Dump on June 28th, 1996.
Bristol, Vermont USA • The Town Dump burst into fire yesterday, and when the brush & stump portion led its way to the monumental tire pile. I became aware as I crested a hill here in Cornwall, and saw this amazing dance of black and white smoke towers in the distance. • I now know the fire was 15 air miles away, but I first thought some industrial operation was afire in Middlebury (c. four miles ahead). • Early reports suggest it was likely accidental, started by someone trashing their not yet cold, wood stove or fireplace ashes). • Lot of toxic smoke; lot of stink. I heard that nearby residents were evacuated. This event is still happening.
Let this be a warning, neighbors !
