Materials required for making a simple Low Cost LED marker:
1 X 9 or 12 Volt LED
You can muck about with resistors if you want to, but it's not worth the savings!
I used Night Lites Ltd. KLL-5321-12V (Red), KLL-5331-12V (Green) and KLL-5351-12V (Yellow). Knight Lites also makes flashing 12 Volt LEDs, but they don't stand up well to the heat of the hot glue, and the flashing gets kind of funky. They also make other colours, but they are much more expensive!

DON'T use regular masking tape! It does not come off cleanly at all. Even artist's tape leaves a tacky residue that needs to be removed with something like WD-40.
You will also need a hot glue gun, solder, a soldering iron and a few plastic bottle caps.
The total cost for each marker was less than $2.00 CDN with about 5 minutes of labour for each set of two.
The top spun almost 360 degrees during the exposure, but not quite. Since the exposure was 1/20 of a second, the top is spinning at almost 20 revolutions per second, or 1200 RPM. Fun with science!

So the past couple of weeks of playing around have been building up to this. In theory this is working towards some kind of LED belt buckle. For now it's a prototype. An Atmel ATMega168 microprocessor, a couple shift registers, and an 8x8 LED matrix (3 colors/LED, although not seen here).
I had to solder my own breakout board for the LED matrix as the bread board and female-female berg headers were just not cutting it. The custom breakout board is just a Radio Shack perf/protoboard and can accommodate two 8x8 matrices at once.

It may not look like it but this is the same signal with the hand retrofitted with an LED module by Electrotechs. The module is designed to fit inside the existing reflector assembly and has a socket that mates with the back of the LED module. ODOT has had a love affair with this design for years and up until only last year, spec'd its pedestrian signals as incandescent. They would fit this module in the hand and leave the bulb in the man.
