The National Accreditation Regulatory Authority for Higher Educational Institutions Bill 2010: This Bill proposes to make accreditation compulsory. It may be that fund cuts can follow in case an institution fails to achieve sufficient credits. However, the central government will have the power to offer exemptions. Private or otherwise influential players can therefore secure such exemption, which is an open invitation to graft and corruption. .

Higher education is being privatised in the name of ridding it of problems like corruption and capitation fees and ensuring higher standards. However, the telecom scam is a reminder that privatisation and greed for profit go hand-in-hand with corruption. The US-backed agenda for Indias higher education will not only further exclude the poor and underprivileged, it will increase the scale of chaos and corruption in education manifold. .

An Agenda for Democratising the Campus, Defending and Expanding Our Rights .

· Fighting adverse service conditions and bureaucratisation .

In line with neoliberal agenda to corporatise higher education, the DU Administration is hell bent on policing and denigrating the teaching community by attempting to impose a corporate culture with biometric smart cards and compulsory attendance registers. .

The pretext of 6th pay commission has been used to curtail hard-earned promotional opportunities through imposition of arbitrary bureaucratic service conditions and illogical point systems that benefits neither teaching nor research. .

These moves must be strongly resisted to defend the autonomy and dignity of the entire academic space. .

· Rights of new and ad-hoc teachers must be defended .

The AGPs at the initial stages must be upgraded. It is a shame that DU, which employs adhoc teachers on such a large scale to bear a major burden of the teaching load, refuses to extend them the due rights and benefits. The services of adhoc teachers must be duly recognised towards promotion and maternity leave benefits be extended to ad-hoc teachers. .

Discrimination against librarians, other academic staff and system programmers must end and the long-standing demand of parity with the teaching community must be ensured. .

The Government must be pressurised to allow around 400 teachers left under CPF scheme to opt for GPF scheme as their post retirement benefit stands seriously compromised. Also the teachers under NPS (after 2004) must be ensured a steady pension. .

· Strict Implementation of Reservation in admissions and appointments .

Roster system for SC/ST, OBC and PH reservations in teaching posts must be transparently and strictly adhered to. .

Clear guidelines for fulfilment of SC/ST, OBC and PH reservations in student admissions, as per constitutional provisions must be laid down, and there must be an end to the arbitrary procedures used to undermine 27% OBC reservations over the past 3 years. .

· Rights and Facilities for the Differently-Abled .

All necessary infrastructural facilities must be created for differently-abled teachers, students and staff both in terms of computers, software packages, reading materials, reading assistance as well as assistance for evaluation of scripts by teachers, ramps and sound indicators on the campus. We take strong exception to the fact that a section of the press and certain student organizations in campus are trying to attribute the individual opinion expressed by the JNUSU President regarding the President of India Dr A.P.J.Abdul Kalam to the entire JNUSU Council. The programme was organized by the JNU Administration and the modalities of the Programme were not discussed with us. The undersigned office-bearers were not formally consulted by the JNU Administration at any stage for the presentation of the bouquet to the President of India. The JNUSU President informed the undersigned office-bearers about her decision to not give the bouquet after she had already communicated it to the Vice-Chancellor. Therefore the question of taking a collective position by the JNUSU ofiice-bearers on this issue do not arise. .

The representatives of the Students' Union of different Schools raised certain issues in the form of a letter to the Visitor of our University. In that appeal, the JNUSU urged upon the Visitor of the University to· address the genuine concerns of the student community pertair.ting to the .

Unite to Resist Price Hike and Ensure Quality and Hygiene at Dhabas and Canteens !Demand 24x7 Dhaba Without Delay ! Reject Attempts to Target JNUSU President ! Reverse Price Hike In spite of the JNUSU's opposition to the price hikes in the dhabas and canteens. the Administration has goneahead with imposing the hikes in prices. Such a hike in rates will put an undue burden on students. and must bereversed. In the CDC meeting dated February 7, when the proposal of price hike for certain items was moved. the J NUSUPresident opposed this move, and added that since the quality and hygiene of dhabas is in such patheticshape, it was the hygiene and quality that needed upgrading, rather than prices. As a result. the CDC set up aSub-Committee. including karamchari leaders and the JNUSU President, for an urgent review of hygiene and . quality standards. However, the Administration went ahead with the price hikes, and the moment this came to light,the JNUSU President opposed it in a protest letter on the day of the next CDC Meeting on 171n March (see JNUSUnotice dated March 17). In the CDC Meeting, the JNUSU President as well as JNUSU's CDC Representative (whohowever refused to sign a joint letter with the President), strongly demanded a review of the price hikes. As a resultof this, the matter is being taken up for discussion in the CDC Meeting of 18lh March. The need of the hour is tooppose the price hike unitedly and reverse it. overrating of potential of the rich peasantry as allies of the working class in democratic revolution with dubbing them as co-sharers in state power and targets of democratic revolution! .

This confusion is also visible regarding their assessment of the role of the middle peasant. Their Agrarian Resolution describes them as vacillating allies. Their understanding is that the middle peasant will vacillate between the rich peasants and kulaks on one side and the agricultural labourers and small peasants on the other. The same resolution has however, also stated that, .... majority of the poor and middle peasants are trapped in subsistence or near subsistence farming.... The broad mass of poor and middle peasantry, apart from groaning under the yoke of semi feudal remnants, are at the receiving end of the expanding forces of capitalism, viz, these new landlords and kulaks and are oppressed by these classes. The question legitimately arises that why would the middle peasant ground down in such poverty and exploitation, much like the small peasants, vacillate between the agricultural workers and small peasants on one side and the rich peasants on the other? The M-L Liberations assessment in fact amounts to jumbling together of the middle peasants role in Socialist Revolution with that in People's Democratic Revolution. The experience of different revolutions shows that middle peasants are reliable allies of the working class in the stage of democratic revolution. It is in the stage of socialist revolution that they vacillate between the chief target of revolution in the countryside i.e. rich peasants on one side and the rural proletariat and small peasants on the other. .

As regards role in democratic revolution of classes other than the working class and peasantry, the General Programme of the CPI (M-L) Liberation has the following prescription to offer: Small and medium capitalists and bourgeois intellectuals are vacillating and unstable allies of the democratic revolution. This formulation does not reveal any dynamic understanding of the role of the non-big bourgeoisie vis-à-vis both monopoly and imperialism. The changes engendered by neo-liberal policies in these sections of the capitalist class find no mention. .

There is no assessment at all about the role of the urban and rural middle classes. Who they are, what impact liberalisation has had on them, whether differentiation among them has grown due to neo-liberal policies, what role their different strata will play in democratic revolution all these are matters of no concern to the M-L Liberation. Mention is made only of middle class intellectuals who are mechanically dubbed as vacillating and unstable allies of the revolution. This undermines the potential of their progressive sections and does violence to the Leninist understanding of the role of intellectuals in backward, developing societies. .

Method of Transition .

Different tactics including participation in elections, extra-parliamentary struggle, utilisation of possibilities of forming provincial governments etc. are envisaged in the process of achieving democratic revolution by the ML-Liberation. It concedes the possibility of peaceful transition in exceptional circumstances but deems this to be unlikely. The abandonment of the line of individual annihilation propagated by old time Naxalism and attempts at involving the masses rather than armed squads of committed revolutionaries are positive. .

Tactical Line .

Blind Animosity Towards C.P.I. (M) .

.

The hallmark of the CPI (M-L) Liberations tactical line is its overt anti-CPI (M) thrust. They continuously call CPI .

(M) a social democratic party. After doing this they invoke the long abandoned thesis of the 6th Congress of the Communist International that dubs social democrats as social fascists to somehow provide theoretical justification for their blind animosity towards the CPI (M). Their cadres are taught that it is not possible for their party and movement to advance unless they mount a continuous attack on the CPI (M) and mass organisations led by it. This approach finds reflection in joint movements and activities. Several examples of this were there right through the 1990s when the M-L Liberation led mass organisations tried to misuse platforms like NPMO to settle scores with CPI (M). .

They consider the West Bengal Left Front Government as an enemy and place it on the same footing as state governments led by bourgeois parties. Slander against the LF Government is a major plank of their politics. They make every effort to denigrate the historic land reforms achieved through long and arduous struggles of the Bengal peasantry led by the All India Kisan Sabha, the sacrifices of countless martyrs and the pro-kisan policies of the LF Government. Thus, their 7th Congress Pol-Org Report states that, Even in a state like West Bengal, the total area of redistributed ceiling-surplus land amounts to only 8% of the total cultivable land in the state. The fact that ceiling surplus land distributed in West Bengal amounts to almost 20% of the total such land distributed in the country has no meaning for them! Their Policy Resolution on Agrarian Question (2001) is marked by gross deceit on the issue of tenancy. Thus they state that, "Though tenancy has been banned in many states (it is legal in West Bengal), it is widely prevalent on the sly." The reference to Bengal is motivated to somehow show that the Left Front Govt. is even more anti-tenant than other state governments. They know that the Bargadari Act in West Bengal, under which over 15 lakh tenants have been registered, provides tenants such guarantees against eviction by landlords as exist nowhere else in the country. Yet they indulge in this slander. The same resolution also states that, .

The Election Commission deserves the highest praise from all the secular and democratic people of our country for bringing to an halt, at least for the time being, the Sangh Giroh's dangerous designs in Gujarat. The Gujarat carnage -involving violence against the minority community on a scale not seen since the days of Partition -took place with the active connivance and support of the state administration under the leadership of Chief Minister Narendra Modi. After having presided over the state-sponsored genocide, the BJP is now hoping to convert it into electoral gains through early polls. .

What the people of Gujarat think of the Narendra Modi government had been quite clear after the panchayat polls and assembly by-elections in which the BJP had been thoroughly routed. However given the present situation in the state -hundreds of thousands displaced from their homes and an atmosphere of fear and intimidation still being prevalent with the perpetrators of the riots going unpunished-a free and fair elections would hardly have been possible. And that was what the BJP was banking on. .

Frustrated in their attempt, the RSS-BJP is now trying to denigrate the institution of the EC, with the BJP even making official statements attributing a political bias to it. Now, the government has decided to make a Presidential reference to the Supreme Court. , In the absence of student representation, 1t has become the standard practice of the JNtJ administration to promote del1berate confusions and mislead JNU's statutory bodies on crucial issues. The most ~Jiaring example of this is of course the shameful manner in which the JNU administration tried its level best to mi ;inform and manipulate the Academic Council on the issue of OBC reservations for students and SC/ST reservc1tions in faculty posts. The functioning of c;scASH too has been hampered in the absence of elected student representation. It is therefore high time that we reclaim the right of student representation in the AC/BoS/GSCASH and transform them into sites of struggle. .

In the past few days. we have seen the SFI launch a completely baseless tirade aga1nst AI SA's proposal of immediate AC/BoS/GSCASH electrons. We have been facing the brunt of a lack of elected student representation; the issue of JNUSU elections is nght now tied to the result of negotiations with the Solicitor General and to the whims and fanc1es of the state .

Let us ask: .

Ambedkar Cartoon Debate: A Perspective .

A raging controversy has erupted over a 1949 cartoon of Ambedkar and Nehru in a NCERT political science textbook, leading to an uproar in Parliament, and an announcement by the HRD Minister that the textbook would be withdrawn from circulation till the cartoon was removed. .

We strongly condemn the attack by a mob on the Pune office of Suhas Palshikar, one of the authors of the textbook. Political leaders should stop orchestrating such violence, that smack of the right-wing assaults on dissenting voices. Debate on educational content is welcome, but cannot be dealt with through physical attacks. There is an urgent need to view the matter at hand in the light of reasoned debate. The note below is our stand on, and contribution to, this debate. .

On the one hand presence of the 1949 cartoon by noted cartoonist Shankar in the NCERT textbook, is being described as offensive to Dr. Ambedkar, and as part of a political conspiracy to denigrate Ambedkar. On the other hand, the makers of the textbook have resigned in protest against what they hold to be the infringement on academic freedom, and there has been an outcry against censorship. We hold that there is a need to go beyond these two polarized and black-and-white positions, and consider the issues involved, in a spirit of reasoned debate. .

First, is the cartoon as it appears in the textbook, really indicative of a malign attempt to denigrate Dr. Ambedkar? To arrive at an answer, let us take a closer look at the concerned chapter, as well as the process of preparation of the textbook. .

The concerned chapter, in which the cartoon in question appears, is titled Indian Constitution: Why and How. The chapter closely examines the democratic goals, political debates and political interests that informed the process of preparing the Constitution. It is as such very sensitive to the question of caste and communal discrimination and civil liberties. For instance, the section subtitled Limitations on the powers of Government, discusses a scenario where the authority empowered to make laws, enacted laws that imposed dress codes, curbed freedom to sing certain songs, or decreed that people who belonged to a particular group (caste or religion) would always have to serve others and would not be allowed to retain any property or that only people of a certain skin colour would be allowed to draw water from wells. It then explains how one of the functions of the constitution is to set limits on governments powers, by specifying fundamental rights, civil liberties, and other principles that no government, as a rule, can trespass. .

Apart from the Ambedkar-Nehru cartoon by noted cartoonist Shankar, there are several other cartoons that are featured in the chapter, each accompanied by certain thought-provoking questions, which can be answered by reading the chapters text itself. For instance, there is a telling cartoon, also by Shankar, on page 7, showing Nehru with two faces, one turned towards a concert of politicians singing Jana Gana Mana, and another turned in the direction of politicians chanting Vande Mataram. The text below comments Here is Nehru trying to balance between different visions and ideologies, and asks students to identify these contending forces and try and think about who would have prevailed in this balancing act? .

The cartoon that is at the centre of the debate, appears on page 18. The text beneath it reads: Cartoonists impression of the snails pace with which the Constitution was made. Making of the Constitution took almost three years. Is the cartoonist commenting on this fact? Why do you think, did the Constituent Assembly take so long to make the Constitution? If one reads the accompanying text relating to deliberations of the Constituent Assembly, the answer to the above questions that is suggested is certainly not that Ambedkar was slowing the process and Nehru trying to whip him into going faster. Instead, the text actually spells out the different contending ideas and the painstaking and time-consuming debates, in a very positive light, as an exemplary democratic process. It says, The voluminous debates in the Constituent Assembly, where each clause of the Constitution was subjected to scrutiny and debate, is a tribute to public .

It is unfortunate that the DSU has once again started a malicious campaign ·against the conduct of JNUSU Elections: Rather than raving and ranting against the position of SFI and others in favour of conducting the JNUSU Elections now, DSU and its allies must clarify what concrete alternative exists before ~~e student community today? Their vacuous rhetoric cannot conceal the real intent behind their opposition, Vlfhich is to postpone the conduct of JNUSUelections forever and have a JNUSU-Iess student movement in JNU. That may suit DSU's anarchist and adventurist politics but will be inimical to the interests of the broader studef'l~ community. Narrow minded sectarianism of the DSU is preventing it from placing the larger interests of the students above its partisan political interests. This is hardly surprising from an outfit which supports and glorifes the Indian Maoists, who routinely resort to mindless assassinations and violence and denigrate democracy. OSU has also displayed remarkable hypocrisy during the past two years, having first opposed the dialogue with the Amicus-Curiae, then shamelessly participating in the negotiations and subsequently equating the Joim Struggle Committee with the pro-Lyngdoh YFE at a time when the JSC was trying hard to pressurize the JNU administration for taking a position in favour or granting the exemptions suggested by the Amicus in his petition. These divisive and nonsensical positions adopted by the DSU have dovetailed with that of the YFE, which has proactively campaigned for the imposition of the Lyngdoh recommendations in JNU. in effect, OSU and YFE are two sides of the same coin; both are saboteurs as far as the conduct of JNUSU elections isconcerned. The JNU student community has played a crucial role in the struggle for the restoration of the JNUSU Elections and the JNUSU Constitution. The support of the student community was cruc1al in the negotiation process with the Amicus Curiae and instrumental in getting the Supreme Court judges to reappoint Gopal Subramanium as the Amicus Curiae and reopening of the dialogue process in the month of September 2011. The limited relief wh.ch has come from "he Court is because of the un;~t::d ~· ;gle waged by the studem community. The SFI salutes the JNU student community for the perseverance it has shown in this long drawn and arduous struggle. This resolve for restoration of the JNUSU Elections as per the JNUSU Constitution must be preserved and strengthened in the days to come. Today, there is f' need for forging a broad consensus in favour of condu~ting the JNUSU Elections immediately, which have not been held since 2008. On Deprivation Points for Backward Minorities .

The University has agreed to form a committee to ascertain the legal/social position regarding the issue of provision of deprivation points to religious minorities. In the coming days, the JNUSU will have to carry forward the struggle to integrate the Ranganath Mishra Commission recommendations in the Admission Policy of the University. The Ranganath Mishra Commission, to recall, had observed that positive discrimination on the ground of caste or religion coupled with other grounds such as social and educational backwardness is constitutionally permissible and, therefore, under a given circumstance it may be possible to treat a caste or religious group as a class. The Commission had argued that Since the minorities especially the Muslims are very much underrepresented, and sometimes wholly unrepresented, in government employment, we recommend that they should be regarded as backward in this respect within the meaning of that term as used in Article 16 (4) of the Constitution. The student community will also have to remain vigilant against formulations such as if society is divided on the basis of religion, we will provide reservation on the basis of religion (put forward by the President of SFI-JNU), which would become fodder to majoritarian communal forces, which see the demand for deprivation points as minority appeasement (ABVP pamphlet dated 29.10.2012). .

The Balance of Political Forces since 2007 Remains Unchanged .

The developments since 2007 in the campus (which included, but were not confined to, the clampdown on student union elections) have meant a shift in the balance of political forces in favour of the administration, exemplified by the sheer volume of anti-student moves on its part during the last five years. The course and outcome of the agitation shows that this objective situation, whereby the hand of the administration has been strengthened at the cost of the students movement, has not been reversed. The JNUSU leadership, through speeches and pamphlets, has been trying to pacify the students by talking about in principle acceptance from the administration, seeing the outcome of the agitation as a step forward, substantial advance etc, instead of engaging in a concrete review of the agitation. .

Sectarianism within JNUSU .

The course of the agitation has also brought out in the open the sectarian nature of the differences of opinion between the organisations leading the JNUSU. Instead of sincere attempts to preserve the struggling unity of the JNUSU, what came out in the open was a fight between the leading organisations regarding competing demands and priorities, with the student community remaining largely in the dark. Such differences of opinion among the organisations that lead the union should be settled in the JNUSU council or at the UGBM rather than allowing them to affect the much-required unity in the course of the agitation. The office-bearers of the JNUSU should also be conscious of the message that is conveyed by quarrelling among themselves in public in the midst of an important agitation. Such acts that denigrate the highest platform of the JNU students would serve only to strengthen the hands of the administration. .

SFI congratulates the student community of JNU for their participation in the agitation fought under the leadership of the JNUSU, and pledges to stand by the JNUSU in carrying our struggle forward to its logical conclusion. .

Parliamentary democracy in our country, which has given voices to the voiceless, albeit to a limited extent. The recent passing of the OBC Reservation Bill in Parliament, is yet another exposition where the marginalized sections of the population have asserted their rights through the Parliament. .

To oppose OBC reservation after the passage of the Bill Is tantamount to oppose the law of the land. The fact that the YFE Is still campaigning against this policy, even after the enactment of the Bill proves their total disregard for democracy and the Parliament of our country. Through their opposition to the OBC reservation Act, they are questioning the collective will of ·the people of India. We warn them against any attempt to denigrate the Parliament and other democratic institutions in our country. It is shameful that the YFE is using the JNUSU latform for .

While the YFE is hell bent upon scuttling the process of implementing 27% OBC reservation and 54% seat increase in the campus, it is extremely unfortunate, that the JNU Administration has not till date announced its policies in this regard. Neither has the Administration initiated any broader dialogue within the University community on this issue. This dilly-dally approach on the part of the Administration is only providing space and legitimacy for the YFE's campaign. We demand that the Administration must immediately announce its plans in this regard and take all necessary steps to ensure 27% OBC reservation and 54% seat increase from the next academic session. .

In these circumstances, it is highly commendable that the JNUSU President and Joint Secretary has initiated the process of discussion on this issue within the student community by callingfor an Open Meeting on this issue. We warn the YFE against any malicious campaign against the JNUSU office-bearers who are only trying to uphold the law of the land in our university. We appeal to the student community to rally behind the JNUSU In future struggles aimed at ensuring that 27% OBC reservation and 54% seat Increase is Implemented in our campus. RSS-VHPs Communal Hate Mongerers Try to Barge into JNU Indulge in Open Hate Mongering and Incitement at JNUs North Gate!! .

AISA condemns in the strongest possible manner the RSS-VHPs attempts to spread communal frenzy in JNU. Today, under the pretext of a protest in the context of the ongoing debate in JNU on eating beef and pork, several VHP-RSS activists assembled at the North Gate of JNU at around 11 am and held a session of provocative hate-speeches for several hours, disrupting the traffic. During the long hate-speech session, several speakers indulged in the most condemnable hate speech. Speaker after speaker made highly communal and inflammatory speeches loaded with the choices of abuses against religious minorities. Open threats of the worst violence against minorities were repeatedly made, and highly derogatory and abusive language was used. Not just this, extremely communal, dangerous and divisive literature was openly distributed during the meeting. This literature was full of insults against Christianity and other religions. For instance, a booklet published by the Dharm Rakshak Shri Dara Sena titled Yeshu Mein Shaitan Hai was distributed. As the name itself suggests, the booklet is aimed at propagating falsehoods and an anti-minority frenzy, by deliberately insulting and denigrating religious minorities. .

It is extremely shameful that all this happened in full public view, right in front of our universitys gate. Given the provocative nature of the protest, security forces of the North Gate had a hard time controlling the situation. This is not the first time communal right-wing forces have indulged in such tactics. Time and again we have seen them using any excuse to perpetrate violence against religious minorities. Campaigns against alleged illegal immigrants, against forced conversions, against inter-religion marriages are staple diet for such forces. Inside JNU, the ABVP specialises in such communal hate mongering. Throughout the recently conducted JNUSU election process, we saw the right-wing forces at work routinely engaging in hooliganism against women and minority students. Even on the evening of the Presidential Debate, a booklet ostensibly opposing beef eating, but actually targeting minorities was distributed in JNU hostels. It is now absolutely clear that communal forces affiliated to the Sangh Parivar including elements within the campus are together using the debate on Beef and Pork to vitiate the atmosphere in JNU. This is nothing but an organised hate campaign with a divisive political agenda. Communal fascist forces routinely use culture and religion as excuses to spread division, violence and hate in society. They use the excuse of Valentines day to indulge in violence and moral policing, they try to impose dress codes, they molest women in pubs. Such dangerous campaigns cannot be tolerated, and have to be robustly resisted. Moreover, such divisive and communal campaigns have to be dealt with an iron hand by the authorities. Given the well established linkages of elements in the campus with RSS-VHP and other Sangh Parivar forces, who are working to vitiate the atmosphere in JNU, we demand that the JNU administration take up this issue in all seriousness with the Delhi Police and other concerned authorities, so that such blatantly communal, divisive and unconstitutional acts are not allowed. .

The JNU administration should take responsibly of ensuring punishment to those who organised todays protest at the JNU North Gate. .
