Gov. Neil Abercrombie today signed House Bill 656, establishing the Health Care Transformation Program within the Governor’s office to advance the transformation.
“Improving health and the quality of care while bending the cost curve are among my administration’s top priorities,” Gov. Abercrombie said. “Addressing these concerns requires a new systematic approach that affects health care statewide.”
HB656 (Relating to Health Care Administrative Uniformity) also sets specific responsibilities for creating a strategy and timeline for statewide healthcare transformation that includes developing standards to measure quality and costs, reducing administrative burdens for providers and insurers, and improving and expanding the use of information technology to support transformation.
The measure explicitly gives the Governor the authority to obtain information by consulting with any stakeholders, individually or in groups, as part of the foundation for transformation. This is crucial since the healthcare sector cannot make systematic, coordinated changes of its own volition because:
- antitrust issues preclude many kinds of concerted group action that are not mandated and/or supervised by government authority;
- while insurers, hospitals, and provider groups can all make sweeping changes within the scope of their own organizations, these changes may have little effect on the rest of the system; and
- private sector health organizations agree on improving health, quality and cost, but implementing strategies without regulation or at least industry coordination is difficult because such organizations may have mixed motivations in a competitive environment.
“The cost of health care affects every resident and business in Hawaii,” said Beth Giesting, the state’s Healthcare Transformation Coordinator. “While health insurance premiums in Hawaii are relatively modest and offer good coverage, the inflationary trend – on average about 6 percent per year – results in wage stagnation and limited opportunities for business expansion.”
More than any other entity in Hawaii, the state is directly impacted by the effectiveness of the healthcare system as it purchases coverage for nearly 40 percent of the population, and that percentage will grow when new eligibility provisions and requirements under the federal Affordable Care Act result in Medicaid expansion. Med-QUEST programs now cover more than 20 percent of the state’s population with a budget of nearly $2 billion. The Hawaii Employer-Union Health Benefits Trust Fund covers nearly 15 percent of the population (Its annual budget is $523 million and it carries an unfunded liability of $14.4 billion). The state budget also supports the Hawaii Health Systems Corporation, emergency and trauma services at other facilities, behavioral health care, federally qualified health centers, and more.

Individuals 65 years or older account for 14.7 percent of Hawaii’s population, which makes Hawaii the eighth in the nation in terms of the greatest percentage of older Americans. The following bills provide protections and resources needed for Hawaii’s growing kupuna population.

- SB102 (Relating to the Elderly)
SB102 specifically requires that financial institutions report instances of suspected financial abuse of an elder directly to the appropriate county police department (via 911) and the state Department of Human Services via Adult Protective Services:

The Creating Balance exhibition opened today at Pitfield Pop-Up in Winchester.
The project has been over a year in the making and is the celebration of a collaboration between Anglepoise, The University of Portsmouth and Strong Island a community group from Portsmouth.
The strength and breadth of talent in Portsmouth has been showcased at the exhibition.
During the last year 10 artists and designers were twinned with 10 photographers and each given an Anglepoise lamp.
Final outcomes are on display along with 10 videos all made by students Massimo Mazullo and Jonas Jakunas on the BSc TV & Broadcasting course at The University of Portsmouth.
We launched the exhibition as part of The London Design Festival back in September and were also picked to be part of the Icon Design Trail and speak at the V&A gallery in London.
Everyone involved in the project has been overwhelmed by the support and reaction to the exhibition so far. Some lamps have been customised - artist My Dog Sighs used his lamp as a palette, design studio I Love Dust illustrated theirs, Paul Gonella and Tristan Savage submerged a lamp in the solent for 4 months and Russell Squires turned his lamp into an Anglebot.
Pitfield, Winchester is the perfect place to exhibit due to their incredible curation of the space. Pitfield Pop-Up by Pitfield of London (owned by Sean Clarkson an interior designer who appears on Channel 4;s Four Rooms) is a mixture of shop, cafe and gallery.
You can view the exhibition until 7th December, open Monday to Saturday 7.30am - 5.30pm and Sunday 10am - 4pm. Pitfield Pop-Up Winchester is located in the centre of the city right by the cathedral at The Brooks, Winchester. It will then open at aspex gallery, Portsmouth on 10th January 2014 until 16th February.

Hello everyone! For this Thanksgiving tutorial (if you’re in the USA), I present you with the coffee based drink menu for The Roasterie, a cozy coffee shop located in Piccadilly Circus purveying bold flavors and carefully selected pastries to its patrons.
We’ll use some of the twenty font families included in the font geek’s go-to bundle to accomplish that. We’ll explore basic visual identity building, and how to use the many symbol/dingbats typefaces included in the collection to our advantage for layout building, and more!

Kansas students create art for Dream Rocket Project, The Associated Press
Art created by Kansas students will be among those wrapped around a 365-foot replica of the Saturn V rocket at the U.S. Space and Rocket Center in Huntsville, Ala. A visiting assistant professor at Washburn University helped elementary students from Rossville and St. Mary create 550 pieces of artwork for the Dream Rocket Project. A news release from the Topeka university says the Saturn V rocket will be wrapped with more than 8,000 pieces of art in 2014. Beforehand, all submissions are being displayed in venues such as libraries, schools and museums. A show is planned at the Wamego Public Library in April.

In the spirit of ideas worth spreading, TED has created a program called TEDx. TEDx is a program of local, self-organized events that bring people together to share a TED-like experience. Our event is called TEDxYouth@Hollywood, where x = independently organized TED event. At our TEDxYouth@Hollywood event, TEDTalks video and live speakers will combine to spark deep discussion and connection in a small group. The TED Conference provides general guidance for the TEDx program, but individual TEDx events, including ours, are self-organized.
What is TEDxYouth@Hollywood ?
TEDxYouth@Hollywood is a day-long conference for Southern Californian youth aged 14-19. The event features inspiring people with mind, heart and spirit-expanding stories and ideas to share.
The theme of our inaugural event is JUMPING; as in, jumping into something new, exciting, fearful or inspirational. We are interested in igniting the imaginations of youth and the concept of jumping just for the fun of jumping!

The CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAF)S East African regional program has selected six sites to test interventions that address risks related to climate change and variability. Featured here is the Lower Nyando site in Kenya and ongoing activities related to making baskets as a way to diversify livelihoods and income sources. We are creating an Art Float for Social Change at Tam Makers, to inspire more people to participate in democracy.
Our parade float features Mother Earth and a circle of hands, pulled by the colorful dragon Quetzy. Young activists will sing and speak about social change -- and artists will share their ideas on our spinning carousel. They want you all to vote, speak up and create a better world!
This community art project was created by over a hundred volunteers at Tam Makers, led by Fabrice Florin and Geo Monley, with the generous support of Good Earth, Mill Valley Community Action Network and Tamalpais High School.
The Art Float for Social Change will reach out to youth and people of color through art, music and technology. We will present this art show on Earth Day, Memorial Day and Fourth of July parades in Marin -- and throughout California this fall, to encourage people to vote in the next elections.
