Hong Kong will ease some coronavirus restrictions, the government said on Monday, allowing swimming pools and beaches to open and shortening the quarantine period for some international arrivals to 14 days from 21.

Secretary for Food and Health Sophia Chan told a press briefing that local infections had come down considerably, giving the administration room to relax some measures.

Beaches and swimming pools would reopen from April 1, while religious gatherings could resume with maximum capacity of 30%. Cinemas and theme parks would be able to increase capacity to 75% from 50%.

“We want to keep containing the epidemic and not undo the efforts we have made. We must continue to enforce stringent measures,” she said.

Bars, karaoke parlours and bath houses would stay closed.

Bringing forward the summer holidays for students in Hong Kong as part of a government plan to conduct citywide Covid-19 screening will add to the workload for schools, disrupt teaching and learning, as well as affect the vaccination drive for young residents, according to members of the education sector.

Teachers and students were responding on Tuesday to Chief Executive Carrie Lam Cheng Yuet-ngor’s announcement that all schools – to be used as testing, isolation and vaccination venues – would start their summer holiday in early March.

The compulsory sale of the State Theatre building, which is mostly held by New World Development (0017), opens Thursday with a reserve price of HK$4.77 billion.

The price would be a record high for a compulsory auction in the city.

New World has already acquired 98 percent of the ownership of the historic building in North Point. It has pledged to preserve the 68-year-old property, which was not only a cinema but art and cultural venue. Following approval from the Lands Tribunal in late August, it is the first Grade I historic building to go on sale. Market watchers believe the valuation of shops in North Point could benefit from the sale.

Meanwhile, retail shop rents in have shown signs of stabilizing in the third quarter but vacancy rates rose sharply, according to a report by Savills.

During World War II, the prison was occupied by the Japanese and most of its buildings were damaged by bombing. The prison was re-opened for use in 1946 after restoration. When Hong Kong was later declared a port of first asylum for Vietnamese refugees, Victoria Prison became a transit and repatriation centre. It was subsequently developed into an institution with modern management facilities for accommodating discharged inmates of both sexes prior to repatriation or deportation. The prison buildings were declared monuments on 8 September 1995, together with the adjacent former Central Police Station and the former Central Magistracy. It was officially decommissioned on 12 March 2006. It is currently under renovation and will be reopened as the Tai Kwun Centre for Heritage and art.

From Thursday, bars will be allowed to reopen and restaurants can operate longer and seat more people at a table, as long as they follow a series of new requirements set out by the government.

There are multiple scenarios for venues to operate under, depending on whether staff have been vaccinated, whether customers have been vaccinated, how many doses people have had, whether workers are getting Covid tests, who's using the LeaveHomeSafe app, and whether "clean" and "dirty" zones have been set up.

Health officials have ordered 21-day quarantine for 81 residents of a building in Jordan that is home to a probable mutant Covid-19 case.

Those esidents of Parkes Building on Parkes Street were confined after testing negative for the virus during an overnight lockdown which was lifted on Saturday morning.

Officials cordoned off the area at 11.30pm last night for mass screening, after a resident who tested preliminary-positive was found to be a carrier of the N501Y mutant strain.

A government spokesperson explained that the mutant strain is high transmissible and sub-divided units are common in the relatively old building, making the risk of infection higher.

“The government immediately made a ‘restriction-testing declaration’ for the relevant area immediately after the test result was found positive last night,” the spokesperson said in a statement.

Meanwhile, those who had been to the Parkes Building for more than two hours last week (April 9 to 16) are now subjected to undergo compulsory testing on or before Sunday.

Hong Kong has logged more than 210 infections involving mutant strains of the virus, but all of them had been imported cases. It was uncertain whether the latest patient with the variant had travelled recently.

A coronavirus cluster linked to an upmarket gym is still expanding, as authorities on Saturday confirmed that 35 more customers or their close contacts have come down with the disease.

This brought the tally of the cluster linked to Ursus Fitness in Sai Ying Pun to 99 cases. The gym is popular with professionals working in nearby Central, and dozens of offices, including those of several major banks and law firms, have been hit with compulsory testing orders.

Dawn markets (天光墟) are street markets in Hong Kong which open early in the morning to evade the Food and Environmental Hygiene Department Hawker Control Teams (小販管理隊). The goods sold are cheaper than other places. They are mainly run by the elderly and the homeless. Some sell products collected from bins or donated goods.

The State Theatre (known as Empire Theatre until 1959) was opened in 1952. This significant example of Post-War Modern Movement architecture had been assessed by Docomomo International as a structure worth preserving due to its importance as a piece of tangible heritage in the North Point region as well as its unique physical construction.

A couple of years ago in 2014, there were concerns among conservationists and North Point residents due to the threat of its demolition in order to redevelop its lot as two high-rise commercial towers. Hence in 2016, the guided-tour agency Walk-In Hong Kong launched a Conservation Advocacy Campaign titled “Save our State” and successfully lobbied the Antiquities and Advisory Board to upgrade its heritage grading status from Grade Three to a Grade One. Recognizing State Theatre’s cultural significance to Hong Kong, New World Development Limited acquired 95% of the complex as its first conservation project.

Update: This article was published in 2014 due to concerns among conservationists and North Point residents due to the threat of its demolition before the official grading by the Antiquities Advisory Board (AAB).
