Historically, this park was the outer gardens (specifically, the rose garden, which is what the name means) of Topkapi Palace. In 1911, a few years before the end of the Ottoman Empire, the grounds were turned into a public park.
As far as parks go, I won't put it in the top ten of parks I've seen around the world. It is, however, nice and, in a city of 16 million people with little green space, it's definitely a refreshing change of scenery.
