Empower Women to Counter Terrorism

 

Erbil, 03 August 2015 – “Women can be powerful poles for positive change and participate in innovative efforts to inform, shape and implement policies and programs to mitigate the effects of conflict and violent radicalization”, said Gyorgy Busztin, Deputy Special Representative of the United Nations Secretary-General for Iraq (DSRSG), at the opening of the two-day National Conference on ‘Empowering Women to Address the Impact of Terrorism’.

The Conference, which brings together key government and United Nations officials, religious leaders, civil society representatives, and representatives of the international community, is jointly organized by the UN, the State Ministry of Women’s Affairs and the Kurdistan Region’s High Council of Women’s Affairs.

The conference will focus on the impact of violent extremism and terrorism on Iraqi women and girls, particularly those from minorities’ communities; empowering women to counter radicalization and combat terrorism; participation of women in social cohesion and reconciliation; creating opportunities to enhance women’s representation and participation in power and decision-making; the role of the media and the internet in countering extremism; effective partnering in implementing frameworks on women, peace and security; and the role of women in building peace.

Moreover, the Conference builds on the regional conference “Women’s Resistance to Extremism and Terrorism and their Struggle for Rights, Peace and Security”, held in May 2015 in Erbil and on the endorsement of the Special Emergency Plan on the Implementation of Security Council Resolution 1325 by the Council of Ministers in May as well. The Special Emergency Plan takes into consideration the impact of the current fight against ISIL on women, peace and security.

 

“Iraq is particularly well placed to host this conference, being the first country in the Middle East and North Africa region to have a National Action Plan to implement SCR 1325”, said DSRSG Busztin, while underscoring that “within families, women’s traditional roles allow them to shape familial and social norms and promote increased tolerance and non-violent political and civic engagement”.

 

“Countering terrorism policies need to take into account how terrorism impacts women and to ensure that they do not lead to negative and unintended consequences on women”, he stressed.

 

It is expected that the conference will adopt a set of recommendations outlining key actions to advance the women, peace and security agenda; ensure women participation in countering terrorism efforts; and prevent and respond to sexual violence in conflict.

 

The conference is a response to United Nations Security Council Resolution 2178 of September 2014, which called for the first time for the empowerment of women to counter violent extremism.

Nanumea atoll in Tuvalu, where new berm top barriers are being installed to prevent wave overtopping. May-June 2024. The Tuvalu Coastal Adaptation Project (TCAP) is implementing multimillion-dollar adaptation infrastructure in Tuvalu's Funafuti and outer islands of Nanumaga and Nanumea.

   

In Nanumea and Nanumega, a combination of Berm Top Barriers (BTP) are being built. These are raised mounds of earth with graded slopes constructed along the top of the natural storm berms and are approximately 3 meters wide at base and 1-1.5 meter high at their crest. They will be planted with appropriate grass and tree species. Once completed they will blend in with the surrounding environment. BTPs are an appropriate response in rural settings to climate change-induced wave overtopping risk, because they augment the natural shoreline systems and assist in preventing wave over topping and marine flooding risks effectively. They are simple, highly effective and relatively “soft” measures which increase in height over time, to accommodate additional sea level rise and incidence/severity of storms as required. They can be easily extended and repaired as necessary using available resources in these communities.

    

With US$36 million in financing from the Green Climate Fund; US$2.9 million in co-financing from the Government of Tuvalu, and $1.34 million in co-financing from Australia's Department of Foreign Affairs and Trade, the 8.5-year Tuvalu Coastal Adaptation Project is focused on strengthening the resilience of one of the world’s most vulnerable countries to climate change and sea-level rise. Implemented by the UN Development Programme in partnership with the Government and Hall Contracting, the project is improving coastal protection in key locations on the islands of Funafuti, Nanumea and Nanumaga. © TCAP. Nesse sentido, a prefeita Marília Campos esteve na manhã desta sexta-feira (12/11) no Parque Ecopedagógico do bairro Parque São João, também conhecido como Curumin, para o Café da Manhã Verde com a comunidade

 

A chefe do Executivo falou da alegria de poder voltar ao encontro das pessoas e caminhar pelas comunidades. Depois, fez um breve panorama dos reflexos da pandemia, ressaltando que a alta dos preços dos produtos dá importância ainda maior ao cultivo próprio e aos projetos como a horta comunitária. “Quem vai ao sacolão sabe o quanto estão caros os alimentos. Então, iniciativas como essa, de plantar a horta no fundo do quintal da gente ou aqui no Curumin são importantes. É fundamental também que esse programa se estenda a outros pontos para que aqueles que plantam tenham renda e aqueles que buscam tenham alimentação mais saudável”, destacou.

 

Importante apoiador do projeto e do espaço, o vereador Zé Antônio – PT falou sobre o projeto. “Esse local chegou a ser usado pela criminalidade, mas nossa comunidade assumiu esse espaço e hoje está um lugar maravilhoso que contribuirá, inclusive, para o convívio dos moradores,” relatou.

 

Também participaram do evento o secretário de Governo, Pedro Amaral; o administrador da Regional Eldorado, Gil Martins; e a superintendente de Segurança Alimentar, Cida Miranda.
