HERMOSILLO, SONORA, OCTUBRE 21 DE 2014.- Por el éxito en los procesos implementados para mejorar la atención a los ciudadanos en sus diferentes áreas, la Secretaría de Desarrollo Social (SEDESSON) recibió la placa y constancias de acreditación del Sistema de Calidad Gubernamental “Nuevo Sonora”.
El Subsecretario de Recursos Humanos del Estado, Miguel Méndez Méndez, entregó la placa de acreditación al Secretario de Desarrollo Social, Luis Alberto Plascencia Osuna así como las constancias a los representantes de las nueve unidades administrativas acreditadas.
Precisamente es una certificación a los procesos que estamos instrumentando en la SEDESSON, a través del sistema de Calidad Gubernamental y Recursos Humanos nos está reconociendo por la eficiencia que hemos estado mostrando en las áreas administrativas.
Y la idea es precisamente es que estos resultados se estén logrando en las demás oficinas para poder dar un servicio de calidad a los ciudadanos como lo ha pedido el Gobernador Guillermo Padrés y con esto estamos haciendo realmente lo que tenemos que hacer como gobierno, señaló Plascencia Osuna.
La certificación fue a las áreas de Despacho del Secretario, Subsecretaria de Desarrollo Social y Humano, Programas Sociales, Administración, Asuntos Jurídicos y Enlace Institucional y de Participación Ciudadana.
Luego de felicitar al personal que labora en cada una de las áreas, el titular de SEDESSON los invitó a seguir trabajando para servir con calidad y atender a las exigencias que demanda el ciudadano, pues los colaboradores más exitosos son lo que se adaptan más pronto a los cambios.
En el evento se contó con la presencia de Célida Teresa López Cárdenas, Subsecretaria de Participación Ciudadana y Enlace Institucional de SEDESSON, Mayra Villaescusa, Facilitador de Calidad, y Álvaro Othón Navarro, representante de la Dirección ante el Sistema de Calidad Gubernamental, entre otros funcionarios e invitados.
Persistent Gender Inequality in Iraq Calls for Coordinated Efforts in Developing 2nd National Action Plan on Implementing Resolution 1325
Baghdad, Iraq, 3 October 2018 – Gender inequality continues to prevail in Iraq with worrisome signals that it is deepening, requiring intensified efforts and coordination in developing a new action plan on implementing UN Security Council resolution 1325, UN Representative to Iraq Ján Kubiš said today at the high-level consultation meeting on the development of the 2nd National Action Plan. Although he was encouraged to see progress in the protection pillar and dedicated efforts to strengthen the participation pillar in the National Action Plan, the legacy of the conflict with the terrorist Da’esh continues to hamper steps forward and there are other worrying signs of women being targeted.
Mr. Kubiš condemned the recent attacks against women, including the assassination of two women and the sudden death of two others in the past month, all of them active in political and social spheres. Other civil society activists including women are targeted by social media and political threat campaign, among others for their contacts with foreign embassies. This is unacceptable.
“Only once politically and socially active women are protected and safe, Iraq can claim to be making real progress towards women’s equality and empowerment,” he said.
The development of a new NAP with all the diversity and complexity of issues will require continuous coordination and collaboration across sectors, in particular involving civil society, and drawing from the lessons learned from the previous plan, the Special Representative said.
“By making your deliberations open to the society, by publicly broadcasting them you could mobilise even broader support for your objectives,” Mr. Kubiš said.
The Special Representative of the UN Secretary-General for Iraq noted with disappointment that political forces that negotiate the formation of the government do so, again without the participation of women. “We all need to ask: “when the political leaders intend to deliver on their pledges to empower women and advance their rights as a part of the democratic entitlement of all Iraqis thus strengthening equal representation and inclusiveness? The time is now. Otherwise, all the exclamations about commitment to equality of women and values of democracy continue to sound hollow.”
Mr. Kubiš outlined UN efforts in support of women empowerment, noting that UNAMI supports women parliamentarians in their quest to establish a cross-political women’s parliamentary caucus. UNAMI will continue to impress on Political Parties who are key to advancing the participation of women in all processes to include women in their leadership structures, urging men advocates to assume a more prominent role, and parliamentarians to consider gender responsive budget in the next budget law to enhance the implementation of the NAP. The UN will also continue to advocate for the establishment of a dedicated institution in the next government structure with budget and authority to coordinate the implementation of the NAP and national frameworks and policies on WPS.
The UN in Iraq will also mobilise support of the broader international community, including through the International Gender Group from among embassies here in Baghdad, Mr. Kubiš concluded.

During a working trip to Mykolaiv region, President of Ukraine Volodymyr Zelenskyy took part in the presentation of the projects implemented under the patronage of the Kingdom of Denmark over the region.
The Head of State took part in the presentation of the office of the Embassy of Denmark in Mykolaiv and the representative office of the Danish company Bright Bird, which deals with risk management and organization of contacts for Danish companies in Ukraine.
The Head of the Mykolaiv Regional Military Administration familiarized the Head of State with the work of the Regional Office for International Cooperation at the Mykolaiv Regional Military Administration established pursuant to the instruction of the President of Ukraine. The office coordinates and oversees projects implemented at the expense of Denmark, the main partner in the restoration of Mykolaiv region, as well as its partners, including municipalities, government organizations and companies from Germany, Japan, the Republic of Korea and other countries.
The Regional Office for International Cooperation is working on proposals for priority areas of economic reconstruction and development, as well as for eliminating the consequences of Russian aggression in Mykolaiv region.
Volodymyr Zelenskyy thanked Prime Minister of Denmark Mette Frederiksen, the Danish Parliament and society for supporting important projects in Ukraine.
"We need such stories of success with very specific results," the President said.
The Head of State emphasized the importance of implementing programs of patronage over Mykolaiv region.
"This is indeed a success story. The patronage program for this region, and especially for those regions that are under attack on a daily basis, is very important. This is an example that shows other countries what we can do. And they can help rebuild Ukraine now, without waiting for global post-war recovery plans. So help Ukraine, because our country is living in a struggle right now," Volodymyr Zelenskyy said.
The President emphasized that Ukraine will do everything possible to preserve infrastructure, institutions and security for business even in the face of full-scale Russian aggression.

El Vicepresidente de la República, Lenín Moreno, la Ministra de Inclusión Económica y Social, Ximena Ponce y el Alcalde de Quito, Augusto Barrera, inauguraron el Centro de Referencia y Acogida para Personas con Discapacidad Severa y Limitaciones Graves, ubicada en la parroquia de Conocoto, en la ciudad de Quito, la misma cuenta con instalaciones e implementos adecuados para acoger a dichas personas, a fin de ayudarles en su proceso de rehabilitación integral.
En su discurso la Ministra Ponce resaltó, el trabajo conjunto que realizan instituciones del Estado como la Vicepresidencia de la República, el MIES y el municipio de Quito para el fortalecimiento de la política social que tengan impacto. Agregó que el centro tendrá tres modalidades de gestión: atención directa especializada, atención ambulatoria domiciliaria y como un centro de información y de promoción de derechos para las personas con discapacidad, en donde para cuyo funcionamiento se destinarán 360.000 dólares, de los cuales el 80 por ciento le corresponde al MIES.
El alcalde de Quito, Augusto Barrera señaló que las obras y los cambios materiales que se hacen son incompletos, si no se toma en cuenta el trabajo por y para las personas, siendo un ejemplo el presente caso, en donde la sociedad trabaja por las personas con discapacidad, adultos mayores y en el cuidado de los niños y niñas.
El vicepresidente de la República, Lenin Moreno, resaltó la mancomunidad de trabajo entre las diversas instituciones, la unión de las ideas y propósitos, así como la decisión existente por solucionar los problemas de la gente, algo que se va fortaleciendo con el Gobierno de la revolución ciudadana, que toma en cuenta primero al ser humano.
El Centro tiene una capacidad para atender en forma diaria hasta 30 personas con discapacidad y se estima beneficiará a alrededor de 4.800 personas en rehabilitación comunitaria.
Los servicios del Centro tendrán sostenibilidad gracias a un convenio de cooperación mutua interinstitucional que fue suscrito entre la Vicepresidencia de la República, el Ministerio de Inclusión Económica y Social (MIES), el Municipio del Distrito Metropolitano de Quito y la Fundación Patronato Municipal “San José”.
Para la construcción de la obra, el equipamiento y mobiliario la Vicepresidencia de la República aportó con 200.000 dólares
Como señaló la Ministra Ponce, el MIES aportará con el 80 por ciento que demandará el gasto por el funcionamiento del centro, así como a través de la Dirección de Atención Integral a las Personas con discapacidad (DINADIS), ayudará en las áreas que requieran colaboración especializada.
En tanto, el cabildo capitalino correrá con el 20 por ciento restante y el Patronato Municipal de Amparo Social “San José”, estará a cargo de la administración de la Casa de Acogida.

People in Need Kosovo (PIN Kosovo) and Let’s Do It, Peja!, organizations implementing an EU-funded project “Circular Economy for Green Transition”, hosted an event on Thursday, October 12, in Pristina dedicated to the advancement of circular economy in Kosovo.
Circular Economy for Green Transition (CE4GT) a three-year initiative that contributes towards the transition to a more circular economy in Kosovo by building the capacity of civil society actors to influence the policy reforms. The project is funded by the European Union, co-funded by the Ministry of Foreign Affairs of the Czech Republic and implemented by the People in Need and Let's Do It Peja!.

Prosperidad Social implementará convenios con organizaciones sociales y juntas de acción comunal (JAC) para los proyectos de infraestructura social y hábitat, que financia y ejecuta en los municipios más pobres del país. La directora de la entidad, Cielo Rusinque Urrego, lo anunció este viernes en el Congreso Nacional de Municipios, organizado por la Federación Nacional de Municipios en Cartagena de Indias.
“Tenemos capacidad legal para hacer estos convenios solidarios, en compañía con el ente territorial. Acompañaremos técnicamente lo que requieran, de acuerdo con la complejidad de las obras y la capacidad que haya en el territorio. Vincular a estas organizaciones beneficiará la economía popular y garantizará la participación de la comunidad”, explicó. Recordó que el Gobierno Nacional pretende fortalecer a las organizaciones sociales y comunitarias y fomentar su participación en los procesos de desarrollo territorial.
Las JAC integrarán el comité que seleccionará los proyectos de infraestructura. Serán priorizados de acuerdo con una clasificación que cruza criterios, entre esos, los índices de desnutrición, riesgo de victimización y pobreza multidimensional. El comité estará conformado por representantes de las JAC, el Ministerio de la Igualdad, la Consejería de Regiones, el ICBF, la Unidad para las Víctimas y Prosperidad Social.
La entidad tiene 500.000 millones de pesos destinados a la ejecución de obras de infraestructura social y hábitat durante este año. “100.000 millones de pesos están destinados a la subsanación de los proyectos pendientes de vigencias anteriores. El resto están destinados a obras en territorios que podamos apoyar, de acuerdo con las necesidades y con la aplicación del enfoque diferencial territorial”, informó Rusinque.
En el escenario del congreso de alcaldes, el subdirector de Programas y Proyectos de la entidad, Carlos Chinchilla, y el director de infraestructura, Eduardo Mesa, atendieron a alcaldes de municipios en los que hay proyectos suspendidos de vigencias anteriores, para acordar la realización de las mesas técnicas en las que revisarán la posibilidad de agilizarlos.
Desde noviembre pasado, la entidad organiza estas mesas técnicas para revisar la viabilidad de los proyectos de infraestructura social con mayor impacto en las condiciones de las poblaciones más vulnerables: con mayor incidencia de hambre y pobreza, y riesgos o consecuencias por el invierno. Desde entonces, ha logrado destrabar cerca de setenta obras en más de sesenta municipios del país. Algunas de estas obras fueron entregadas este mes durante una jornada nacional.
“Recibimos una ejecución del presupuesto del 5 %. En pocos meses, al finalizar el año, la llevamos a la ejecución de más del 75 %, mediante el acompañamiento en mesas técnicas para viabilizar y ejecutar los proyectos”, recordó Rusinque este viernes.

GLOBAL CRISIS, LOCAL SOLUTIONS: HOW TO REVOLUTIONIZE AND IMPLEMENT COMMUNITY-BASED MENTAL HEALTH CARE
Globally, the ripple effects from the COVID-19 pandemic, increasing forced migration, and a rise in human rights violations have accelerated the mental health crisis. This crisis is only expected to worsen, and providing care to those affected will become even harder. The WHO projects a deficit of 10 million health care professionals worldwide by 2030. Luckily, many communities across the globe are stepping up to the plate to increase access to care; however, this is just one of the hurdles we face. Community stigma, economic mobility, and gender are all contributing factors that must be addressed through locally sustainable treatment options. From partnerships between community stakeholders and medical professionals, to unlikely community and school interventions, it will take all of us to find solutions that ultimately lead to a healthier global community.
