Persistent Gender Inequality in Iraq Calls for Coordinated Efforts in Developing 2nd National Action Plan on Implementing Resolution 1325
Baghdad, Iraq, 3 October 2018 – Gender inequality continues to prevail in Iraq with worrisome signals that it is deepening, requiring intensified efforts and coordination in developing a new action plan on implementing UN Security Council resolution 1325, UN Representative to Iraq Ján Kubiš said today at the high-level consultation meeting on the development of the 2nd National Action Plan. Although he was encouraged to see progress in the protection pillar and dedicated efforts to strengthen the participation pillar in the National Action Plan, the legacy of the conflict with the terrorist Da’esh continues to hamper steps forward and there are other worrying signs of women being targeted.
Mr. Kubiš condemned the recent attacks against women, including the assassination of two women and the sudden death of two others in the past month, all of them active in political and social spheres. Other civil society activists including women are targeted by social media and political threat campaign, among others for their contacts with foreign embassies. This is unacceptable.
“Only once politically and socially active women are protected and safe, Iraq can claim to be making real progress towards women’s equality and empowerment,” he said.
The development of a new NAP with all the diversity and complexity of issues will require continuous coordination and collaboration across sectors, in particular involving civil society, and drawing from the lessons learned from the previous plan, the Special Representative said.
“By making your deliberations open to the society, by publicly broadcasting them you could mobilise even broader support for your objectives,” Mr. Kubiš said.
The Special Representative of the UN Secretary-General for Iraq noted with disappointment that political forces that negotiate the formation of the government do so, again without the participation of women. “We all need to ask: “when the political leaders intend to deliver on their pledges to empower women and advance their rights as a part of the democratic entitlement of all Iraqis thus strengthening equal representation and inclusiveness? The time is now. Otherwise, all the exclamations about commitment to equality of women and values of democracy continue to sound hollow.”
Mr. Kubiš outlined UN efforts in support of women empowerment, noting that UNAMI supports women parliamentarians in their quest to establish a cross-political women’s parliamentary caucus. UNAMI will continue to impress on Political Parties who are key to advancing the participation of women in all processes to include women in their leadership structures, urging men advocates to assume a more prominent role, and parliamentarians to consider gender responsive budget in the next budget law to enhance the implementation of the NAP. The UN will also continue to advocate for the establishment of a dedicated institution in the next government structure with budget and authority to coordinate the implementation of the NAP and national frameworks and policies on WPS.
The UN in Iraq will also mobilise support of the broader international community, including through the International Gender Group from among embassies here in Baghdad, Mr. Kubiš concluded.

Unusual implements: sugar nips (or sugar cutters) such as these were a regular household tool until the late 19th or early 20th century. Sugar was sold in the form of large, roughly conical, sugar loaves, and these "nips" were used to bite off small usable chunks. With the introduction of granulated and cube sugars in the late nineteenth century, usage of sugar loaves, and hence sugar nips, gradually declined.
Una serie de recomendaciones estandarizadas para los municipios y privados, interesados en habilitar estacionamientos para bicicletas de forma correcta y segura, además de incentivar el uso de este medio de transporte, contiene el primer “Manual de Biciestacionamientos” elaborado por el Ministerio de Vivienda y Urbanismo.
Las nuevas medidas implementadas por el Minvu en los proyectos de vialidad y espacios públicos, fueron dadas a conocer por la alcaldesa Virginia Reginato, el Seremi de Vivienda y Urbanismo, Matías Avsolomovich, la directora del Serviu, Francisca Cruz, y la concejal Mafalda Reginato, durante una actividad llevada a cabo en el borde costero de Viña del Mar.
En la presentación oficial de este manual, participaron además integrantes de la agrupación Furiosos Ciclistas, quienes acompañaron a las autoridades durante el recorrido que afectuaron por el sector, oportunidad en la que mostraron las características de estos aparcaderos y procedieron a repartir folletería.
“En Viña del Mar, la Ciudad del Deporte incentivamos desde hace ya varios años el uso de la bicicleta, y para ello se ha construido esta extensa ciclovía por el borde costero, con el fin de promover el uso de este medio de transporte. Además hemos instalado y habilitado en diferentes recintos municipales y deportivos estacionamientos para bicicletas, de manera de facilitar su uso. Ahora con este manual, que específica como deben construirse los nuevos lugares, será un gran aporte para que en los futuros proyectos de este tipo que realice el municipio, pueda diseñar el espacio como corresponde, de manera que quienes utilicen este medio de transporte que además fomenta la actividad física, puedan contar con un lugar más seguro.”, dijo la alcaldesa.
Esta iniciativa fue diseñada en forma conjunta entre el Gobierno y grupos ciudadanos con el objetivo de generar las herramientas necesarias y de calidad a quienes cada vez más prefieren optar por este medio de transporte, el que no sólo permite ahorrar dinero y tiempo, sino que también entrega la cuota de actividad física diaria que necesitamos, genera descongestión vial y ayuda a descontaminar el medioambiente, logrando con todo ello, una ciudad con mayor calidad de vida urbana.
El Seremi de Vivienda Matías Avsolomovich, dijo que “el Gobierno ha establecido nuevas normativas para que los edificios de uso público y habitacionales tengan una cuota de estacionamientos para bicicletas. Desde se punto de vista de los planes reguladores, se van a poder exigir estacionamiento de bicicletas en todas las edificaciones, y por nuestra parte hemos generado los primeros proyectos de ciclovía en placilla y el próximo año una red en Nogales”.
Por su parte la directora del Serviu Francisca Cruz señaló que “el compromiso del Ministerio es mejorar la calidad de vida y todos los proyectos de espacio público, deben incorporar estacionamientos de bicicletas, de tal forma de incentivar el uso de este medio de transporte”.
El dirigente del la agrupación Furiosos Ciclistas, manifestó su aprobación a este tipo de cicleteros, ya que indicó que permite amarrar dos bicicletas y ojalá se implemente en todos los lugares, destacando que este es un gran paso para seguir incentivando a más ciclistas

The weeklong event brings together policy and decision makers, forest administrators, researchers, practitioners, donors, civil society organizations, and social and environmental based non–governmental organizations to share and promote the use of forest–based solutions to assist Mediterranean countries in the implementation of their Nationally Determined Contributions (NDCs) under the Paris Agreement.
