AU Ministerial Retreat of the Executive Council Brainstorms on the Implementation of Agenda 2063

 

Mekelle– Ethiopia, 24th January 2016: Members of African Union (AU) Executive Council converged in the Tigray region of Mekelle, on 24 January 2016, within the framework of their third Ministerial Retreat, holding under the theme: “Implementation of Agenda 2063”. The Ministerial Retreat was chaired by Hon. Simbarashe S. Mumbengegwi, Ministers of Foreign Affairs of the Republic of Zimbabwe and Chairperson of the Executive Council, in the presence of H.E. Dr Nkosazana Dlamini Zuma, Chairperson of the African Union Commissioners, H.E Mr. Erastus Mwencha, Deputy Chairperson of the AUC. Hon. Dr Tedros Adhenon Ghebreyesus, Ministers of Foreign Affairs of the Federal Democratic Republic of Ethiopia, H.E Abay Weldu, President of the Regional Authority of Tigray, representatives from AU Organs, the UNECA, NEPAD, RECs AfDB, AU Commissioners , the AUC Secretary General, and the Legal Counsel of the AUC, and invited guests.

 

President Weldu welcomed the participants in the city of Mekelle and presented the historical background of the region which he qualified as courageous and privileged population who inherited the most archeological objects and sites of humanity. He said the agenda of this retreat has a significant meaning to the Tigray tribe/people of Ethiopia. He appreciated the vision of the Union aimed at creatiing an integrated, prosperous and peaceful Africa”.

 

In her opening remarks, Dr. Nkosazana Dlamini Zuma, AUC Chairperson, recalled the first retreat in the city of Ethiopia Bahir Dar in 2014, where she introduced the Dream of the African People in “the e-mail from the future”, among others. “Two years ago, as we concluded the 50th anniversary of the OAU/AU, we met as in retreat in the city of Bahir Dar, to discuss the core responsibilities of this important organ, the Executive Council. It was then when I spoke about our dream of the Africa we want, in the e-mail from the future.

 

Two years later, as we gather here in Mekelle, Tigray region we can report that we have made some headway. As discussed at this retreat, we now have Agenda 2063 as our clarion call for action, supported by all sections of the African society”, stated the AUC Chairperson. She explained that, “we are now clear on the priorities of Agenda 2063, investing in our people, especially youth and women; in agricultural modernization and agro-businesses; in manufacturing and industrialization; the development of our infrastructure; democracy and developmental governance, as well as the need of silencing the guns by 2020.”

 

“Our Agenda 2063 flagship projects - such as the free movement of people, the Commodities strategy, the Pan African Integrated High speed Rail network - is taking off, and should help towards our vision of an integrated, peaceful and prosperous Africa, driven by its own people and taking its rightful place in the world”, underscored Dr. Dlamini Zuma.

 

Referring to the song on Agenda 2063 composed by a group of artists from Zimbabwe, played during the opening ceremony of the retreat, the AUC Chairperson called on other artists within the continent to emulate the good example. “ I would like to thank the Zimbabwean artists who came up with that song on Agenda 2063, and I challenge all of us to encourage our artists to compose as many songs as possible. Of course as the Chair of the Union, Zimbabwe led from the front”. She thanks the Mekelle authorities for hosting the AU Ministerial retreat and wished the Ministers fruitful deliberation. The Chairperson of the Executive Council on his part, recalled the high moments and priorities on Agenda 2063 saying “our Agenda is centred in the review of implementation of decisions taken during the 2nd Ministerial retreat and update on the implementation of the 1st ten year plan of Agenda 2063, the free movement of goods and persons, the issue of Immigration and tourism and wild life preservation”. Minister Mumbengegwi stressed that “as we continue streamlining and improving the working methods of our Union, we also need to consider how best we can align our bi-annual Summits in order to improve the effectiveness of our organisation and to give ourselves ample time to implement our decisions”. He expressed satisfaction to the fact that notable success has already been achieved in this vein, hence the need to proffering new and innovative ideas that will take the organisation to greater heights. Speaking earlier, Hon. Dr. Tedros Ghebreyesus, stressed on the importance of holding the ministerial retreat which he said will enhance friendly and convivial relationship between the ministers. The Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia said such gathering will enable the participants to express themselves freely while socialising with one another. He called on his pars saying, “We have a number of important issues to deliver including exchanging views and best practices on how to domesticate and enhance the implementation of agenda 2063 and its flagship projects.

 

Organized by the African Union Commission (AUC), the third Ministerial Retreat aims at brainstorming and exchanging ideas on critical issues related to the implementation of the Africa Agenda 2063 so as to give clear direction and guidelines on devising best ways and means for its domestication to help improve the living conditions of the African citizens.

 

The Ministers will among other things consider AU Commission Restructuring Project, the free movement of people, African tourism, wild life conservation, and state of the African tourism sector and its opportunities and challenges.

 

At the end of its deliberations, the Ministerial Retreat will adopt the Mekelle Ministerial Retreat draft Outcomes document to be tabled during the Executive Council meeting scheduled to hold on 27 and 27 January 2016 for adoption. The AU Ministerial Retreat ends on Tuesday 26th January 2016.

APM Terminals Valencia successfully completed the implementation of Navis N4 in February 2021, as its new terminal operating system (TOS). A process that began last Friday night, 4 February, with the scheduled interruption of operations for the migration of data, followed by the restart of the vessel operations during the weekend, as well as on Monday in the land part. Both will gradually increase their performance as issues related to the process are addressed.

 

Navis N4 is the world standard for operating systems in APM Terminals' global network, and will enable its Valencia facilities to have the most advanced TOS in the port, improve processes and optimize its planning to increase productivity, with the aim of continuing to grow to become one of the leading terminals in the Mediterranean.

 

"Growth is one aspect, and it is the commitment of our management team, but the cultural change that Navis N4 brings is the most important thing for me. During all this time before Go Live we have worked together with our stevedoring colleagues with the necessary generosity to achieve this change that offers us common objectives and competitiveness, and that is what I am most excited about," said Carlos Arias, APM Terminals Spanish Gateways Managing Director.

 

"The implementation of a new operating system on a terminal is not an easy process which is usually done every two decades. Of course, there are issues that only arise when the system is in production. I won't deny that we have had issues, but I won't deny that they are being addressed in record time. A good example is the operation at the gates, which within 48 hours have gone from being at 50% of their capacity to operating normally. There are also problems in the maritime operation, but they are being solved and we hope to operate normally in the next few days," he added.

 

APM Terminals Valencia invested 5 million dollars in Navis N4 and spent more than 2 years setting up and training the team to provide access to the best management tools and the possibility of increasing the yard's capacity by 10%.

The Peace Agreement in Colombia, signed in 2016 between the Government and the guerrilla group FARC-EP, put an end to the longest war in Latin America.

 

Six years later, more than 13,000 ex-combatants, a third of which are women, continue to face daily challenges resulting from their reintegration into civil life. The country's new government has generated momentum both domestically and internationally towards the reactivation of the women, peace and security agenda, emphasizing the importance of the reintegration process to achieve a stable peace.

 

Since its inception, the Peace Agreement has included a gender approach as an indispensable condition for its implementation. Women ex-combatants have enthusiastically embraced new roles as mothers, entrepreneurs, students, citizens and political leaders. However, their lives are still full of challenges related to their physical, legal and political security; educational and economic opportunities; and access to specialized health services, among others. These conditions are key for a successful reintegration.

 

UN Women, together with governmental and civil society actors, supports this process with actions that strengthen women's citizenship, political leadership and economic empowerment, as well as prevent gender violence and build new masculinities among male ex-combatants. Nearly 3,000 women in 11 regions of the country benefit from these programs, allowing them to strengthen their role as peacebuilders.

The ILO and partners are implementing a learning modality in Jordan's agricultural sector that aims to enhance workers’ employability, improve living conditions, as well as competitiveness in the sector. The workplace learning consists of practical on-the-job training as well as theoretical class-room training for workers employed in agriculture. Similar models are being implemented by the ILO in the sectors of construction and manufacturing, as part of wider efforts to support Jordanians and Syrians access formal and decent employment in the country.

En el marco de los programas de capacitación implementados por el Órgano Consultivo, numerosos jubilados y pensionados de Salta, Jujuy y Tucumán participaron de un seminario intensivo que duró cuatro días.

 

El encuentro inició el pasado martes, y tuvo lugar en el Hotel Termas de la ciudad de Rosario de la Frontera, al sur de la provincia de Salta. En el mismo se trataron numerosos temas de interés para adultos mayores, entre ellos se habló de la importancia de los centros de jubilados, servicios y prestaciones de ANSES, beneficios de la tarjeta ARGENTA, misiones y funciones del Órgano Consultivo y gerontología.

 

Además se brindó una charla sobre el Fondo de Garantía para la Sustentabilidad, a cargo de Marcelo Venecia, representando a los jubilados bancarios de Tucumán, donde los asistentes pudieron conocer más sobre el sistema que se encarga de administrar los fondos de la seguridad social.

 

La apertura del seminario estuvo a cargo de Sebastián Gramajo, director del Órgano Consultivo, quien manifestó la importancia de este tipo de encuentros, haciendo énfasis en el trabajo regional que los jubilados vienen realizando en todo el país, especialmente en el norte.

 

También estuvo presente el Jefe Regional Norte de ANSES, Dr. Raúl Ferrazzano, quien agradeció la presencia de los participantes y organizó una ronda de consultas donde los asistentes al curso pudieron despejar una gran cantidad de dudas e inquietudes.

 

Los talleres y capacitaciones que se dictaron durante cuatro jornadas estuvieron a cargo de la Lic. Ema Levaggi, Psic. Juan Carlos Leyes, Lic. Mónica Cozabayut, Matías Pérez Stivas, César Delacroix y Romina Villalba.

 

¿Qué es el Órgano Consultivo?

 

El Órgano Consultivo de Jubilados y Pensionados tiene entre sus prioridades la institucionalización de formas concretas de participación y consulta de los beneficiarios a través de sus representantes, a fin de expresar sus inquietudes y propuestas, ser parte del control del sistema y recibir la capacitación para su fortalecimiento como sector.

 

Está conformado por representantes de Federaciones de Jubilados y Pensionados de todo el país, constituyéndose en el primer espacio de participación ciudadana en un organismo del Estado, como lo es ANSES.

York Regional Council adopted the three-stream waste management system in 2001. This system separates household organic waste, Blue Box recyclable material and residual waste. The objective of the three-stream system is to divert more waste from landfills. It was launched in September 2004, through a collection of source separated organics by then Town of Markham within a pilot area. The three-stream system included the addition of new types of recyclable materials to the Blue Box program. The new materials were added in the pilot area within then Town of Markham and were expanded Region-wide on July 4, 2005 to correspond with the opening of the Region's new Waste Management Centre in the Town of East Gwillimbury. Municipalities in York Region began collecting organic waste, with the program fully implemented in 2008. The Region was able to divert 112,403 tonnes of green bin organics from landfills in 2020.

The Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia said such gathering will enable the participants to express themselves freely while socialising with one another. He called on his pars saying, “We have a number of important issues to deliver including exchanging views and best practices on how to domesticate and enhance the implementation of agenda 2063 and its flagship projects.

 

Organized by the African Union Commission (AUC), the third Ministerial Retreat aims at brainstorming and exchanging ideas on critical issues related to the implementation of the Africa Agenda 2063 so as to give clear direction and guidelines on devising best ways and means for its domestication to help improve the living conditions of the African citizens.

 

The Ministers will among other things consider AU Commission Restructuring Project, the free movement of people, African tourism, wild life conservation, and state of the African tourism sector and its opportunities and challenges.

 

At the end of its deliberations, the Ministerial Retreat will adopt the Mekelle Ministerial Retreat draft Outcomes document to be tabled during the Executive Council meeting scheduled to hold on 27 and 27 January 2016 for adoption. The AU Ministerial Retreat ends on Tuesday 26th January 2016.

Voronezh is a city and the administrative centre of Voronezh Oblast in southwestern Russia straddling the Voronezh River, located 12 kilometers (7.5 mi) from where it flows into the Don River. The city sits on the Southeastern Railway, which connects western Russia with the Urals and Siberia, the Caucasus and Ukraine, and the M4 highway (Moscow–Voronezh–Rostov-on-Don–Novorossiysk). In recent years the city has experienced rapid population growth, rising in 2021 to 1,057,681, up from 889,680 recorded in the 2010 Census, making it the 14th-most populous city in the country.

 

For many years, the hypothesis of the Soviet historian Vladimir Zagorovsky dominated: he produced the toponym "Voronezh" from the hypothetical Slavic personal name Voroneg. This man allegedly gave the name of a small town in the Chernigov Principality (now the village of Voronizh in Ukraine). Later, in the 11th or 12th century, the settlers were able to "transfer" this name to the Don region, where they named the second city Voronezh, and the river got its name from the city. However, now many researchers criticize the hypothesis, since in reality neither the name of Voroneg nor the second city was revealed, and usually the names of Russian cities repeated the names of the rivers, but not vice versa.

 

A comprehensive scientific analysis was conducted in 2015–2016 by the historian Pavel Popov. His conclusion: "Voronezh" is a probable Slavic macrotoponym associated with outstanding signs of nature, has a root voron- (from the proto-Slavic vorn) in the meaning of "black, dark" and the suffix -ezh (-azh, -ozh). It was not “transferred” and in the 8th - 9th centuries it marked a vast territory covered with black forests (oak forests) - from the mouth of the Voronezh river to the Voronozhsky annalistic forests in the middle and upper reaches of the river, and in the west to the Don (many forests were cut down). The historian believes that the main "city" of the early town-planning complex could repeat the name of the region – Voronezh. Now the hillfort is located in the administrative part of the modern city, in the Voronezh upland oak forest. This is one of Europe's largest ancient Slavic hillforts, the area of which – more than 9 hectares – 13 times the area of the main settlement in Kyiv before the baptism of Rus.

 

In it is assumed that the word "Voronezh" means bluing - a technique to increase the corrosion resistance of iron products. This explanation fits well with the proximity to the ancient city of Voronezh of a large iron deposit and the city of Stary Oskol. As well as the name of Voroneț Monastery known for its blue shade.

 

Folk etymology claims the name comes from combining the Russian words for raven (ворон) and hedgehog (еж) into Воронеж. According to this explanation two Slavic tribes named after the animals used this combination to name the river which later in turn provided the name for a settlement. There is not believed to be any scientific support for this explanation.

 

In the 16th century, the Middle Don basin, including the Voronezh river, was gradually conquered by Muscovy from the Nogai Horde (a successor state of the Golden Horde), and the current city of Voronezh was established in 1585 by Feodor I as a fort protecting the Muravsky Trail trade route against the slave raids of the Nogai and Crimean Tatars. The city was named after the river.

 

17th to 19th centuries

In the 17th century, Voronezh gradually evolved into a sizable town. Weronecz is shown on the Worona river in Resania in Joan Blaeu's map of 1645. Peter the Great built a dockyard in Voronezh where the Azov Flotilla was constructed for the Azov campaigns in 1695 and 1696. This fleet, the first ever built in Russia, included the first Russian ship of the line, Goto Predestinatsia. The Orthodox diocese of Voronezh was instituted in 1682 and its first bishop, Mitrofan of Voronezh, was later proclaimed the town's patron saint.

 

Owing to the Voronezh Admiralty Wharf, for a short time, Voronezh became the largest city of South Russia and the economic center of a large and fertile region. In 1711, it was made the seat of the Azov Governorate, which eventually morphed into the Voronezh Governorate.

 

In the 19th century, Voronezh was a center of the Central Black Earth Region. Manufacturing industry (mills, tallow-melting, butter-making, soap, leather, and other works) as well as bread, cattle, suet, and the hair trade developed in the town. A railway connected Voronezh with Moscow in 1868 and Rostov-on-Don in 1871.

El Gobernador del Estado, Carlos Lozano de la Torre recibió el reconocimiento realizado por la Secretaría de Medio Ambiente y Recursos Naturales (Semarnat), por el trabajo realizado en el manejo de Residuos Sólidos y por la elaboración del “Programa Estatal para la Prevención y Gestión Integral de los Residuos”, proyecto que constituye un instrumento legal y de planeación necesario para establecer las bases y determinar las acciones para lograr un adecuado Manejo y Gestión de los residuos dentro del Estado.

 

Este reconocimiento se realizó en el marco del Simposio Internacional de Residuos Tendencias del Programa Nacional para la Prevención y Gestión de Residuos 2009-2012, celebrado en el Estado de México; evento que fue presidido por Sandra Herrera, subsecretaria Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT), quien reconoció el trabajo realizado por el estado de Aguascalientes al haber elaborado, implementado y renovado su programa estatal de Residuos Sólidos.

 

En dicho evento, la funcionaria federal, destacó la labor que el Gobernador del Estado, Carlos Lozano de la Torre viene realizando desde inicios de su administración en el manejo de residuos, trabajo que se ve reflejado en el acopio, tratamiento y recolección de los residuos sólidos urbanos de los 10 municipios del interior, prueba de ello son las 47 mil 910 toneladas que han sido transportadas al Relleno Sanitario de San Nicolás en el periodo de 2011 al 2012.

 

El programa PEPGIR diseñará políticas públicas y estrategias para el adecuado manejo de los desechos generados en el estado, establecidos en la Agenda Única por un Estado Verde.

 

Al recibir el galardón, el Gobernador Carlos Lozano de la Torre mostró su satisfacción porque una vez más el Estado Aguascalientes se posiciona como pionero en el desarrollo de políticas públicas ambientales de vanguardia en un esfuerzo sostenido ahora en el tema de la gestión de residuos.

 

El Programa Estatal de Prevención y Gestión Integral de Residuos, es un instrumento normativo rector que permitirá conducir, bajo un contexto de planeación estratégica, el rumbo futuro de la sustentabilidad a la entidad en el tema de residuos de manejo especial que son generados en la estado por los sectores agrícola, pecuario, de la construcción, manufactura, sacrificio de ganado, comercio, educativo, gubernamental, salud, transporte y turismo, promoviendo con esto la protección del ambiente y el combate directo a la contaminación del entorno.

 

Asimismo indicó que el proyecto, se utilizará en la definición de las estrategias para el manejo integral de los residuos generados en la entidad, lo cual incluye promover el desarrollo de infraestructura y la creación de mercados de materiales para incrementar las tasas de acopio, separación en la fuente y reciclaje de residuos valorizables.

 

Finalmente el Mandatario Estatal explicó que dentro del programa se aplica la responsabilidad compartida de los tres órdenes de gobierno y esto aportará un desarrollo sustentable y a través de ello se estará cumplimento a cabalidad con los compromisos internacionales en materia de gestión ambiental.

The sharing meeting is an effort to share the activities to Promote Breast Milk Substitute Ordinance and Code implementation for scaling up Exclusive Breast Feeding and Nutrition. The half day long “Sharing Meeting on BMS Code Implementation” held in BRAC Centre on Monday, May 20, 2013 and organized jointly by BRAC Advocacy for Social Change and BRAC Health Nutrition Population Programme (HNPP).

 

Objectives of the Meeting:

 

•Find out scopes of work on BMS Code implementation by Key persons / organization focal, experienced on Child Nutrition / BMS Code implementation.

•Find out action points and reach in common ground of opinion to work jointly.

•Make a plan of action to form a BMS Code Promotion (BCP) Committee to develop a guideline for BMS Code implementation.

 

Participation:

There were invitee from different fields / areas such as, Government, Civil society, international organizations, NGOs and Media. The representatives attended from organizations were IPHN, CME, BBF, WFP, Alive & Thrive, CAB, GK, BRAC Dairy and Food Products, HNPP – BRAC, Print and On-line Media etc. All of them are agreed to work for BMS Code implementation and has given the consent to provide help, support in next steps under the Plan of Action of this project. So, a draft Plan of Action will be shared with the stakeholders mentioned above.

 

Recommendations:

1.The demand of breastfeeding practice should come from mass people. Therefore, mass mobilization is crucial for that.

2.BMS Ordinance, 1984 is now in a process of reformulation. However, this should take into account feedback from civil society.

3.The project should include health service provider and mid-wives from local level to implement BMS ordinance nationwide.

4.Marketing agencies are powerful agent. Therefore we need to ensure strong rule of law for those agency who are violating BMS ordinance.

The concept of Universal Access of the ICT sector was established by the policy arising from the Global Vision 2020, launched in 2000. This concept is materialized by the Telecoms Law, the Law establishing the independent ICT regulatory body and the enforcement instrument regarding functioning of the Universal Access Fund (UAF) and its sources of funding.

The key objective of the UAF is to allow the general public, in all parts of the country, to the widest possible access, at affordable terms, to a reliable network, to telecommunication and ICT services.

Funded by the European Union Office in Kosovo, the Integrated Border Management (IBM) Kosovo Project, implemented by UNOPS, is establishing three common crossing points between Serbia and Kosovo.* The €11 million project aims to foster economic development as well as enhance regional cooperation, peace and stability.

 

Situated at Merdarë, Bërnjak and Mutivodë in Kosovo, the crossing points are being hosted and reconstructed in partnership with the government of Kosovo and the European Union Office in Kosovo. UNOPS is responsible for the design, construction, procurement and financial management activities for the facilities at each location. This includes the installation and relocation of essential infrastructure, including traffic infrastructure and bridges.

 

The facilities have been designed to meet European standards for integrated border management. The modern infrastructure will help facilitate institutional, operational and procedural reforms – facilitating free trade and the movement of goods and people. Upon completion, the three crossing point facilities will house 200 officers helping more than 1.5 million people safely cross between Kosovo and Serbia every year – more than 4,000 citizens on average every day.

The community of San Juan de Iris is located in the Rímac watershed, which is the main water source for Lima. Here, an ancient water infiltration canal is being recovered, called Amuna. This is already part of a set of amunas that have been recovering since 2016. The amuna of San Juan de Iris began in August and will be completed in mid-September 2020.

 

This amuna intervention helps to regulate water in the basin, especially into the subsoil and into the aquifer so that the communities have more water during the dry season.

 

The communities implementing these measures are receiving additional economic income, in the face of the health and economic crisis related to COVID-19, as the government cannot cover their main economic needs.

El Ministro de Transportes y Comunicaciones, José Gallardo Ku, recibió del Gobierno del Japón equipos destinados a implementar un sistema de prevención de desastres que permitirá a la población recibir información rápida, precisa y estable sobre emergencias.

El sistema -que utilizará el estándar de Televisión Digital Terrestre japonés brasileño ISDB-T, que viene siendo implementado en el Perú- podría utilizarse en caso de que el Fenómeno El Niño afecte a alguna de las localidades beneficiadas.

El "Proyecto para el Mejoramiento del equipamiento para la Gestión del Riesgo de Desastres en la República del Perú" comprende la donación e implementación de ocho sistemas de observación de mareas; ocho sistemas EWBS (Emergency Warning Broadcasting System), conformados por estaciones de televisión digital terrestre-TDT con capacidad para transmitir la señal EWBS; y 15 receptores de TDT con capacidad de recibir esa señal.

El Instituto Nacional de Defensa Civil (INDECI) es el responsable de emitir señal la alerta, la cual llega al Instituto Nacional de Radio y Televisión (IRTP), que la difunde a los hogares de la población de las localidades beneficiarias, utilizando el sistema EWBS (a través de la señal de televisión digital).

Las estaciones de TDT con EWBS -que estarán ubicadas en Arequipa (Arequipa, 1; Camaná, 3), Ica (Pisco, 1), La Libertad (Trujillo, 4), Lima (Lima, 1; Cañete, 1), Moquegua (Ilo, 4)- no solo podrán transmitir alertas por tsunami, sino también sobre diversos tipos de desastres, como inundaciones, deslizamientos, incendios, entre otros.

Actualmente en el Perú la información de desastres se tramite vía telefónica, radial o por email, siendo alta la probabilidad de interrupción en la comunicación cuando ocurre un desastre de gran magnitud.

"La introducción de este nuevo Sistema EWBS hará posible que la población reciba información más rápida, precisa y estable sobre emergencias por desastres, lo que contribuirá a salvar vidas y reducir daños", señaló Gallardo Ku.

El Ministro Gallardo y el Viceministro de Comunicaciones del Japón, Yasuo Sakamoto, destacaron la importancia del fortalecimiento de la cooperación entre ambos países en el campo de la televisión digital, así como ampliar la relación de cooperación en el sector de las tecnologías de la información y comunicación (TIC).

La entrega de equipos se realizó en el marco de la inauguración del Seminario Internacional en materia de Televisión Digital Terrestre (TDT) y Tecnologías de la Información y Comunicaciones (TIC), que se realizará los días 14 y 15 de enero de 2016 en Lima y en el que participarán delegados de 15 empresas japonesas.​

Mekelle– Ethiopia, 24th January 2016: Members of African Union (AU) Executive Council converged in the Tigray region of Mekelle, on 24 January 2016, within the framework of their third Ministerial Retreat, holding under the theme: “Implementation of Agenda 2063”. The Ministerial Retreat was chaired by Hon. Simbarashe S. Mumbengegwi, Ministers of Foreign Affairs of the Republic of Zimbabwe and Chairperson of the Executive Council, in the presence of H.E. Dr Nkosazana Dlamini Zuma, Chairperson of the African Union Commissioners, H.E Mr. Erastus Mwencha, Deputy Chairperson of the AUC. Hon. Dr Tedros Adhenon Ghebreyesus, Ministers of Foreign Affairs of the Federal Democratic Republic of Ethiopia, H.E Abay Weldu, President of the Regional Authority of Tigray, representatives from AU Organs, the UNECA, NEPAD, RECs AfDB, AU Commissioners , the AUC Secretary General, and the Legal Counsel of the AUC, and invited guests.

 

President Weldu welcomed the participants in the city of Mekelle and presented the historical background of the region which he qualified as courageous and privileged population who inherited the most archeological objects and sites of humanity. He said the agenda of this retreat has a significant meaning to the Tigray tribe/people of Ethiopia. He appreciated the vision of the Union aimed at creatiing an integrated, prosperous and peaceful Africa”.

 

In her opening remarks, Dr. Nkosazana Dlamini Zuma, AUC Chairperson, recalled the first retreat in the city of Ethiopia Bahir Dar in 2014, where she introduced the Dream of the African People in “the e-mail from the future”, among others. “Two years ago, as we concluded the 50th anniversary of the OAU/AU, we met as in retreat in the city of Bahir Dar, to discuss the core responsibilities of this important organ, the Executive Council. It was then when I spoke about our dream of the Africa we want, in the e-mail from the future.

 

Two years later, as we gather here in Mekelle, Tigray region we can report that we have made some headway. As discussed at this retreat, we now have Agenda 2063 as our clarion call for action, supported by all sections of the African society”, stated the AUC Chairperson. She explained that, “we are now clear on the priorities of Agenda 2063, investing in our people, especially youth and women; in agricultural modernization and agro-businesses; in manufacturing and industrialization; the development of our infrastructure; democracy and developmental governance, as well as the need of silencing the guns by 2020.”

 

“Our Agenda 2063 flagship projects - such as the free movement of people, the Commodities strategy, the Pan African Integrated High speed Rail network - is taking off, and should help towards our vision of an integrated, peaceful and prosperous Africa, driven by its own people and taking its rightful place in the world”, underscored Dr. Dlamini Zuma.

 

Referring to the song on Agenda 2063 composed by a group of artists from Zimbabwe, played during the opening ceremony of the retreat, the AUC Chairperson called on other artists within the continent to emulate the good example. “ I would like to thank the Zimbabwean artists who came up with that song on Agenda 2063, and I challenge all of us to encourage our artists to compose as many songs as possible. Of course as the Chair of the Union, Zimbabwe led from the front”. She thanks the Mekelle authorities for hosting the AU Ministerial retreat and wished the Ministers fruitful deliberation. The Chairperson of the Executive Council on his part, recalled the high moments and priorities on Agenda 2063 saying “our Agenda is centred in the review of implementation of decisions taken during the 2nd Ministerial retreat and update on the implementation of the 1st ten year plan of Agenda 2063, the free movement of goods and persons, the issue of Immigration and tourism and wild life preservation”. Minister Mumbengegwi stressed that “as we continue streamlining and improving the working methods of our Union, we also need to consider how best we can align our bi-annual Summits in order to improve the effectiveness of our organisation and to give ourselves ample time to implement our decisions”. He expressed satisfaction to the fact that notable success has already been achieved in this vein, hence the need to proffering new and innovative ideas that will take the organisation to greater heights. Speaking earlier, Hon. Dr. Tedros Ghebreyesus, stressed on the importance of holding the ministerial retreat which he said will enhance friendly and convivial relationship between the ministers. The Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia said such gathering will enable the participants to express themselves freely while socialising with one another. He called on his pars saying, “We have a number of important issues to deliver including exchanging views and best practices on how to domesticate and enhance the implementation of agenda 2063 and its flagship projects.

 

Organized by the African Union Commission (AUC), the third Ministerial Retreat aims at brainstorming and exchanging ideas on critical issues related to the implementation of the Africa Agenda 2063 so as to give clear direction and guidelines on devising best ways and means for its domestication to help improve the living conditions of the African citizens.

 

The Ministers will among other things consider AU Commission Restructuring Project, the free movement of people, African tourism, wild life conservation, and state of the African tourism sector and its opportunities and challenges.

 

At the end of its deliberations, the Ministerial Retreat will adopt the Mekelle Ministerial Retreat draft Outcomes document to be tabled during the Executive Council meeting scheduled to hold on 27 and 27 January 2016 for adoption. The AU Ministerial Retreat ends on Tuesday 26th January 2016.

21 September 2017 - UNGA - Implementation of SDGs should be country-led and country-owned.

This high level side event organized at the helm of the 72nd Session of the UN General Assembly continues to advocate the nature of the 2030 Agenda—‘country-led and country-owned,’ as reflected during the UNDG high level event during the HLPF 2017 earlier this year.

 

UN Deputy Secretary-General, Ms. Amina J. Mohammed in her key note remarks stated, “We have hit the SDGs walking – not yet running – and we need to pick up the pace. Progress will only be achieved through genuine and meaningful partnerships.”

 

Host of the event, Mr. Achim Steiner, the UNDG Chair and the Administrator of the United Nations Development Programme (UNDP) said, "In the SDGs we have found a common language in identifying the challenges and opportunities in development. We need new partnerships- we need investment bankers to work with rural farmers, policy makers with activists."

 

The side event also marked the launch of the 2016 UNDG results report: Lift Off: Agenda 2030—Shared Results of the UNDG in 2016. The new report captures the collective results and impact achieved by the UN Development System through 131 UN Country Teams supporting 165 countries and territories, as well as by the UNDG at the regional and global levels.
