Viktor Muzhenko: Commanders of all levels should act following the situation
UKRAINE — General of the Army of Ukraine Viktor Muzhenko, Chief of Ukrainian General Staff, checked the final phase of operational coordination of mechanized brigades of the Armed Forces of Ukraine at the International Peacekeeping and Security Centre (Lviv oblast) and Shyrokyi Lan range (Mykolaiv oblast).
Military units have undergone drills during several months before brigade tactical training with field firing after redeployment from the east of Ukraine.
The military accomplished combined tasks (offensive, defensive, under artillery fire, etc.) in dynamic tactical conditions. One of the most important tasks was working out the cooperation of mechanized units with other arms and services. Land Forces, Army aviation and Air Force units, infantry and artillery units acted together.
General of the Army of Ukraine Viktor Muzhenko stressed that during tactical exercise the commanders should not count on working out the actions under the scenario as the real combat and battle were dynamic. It is necessary to understand tactically the capabilities of the unit and apply creative and efficient approach to decision-taking.
“The general evaluation of actions and skills is very positive,” V.Muzhenko remarked, “The process of combat training is continuous so there are new forms and methods of use of our units. A main attention is paid to efficient command and control, efficiency, cooperation of arms and services and use of armament and equipment.”
Concerning the plans of combat training of troops, the Chief of General Staff mentioned the current threats were considered in the context of training. According to him, since the previous year the army has conducted about 20 brigade tactical drills and about 60 battalion tactical exercises.
In 2016, the process of armament modernization is scheduled. The Chief of General Staff also noted the infrastructure of military ranges used for personnel training would be developed and improved.

Начальник Генерального штабу – Головнокомандувач Збройних Сил України генерал армії України Віктор Муженко разом із групою офіцерів Генерального штабу та Командування Сухопутних військ перевірив завершальний етап бойового злагодження механізованих бригад Збройних Сил України, який відбувся на базі Міжнародного центру миротворчості та безпеки та Широколанівському полігоні.
До бригадних тактичних навчань із бойовою стрільбою військові частини, виведені із району проведення АТО для вдосконалення бойових спроможностей, готувались упродовж декількох місяців. На полігонах підрозділи бригад пройшли повний цикл бойового злагодження і підготовки з урахуванням досвіду протистояння гібридним формам агресії.
Під час навчання особовий склад діяв в умовах тактичної обстановки, яка динамічно змінювалась. Завдання, які ставились перед командуванням та підрозділами бригад, мали комбінований характер: дії у обороні та наступі, застосування різних видів артилерії, засобів протиповітряної оборони тощо. Одним із важливих завдань у ході навчання було відпрацювання взаємодії механізованих підрозділів з іншими видами та родами військ. Зокрема, вводні стосувались спільних дій наземних сил, підрозділів армійської авіації та Повітряних Сил ЗС України, взаємодії піхоти та артилерії під час відпрацювання завдань на єдиному оперативно-тактичному фоні.
Начальник Генерального штабу відзначив, що під час нарощування обстановки практику здобувають не лише військовослужбовці, які перебувають безпосередньо у бойових порядках, але й апарат керівництва навчанням. Це дієва форма підготовки офіцерів, у тому числі й вищої ланки до самостійного прийняття рішень та управління військами, яка надає можливість більш якісно та ефективно застосовувати підрозділи під час бойових завдань.
Крім того, генерал армії України Віктор Муженко наголосив, що у проведенні тактичних навчань командирам не варто розраховувати лише на відпрацювання дій за сценарієм. У реальному бою такого не відбувається, тому потрібне тактичне розуміння можливостей підрозділу і, відповідно, творчий та ефективний підхід до прийняття рішень. Зокрема, під час завершального етапу бойового злагодження механізованих бригад чимало вказівок командирам надавалось не за сценарієм. Кожен із них приймав рішення і діяв за обстановкою. До прикладу, для підрозділів бригад чимало раптових вводних стосувались маневреності дій. Начальник Генерального штабу зауважив, що увага до виконання маневрів та мобільність підрозділів надає можливість ефективніше застосовувати наявні сили і засоби в різних районах і рубежах.
– Загальна оцінка дій і вишкілу особового складу та командування бригад позитивна, – зазначив генерал армії України Віктор Муженко. – Оскільки процес бойової підготовки підрозділів Збройних Сил України відбувається безперервно, в процесі з’являються нові форми і методи застосування наших підрозділів. Основна увага звертається на ефективність командування підрозділами, оперативність, взаємодію видів і родів військ та застосування ними озброєння і техніки. До того ж, більшість військовослужбовців – це люди з реальним бойовим досвідом.
Говорячи про плани бойового навчання військ, начальник Генерального штабу – Головнокомандувач ЗС України підкреслив, що у контексті підготовки враховуються загрози сьогодення. Зокрема, розміщення військ країни-агресора навколо кордонів України. Він також зазначив, що з минулого року до цього часу проведено близько двох десятків тактичних навчань бригадного рівня та близько шести десятків батальйонних тактичних навчань. Зважаючи на те, що керівництво оперативних командувань та механізованих бригад досягло відповідного методичного рівня у підготовці підрозділів, цей процес організовується комплексно.
Разом з питаннями бойового застосування військ відпрацьовуються елементи бойового та технічного забезпечення. У 2016 році не лише передбачені кошти для проведення заходів бойової підготовки військ, але й продовжиться процес модернізації озброєння та військової техніки Збройних Сил України.
Стосовно розвитку інфраструктури військових полігонів Головнокомандувач ЗС України зазначив, що на таких полігонах як «Широкий лан», МЦМБ на Львівщині та інших військових об’єктах, які використовуватимуться для тренування особового складу, продовжиться розвиток інфраструктури до рівня, який не поступатиметься аналогічним об’єктам армій європейських країн.

From the Dickenson County Historical Museum - another part of our delightful trip to Abilene. I hvae heard of and seen pictures of the Coleman Arc Lantern - but had never seen one in-person.
Coleman collecting is/was a pretty good part of my life - and this was a real treat to see. Not at all sure how it works - or even if this is assembled correctly or is even functional.

Guess I still have not seen an arc lantern as this is actually an "Efficiency" Lamp - in the style that inspired Mr. Coleman to buy the company and begin a wonderful journey bringing affordable light to millions worldwide. Here is some more info - info
