À la surface, l'œuvre monumentale marque l'entrée du mémorial. C'est Pierre Debaux qui a conçu cet ensemble de poutres en métal suspendu entre elle par des câbles.

Le mémorial se trouve sous cette sculpture. Il s'agit d'un ensemble de cryptes reliées entre elles par un long tunnel en béton. "Sombre et étroit, il symbolise la clandestinité des résistants et l'angoisse des déportés" explique Jean Penent. Dans les cryptes, des photographies témoignent de la vie des résistants durant la seconde guerre mondiale. Chacune d'elle a un thème particulier, comme "des fusillés", "des déportés", "des torturés". La sortie du mémorial s'effectue dans le jardin des plantes, face aux bustes de Jean Moulin et Jean Cassou, grandes figures de la résistance toulousaine. "Les visiteurs sortent du mémorial devant les jeux pour enfants. Il y a une forte charge symbolique, pour signifier l'espoir porté en l'avenir." ajoute Jean Penent.
