Education OF, BY & FOR the market .

A few months back, a Swedish scholar was prevented from speaking in a seminar in the School of Environmental Sciences on .

ground-water depletion caused by soft-drink multinationals. The reason: Coca Cola was the sponsor of the seminar! This is just .

one example of the ways in which corporate and market forces are setting the aims and agenda of higher teaming in JNU. .

Recently, different specialized schools and centers have come up with the help of corporate funding, such as the Centre for Law .

and Governance and School of Arts and Aesthetics. Even in older centers and schools, corporations have penetrated deeply. The .

Centre for the Study of Social Systems (CSSS) for the last three years has been conductmg the Global Studies Programme, a .

JOint venture of two German univerSities and JNU. At least that is how the course is touted in the education market. But th1s .

course also has promoters such as the mfamous International policy adv1sory group hke Mck1nsey and the German mult1nat1onal .

car manufacturer BMW 1s someth1ng that very few people know. .

Education or brainwashing? Such 1nstances abound and are mult1plymg every year, at a time when the ~tate 1s further cutting down expcnditur~ on educat1on. The vibrant s~ark that used to be the hallmark of academic interaction 1n JNU has g1ven way to students do1ng research like automatons of such topics that will fit the project requirements of the gUide. The pnmary function of the research thus becomes not generat1on of knowledge, but generation of funds. Naturally, the law barring professors heading projects from receiving honoranum has been revoked. The time has come for the scholar entrepreneur who is an institution tn himself I herself. The rule of the game IS the more the funds, the p owerful you will be. The State policy of scrapping all the assistance to the students in the form of scholarships, special assistance etc. has made the 'faculty w1th the proJect' the basic prov1der of financial assistance. Mostly, this financial ass1stance Is not complete in that somet1mes the student is paid less than the amount promised citing shortage of funds. Students are being 'socialised' with foreign cap1tal at the very initiation of their career itself, both through course content and process. The whole purpose of this new higher education is .

to co-opt dissent and build a consensus in favour of Liberalisation, Globalisatron and Privatisat1on (LPG). To perpetuate the brahmintcal myths of ment. To reproduce a status quo that devalues labour, casteist oppress1on, the real history of oppressed nat1onalit1es and their right to self-determination. It's an elitist education designed not bUild bndges, but to separate the educated from the rest. .

A business called education: As per a study, in a group of 250 nat1ons, Ind1a's spending tn h1gher educat1on 1s the th1rd last. Its total expenditure on education in general is an abysmal 3% of the budget. This has never crossed the 3-3.5% mark ever since the transfer of power in 1947. Less than Tanzania (4.5%) and Kenya (7.8%). Tall daims are made about Ind1a marching as a great power in the 2151 century; but there are more than one lakh villages in thrs country w1thout schools. Where there are schools there are no teachers, no textbooks, no infrastructure-not even a bUIIdmg. .

Even the skeptics would agree that the policies of the Ind1an state are bemg d1ctated in letter and spirit by impenahst agenoes like the Worla ~ank, WTO ana lMF. Education is no exception. In the document of the World Bank "Htgher Education: The lessons of Expenence" 1t says that "sooal rates of return on investment in pnmary and secondarf education exceed the returns on h1gher education ...." This is the logic for the privatisation of higher education. But 1t cautions against implementing the policies of liberalisation and pnvatisation in a single step. Based on its study of 8 countries 1n South and Southeast Asia 1t advocates a gradual phased out implementation of the policies of LPG. The Birla-Ambani report too advocates a gradual privatisation and strategtes for dividtng the sections with a potential for protest. .

The calculated policy of privatization of universities is slowly but steadily tak1ng place in a phased manner. More and more centers are being funded by fore1gn agencies, projectisation of research, decreasing number of scholarships, more and more ad-hoc appointment of the faculty so that the collective borgaining power of the university community is weakened, are some of the measures that are already showing its effects. The new buzzword of the market excludes education from a vast section of the deprived and underprivileged, such as the dalits, tribals, women, and minorities. Rampant commercialisation of the campus spaces with beautification drives and construction drives under the pretext of revenue generation is fast changing the profile of campus culture. H1gher education is fast becoming reduced to vulgar empiricism, NGO-isation, corporat1sat1on. .

Who can fight this monster? The fact is, today, each and every parliamentary party in India has rallied beh1nd ~h~ LPG policy, and 1t's concurrent education policy. Some are blatantly elitist like the BJP or the Congress; the so-called OffiCial Left, 1n a campus l1ke JNU mainta1ns an empty anti-globalisation rhetoric, buc when 1t comes to 1mplement1ng 1t wherever they are 1n a position of power, they are no d1fferent from the right-wing parties. The reg1onal parties or the likes of SP, SSP etc has fared no better. The student organizations on this campus only imitate their parliamentary masters. The likes of Youth for (m)Equahty pursues a rab1dly caste1st, upper class agenda. So, no not rely on these part1es to be 1n the struggle for a oemocrat1c campus. Let us untte for a pro-people, democratiC education and see 1t as a part of a larger struggle for transforming the society, and to put an end to all forms of exploitation. .
