I found this for $5 at a flea market. Made in Germany by Bilora, founded in 1909.
This model looks to be from the 1960's although it is marked Germany rather than West Germany The brass sections nest in aluminum housings. The red knob controls the mini ball head. For a compact tripod it is quite stable.
