This red clouds effect is caused by the diffraction of the sunlight through the atmosphere that only occurs when the sun is very low, ie at sunset. The effect is enhanced if the diffracted light falls on the underside of clouds (rather than the top as normal) giving us on the ground a great colour show. This will only occur when there are no clouds near the sun but some overhead of sufficient height for the sunlight to illuminate them from underneath. The effect will usually only last for a few minutes.
