AU Ministerial Retreat of the Executive Council Brainstorms on the Implementation of Agenda 2063
Mekelle– Ethiopia, 24th January 2016: Members of African Union (AU) Executive Council converged in the Tigray region of Mekelle, on 24 January 2016, within the framework of their third Ministerial Retreat, holding under the theme: “Implementation of Agenda 2063”. The Ministerial Retreat was chaired by Hon. Simbarashe S. Mumbengegwi, Ministers of Foreign Affairs of the Republic of Zimbabwe and Chairperson of the Executive Council, in the presence of H.E. Dr Nkosazana Dlamini Zuma, Chairperson of the African Union Commissioners, H.E Mr. Erastus Mwencha, Deputy Chairperson of the AUC. Hon. Dr Tedros Adhenon Ghebreyesus, Ministers of Foreign Affairs of the Federal Democratic Republic of Ethiopia, H.E Abay Weldu, President of the Regional Authority of Tigray, representatives from AU Organs, the UNECA, NEPAD, RECs AfDB, AU Commissioners , the AUC Secretary General, and the Legal Counsel of the AUC, and invited guests.
President Weldu welcomed the participants in the city of Mekelle and presented the historical background of the region which he qualified as courageous and privileged population who inherited the most archeological objects and sites of humanity. He said the agenda of this retreat has a significant meaning to the Tigray tribe/people of Ethiopia. He appreciated the vision of the Union aimed at creatiing an integrated, prosperous and peaceful Africa”.
In her opening remarks, Dr. Nkosazana Dlamini Zuma, AUC Chairperson, recalled the first retreat in the city of Ethiopia Bahir Dar in 2014, where she introduced the Dream of the African People in “the e-mail from the future”, among others. “Two years ago, as we concluded the 50th anniversary of the OAU/AU, we met as in retreat in the city of Bahir Dar, to discuss the core responsibilities of this important organ, the Executive Council. It was then when I spoke about our dream of the Africa we want, in the e-mail from the future.
Two years later, as we gather here in Mekelle, Tigray region we can report that we have made some headway. As discussed at this retreat, we now have Agenda 2063 as our clarion call for action, supported by all sections of the African society”, stated the AUC Chairperson. She explained that, “we are now clear on the priorities of Agenda 2063, investing in our people, especially youth and women; in agricultural modernization and agro-businesses; in manufacturing and industrialization; the development of our infrastructure; democracy and developmental governance, as well as the need of silencing the guns by 2020.”
“Our Agenda 2063 flagship projects - such as the free movement of people, the Commodities strategy, the Pan African Integrated High speed Rail network - is taking off, and should help towards our vision of an integrated, peaceful and prosperous Africa, driven by its own people and taking its rightful place in the world”, underscored Dr. Dlamini Zuma.
Referring to the song on Agenda 2063 composed by a group of artists from Zimbabwe, played during the opening ceremony of the retreat, the AUC Chairperson called on other artists within the continent to emulate the good example. “ I would like to thank the Zimbabwean artists who came up with that song on Agenda 2063, and I challenge all of us to encourage our artists to compose as many songs as possible. Of course as the Chair of the Union, Zimbabwe led from the front”. She thanks the Mekelle authorities for hosting the AU Ministerial retreat and wished the Ministers fruitful deliberation. The Chairperson of the Executive Council on his part, recalled the high moments and priorities on Agenda 2063 saying “our Agenda is centred in the review of implementation of decisions taken during the 2nd Ministerial retreat and update on the implementation of the 1st ten year plan of Agenda 2063, the free movement of goods and persons, the issue of Immigration and tourism and wild life preservation”. Minister Mumbengegwi stressed that “as we continue streamlining and improving the working methods of our Union, we also need to consider how best we can align our bi-annual Summits in order to improve the effectiveness of our organisation and to give ourselves ample time to implement our decisions”. He expressed satisfaction to the fact that notable success has already been achieved in this vein, hence the need to proffering new and innovative ideas that will take the organisation to greater heights. Speaking earlier, Hon. Dr. Tedros Ghebreyesus, stressed on the importance of holding the ministerial retreat which he said will enhance friendly and convivial relationship between the ministers. The Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia said such gathering will enable the participants to express themselves freely while socialising with one another. He called on his pars saying, “We have a number of important issues to deliver including exchanging views and best practices on how to domesticate and enhance the implementation of agenda 2063 and its flagship projects.
Organized by the African Union Commission (AUC), the third Ministerial Retreat aims at brainstorming and exchanging ideas on critical issues related to the implementation of the Africa Agenda 2063 so as to give clear direction and guidelines on devising best ways and means for its domestication to help improve the living conditions of the African citizens.
The Ministers will among other things consider AU Commission Restructuring Project, the free movement of people, African tourism, wild life conservation, and state of the African tourism sector and its opportunities and challenges.
At the end of its deliberations, the Ministerial Retreat will adopt the Mekelle Ministerial Retreat draft Outcomes document to be tabled during the Executive Council meeting scheduled to hold on 27 and 27 January 2016 for adoption. The AU Ministerial Retreat ends on Tuesday 26th January 2016.

Very often it is difficult to balance strong leading lines to avoid 'skewed' appearance in the final image. This view presented itself perfectly, even to the corner positioning -all as seen in the viewfinder! How lucky was that?

Ta Som était un temple dédié au culte bouddhique du Mahâyâna (Grand Véhicule). Son constructeur est le grand roi Jayavarman VII (1181-1218)
Le temple date de la fin du XIIème siècle - début du XIIIème siècle. Il est dans le style du Bayon et comme ce dernier, il comprend des tours à visages. Son nom moderne "Ta Som" signifie "Vieux Som" mais il s'appelait "le joyau de l'éléphant blanc fortuné" (Gaurashri Gajaratna). Il abritait 22 divinités.
Ce petit temple était une annexe du grand temple Preah Khan, il a été construit dans l'alignement de ce dernier et du Neak Pean sur le bord oriental du bassin-réservoir (Baray) Jayatataka.
Ta Som comprend trois enceintes. L'enceinte extérieure (240m par 200m) comprend deux gopura(s) avec des tours à visages situés à l'est et à l'ouest.
A l'intérieur de la première enceinte, des douves entourent la deuxième enceinte du temple qui possède deux gopuras. également orientés à l'est et à l'ouest.
Une galerie dotée de quatre gopura(s) et de quatre tours d'angle constitue la troisième enceinte, elle entoure la tour-sanctuaire centrale du temple .

Workers align segments of third rail before bolting them together.
On Saturday, workers replaced third rail near Bryn Mawr on the Red Line Saturday to help ensure continued, reliable power delivery to Red Line trains in the area. The "third rail" (also known as "contact rail") is the electrified rail through which power is delivered to our trains.
One segment at a time, workers removed existing sections of rail and replaced it with heavier-gauge sections, which can provide better conductivity. Each section is seated on insulated third rail chairs, bolted together with adjacent sections and smoothed out at joints. Welders also come out and connect the rail to the power system using jumper cables.
The rail that's been removed will be reused for other important power delivery improvements, later—an efficient and sustainable practice we employ to make the most of the materials at our disposal.
The section replaced on Saturday morning and afternoon was on the Howard-bound Red Line track and measures in at about 1900 feet, or about 580 meters, in length. To put the heft of this work into perspective, the base, steel component of third rail that was installed weighs about 85lbs. for every three feet of rail—this doesn't include the weight of aluminum that's affixed to the rail for added electrical conductivity, bolts, insulators and other components that are a part of delivering power to trains. The total weight of the steel part of the rail moved just on Saturday is upwards of 52 tons.

The holes on one end need to be aligned to the other. The lathe dog is bolted to the bottom end, it is aligned with the mill, and the top can be located and drilled in alignment.

In an effort to align with the USAID Digital Strategy and recognize USAID Missions, Bureaus and partners that are empowering countries in a digital age, USAID launched the 2020 Digital Development Awards (the Digis), the third round of these awards. The Digis recognize and celebrate USAID-funded projects and activities that use digital technology to sustain open, secure, and inclusive digital ecosystems in order to improve measurable development and humanitarian-assistance outcomes. After receiving over 140 applications from USAID Missions around the world, five winners were selected for the 2020 Digital Development Awards, including USAID/Indonesia: Human Resources for Health in 2030 (HRH2030) Program.
HRH2030 won for strengthening the human resources for health information system and its ecosystem to provide real-time quality data for strategic use, while also supporting policy development that address challenges in the health workforce and contributing to better public health outcomes overall.
“Quality data is amazing,” says Dr. Ani Ruspitawati, head of the Health Resources Division at Jakarta’s Provincial Health Office (PHO). Dr. Ani’s office oversees 5,503 health facilities in Indonesia’s bustling capital city, Jakarta.
The facilities -- known locally as puskesmas -- serve about 10 million people. And just like doctors need data about their patients to provide the right treatment, the PHO needs data on its health workforce to improve the quality of care at puskesmas.
Equipped with good data about nurses, specialists, doctors, and other health professionals, the PHO can make smart decisions regarding everything from licensing and credentials to assigning health workers to puskesmas based on local needs. “Data is needed for decision-making. If the data is inaccurate, then the decisions will be wrong,” Dr. Ani explains.

On June 5, 2014, the Islamic State of Iraq or ISIS and aligned forces began a major offensive in northern Iraq and the Iraqi Government. This conflict led many Iraqis to flee their homes in search of Safety. Caritas Iraq and CRS have been supporting these internally displaced civilians.

The A890 around Loch Carron is one of my favourite roads to drive due to its character and the scenery it travels through. To begin with, the road climbs high into the mountains on well aligned, graceful bends. The sweeping bends continue for a while through large pine forests, allowing anticipation to build. After a few miles, a single track road sign appears and that's when the route really starts to become fun.
However, the transition between the modern, sweeping route and hillier, single track, rising and falling section isn't just marked by a road sign, you're also presented with this beautiful view of Loch Carron. On a less windy day, this sea loch will perfectly reflect the cloud above. I get the feeling this scene would look especially good on a calm, Autumn day with just a hint of mist around the edge of the water.

Few weeks ago, I received a ‘Punctered’ inner tube belt (in a cute little inner tube bag) from Budapest upcycled/recycled cycling apparel manufacture Felvarrom. Naturally, I had some interest to see how this eco-fashion accessories made from an old innertube could be the partner of our everyday pants :)
They describe the product as this:
On a gloomy Monday morning in November (of course) the Felvarrom expert-SWAT team met to concoct what you can create from inner tubes besides the catapult and substitution for elastic ropes for farm-bikes. Most of the great ideas regarded to assault, the rest were pointless, so they were discarded, but eventually one proved to be useful. The result can be seen here.
Felvarrom collect worn out bicycle parts from local shops in Budapest and up cycle them into eco-products. In their websites you could find a wide range of accessories made from recycled bike parts such as belts and bracelets made from up cycled tires and innertubes. They also made some cool key holders from recycled bike chains, robots and trophies from various bike parts that are real pieces of Art. And many more products for the ridder inside you :)
We received the torquose-darkbrown belt, we must say that the quality is superb. The belt has two fixing patch on its length and it gives a little ‘unique feeling’ to each belt. They state that all their inner tube belts are made from carefully selected, high-quality, recycled/upcycled bicycle inner tubes and we confirm the quality of the material. Nylon linen tapes has been stitched into each edge to give a bit of extra resilience and colors to the belt, there’s a lot of different colors to choose from into their website, you should find your taste.
I could not test the ‘extremely durability’ of this tube belts but I confirm that the belt is soft, doesn’t stretch at all, is very comfortable to wear and doesn’t stain my pants!
The buckle is made from nickeled steel and is adjustable, not need holes, and doesn’t hurt the surface of the inner tube or the strips.
In conclusion, this isn't my first innertube belt has I had one that I wore several years, but the design of the Felvarrom belt is really nicer and a lot more colorful. If we could see more eco-products with such quality and 'sexy design', I’ll bet that it could help a lot to develop the recycling!

KABUL, Afghanistan – Army Brig. Gen. Francisco Espaillat, commanding general, 143d Sustainment Command (Expeditionary), an Army Reserve unit headquartered in Orlando, Fla., traveled to various locations throughout Afghanistan to visit Soldiers and civilians from the 143d ESC. In his travels Espaillat met with leaders from the 207th Regional Support Group, a unit headquartered in Ft. Jackson, S.C. and aligned under the 143d ESC when not forward deployed. Members from both the 143d ESC and 207th RSG provided Espaillat a mission overview while sharing experiences and posing for photos.
Many members of the 1st Theater Sustainment Command serving in the New Kabul Compound were originally assigned to the 143d ESC. Espaillat met with each section to discuss an array of topics and provide guidance to the Soldiers.
The 143d ESC and 207th RSG are currently deployed throughout Central Command’s area of responsibility in direct support of Operation Enduring Freedom. Both units are scheduled to redeploy later this spring.

All the stars aligned somehow and I had a ticket to see my first professional tennis tournament. I am a huge fan of tennis, and have wanted for some time to see it live. I'd completely forgotten that this tournament would coincide with my trip until my friend arranged a ticket for me. Bonus: I walked to the Palais Omnisport from my hotel in the Marais the very first morning I woke up there. It could not have been more ideal. Also: I sketched...in the dark.
French tennis fans are known to be quite serious about watching (as am I.) I was amazed at how quiet and respectful the crowd was to each player, regardless of allegiance.
As the stadium filled up for the third match of the day (French #1 Tsonga) the crowd became more animated. The atmosphere was electric. It was riveting. I did not manage to put color on this until after I left. It was tricky enough to draw it in the dark. Also, I am not kidding about the crowd: I would sooner open a noisy package of cough drops at the opera than make too much of a fuss with my sketch kit at Bercy!
