Excerpt from the First State of the Nation Address of President Elpidio Quirino delivered on January 24, 1949:

 

"My first concern was to complete the restoration of peace and order and to strengthen our people’s morale and confidence in the government. My first act in this direction was to order the reduction in the price of Class E rice, then selling at one peso, to eighty-five centavos a ganta. This order reduced the cost not only of other grades of rice but also of other essential commodities whose price structure is dependent on the cost of rice.

 

Then I made the first of my visits to the troubled areas in Central Luzon. Here the dissident elements were terrorizing the population with kidnappings and depredations. They were preying for food and other necessities upon the poor people of Pampanga, Bulacan, Nueva Ecija and Tarlac, the very people whose interests they were pretending to protect, whose welfare they were professing to promote. That tour elicited the offer of cooperation from the leader of the dissident elements. It resulted eventually, with your concurrence, in the issuance of an Amnesty Proclamation."

The Beaverhead County Courthouse was built in 1875. When the county seat was moved to Dillon in 1881 the building was vacant for 10 years. In 1891 is was re-purposed into the Hotel Meade, where it operated off and on until the 1940's.

 

The Ghost Town of Bannack is located in the mountains of Southwest Montana. The town began in 1862 when gold was discovered along Grasshopper Creek. It quickly flourished into a boom town of over 4000 people and was briefly the Territorial Capital of Montana. As with most mining towns, the boom turned to bust, and the town was down to one resident by the 1950's. Today it is a Montana State Park and is one of the best preserved ghost towns in the American West.

Below is the history of Rhoda Derry taken from the book "Bittersweet Memories: A History of the Peoria State Hospital"

 

Rhoda Derry was born in Adams County. She was the daughter of a wealthy farmer and she was a strikingly handsome girl. While still in her teens, she was wooed by the son of a neighboring farmer. The young man's family were apposed to the match. In order to prevent the young couple from marrying, the young man's mother visited the girl and threatened to bewitch the girl if she didn't release him from the engagement. The girl was so terrified by the mother's threat that she started to display all the signs of a person possesed by an evil spirit.

 

One night shortly after the threat, Rhoda came home, jumped on the bed and stood on her head spinning around like a top and declared that the "Old Scratch" was after her. For a short time she was cared for by her relatives but was eventually sent to the Adams County Poor House. She remained there for 40 years.

 

The inhumane treatment of the poor girl at the Adams County Poor House is unparalleled. For many years she lived in a basket lined with straw and cared for by other feeble minded patients. During this time her legs drew up until her knee nearly touched her chin. Her muscles became so atrophied it was impossible for her to move her legs or her hips.

 

After years passed the basket was replaced with wooden box with holes for wastes to pass through in to a pan beneath the box. Mice and other vermin crawled into the box, made nests and raise their families next to the poor woman.

 

With her long fingernails she was scratch at her eyes until she was blind. With her fists she would beat her face until her front teeth were knocked out. She had also lost her ability to speak. When placed on the floor she would hop along like a toad. In 1904 she was taken from these surrounding and placed in the Bartonville Asylum. She was taken to the hospital for woman where she was bathed regularly and slept between clean white sheets.

The Albanian State Police is the national police and law enforcement agency which operates throughout the Republic of Albania. The falling down of the Communist system and the setting up of the political pluralism after the year 1991 brought important changes in the structure of the Albanian Police. In April 1991, was established the Ministry of Public Order and the General Directorate of Police. By the new law in July 1991, was created the Police of Public Order. Nearly 80% of the old personnel of police was replaced by new personnel. On November 4, 1991 the Albanian Police was accepted in INTERPOL. The emergency number is 129.

 

The original Albanian Police was founded on 13 January 1913 by the government of Ismail Qemali, Albania's first prime minister.

According to a survey produced in 2009 for the United States Agency for International Development Albanian's perception of the police was as follows:

 

On a scale of 0-100 with 0 being Very Honest and 100 being Very Corrupt, Policemen were given a score of 63.1 points

When asked to what extent the police help to fight corruption, 0 being Not at All and 100 being Helps a Lot, the Police were given a score of 45.5

When asked about trust in institutions, 0 being No Trust at All and 100 being Trust a Lot, the Police were given a score of 47.8

When asked if during the previous year they had been asked for a bribe 7.8% said Yes

"When asked how they were treated by the police, the proportion of respondents that replied “Poorly” or “Very poorly” was 26.6%, a decrease of 10.9 percentage points from 37.5% in 2005"

The Missouri State Penitentiary was a prison in Jefferson City, Missouri, that operated from 1836 to 2004. Part of the Missouri Department of Corrections, it served as the state of Missouri's primary maximum security institution. Before it closed, it was the oldest operating penal facility west of the Mississippi River. It was replaced by the Jefferson City Correctional Center, which opened on September 15, 2004.

Still owned by State of Missouri, The Missouri State Penitentiary (MSP) opened in 1836 along the banks of the Missouri River in Jefferson City, Missouri, the state capital. The prison housed inmates for 168 years and was the oldest continually operating prison west of the Mississippi until it was decommissioned in 2004. Now the Jefferson City Convention & Visitors Bureau offers a wide variety of tours at the site, once named the “The bloodiest 47 acres in America” by Time Magazine.

 

In 1831 Jefferson City’s hold on the capital city status was a tenuous one. To ensure that it remained the seat of government, Governor John Miller suggested a prison be built in Jefferson City. Construction began in 1834 and the first inmate arrived in 1836. From then on the prison became famous for being one of the most efficient in the country…and infamous for its notorious inmates and the 1954 riot on its grounds.

 

A former Union General, the first train robber, 1930s gangsters, world champion athletes, and the assassin that killed Dr. Martin Luther King Jr. all came through the gates of the Missouri State Penitentiary (MSP) as inmates. Some left MSP for successful careers in the arts, sports, and even state government; others chose a life of more crime.

 

In September of 1937, Governor Lloyd Crow Stark signed a bill calling for execution by lethal gas. No longer would the local sheriff be responsible for carrying out the death penalty for those convicted in his county. The days of public hangings in Missouri were to finally come to an end. Many members of the legislature were strongly opposed to the bill and argued that more death sentences would result. Nevertheless, Missouri was, on the whole, a state that supported the death penalty for serious crimes. The bill was changed to lethal gas instead of the electric chair, and passed. In total, 40 inmates were put to death in the gas chamber between 1937 and 1989 when MSP death row ended and all capital punishment inmates were moved to the new prison at Potosi.

 

In 1985, officials from the MSP, the Department of Corrections, and the Division of Adult Institutions unearthed an old cell block that predated the Civil War. The discovery happened after a court order was issued to put in a recreation yard for offenders that were on death row. When the construction between Housing Units 2 and 3 began, and the crews started digging, they realized they hit something solid. This finding led to an exploration of six cells built around 1848, which were part of the long-buried Centennial Hall. Based on research, this is now believed to be the oldest existing building on the MSP property.

 

From the earliest days there was a need to isolate the female convicts that came to the Missouri State Penitentiary. Unfortunately, there was little provision for their incarceration. A number of female federal prisoners were sent to MSP because there were no federal facilities for women at the time. Their crimes were, in many cases, violations of immigration, naturalization or conspiracy laws, which coincided with the heightened fears during WWI.

 

During the years of 1953 and 1954 there had been a rash of prison riots across the United States. Many feared the Missouri system was ripe for an outbreak as well. The potential for riot became a popular topic of conversation which the Missouri Highway Patrol took very seriously, drafting a plan and training officers how to respond to such an event. The advance preparation would come in handy before long.

 

Keeping desperate and restless people behind bars will always present challenges to corrections officials. Early in the Missouri State Penitentiary’s history escapes were commonplace. Between a lack of a secure perimeter and prisoners working in the community, many escapes were accomplished without much planning or ingenuity.

 

In conjunction with the Missouri State Penitentiary tours, the museum residing in the lower-level of the Col. Darwin W. Marmaduke House provides additional historical information about the famous prison that operated for 168 years. The museum houses MSP memorabilia as well as a replica cell that demonstrates the living conditions at the prison. Visitors can view the many displays that provide information on prison industries, contract labor/private industries, life inside the walls and control/counter-control as well as items on loan from former Deputy Warden Mark Schreiber.

Between 1778 and 1808, Vermont had no permanent seat of government, and its legislature met 47 times in 13 different towns around the state. In 1805, Montpelier was established as the permanent seat of the legislature, contingent on the town erecting suitable buildings and conveying them and the land to the State by September, 1808. Subscriptions and pledges were made, and the land was donated by Thomas Davis, son of Jacob Davis, the first permanent settler of Montpelier. The first wooden State House, "whittled out of use" by representatives' pocket knives, was replaced in the late 1830s with a Barre granite building designed by Ammi B. Young. It looked similar to the present Capitol, but was smaller, In January 1857, fire destroyed the Capitol so that reconstruction was necessary, with only the Greek Revival portico remaining. For the third time, Montpelier raised the funds. Architects Thomas W. Silloway and Joseph R. Richards designed the exterior and interiors, respectively. Standing on a small rise with a spacious and carefully landscaped approach, this Renaissance Revival building combines dignity of purpose with grace and beauty. Ceres, the goddess of agriculture, stands atop a gold-leafed dome. – per Central Vermont Historic Walking Tour's Montpelier's State Street Tour list.

 

From Wikipedia: The dome is topped by a statue titled Agriculture though more commonly referred to as Ceres, the Roman goddess of agriculture. The original statue was carved by Vermont artist Larkin Goldsmith Mead, who carved the large bust of Lincoln in the Hall of Inscriptions on the State House's ground floor. The current statue is a replacement, and something of a piece of folk art, based on Mead's original. It was carved in 1938 by then 87-year old Dwight Dwinell, Sergeant-at-Arms (in Vermont this official position is similar in nature to the White House Chief Usher).

I snapped this photo and by pure luck caught the billboard in the background. This is significant because St. Michael is the Patron Saint of all Law Enforcement Officers.

Here's a shot of Kenzie during her 200-yard freestyle swim in the state championships this past weekend. She finished third overall in that event. She did great, but I was a little disappointed in myself for not getting any really good photos during the event. This one's not half bad. I'm bouncing a single flash off the really high ceiling at the pool, and shooting a really wide aperture (f2.8).
