Advancing women’s empowerment contributes to national stability, says DSRSG Walpole at International Women’s Day celebration
Baghdad, 07 March 2019 – International Women’s Day was celebrated today at an event organized by the Directorate for the Empowerment of Iraqi Women at the Council of Ministers.
The event, which was supported by UN Women and the International Medical Corps, was attended by senior Iraqi government officials, including the two Deputy Speakers of the Council of Representatives, human rights activists, civil society representatives, the international community and many others.
Deputy Special Representative of the United Nations Secretary-General (DSRSG) Alice Walpole addressed the meeting, along with Dr. Mahdi Al-Allaq, Secretary-General of the Council of Ministers, who represented the Prime Minister; Dr. Thikra Alwash, Mayor of Baghdad and Chair of the Standing Committee on the Advancement of Women; UN Women’s Representative, Ms. Dina Zorba and UNFPA Representative, Dr. Oluremi Sogunro; as well as the Director-General of the Directorate for the Empowerment of Iraqi Women, Dr. Ibtisam Aziz.
In her remarks, DSRSG Walpole welcomed the upcoming discussions in Parliament on updating the Anti-Domestic Violence Law. “We need to acknowledge that domestic violence diminishes and shames all of society; it is a threat not just to women but to society itself,” she emphasised.
Reflecting on the challenges facing displaced women across Iraq, DSRSG Walpole noted that “They continue to suffer the brutal consequences of the recent conflict”.
“Female-headed households should be prioritised in accessing public services,” she said, and called on the Ministries of Defence and Interior, and the National Operations Command, to “to ensure that secure clearance mechanisms are coordinated among security actors to minimize re-screening of individuals already screened; and to consider removing security clearance requirements for civilians who have not been charged with a criminal or terrorism-related offence, so they do not face obstacles in accessing public services, including civil registries and courts”.
DSRSG Walpole also noted the high unemployment rate amongst young women, which is double that of men. She called on the government to “offer small business grants to female entrepreneurs to help them into the business arena, in particular to women returnees in the liberated areas, and those heading households”.
“Advancing women’s economic empowerment in this way will contribute to the government’s efforts to achieve national stability,” she noted.

Prospects of economic growth of Georgia and progress achieved towards macroeconomic stability were discussed by Mamuka Bakhtadze, Prime Minister of Georgia and Christine Lagarde, Managing Director of the International Monetary Fund (IMF) in Washington D.C. today.
Focus was made on the reforms planned by the Government of Georgia, which are aimed at the economic advancement, fundamental transformation of the education system and development of human capital.
IMF position was positive towards the current economic trends in the country and significant progress achieved towards macroeconomic stability was underlined.
It was noted that due to the high economic performance of the country, IMF has upgraded the economic growth projections for Georgia.
Managing Director of the IMF and Prime Minister of Georgia expressed readiness to continue the fruitful cooperation in future.
Mme Lagarde noted that IMF will look into the fiscal space to enable the implementation of the vision conveyed by the Prime Minister of Georgia.
"We had a very good discussion about the current economic situation of Georgia, about the progress made from the macroeconomic stability point of view, about the reforms that are underway and we had a special discussion about this project to develop an investment for the education in Georgia. I told the Prime Minister that we would look carefully at the combination of macroeconomic stability and the appropriate investment in the education to make sure that there will be a sensible fiscal space to do that" stated the Managing Director of the IMF after her meeting with the Head of the Government of Georgia.

City Life/Vida Urbana members and community activists for the third week in a row protested outside of the Boston Housing Court. Protesters assert that taxpayer owned banks, Fannie Mae and Freddie Mac, have been evicting families ‘no fault’ at alarming rates in Boston and throughout Massachusetts. Four people including longtime housing activist and one-time mayoral candidate Mel King committed civil disobedience in front of the courthouse and were arrested.
The group is pressing for a stop no fault evictions until Mel Watt is confirmed to the FHFA. Ed DeMarco is the current head of FHFA, which oversees Fannie Mae and Freddie Mac. DeMarco has resisted community-stability based solutions to the foreclosure crisis, such as principal reduction or long-term rent contracts. Pres. Obama has nominated Congressman Mel Watt to replace DeMarco. These government sponsored enterprises are 79% owned by taxpayers and they are currently among the largest mass evictors within the state, displacing thousands of working-class people and eviscerating communities of color. Fannie Mae and Freddie Mac own over half of mortgages in Massachusetts.

Nine years have passed since the eruption of the global financial crisis, but has the cocktail of remedies applied to safeguard financial stability led to a permanent hangover for banks? The panel discussed the resilience and sustainability of the banking sector and the role that it can play in supporting long-term economic growth, while avoiding the volatility and excesses of the past.
Among the topics addressed were the lingering portfolios of Non-Performing Loans across much of the EBRD region, which is now the priority focus of the Vienna Initiative, and the challenges of the changed regulatory environment. Given the pressure on banks’ profitability and the growing relevance of “disruptive” technology in financial services, panellists also considered whether bank business models need to be adapted to reflect different market dynamics and customer preferences.

Debris slide in Taroko Gorge, Taiwan, 1999. The failure occurred in highly weathered and fragmented metasediments with rock mass ratings of less than 25.
"Mass wasting" is the geologic term for all forms of landslides - rapid or slow. Many roadcuts and riverbanks are prone to small- and moderate-sized collapse event of rocks & soil. Especially vulnerable sites are often modified using various slope stability measures.
A commonly-used approach to erosion control is the dumping of boulders (see the upper left of this photo), but I have never before (or since) seen the use of old junk cars. These trashed vehicles have been deliberately placed along the lower banks of the Tuckasegee River in North Carolina to slow erosion during high-flow events. The overlying slope leads to the edge of a well-used road.
