Customs and Border Protection's Air and Marine Operations deploy a new asset to protect the United States. The following is excerpted from the Methow Valley Ranger District Douglas-fir Tussock Moth Suppression Project, 2010 Final Report of 2011 Followup Monitoring:
"The Douglas-fir tussock moth (Orgyia pseudotsugata) is a major defoliator of Douglas-fir and true firs. Its populations are cyclic, and during its periodic outbreaks it can cause substantial damage. In 2010 the Methow Valley Ranger District controlled a building outbreak by aerially spraying high-value infested sites with the biological insecticide TM-BioControl1, a naturallyoccurring virus of the tussock moth. This report documents monitoring of that control effort.
Population Viability Determination:
Extensive cocoon and egg mass sampling was conducted in October, 2009 to predict 2010 DFTM larval densities. Sampling was conducted in areas of concern identified in the Douglas-fir Tussock Moth Final Environmental Impact Statement (2000). The blocks that were treated for DFTM control in 2001 were used to identify sampling areas. Fortunately, shapefiles for the 2001 treatment blocks were still available on the Forest. Additional sampling was conducted outside EIS areas of concern to identify sites that could be used to compare the effects of treatment with non-treatment.
A total of 288 blocks were surveyed, of which 104 had sufficient numbers of cocoons and egg masses to indicate suboutbreak or outbreak populations of DFTM. Sampling protocol can be found in the Project Entomology Plan. Based on fall cocoon and egg mass samples, suboutbreak populations were predicted in five Analysis Units (AUs): Mazama, Lucky Jim, Eightmile, Cub Creek, and portions of Twisp River. Mazama, Lucky Jim, Eightmile and Twisp River were identified as areas of concern in the EIS. Cub Creek was not an area of concern, but was used as a control area for monitoring.
Egg masses were collected from sampled areas so the natural level of virus and parasitism could be determined. A natural virus level greater than 25% indicates a population that is already about to collapse from an epizootic, so direct control is not necessary (DFTM Handbook 548).
A total of 67 egg masses were collected, from which 2,807 eggs were extracted for rearing. Egg extraction was done by Roy Magelssen at the Wenatchee Forestry Sciences Lab
in Wenatchee. Rearing was done at the Washington State Department of Natural Resources (WA DNR) facility in Olympia with the help of WA DNR entomologist Glenn Kohler. The assay was completed in late March, 2010. Percent hatch averaged 82%, and virus level averaged 0.5%. Parasitism was about 1%. Overall the populations appeared healthy, and direct control for foliage protection was indicated."

Edward Snowden should have been at the European Parliament this week to give his testimony
Instead, MEPs failed to support a Green call to protect him as a whistleblower. This display of cowardice sends out a negative message that whistleblowers who expose injustice will not be protected.
It's a cop-out, from a desire not to "offend" the US, whose own citizens are equally shocked. And it's made worse by the failure to support calls for a suspension of negotiations on an EU-US trade agreement (TTIP) until the US ceases its mass surveillance of EU citizens.

On Evia island alone, the fires burnt over 50,000 hectares – an area larger than the island of Samos or 93 thousand football fields.
Given the scale and severity of the fires, Greece activated the EU Civil Protection Mechanism to request support for their regional and national firefighters in tackling the forest fires.

River Dargle Flood Defence Scheme.
These images were taken during the first week of September, 2016.
Constant traffic nowadays with hard material being trucked in and dumped in storage areas along The Slang/Rehills section of the river bank.
Further work is now being undertaken to upgrade the protection of the riverbank edge with the laying down of extra stone material.
With the recent convoys of trucks bringing in vast quantities of stone, we now see that;
(a) some of the larger boulders are intended to be used as reinforcements along the base of certain bank edges (which have to be excavated again), and;
(b) some of the medium size stones look like they will be used to create secondary shelves along the riverside.
At the same time, the guys are working (or playing?) on changing the profile of the stepped terrace along the face of the Slang/Rehills section.
Seems like every time they do this, and we believe it is a 'finished' piece of work, they confound us later by ripping it up all over again.
I know there is value in maintaining this area as a smooth accessible strip. But the degree of attention they apply to this is then wasted by the randomness with which they undo all the previous work.
I call it the 'Biggest Sandpit/Playarea' in Wicklow, in Leinster, in Ireland.

This shot is taken just a few miles from where I live. There used to be two doors in between, to protect us from the sea. I only did put a little contrast, because I like the image the way it is. I erased some rubbish too.
The man on the right is the head of the parents committee. UNICEF trains selected parents committees on good governance of schools. They are normally required to sign on the waybills of incoming goods, as is one student representative, along with the head teacher.
The two men in the middle are Jonas and Kisembo teachers of class 5 and 6. Both went through a week long UNICEF training on how to incorporate child soldiers into their classes. This is programme is designed to extend our support for the children after their time in the Transition Centers. Jonas had 2 such children and Kisembo 3. They both found the training useful and appropriate. According to the teachers and the director the children seem to have settled well into the classes, are doing well and have forgotten their time in the armed groups. UNICEF has signed a contract with the school whereby we provide funds for the school and in return the school accepts 30 vulnerable children to be educated for free. Normally parents pay $1 collation per month to cover school running costs. 14 children are orphans and 16 were child soldiers. The director and the committee decided to use the funds to buy furniture for the school.

The sit-in was calling for federal intervention to protect civil rights marchers in Selma, Alabama following a police attack on a non-violent march at the Edmond Pettus Bridge in Alabama on March 7th.
It was the second day of sit-ins at the building that were organized by the Student Non-Violent Coordinating Committee.
The 170 demonstrators were removed from the building, but not arrested.
Confrontational protests in Washington, D.C. continued daily for two weeks after the attack in Selma and included sit-ins at the Capitol and the White House, blocking traffic on Pennsylvania Avenue in front of the White House as well as pickets, church meetings and mass demonstrations.
The Selma march had been precipitated by the murder of Jimmie Lee Johnson, African American veteran and civil rights activist in Marion, Alabama and a deacon in the Baptist church.
On February 18, 1965, while unarmed and participating in a peaceful voting rights march in his city, he was beaten by troopers and fatally shot by an Alabama state trooper. Jackson died eight days later in the hospital.
The first Selma to Montgomery march was recorded by television cameras and showed Alabama state troopers indiscriminately attacking peaceful civil rights demonstrators. Many of the protesters were badly injured in the attack.
A second march from Selma to Montgomery was attempted on March 9th, the same day as the sit-in pictured above. However, the march was again halted at the bridge—this time without violence during the demonstration.
However white Unitarian minister James Reeb and two other ministers were beaten by the Ku Klux Klan while waiting for a third march to be organized. Reeb, who was assistant minister of All Souls Church in Washington 1962-64, died of his injuries two days later.
On March 11th, Attorney General Katzenbach announced that the federal government was intending to prosecute local and state officials who were responsible for the attacks on the marchers on March 7th. He would use an 1870 civil rights law as the basis for charges.
Despite ongoing demonstrations in Washington, D.C. and continuing violence in Selma, President Lyndon Johnson refused to provide federal protection to civil rights demonstrators telling a March 12th press conference he wouldn’t be “black jacked” into acting by “pressure” groups.
However on March 15h, Johnson addressed a joint session of Congress and outlined his new voting rights bill, and demanded that they pass it.
On March 17th, U.S. District Court Judge Minis Johnson ruled in favor of the protesters, saying their First Amendment right to march in protest could not be abridged by the state of Alabama:
“The law is clear that the right to petition one's government for the redress of grievances may be exercised in large groups . ... These rights may ... be exercised by marching, even along public highways.”
The president federalized the Alabama National Guard on March 20th to escort the third march from Selma.
The third march got underway March 21st and climaxed in Montgomery with a demonstration of 25,000 people on March 25th. The march itself went without incident.
However, later that night, Viola Liuzzo, a white mother of five from Detroit who had come to Alabama to support voting rights for blacks, was assassinated by Ku Klux Klan members while she was ferrying marchers back to Selma from Montgomery.
Among the Klansmen in the car from which the shots were fired was FBI informant Gary Rowe. Afterward, the FBI's COINTELPRO operation spread false rumors that Liuzzo was a member of the Communist Party and had abandoned her children to have sexual relationships with African-American activists.
The Selma to Montgomery voting rights marchers and attacks on them by Alabama state troopers along with the murders of Johnson, Reeb and Liuzzo created the political climate that helped spur President Johnson to introduce and Congress ultimately pass the 1965 Voting Rights Act.

DSS Greensboro Resident Office conducted its third annual dignitary protection training, which included police officers from several North Carolina-based law enforcement agencies. The week-long training allows state and local law enforcement officers to practice the skills they use when supporting DSS and Secret Service for dignitaries visits in the state of North Carolina.

The levels of activity fluctuate along this stretch of the riverbank, and especially around the Irish Rail bridge, informed by the tides and priorities.
Since Summer 2016, this is where the heavy-duty engineering works have been taking place.
This is a section of the flood protection scheme that I have not covered in detail -- it's inconvenient for me to access, and others cover it much better.
Standing below an access bridge, adjacent to the Bray Boxing Club (from whence sprang Katie Taylor, and others of illustrious note), looking back up the river, towards the town direction.
In the foreground is the Railway bridge, and in the distance we can see some construction works taking place on the Ravenswell Road, temporarily closed due to on-going works.
That was the site of the old Bray Golf Club -- hotly contested as a (potentially) poorly considered site for a shopping centre development complex, and still an area of ground that has to act as a flood plain in the event of tidal surges.
As well as raising a heightened flood protection wall, they've created an access ramp down to the riverside.
The area in the background, site of the old Bray Golf course, was both a works compound and vehicle route for the transportation of material to/from the other sectors along the River Dargle involved in construction works.
The Irish Rail Bridge, Bray Harbour:
Phase 1 flood defence works to the Irish Rail bridge commenced in August 2016.
Phase 2 flood defence works will be completed during May to September 2017. This work is being undertaken directly by Irish Rail.
The work includes strengthening the integrity of the bridge by creating buttresses around the base of each pillar.
To do this they have to pile-drive sheets into the river bedrock.
The work is complicated by;
(a) the need not to damage or disturb in any way the actual bridge itself (Irish Rail train and DART carriages pass overhead on an hourly basis), (b) the confined spaces under the bridge, and (c) the twice-daily rising tides from Bray Harbour which spill upriver into the newly expanded basin.

Bray Harbour / Irish Rail Bridge:
The harbour was constructed between the years of 1891 and 1895.
A railway bridge was first built here in 1853.
The following year saw the opening of a railway line between Dublin and Bray.
It was also known as the 'Harcourt Street Line'
Famed Irish engineer William Dargan, known affectionately as ‘the father of the Irish Railways’, was the man involved with bringing the rail to Bray, and in it's construction, and which moulded the town into a fashionable resort.
Dargan designed and built Ireland's first railway line from Dublin to Dún Laoghaire in 1833.
Mid-18th century plans proposed the building of a 12.5-mile (20 km) railway from Bray Daly, which opened on 10 July 1854 to initially terminate at Harcourt Road. (Harcourt Street Station was not built until 1859).
The building of the line was done by two railway companies: The Dublin, Wicklow and Wexford Railway (DW&WR), who built the line from Dundrum to Bray and the Dublin, Dundrum and Rathfarnham Railway (DD&RR), who were to build the line from Harcourt Street to Dundrum.
The latter failed to do so, and the 'Dublin & Wicklow Railway' took over the line works.
Following the Beddy Report of 1957, CIÉ began to realise that in an effort to save money, all the non-profitable rural railway branch lines would have to close. The Harcourt Street line was one of these unprofitable railway lines and so the decision to close the line was ultimately reached.
In October 1958, CIÉ gave notice of the closure in the local papers.
The last train, CIÉ 2600 Class AEC railcar number 2652, left Harcourt Street at 4:25pm on 31 December 1958.
The route was preserved after closure, allowing for a potential future reopening. The route corridor remained mostly in-situ until the 2000s. The section between the Grand Canal crossing and the old Stillorgan station was chosen for use by the Luas light rail system whose Green Line opened in 2004. The line crosses Dundrum on the new William Dargan cable-stayed bridge.
An extension of the Luas to Cherrywood opened for passenger service on Saturday 16 October 2010, using most of the old railway alignment.
Bray Railway Station was renamed Bray Daly Railway Station in 1966 in honour of Edward Daly, one of the leaders of the 1916 Easter Rising.
The eastern platform features an interesting set of murals depicting the history of Ireland’s railways.

The personnel protection shields are used when insulating the line is not necessary, but operating temperatures require safeguarding personnel from coming into contact with the pipe. These shields are designed for 8" pipe operating at 800°F, and are made of 304 stainless expanded steel rolled to a 20" diameter.
