On August 27 1918 the National Efficiency Board was given power to ban businesses from competing with a business run by a war veteran. Businesses could form a Soldier’s Board of Trustees to help protect a business if a soldier was still serving or unable to resume control of a business upon their return.
The correspondence shown here is from a National Efficiency Board file relating to the protection of businesses in WW1. There was a dispute between G.F Sievers and Eastbourne Council in September 1918 as they planned to run a bus service in competition to Mr. Siever’s bus run. As he had not established a Board of Trustees in his absence , as per the instructions of August 27 1918, the council had the right to set up their own. The file also includes a petition from Eastbourne residents in support of Mr Siever’s bus service.
The National Efficiency Board was constituted on 27 February 1917, and formally established by an Order-in-Council on 5 March 1917. It came into existence due to a perceived need for the re-organisation and development of industries in New Zealand during the First World War. At this time the workforce had been greatly depleted by the war, and so there was a real need to investigate methods for increasing productivity, and to use existing capital to the best advantage in essential industries. It was thought that these tasks would best be accomplished with the assistance of the most capable businessmen in the country and so the creation of a national board to advise on these issues was proposed. Its purpose would be to inquire into provisions to enforce economy and increase efficiency, and to determine if further legislation would be required to accomplish these aims. In October 1917, several months after the board was initially established, a second Order-in-Council was passed, which reconstituted the board under the Prime Minister, William Ferguson Massey, and the Minister of Finance, Sir Joseph George Ward.

Rivers are the lifelines of sustainable development in the Alps. They provide clean drinking water for human use and irrigation for agriculture, they are home to a myriad of organisms, they provide recreation opportunities, and their power helps us to produce energy. Alpine rivers can only provide these and other services to society if we take care of them, on the basis of comprehensive stream management. The SPARE (Strategic Planning for Alpine River Ecosystems) project aims at contributing to a further harmonization of human use requirements and protection needs. Nine project partners from six Alpine countries show how strategic approaches for the protection and management of rivers can be improved across administrative and disciplinary borders, and promote awareness of the services provided by Alpine rivers, as well as their vulnerability. SPARE lasts from December 2015 to December 2018 and is co-financed by the European Regional Development Fund through the Interreg Alpine Space programme

I believe this is one of the most fotographed doors in Cuzco. I did not know this when I took it, but later on I found it in a book about Peru and another one about Cuzco and the Sacred Valley.

Already in December of the year 1678 occurred in the then suburban "Leopoldstadt" the first cases of plague, but they were covered up and trivialized by the authorities. The disease spread rapidly in other suburbs, which were outside the imperial capital. Thus, the poorer classes belonged to its first victims. Although the number of deaths from month to month rose, all warnings and criticisms of pleague doctor, Paul de Sorbait, on the inadequate situation of the medical service and the hygiene remained unheard.
The dedicated physician had already published in January 1679 a "plague-order", which provided extensive measures to protect the population during an outbreak of plague. In this plague-order Paul de Sorbait described the former knowledge about the disease and described it: "the most part of those so caught by it, with bumps, glands, swelling marks or with splenic fever, brown and black spots and kale, pest lumps in addition to great interior heat and within a few days or hours fatally ends".
In July of the same year the "spark of pestilence" (Pestilenzfunken) jumped over the city walls: A terrible and great death began within the city of Vienna. A chronicler reported, "at last she (= plague) but took the audacity, penetrated into the city itself and caused a shocking defeat among the rich and aristocratic nobility in the palaces and stately buildings. There you saw whole carts full of noble and ignoble, rich and poor, young and old of both sexes, carried out by all alleys to the door."
The people in town were full horror and panic: The bodies lay for days on the road, because there was a lack of infirmary servants and gravediggers. Quick released prisoners then took over those services. Instead of single burials large pits were created outside of the city to accommodate the dead in mass graves. Those who could afford it, fled from the city. Emperor Leopold I and his family left Vienna on 17 August. He first went on a pilgrimage to Mariazell (Styria) and then fled to Prague. As there the plague also broke out, he retreated to Linz, where he remained until the final extinction of the plague in 1680.
The exact number of people who died in 1679 from the plague in Vienna probably never will be determined. The gigantic death rates of contemporary reports, oscillating between 70000 and 120000 dead, from the still preserved coroner's reports can not be proved. According to those records, the disease about 8,000 inhabitants would kill. But it is questionable whether in the prevailing confusion all cases of death were reported to the coroners and how many died on the run.

The great dying - The plague or the "Black Death" in Europe
The plague is one of the severe acute bacterial infectious diseases that today already in case of suspicion are reportable. Only a little more than 100 years ago, at the occasion of the plague epidemics in Hong Kong and India set in the modern pest investigation: The Swiss tropical doctor Alexander Yersin discovered in 1894 the plague pathogen: The bacillus received after this researcher the name "Yersina pestis". Already at that time, the science recognized the role of certain rodents in the pathogenesis of plague epidemics and the participation of the rat flea or human flea as possibilities of transmission of plague to humans.
Since ancient times, the plague was one of the heaviest and most frequent epidemics. However, one designated for a long time also other epidemics such as smallpox or dysentery as pest because they equally were associated with high mortality. The term "pest" but meant in a figurative sense misfortune and ruin. The word therefore in the past has been avoided as far as possible, and the historians tried to express it with other words as "tiresome disease", "burning fever" or "contagion" (= contamination, infection).
In the years 1348 to 1352, Europe was overrun by the worst plague in history. The disease, which evolved to become a pneumonic plague, destroyed a third of the population at that time. According to the estimations, thus around 25 million people were fallen victim to the "Black Death". The pneumonic plague was not transmitted by flea bites - like the bubonic pest - but by highly infectious droplets containing bacilli with coughing and sneezing from person to person. In Vienna this plague epidemic reached its peak in 1349.
In the next 400 years followed at irregular intervals ever new plagues and spread fear, terror and death. Effective drugs were missing, and since the disease by the Catholic Church was interpreted as God's punishment, the population put itself under the protection of many plague saints, the Holy Trinity or the Virgin Mary. Eloquent testimonies of those efforts are still churches and chapels, pest altars, pest crosses and plague columns. The adoration of the Holy Trinity in the time of need of the 17th century especially by newly founded religious brotherhoods was disseminated - thus, also in Vienna in 1679 a Trinity Column was erected - the Plague Column at the Graben. As a monument to the last plague in Vienna in 1713 today reminds the Charles Church, which is, however, devoted to the plague saint Charles Borromeo.
As medical measures against a Pest disease recommended doctors sweating cures, bloodletting, chewing of juniper berries or Angelica roots, but also the administration of theriac, a popular drug of the Middle Ages. Frequently, garlic, laurel, rue, and a mixture of sulfur powder are listed in the prescriptions. The recipes, however, differ as to whether they are used for poor or rich Pest patients. One of the few effective medical attendances was the opening of the bumps (buboes) to drain the pus, which also the sufferers felt as a blessing. As a miracle drug was considered the applying of an impaled toad on the bumps, previously put in vinegar or wine bath. Such prepared toads were also attributed great healing power during the plague in 1679 in Vienna.

Plague in Vienna
Plague doctor - through these clothes the doctors during the plague epidemic of 1656 in Rome hoped to protect themselves from the pest contamination. They wore a wax jacket, a type of protective eyewear and gloves. In the beak there were "wolriechende Specerey (odoriferous specialties)".

Continuing on with 'A Winters Tale', as it were, an afternoon at Barnetby in the gloom so not the best for 'crisp' shots of the action but with the weather adding some ambiance to the feel of the place in the last weeks before all the semaphore signalling is removed. At top left, the Biomass train, DBS/EWS liveried, class 66, 66186 with an 800tonne returning Biomass working from Drax Power Station over to the Immingham Biomass Loading Point south of the Humber, the 4R51 working, seen approaching Wrawby Junction in the last set of pictures, is now passing the box with its yellow porch light shinning in the gloom and passing the triad of 3 semaphores on its right, which in two weeks or so, will be gone. At top right, one of the frequent passenger trains which pass through here, this time in the form of a single unit class 153, 153321, East Midlands Train, and is approaching the camera having taken the south-bound turn-out at Wrawby Junction to take it along the line through the Lincolnshire Wolds, passing Market Rasen, Lincoln and on to Newark; this is the 2T48, Grimsby Town to Newark Northgate service. More out-of-use ground disk signals to the right of the approaching unit along with an example of what they will be replacing to their immediate right and with an old, and presumably now disused, buffer stop at the far right. At lower left, in this 2-part pan, one of the three oil trains approaches Wrawby box, this one is operated by Colas Rail with class 60, 60096 working the 715tonne discharged oil tanks back from the west coast on the Colas Ribble Rail to Lindsey Oil Refinery, 6E32 working, At this time of year, the buddleia bush in front of the box is without its lilac cascade of flowers and so the view to the box, just about, is much better, though not perfect. And finally in the set, the Colas rattles past in the gloom heading east towards Barnetby station which, in a few moments is where we will be 'legging it' back to. The Colas and tanks are passing a single semaphore on its tall, rusty post and ahead one of the triad of semaphore gantries between the station and Wrawby Junction box all in the company of one of the Network Rail personnel and gulls flying low over the area looking for a morsel of food no doubt, but there's not much about unless the sewage processing station, just behind the camera, and completely 'un-smelly', offers any cuisine for their taste!

U.S. Senator Claire McCaskill, the top-ranking Democrat on the Senate Homeland Security and Governmental Affairs Committee, visited the U.S.-Mexico border this week, ahead of possible Congressional action this year on border security.
McCaskill’s trip included:

“Touring the border gave me a firsthand look at what’s really needed to further secure our border and keep our nation safe,” said McCaskill. “This is a complex issue and I look forward to working with Congress and the Department of Homeland Security to address the challenges we face. We know that whenever we have people illegally crossing our border, it’s a security threat. So we need to make sure our border patrol has the technology they need to target all undocumented immigration. Given that many of the people crossing our border are women and children fleeing violence in Central America, we’ve also got to go after the drug cartels and gang violence in their home countries so that these families and unaccompanied children are not making the dangerous journey to our southern border.”
McCaskill is a longtime advocate for strengthening border security. Her efforts in 2010 led to the placement of 1,000 new border patrol agents, new unmanned aerial vehicles, improved communication equipment and more to monitor the border without adding to the deficit. In 2012, her bipartisan bill to combat illegal underground border tunnels—cosponsored by Republican Senator John McCain of Arizona—passed unanimously in the Senate and was signed into law.
And bipartisan, comprehensive legislation to address the country’s broken system in 2013 that McCaskill supported passed the Senate with the support of conservative Republican Senators including Marco Rubio of Florida, John McCain and Jeff Flake of Arizona, and Lindsey Graham of South Carolina. The bill was strongly supported by groups including the U.S. Chamber of Commerce and the Missouri Farm Bureau. The bill's border security provisions would have added 20,000 enforcement agents to the U.S.-Mexico border, while financing the construction of 700 miles of border fence and aerial drones to monitor the border. Republican Senator Bob Corker of Tennessee, who helped draft the border security provisions and who supported the overall bill, described the measures as “almost overkill.”
The Barracks, Berwick upon Tweed.
The barracks were built between 1717 and 1721 by Nicholas Hawksmoor for the Board of Ordnance to protect the town during the Jacobite risings.
The work, which involved two parallel blocks of military accommodation, was supervised by Captain Thomas Phillips.
An additional block was added between 1739 and 1741.
After the Napoleonic Wars the barracks were abandoned but put back into use in the 1850s.
The barracks became the depot of the King's Own Scottish Borderers in July 1881.
The King's Own Scottish Borderers moved out of the barracks in 1963 and they are now maintained by English Heritage.
The museum hosts an excellent exhibition entitled "By Beat of Drum" which shows the life of the British infantryman.
It also houses the last colours of the King's Own Scottish Borderers before it was amalgamated into the Royal Regiment of Scotland in 2006.
Confused as to whether Berwick is in Scotland or England; since Berwick had changed hands several times, it was traditionally regarded as a special, separate entity, and some proclamations referred to "England, Scotland and the town of Berwick-upon-Tweed".

Recognising that hosting mega sport events may pose risks to children, UNICEF and Save the Dream collaborated to promote integrity, child protection, safety and security in sport. Our Ambassador Alessandro Del Piero visited Rio de Janeiro in the second year of the project.
Female members of the Rwandan Formed Police Unit provided support for a visit by fellow United Nations officers to vulnerable women and children living in the Protection of Civilians site in Juba, South Sudan. The female officers are from the Rwandan FPU3 team which consists of 160 members – 50% of whom are women. They provided protection for UN police officers specialising in gender, child and vulnerable people protection who met with women suffering from domestic violence and health issues. The visit included a stop-off at a medical facility to speak to new mothers, including the proud mum of two-day old Yual. The female police officers are proud to be serving the people of South Sudan and say their presence makes it easier for local women who have been displaced by conflict to speak out about the personal challenges they face as well as empowering them to achieve their own dreams.
