Webspinners spin webs with those big lobster arms that they have. They constructs a network of web tunnels that are referred to as "galleries" which are sometimes found under stepping stones of boards lying on the ground.
Re: My willingness to guess: Well, there are only three Webspinner species in California to choose from. This specimen is 10mm long which makes it too large for our native webspinner, Chelicerca Rubra, the "Red Webspinner". So that leaves my guess or the other possibility, Oligatoma nigra , the "Black Webspinner". The Oligatoma nigra sightings are pretty restricted to Southern California. Oligatoma nigra's country of origin is India. There have been many sighting of Haploembla solieri, which is native to the Mediterranean. So distribution, and climate makes this pretty likely to be Haploembla solieri.
