Orchard mason bee (Osmia lignaria) is a half-inch-long, blue-black bee common in the western United States. Here one of the "girls" packs the final mud plug in the center hole, top.
Mason bees are not social and make neither comb nor honey, but they're wonderful pollinators, harmless to flora and fauna alike.
About twelve of the eighteen holes in our Mason Bee home are now populated. Here, one of the "girls" is packing the last mud plug in a hole. Each 5/16" by 4" hole is populated with about five cells--about three females and two males. In each cell is placed a supply of pollen and a single egg. Upon hatching, each bee will consume its stash of nectar, then pupate till late summer. The emergent adults remain in the cell through fall and winter. Come spring, the bees break through the mud plugs, mate, and then the males soon die, leaving the females to gather pollen, build nesting cells and populate them with pollen and eggs.
Each bee pupates in its individual cell, separated from its neighbor by the mud plugs. The males live in the outermost cells and emerge first in spring.
The cell plugs can be distinguished from those of mud wasps, as the latter have a smooth surface, whereas mason bee plugs are typically rough-surfaced.

I created the blocks, and the Jackson Bottom Wetlands Preserve, Summer Green Teens, stuffed the holes. Paper was used.
The bees will only lay their eggs in holes of a specific size; in this case 5/16 inch. Using paper also keeps open the option to harvest the bee eggs, clean them (of some potentially nasty mites) and store them until spring.
The blocks need their cool roofs, then they are ready to be hung outside in the early spring.
