To mark the 20th anniversary of the European Charter for Regional or Minority Languages, and as part of the preparation of a report on “The use of languages by local and regional authorities”, the Council of Europe Congress held a conference on this theme at the Grand Hotel Bálványos Conference Centre, Covasna County, Romania, on 31 May 2018.

The main question on the agenda was how linguistic diversity can be handled by local and regional authorities to the benefit of all concerned. The debates were divided into four thematic sessions on language use in: 1) Local and regional assemblies; 2) Interaction with the administration and citizen participation; 3) place names; and 4) access to public services.

These issues are especially relevant in those member states which have significant linguistic minorities. The Congress has received several complaints on such issues with regard to the implementation of the European Charter of Local Self-Government.

The Conference was organised by the Congress’s Governance Committee and hosted by Covasna County Council. It was opened by Congress President, Gudrun MOSLER-TÖRNSTRÖM; the Romanian member of parliament and former Minister of Culture and President of the Democratic Alliance of Hungarians in Romania, Hunor KELEMEN; the Chair of Covasna County Council, Sándor TAMÁS; and the Mayor of the City of Sfântu Gheorghe, Árpád András ANTAL.

An estimated 5,000 people attended DLIFLC’s annual Language Day Open House event on Friday, May 12th, on the Presidio of Monterey. It was a fun filled day with many cultural dances, songs, food, performances, special presentations and classroom demonstrations. (U.S. Army photo by Amber K. Whittington)

Exhausted from delving into the social life and history of the Russian capital Moscow for a week, I sat on an airplane and did not know what to do.

My cultural experience there was so different to anything I have encountered in Europe before. I could not read the language; all I could do was look around me.

That afternoon up in the air, the flow of my throughs was put on hold. Even my body was too tired from all the walking I did there to be rebellious against the force to sit still.

Looking out of the window highlighted how the colours red and blue have melted into each other; what could have once been considered as Western culture is not much different to the Eastern way of living today.

Lake Victoria (Nam Lolwe in Luo; Nalubaale in Luganda; Nyanza in Kinyarwanda and some Bantu languages)[1] is one of the African Great Lakes. The lake was named after Queen Victoria by the explorer John Hanning Speke, the first Briton to document it. Speke accomplished this in 1858, while on an expedition with Richard Francis Burton to locate the source of the Nile River.

With a surface area of approximately 68,800 km2 (26,600 sq mi), Lake Victoria is Africa's largest lake by area, the world's largest tropical lake, and the world's second largest fresh water lake by surface area, after Lake Superior in North America. In terms of volume, Lake Victoria is the world's ninth largest continental lake, containing about 2,750 cubic kilometres (2.23×109 acre·ft) of water.

Lake Victoria receives its water primarily from direct rainfall and thousands of small streams. The Kagera River is the largest river flowing into this lake, with its mouth on the lake's western shore. Lake Victoria is drained solely by the Nile River near Jinja, Uganda, on the lake's northern shore.

English Language Fellow, Joanie Andruss, took the bull by the horns and launched an American idiom film project in Timor-Leste. The project is a collaboration between students from the Universidade Nacional de Timor Lorosa’e (UNTL), the English Access Microscholarship Program, and the US Embassy Public Affairs Section. First, UNTL students explored the world of American Idioms through games and ECA materials, including In the Loop: A Reference Guide to American English Idioms. It was a piece of cake for students to write short dialogues featuring several idioms in the context of their day to day lives in Timor-Leste. Script settings ranged from “Going to the Beach,” to “Catching a Microlet.” The second phase of the project involved Access students, who were tickled pink to practice their lines in preparation for their future film debuts.

These is a note cards that I designed during my internship with Global Language Project.

tagliatelle, design Jasper Morrison

The direct and concise language of Jasper Morrison is applied to the spaghetti chair.

Today, Jasper Morrison offers his own original reinterpretation of this Alias icon, 30

years after its introduction. A highly innovative follow-up, tagliatelle is a chair inspired

by the perfect synthesis of technology and form incorporated in the spaghetti chair,

extracting and reformulating each and every element. The structure is stoveenamelled

tubular steel, with the back and seat rests consisting of interwoven elastic

strips, available in a single colour or a combination of shades. The resulting form is

Zen inspired; of studied yet simple elegance. A harmonious and balanced

composition derived from meticulous attention to each detail; the calculations for the

diameter of the tubular steel, the structure’s interlocking system, the invisible system

used to secure the elastic strips.

elemento. La struttura in tubolare d’acciaio verniciato. Schienale e seduta composti

"The Afrikaans Language Monument (Afrikaans: Afrikaanse Taalmonument) is located on a hill overlooking Paarl, Western Cape Province, South Africa. Completed in 1975, it commemorates the semicentenary of Afrikaans being declared an official language of South Africa separate from Dutch. Also, it was erected on the 100th anniversary of the founding of Genootskap van Regte Afrikaners (the Society of Real Afrikaners) in Paarl, the organization that helped strengthen Afrikaaners' identity and pride in their language."
