Big rush, long Q (Spent 1 hour).
You need to surrender your latest electricity Bill (original) and a self attested copy of Adhaar Card (address proof) with matching name.
Also put your phone No on the bill
Latest bill could be from June, July, August or Sept.
(Someone had May month bill and she was refused)
You can claim or collect for upto two houses /bills at a time.
If you have three houses /Bills, re-join the Q or come another day.
If you are collecting on behalf of somebody else, make sure you have his/her Adhaar Card copy along with the latest bill and also your photo ID copy. A women was in the Q for 1 hour but she was refused for her Bill and Address proof/Adhaar card copy name mismatched.
Distribution timing 10am to 5 pm with Lunch break 2-3pm? or if no lunch break then it may close at 4pm. Saw it open on Saturday too, my be half day.
It started early August and likely to continue till end of Sept 2016
You can collect your LED bulbs here (Panaji Electricity Dept, entrance) even if your house is not located in Panaji or Tiswadi. e.g. Those from Cansaulim, Verna etc can also collect bubs on production of relevant docs as above.
Note: There might be one distribution centre per taluka, Check with your section Dept.
Don't remember reading any news item regarding re-start of LED bulbs distribution. Made several enquiries with Elec Dept but they had no Idea whatsoever, we finally gave up until we saw a rush/crowd at the dept earlier this month.

You can easily check for flicker if you have a digital camera with you. Aim at the lamp of interest and see if there are dark and bright stripes on your live display. They did not show up on these shopping photos.

Overview of the UV led modulator.
It consists of an opamp controlled constant current source. The opamp used is the TLC272 (one of my favorite opamps) driving an FZT953 PNP transistor. The current delivered to the UV led is about 18mA.
The LED has a BAT42 diode and a resistor and capacitor snubber over it. The goal is to replace the LED by a 405nm laser diode, these diodes are very sensitive to over and undershoots and need to be carefully protected.
Parallel to the LED is a BS170 mosfet that rapidly turns off and on to modulate the LED.
