53rd ADB Annual Meeting: ADB Webinar - Achieving the Sustainable Development Goals by Strengthening Domestic Resource Mobilization and International Tax Cooperation

 

17 September 2020. ADB President Masatsugu Asakawa discussed with developing member countries and development partner representatives how their collaborative efforts can help address challenges facing the region in domestic resource mobilization (DRM) and international tax cooperation (ITC). President Asakawa also presented ADB’s Vision and Action Plan, including the establishment of a DRM and ITC regional hub.

 

Countries are facing increasing pressure to raise tax revenues, especially with the introduction of tax policy relief measures during the COVID-19 pandemic, to achieve the Sustainable Development Goals.

The first stage of the 53rd Annual Meeting comprised a reduced-scale meeting of the Board of Governors on 22 May, during which Governors approved ADB’s financial statements and net income allocation in line with ADB institutional requirements.

Story

 

The Old house

 

The old house was built in 1841 by the shopkeeper Matthías Jónsson Mathiesen and he built the southern house a year later. Both houses are still standing in their original form in the cluster of houses at the Viking Village and are usually referred to as the Fjaran or Fjörukráin. Over time these old houses have been used for many things , such as a small shop, a department store, general storage, smithy, sailmaking workshop and the first classes in maritime navigation were held there, it served as a horsestable, a barn and a later also as a pharmacy.

 

During the first part of the last century the Old House was connected to the fishing trawler industry here in Hafnarfjörður that later became a flourishing fishing industry and contributed to the thrift and development of the town.

 

Over time these old houses have been used for many things , such as a small shop, a department store, general storage, smithy, sailmaking workshop and the first classes in maritime navigation were held there, it served as a horsestable, a barn and a later also as a pharmacy. During the first part of the last century the Old House was connected to the fishing trawler industry here in Hafnarfjörður that later became a flourishing fishing industry and contributed to the thrift and development of the town.

 

Catch Viking fever and make plans for talented performers to re-enact a classic Viking kidnapping! This organized theatrical event can occur off the bus or -- when you least expect it - anytime and anywhere within the village. Groups love it!

The drama continues as the warriors proudly lead their captives into the newest addition to Viking Village --- The Cave. Inside this authentic cavern bar the atmosphere is sparked by special effects while the captives enjoy their tradiitional drink of "mead" and merry Vikings lead the sing-a-longs. The fun is contagious as the Vikings command your attention telling their very tall tales.

 

On the 7th of February 1985 the Hafnarfjörður city council voted to have the house demolished after the consent of the building commission. The building commission however sent the matter for consultation to the National Committee of Building Preservation which unanimously voted against the demolition of the house. At that time the city sold the house to Viktor Strange and Harrý Holmgeirsson. They rebuilt it and finished the job in 1986. That same year they opened the restaurant Fjaran with grandeur in the house. In 1990 they sold the company to Jóhannes Viðar Bjarnason who changed the name to Fjörukráin and opened the restaurant on May 10th that same year after a few changes. He introduced many novelties to his clients, that had never been seen in restaurants neither here in Hafnarförður nor elsewhere in the country.

 

Jóhannes started connecting song and food and held many days and events connected to the various countries. He dressed up his waiters and singers in the national costumes of the respective countries. Among the great events that he held were french days, swiss, austrian, danish, russian, egyptian, faroese and greenlandish days. Often artists came from the respective countries to partake in the events or local talent originating from the above countries were involved. From the above one can see that a great number of foreign artists have visited the Fjörukráin over the years not to mention all the local artists, singers and musicians that have provided enjoyment to the guests in the viking feasts up to this day.

 

A year later, or on May 10th 1991 the viking feasts started in a tent that was erected just south of Fjörukráin, the Old House. This date, the 10th of May has become a milestone date that is used for the introduction of novelties at the center for each year and the years to come. On this day there have been many great parties given for the friends of the center in order to introduce the changes and new things in our operation. Thus the center has grown step by step, the Fjörukráin which started out with 60 seats now has seats for 500 guests. The facilities now comprise two restaurants standing side by side and the Hotel Viking.

 

The operation has been developed in stages according to the financial status at each time, step by step. When the tower building was erected not all were happy about that and there was a great debate in the newspapers and elsewhere about it, but the tower was built and has since become one of the main symbols of the skyline of Hafnarfjörður.

 

Another novelty was also introduced, which was the possibility for people to go on whalewatching and takle fun trips from here and the ship Fjörunesið was purchased for that purpose. Unfortunately we were ahead of our time regarding those types of attractions as the whale watching tours had not become as fashionalble as they are today and the sale of alcohol was banned on board the ship. This business was aboilshed after two tough years of trying. It can be said that the timing was not right for this business from our side. Just a few years later whale watching and fun tours on the ocean had become a thriving and popular business. The Hafnarfjörður steel smithy was later added to our company and it was changed into a hotel called the West Norden Guesthouse. The rooms were decorated with woodcuts and pictures from various historic places from our neighbor countries, Greenland and the Faroes.

 

Of course icelandic handicrafts were held in great esteem there also. On the first floor of the house was the West Norden Culture house and shop. There were also workshops for handicraft artists who sold their goods there.

 

As with the boat divison this did not work out financially and the operation was changed into a more lucrative business and the guest house was changed into a hotel and rooms were added. The handicraft shop was changed into the breakfast room for the hotel and a now very popular cave was built into the mount beside the hotel as an extension out from the breakfast room. We now have 42 modern rooms in the hotel with all neccesary amenities. Many things have been tried, some worked out well others not so well which is often the case in business

 

Several years ago the Fjörukráin was quite active in going abroad and for years we worked at travel promotion in the various cities of Europe. These promotions were mainly done in cooperation with Icelandair and the Iceland Tourist Board and at our own initiative. This proved to be a great way of promotion and most of the tourists who visited this country came to us for the Viking feasts in the Fjörukráin.

 

The Fjörukráin was the originator of the Viking Festival and at the outset Icelandair was a partner, later the Hafnarfjörður city, Íshestar and other parties joined us. The first three Viking Festivals were held by these partners and the company, Landnám was founded by them in conjunction with the Viking Festivals

 

Here we have only discussed the main points and much more can be said but that has to be done at a later date and moment. One thing is for sure that since the Old House was built almost 170 years ago the houses here have been houses of action and life and will hopefully reamin so for a very long time to come. The twentieth year of operation for Fjörukráin is just starting and we will do many things to celebrate that milestone. We are planning many interesting and fun events in conjunction with our anniversary year.

Based on findings in the recent Open Consultation process, this year's Action Line Facilitation meeting on e-business (C7) focuses on electronic commerce (e-commerce) for development. E-commerce is rapidly expanding, but the uptake in many developing countries remains relatively low, especially for SMEs. This session considers the opportunities, barriers and challenges to domestic and cross-border use of e-commerce for trading goods and services by SMEs. It also highlight good practices and promising developments that can serve as inspiration for all stakeholders. The Aspern Urban Lakeside (officially also Aspern Urban Lakeside, project name: Aspern - Vienna's Urban Lakeside) is a part of town under construction in the 22nd district of Vienna Danube city and one of the largest urban development projects in Europe of the 2010s. Over a period of around 20 years a new district should arise, in which over 20,000 people are supposed to work and to live. The first of three development stages focuses until around 2017 to the south of the part of the city.

The planned seaside town is located about 7 kilometers east of the city center, on the other bank of the Danube, already on the verge of March field (gravel and stone plain in Lower Austria bordering Vienna).

The area is bounded as follows:

In the north of the Marchegger Eastern Railway, forming since 1870 the (currently operated hourly) connection between Vienna and Bratislava and long has been used by the legendary Orient Express. The here layed out traffic station Vienna Aspern Nord offers since October 2013 U-Bahn (U2) underground traffic to the center of Vienna and from 2017 S-Bahn ÖBB (line S80) suburban traffic to Vienna's main train station as well as regional trains.

To the east beyond the Josefine Hawelka pathway or the Cassinonestraße adjoin settlements of the since 1938 belonging to Vienna outskirts village of Essling.

In the south adjoins to the site an extensive factory premises of General Motors Austria, which lies at the Groß-Enzersdorfer Road (bus number 26A), connecting Aspern and Essling.

In the West adjoins beyond the Johann Kutschera alley the belonging to Aspern suburban settlement to the area.

History

The area northeast of the historic village of Aspern in March field was named after a man-made lake in the center of the development area.

On the former airfield Aspern, Vienna's airport during the interwar period, by the year 2028 around 240 hectares should be developed. This corresponds to the area of 7th and 8th district of Vienna. Planned are around 10,500 homes for 20,000 people and business premises for 15,000 office jobs as well as 5,000 jobs in industry, science, research and education.

For the development and utilization responsible is the Wien 3420 Aspern Development AG, a real estate development company which in December 2004 as a subsidiary company of the Vienna Business Agency, a fund of the City of Vienna (73.6%) and the (Bundesimmobiliengesellschaft) Federal Property Association (26.4%) was established. The planning is done in consultation with the relevant municipal departments of the city administration and the Wiener Linien, the public transport company of the city of Vienna.

Urban Planning

The urban concept of the maritime city is focused on the mixing of functions - there should be no purely residential use or commercial use. In this way, a dormitory town should be avoided and during the day non-stop revival obtained. The master plan for the seaside town was created by Swedish architect John Tovatt and adopted unanimously by the Vienna City Council on 25 May 2007. Essential contents are the functional arrangement of uses and the spatial configuration of both small and large urban gestures to an urban master plan.

Public space

The geographic center of the seaside town will form a 5-acre lake, which already largely exists, in a total of 9 hectare park. The lake is fed from groundwater. The public space - thus streets, squares and parks - occupies 50 percent of the total area of urban development.

In order to make the public space for the people who will live and work in the seaside town attractive, the Danish open space planners Gehl Architects by the Wien 3420 AG and the Municipal Department 19 (architecture) with the creation of a planning manual for public space (a "score of the public space") were commissioned. The planning manual is based on the idea that public life is a precious commodity that needs to focus it. Therefore Gehl Architects particularly important axes have worked out in the seaside town. The Circular road as a major route that has received the name Sun alley, the Red chord (shopping street, culture), the Blue string (sea park and promenade) and the Green string (green spaces, recreational areas). By 2015, three parks are built, the central Marine park, the Yella-Hertzka park and Hannah Arendt park, along with 8 hectares (May 26 2014 ground-breaking ceremony).

Development phases

The construction of the seaside town of Aspern is to take place until 2028 in three stages:

Stage 1 (2009-2017): The development company Wien 3420 Aspern Development AG builds the green spaces and the technical infrastructure (roads, sewage, etc.) and thus provides the impetus for the development of the maritime city. In the first large-scale expansion in the southwestern part of the maritime city arises a mixed quarter with approximately 2,600 residential units, offices, business and service companies as well as research and development facilities. The large volume is to ensure local supply and the desired mix of uses from the start. In October 2013, the metro stations Aspern North at the northern edge of the area and Seaside town as terminus of line U2 in the south have been opened. In this stage also falls the establishment of a R & D Park (research and development). As first impulse project there emerges an Innovation Quarter (Technology Centre), for which a realization competition was launched. With the IQ aspern by 2012 a first settlement core was created.

Stage 2 (2017-2022): The Station Aspern North and the connection through a powerful city street to the A 23 motorway and the branch S 1 are completed. Other residential and mixed districts and the train station and office quarters arise.

Stage 3 (from 2022): To the train station, the shopping street and the subway route adjacent areas are further compressed, the mix of uses is further improved.

On February 15, 2014 was held on the construction site of the seaside town of Aspern the art action Kranensee - a ballet of cranes. Some of the then 42 tower swivel cranes and a concrete pump have been fitted with differently colored lights, which to specially composed orchestral music shone, 15 cranes were occupied by crane operators, who approriate for the music turned the booms.
