The Optoelectronic Component and Materials Laboratories (or OCM Labs) is a collection of graduate students, post doctoral fellows, visiting scientists and research staff who are engaged in investigating an enormous variety of phenomena and devices related to electronic materials and optics. Some of the work involves the basic physics of new semiconductor and organic materials, some focuses on devices using these materials, and yet other work looks at the system impact of optical devices and structures. The unifying goal of our work is the realization of practical optoelectronic devices.

UN Police Division trains future senior female police leaders
The United Nations Police Division, in partnership with the African Union, recently concluded a command development course specially for female senior police officer in Addis Ababa, Ethiopia.
Over 50 participants from 26 countries took part in this course in the first week of December which aims to prepare senior female police officers to be recruited on police leadership positions by the United Nations and the African Union.
Participants were given more information about police mandates and policy in UN and AU peace operations, competency-based interviews and leadership skills required for commanding police officers from around the world.
The course is in line with the UN Secretary-General’s system-wide gender parity strategy and is part of the Police Division’s efforts to recruit 20 per cent women across all levels.
Currently, 10 per cent or 1,093 of the 11,300 UN police officers are women. An additional 1,000 female police officers are required to reach the target which was set in 2009. Currently, three United Nations police components (UNAMID, UNISFA and UNFICYP) are headed by police women.
In addition to contributing to gender parity efforts, the training course also aims to strengthen gender-responsive policing by the United Nations, African Union and host-State police services by increasing the number of well-trained and qualified senior female officers in command positions.
“The equal representation of women and men in police organizations at all levels is a fundamental principle of democratic policing. It enhances the legitimacy of police services and improves their professionalism by ensuring that the diverse needs and concerns of all segments of society are considered in all policing operations,” said Shaowen Yang, the Deputy Police Adviser, opening the training course.
“We hope that gender perspectives will further be integrated and become part and parcel of each of police activities,” he added.
The training is part of a series of trainings for 200 female officers. The next training will take place in Malaysia, organized in partnership with ASEANAPOL and the Royal Malaysian Police, followed by trainings in Latin America and Africa.

Realising that his use to the Joker is rapidly coming to an end, Wraith is left with no choice but to comply. He kneels down beside the fallen Lamprey-android and begins to cut the robotic head open. The Joker looks on with keen interest.
Joker: 'There it is! There! Glowing green! That's the component I want!'
Wraith breathes in, dreading what will follow, but succeeds in removing the component and surrenders it to the Clown Prince of Crime who clutches the device and grins.
Joker: 'Now we make the world burn!'
Before he can finish his next move, the Joker hears a crushing thud behind him, then he finds himself lost in a world of blackness.
Discharge is a continuous sound sculpture exploring the behavior of an electronic circuit on a component level. A piece in the Discharge series is an iteration of the circuit conceived in June, 2009. The circuit outputs a harmony of distorted triangle waves tuned to the ambient light of its environment. For this exhibition at St. Cecilia’s convent, I wanted to present the circuit itself as the composition. Discharge happens when a human touches certain wires and becomes a living part of the circuit. Upon making skin contact, electricity is discharged from the capacitor into the human participant, and, as energy leaves the circuit, its corresponding oscillator swells into "view", taking prevalence above the others in the audio path as the filter opens. When fingers are lifted, the capacitor begins to charge, and as the filter closes, the tone slowly fades back to its original state.
However, when I attempted to install this piece here, I found that when I touched the circuit, radio sounds blasted through the amplifiers. Upon closer listening, I realized that the circuit was picking up the Disney Channel at extremely high volumes. This had not once happened since the circuit’s creation. In a panic, I began to try anything that would fix the problem. In my research I discovered that Disney, through huge subsidies to the government, broadcasts their signal through the power lines, modulated at 60 hz to allow for easy transmission anywhere. This fact is so disturbing, I can hardly believe it. How could Disney have access to the entire grid? This old building is wired in an old-fashioned electrical standard—because no conduit tubing is used, the whole building is seething with radio frequencies. Upon touching the circuit in St. Cecilia’s Convent, a human becomes an antennae for Disney radio, and their signal overrides Discharge as it pours through the speakers. I tried wrapping the walls and the radiator in layers of aluminum foil, but to no avail. I even used a battery powered amplifier, but Mickey’s frequencies creep in nonetheless.
I’ve decided to show Discharge in its incomplete state—without the possibility of human touch—as an act of protest against the Disney Corporation. Such high-wattage broadcasting dwarfs any sort of local network. Government sanctioned access to the electrical grid is borderline tyranny. If I jammed these radio frequencies in order to present the piece, I would be committing a federal crime (Legality aside, it might not even be possible to jam Disney radio, as their signal is so strong and omnipresent in this region). For me, the problem is not content, but presence. A slight shift in content (or perspective) could turn Disney’s broadcast from innocuous to nefarious. In the sound & light environment, you will hear a mass of waves generating and responding to light, and the sounds of Disney radio creeping into the sound system.

One of the most exciting components of A+ Partners in Education, Battle of the Books gets fifth grade students excited about reading. A lively academic competition, Battle of the Books improves reading comprehension, builds vocabulary, and teaches teamwork and good sportsmanship. The 2015 competition runs concurrently at Howard, Mt. Hebron, Oakland Mills, River Hill and Wilde Lake high schools.
Teams of five students and one adult coach each read the same 16 pre-assigned books over four months. Selected by HCLS instructors and HCPSS media specialists, titles include a wide range of reading levels and subjects. Thanks to generous sponsors, all teams receive a set of books. In addition to reading the books, teams choose a team name then dress accordingly.
During the "battle" (a 50-question exam), a moderator asks questions that relate to one of the following: a direct quote from one of the book characters; a statement about something that happens in the book; a passage taken directly from the book; details about an illustration or picture. Winning teams receive prizes.
