I've not come across this type before - a yellow plastic disc on top of a metal square which has been firmly attached to the ground. 'Permamark' on the base. Perhaps someone in the UK bench mark group has a clue?
Joined by family physicians, including DHSS Secretary Dr. Kara Odom Walker, Governor Carney signed legislation on Aug. 7 expanding the membership of the Primary Care Reform Collaborative and creating an Office of Value-Based Health Care Delivery in the Department of Insurance. The Office of Value-Based Health Care Delivery will work with the Primary Care Reform Collaborative and the State benchmarking process.
Governor Carney called SS 1 for Senate Bill 116 "another tool to improve the quality and reduce the cost of health care." Senator Bryan Townsend, who sponsored the legislation, said the goal is not to stabilize primary care, but to make it prosperous. Today, more physicians are opting for specialties rather than practice family medicine, and the Primary Care Collaborative is working on solutions to change that trend.
Representative David Bentz, who sponsored the bill in the House, praised the advocacy work of Dr. Nancy Fan, an OB/GYN and co-chair of the Primary Care Collaborative. Dr. James Gill, who said he has worked on these issues for 20 years with Governor Carney, said the goal if for Delaware to move from being one of the worst states for primary care to one of the best.

Found this imbedded in a concrete slab adjacent to UP's ex-CNW line in Watertown, WI I thought it was rather odd for this to be on a RR ROW, especially since UP now is forbidden from removing it.
I doubt UP would have a problem paying the $250 penalty.....
Technical Product Optimalisation is actually not a designing course: the assignment here was to calculate how much a bench bends under a certain load. I just had to design this benchmark to do the calculations with.
