9 August 2012. Kutum: A baby, resident in Kassab camp for Internally Displaced Persons (IDP), in Kutum (North Darfur), waits to be examined by doctors.

The civilian population in Kutum received today the first humanitarian assistance since the area was attacked on 1 August. A school in the surroundings of the village has been used as a provisional medical center.

A medical team formed by UNAMID, World Health Organization (WHO) and the Ministry of Health of North Darfur assisted about 200 people, mostly women and children with injuries from the attacks and other kind of diseases due to the lack of food and potable water.

The series of incidents began on 1 August when the Commissioner of the district of Alwaha, in Kutum town, and his driver were shot dead and his vehicle was carjacked by three unknown armed men. Later in the day, the official’s vehicle was recovered by Government of Sudan security agents 2 kilometres from the Kassab internally displaced persons (IDP) camp.

Subsequently, on the same day armed men surrounded Kassab, looted the market, burnt down the Sudanese Police post in the camp and reportedly killed four persons (three civilians and one police officer) and injured six others.

Similar events leading to the deterioration in the security and humanitarian situation occurred the following days in and around Kutum town, Kassab and Fataborno IDP camps, including fighting between the armed elements and Government Forces, as well as looting and displacement of civilians.

In 2018, USAID launched the second-annual Digital Development Awards (the “Digis”) to recognize USAID projects that harness the power of digital tools and data-driven decision making. The Feed the Future Tanzania Land Tenure Assistance Project, implemented by DAI, was one of five winners chosen out of the 140 applicants.

Feed the Future Tanzania established the Tanzania Land Tenure Assistance activity to provide an affordable, transparent system of land registration. This activity uses USAID’s Mobile Applications to Secure Tenure (MAST) program to capture locally gathered GPS data, which is then mapped and registered by the District Land Office to provide official certification of village residents’ rights to occupy land parcels.

Recognizing the need for a way to track the sale and transfer of land rights, the project developed the Technical Register Under Social Tenure (TRUST) software, an open source program that allows District Land Offices and financial institutions to record all land transactions and even mortgages, creating a comprehensive and easily accessible digital record of all land rights.

Thanks to this new open source platform, USAID has transferred over 45,000 certificates documenting village land ownership in Tanzania to the TRUST database. This has opened the door for new agricultural investments and provided land owners with increased access to financial resources using their legal record of landholding as collateral. Building on the success, the program worked with the Government of Tanzania to ensure the sustainability of the open-source platform and seeks to expand its use in all districts, eventually using it as part of a national land management system.

FOREIGN ASSISTANCE: Briefing on U.S. International Water-Related Assistance

Note: OPIC reported no funding for international water-related assistance in 2010, 2011, and 2013. OPIC loan guarantees through investment funds may include investments in companies involved in water or sanitation, but these data are not shown because OPIC's financial reporting system cannot disaggregate data at this level. Also, OPIC reported that the totals do not reflect funding for companies producing bottled water and other beverages.
