Late December, and the rains should by rights be ended. This year, though, Kenya is suffering the worst floods in living memory, having just emerged from the worst drought. A floodgate (the rectangular monoliths on the right) and giant pipes of a temporary pumping station under construction in June 2006, near the outlet of the Orleans Avenue canal in New Orleans. The U.S. Army Corps of Engineers was building floodgates and temporary pumping stations in three drainage canals that run through New Orleans neighborhoods to keep out hurricane storm surges. Engineers had warned since the 19th century that storm surge floods entering the canals posed a threat to the city. During Katrina, floodwalls along two of the canals breached due to design flaws, causing much of the damage.
