The subzero cold spell in late December 2022 caused widespread damage to evergreens of all species like: evergreen trees, magnolias, boxwoods, and vines, etc.
This is in the midwest where the unbearable cold spell lasted up to 7-10 days but devastated many varieties of plants.
Experts say generally wait until spring to see what needs replacement.
Some plants can be cut back or pruned to stimulate regrowth. Consult your local botanical supply store or agricultural agent for specific advice.
Despite the short cold snap, the midwest has had, overall, a very mild winter with spring like temperatures.
Crocus and daffodils came to full bloom in mid February. By the first few days of March tulips were 4 inches up and many species of bushes were sprouting again.
