These steps once led to a residence which was torn down some time ago. Kansas City KS has many of this phenomenon due to the rugged terrain in much of the city.

Stone steps thread upward between tightly packed houses, balconies and potted plants.

Spanish steps... be aware of the Gypsy! they actually tried to rob me! the wa they work... they push you with their babys in front of them untill you stop, then someone from your back tries to steal anything they can from your pockets, backpack, wallet... i mean anything... luckley me i walked out clear... but i mean it... be careful with these people.

I needed the steps to slide out 3" and then scissor out, so that is what these slots are. They will be welded under the diamond plate step they are sitting on.

Steps in the curve of the dome itself are not hard to climb. The worst bits were the flights of steps leading up from the ground to the balconies inside the church.
