Since the last Commission meeting, NOAA Fisheries announced that the 2014 Gulf federal recreational red snapper season will begin June 1 and remain open through July 10, which is when the recreational quota is expected to be reached. The bag limit will remain at 2 fish per person per day, and the minimum size limit will remain at 16 inches total length. The total allowable catch for 2014 harvest is 11 million pounds (mp), which equates to a 5.39 mp quota for recreational harvest and 5.61 mp quota for commercial harvest. The 2013 total allowable catch was also 11 mp.

 

NOAA Fisheries calculated the season length assuming that Florida, Mississippi, and Alabama state recreational red snapper regulations will match federal rules. NOAA Fisheries assumed that Texas and Louisiana would keep the same inconsistent state recreational red snapper regulations for their state waters as they had in 2013. If any state changes their recreational red snapper regulations for the 2014 season, the federal season may be adjusted to ensure that the Gulf-wide recreational quota is not exceeded.

 

NOAA Fisheries also assumed that the requirement that federally-permitted for-hire vessels to follow federal reef fish rules when fishing in state waters (commonly referred to as “30B”) would remain in effect. However, the Gulf Council voted last week to remove this requirement. It is unclear if the Secretary of Commerce will approve the Council’s action and remove this requirement, but if the 30B requirement is removed in time for the 2014 recreational red snapper season, the federal season would be shortened to account for red snapper harvested by federally-permitted for-hire vessels during inconsistent state waters seasons. NOAA Fisheries estimated that the season would be shortened by 10-18% (5-8 days) if Texas and Louisiana keep the same inconsistent state rules as in 2013, but the other Gulf states are consistent with the federal season. If Florida chooses an inconsistent season, the federal season would be further shortened.

Don't be frightened of a scary looking dish - it's surprisingly quick to prepare, and quite delicious.

 

2 (3-pound) whole red snappers, scaled and gutted

2 tablespoons kosher salt

2 teaspoons ground white pepper

2 large oranges, each sliced crosswise into 4 thick slices

6 sprigs rosemary, plus 2 tablespoons rosemary leaves

1/4 cup julienned orange zest (strips of zest)

1/2 cup 1/4-inch sliced garlic cloves

1 cup sliced (assorted) olives

1 1/2 cups dry white wine

1 cup orange juice

3/4 cup extra-virgin olive oil

 

Preheat the oven to 425 degrees F.

Season the snappers with the salt and pepper. Place the orange slices on the bottom of a large roasting pan in 2 columns of 4 orange slices. Place 3 sprigs of rosemary across the each of the 2 rows of oranges. Lay the fish on top of the orange slices, and divide the rosemary leaves, orange zest, garlic cloves, and olives evenly over the tops of the 2 fish. Pour the wine and orange juice around the fish, and drizzle each fish with 2 tablespoons of the olive oil. Place the fish in the oven and roast, uncovered, for 20 minutes. Remove from the oven and add 2 tablespoons of olive oil over each fish. Return to the oven and continue to cook until well caramelized, about 15 to 20 minutes. Remove the fish from the oven and drizzle with the remaining 1/4 cup of olive oil.

 

Serve immediately, with the pan drippings drizzled over the top of the fish.

 

Another of Emeril's recipes. His calls for Kalamata Olives, but I substituted a variety from Wegman's "olive bar". Due to availability, I also used 2 large Snapper filets (stacked together) rather than 2 whole fish.
